I don't see anybody from the public for comment. 00:00:00
Approval of the minutes from the November 6, 2025. You all had a copy of them. 00:00:04
A chance to look at a move to approve. 00:00:10
OK, motion by Supervisor Kane. 00:00:12
I'll second that. Seconded by supervisor Ringle. 00:00:15
Any additions or corrections to them? 00:00:18
I just have one thing under absent put excused absence on their Barb that that way you know because. 00:00:22
I'll tell you it's it's real picky because sometimes people look back and see how many meetings you are at and if you were excused 00:00:29
or not. And that's why I just like to have excused absences on there. You want me to change it on this one or moving forward? 00:00:36
You could change it on this one. 00:00:43
We had two people missing. 00:00:45
So and they were both excused myself and Randy. So if you want to change it on this one, OK. 00:00:47
And then correct my name on spelling on there too. 00:00:53
As long as it changes. 00:00:58
Sorry but that's it. That's all I got so. 00:01:01
Everybody else got anything for changes or corrections? If not all in favor say aye. 00:01:06
Aye, opposed. All right. 00:01:10
Thank you. 00:01:12
All right. Next we got engineering for the legal services roof replacement. 00:01:14
Yeah. So that is in the the CIP plan for next year and I wanted to get started on the engineering on it already so that we were 00:01:20
ready to go right after the first of the year. 00:01:25
So we were originally just going to look at replacing the flat portion of that roof. 00:01:30
But we have had some issues with the tiles in the past on the sloped. 00:01:37
Portion over there. 00:01:41
And so we really wanted to look at. 00:01:43
What would it take to replace the entire roof? 00:01:45
And so I did get a bid on the engineering to do the entire roof and. 00:01:47
It came back higher than what our. 00:01:54
Limits are for procurement. 00:01:57
That we can just award. So I am going to have to draw bid specs. 00:01:59
And we're going to have to put that out for bid for engineering services. 00:02:04
OK, so anything over 25,000 requires a request for. 00:02:08
Bids. 00:02:12
And. 00:02:13
This came in that a little higher than that. 00:02:14
So we will put that out for bids and. 00:02:17
We'll see what we get. 00:02:21
Are you guys looking at just replacing what you got or you're looking at putting a pitch on it or? 00:02:23
Just just replacing the flat roof on the Sheriff's Office and then we'll probably go with a. 00:02:28
Alternate to replace the entire. 00:02:33
Portion, but just based on their preliminary estimates, it's way more than what we put in the CIP for that building. 00:02:36
So we'll probably just get the flat roof, but we will get. 00:02:43
What we'll end up getting is a price on for an alternate so we will know what. 00:02:46
Replacing the rest of it will be which we can put in. 00:02:51
The budget for next year or add into the CIP for next year, whichever way we want to do it. 00:02:54
But we will do all the engineering at one time. 00:03:00
On there. 00:03:02
OK. 00:03:03
And the other one isn't leaking, it's just a flat one that's giving you. 00:03:04
The problems. 00:03:07
Correct. 00:03:08
OK, we have replaced some of those green tiles before. They are not made in that size anymore when we did replace them. 00:03:09
We had to get a different. 00:03:16
Diameter tile it doesn't quite match, but. 00:03:18
They are, you know, over 40 years old and probably the best thing to do is just get rid of those and and put. 00:03:22
Green sheet steel roofing on that pitch portion. Steel color steel roof. 00:03:29
Yep, Yep. So we will be working on that and getting that out for bids so we can get some comparisons and. 00:03:34
Follow our procurement policies that we have. 00:03:41
Sounds good. 00:03:45
Anybody got any questions? 00:03:47
So the tile really isn't any. I mean it is immediate need, it's just you're able to write. 00:03:50
It's it's very old. And if we're going to do the whole thing, you know, why don't we look at getting rid of it before more of 00:03:55
those do crack and. 00:03:59
You know. 00:04:02
You have a problem. 00:04:03
What is it that of the stone on top of the fabric or is it just a fabric up there? The Sheriff's Office does have stone on it. It 00:04:05
got stone over and then new one that you put on. I'll have the stone over it too, or. 00:04:10
Or you just going to go out of fabric? 00:04:15
We're going to see what? 00:04:17
The engineering firm really recommends OK. 00:04:18
And we'll go from there. 00:04:21
Typically they're recommending fully adhered now rather than ballasted and most. 00:04:23
Most reduced but. 00:04:27
There's option. 00:04:29
Times when the. 00:04:30
Ballast is distilled. 00:04:31
Good way to go. 00:04:33
Was that a ceramic type tile or is that asbestos tile or? 00:04:35
It's like a clay type. 00:04:39
Tile. Get clay, Yeah. 00:04:41
Yep. 00:04:45
OK. 00:04:49
Then let's move on to sex engineering for the courthouse rooftop. 00:04:52
Chiller replacement. 00:04:56
Yes, we'll be meeting with the engineer tomorrow morning. We will be signing the contract for that. 00:04:58
I've already sent that through to Trista and Cameron has approved it also. 00:05:04
And I said we'll be meeting tomorrow morning for them to draw. 00:05:09
Specs on that chiller so we can get that out to bid right after the first of the year? 00:05:12
We will not get it till fall, but we will. 00:05:19
Do it all. 00:05:22
At one time we did not have. 00:05:23
Money in this year's budget to do the engineering this year and put the bids out in fall so we would get it in spring, so. 00:05:25
We'll do everything in in 2026. We'll do the engineering, we'll get the chiller. 00:05:33
Selected and. 00:05:38
It'll be installed in the fall. 00:05:40
Is that the last original one We got left and then they're all replaced? 00:05:43
Jail too, OK. 00:05:47
And how many? There's two of them up there. 00:05:51
There's two for the courthouse and there's two for the jail. 00:05:53
So that smaller one on the courthouse roof is the last one to be replaced. 00:05:56
Gotcha. 00:06:00
All right. Any other questions on that? 00:06:03
I don't know if I missed it or not, but the. 00:06:06
That. 00:06:08
The unit on top of the. 00:06:10
Jill, you guys talked about it last. We didn't yet. No. OK. 00:06:12
We figured I'll wait till he gives his report on his we will get to that building repairs in there so. 00:06:16
Yeah, I figured we'd wait till we got done for. All right then let's move on in a master plan update. 00:06:21
Brett. 00:06:27
You guys having fun? 00:06:34
Oh, we're having a great. 00:06:36
Lots of moving pieces right now, I'll bet you. 00:06:39
A lot of questions on my end that there people are asking me and I said. 00:06:43
I don't have an answer for yet. 00:06:47
Yeah, I'm assuming that once I go through my 3 pages of notes, I have so I can keep my thoughts in order. 00:06:50
You guys would have. 00:06:56
Plenty of questions. OK, so for everyone who doesn't remember last time I was here, my name is Brad Kwasny with Venture 00:06:58
Architects. 00:07:01
So where we're at right now is we have toured. 00:07:06
All of the buildings. 00:07:10
A couple of times. 00:07:12
We've talked to. 00:07:14
Department heads key personnel. 00:07:16
And we have made some. 00:07:18
We've had we've got some conclusions on our end. 00:07:21
That are driving the direction we're going with the master plan. 00:07:24
And we've got. 00:07:28
Some of the key things that we have concluded at this point are. 00:07:31
The Henry Dodge building. 00:07:35
Is. 00:07:38
Structurally sound. 00:07:39
That thing is a bunker. 00:07:40
But everything inside of it is in horrible shape. 00:07:43
It's all your mechanicals are beyond their useful life expectancy. 00:07:48
And. 00:07:53
Replacing them. 00:07:54
Be very expensive. 00:07:57
And you probably would never get return on investment for. 00:07:58
For making that replacement so. 00:08:03
That building, really. 00:08:06
Probably. 00:08:07
The most economical thing for you to do would be to vacate the building. 00:08:08
And end up demolishing it and having that piece of property available for something else in the future. 00:08:12
In the admin building where we are right now. 00:08:19
Is generally. 00:08:22
Oversized for what you have here for your departments. 00:08:24
You've got. 00:08:27
Additional space. 00:08:28
Departments have obviously moved. 00:08:31
From where things were Once Upon a time. 00:08:33
So. 00:08:36
That each individual department is. 00:08:36
Not necessarily the right size they're. 00:08:40
They're disjointed. 00:08:42
They have a good sized office, but their storage is on three different floors. Mm-hmm. 00:08:43
So just. 00:08:48
There's there's movement that can be done. 00:08:50
This building can easily be saved. 00:08:52
The department. 00:08:57
The county department that has the. 00:08:58
Biggest needs? 00:09:00
For better space. 00:09:02
More efficient space. 00:09:04
Without a doubt as a medical examiner. 00:09:06
Currently it's on. 00:09:09
Both sides of a hallway. 00:09:10
Here. 00:09:12
On the. 00:09:15
4th floor I believe. 00:09:16
Which? 00:09:18
Not really optimal, but OK. 00:09:19
And they're in the Henry Dodge building. 00:09:22
Off of a main corridor. 00:09:25
And. 00:09:28
At best I could describe. 00:09:28
Their space over there as. 00:09:31
Abysmal. 00:09:33
And is totally how they make that work. 00:09:34
Just give your medical examiner pat on the back every time you see. 00:09:38
Because that space. 00:09:42
Terrible. Yeah. 00:09:43
Have heard that before. 00:09:46
You know when when he's got a lot past. 00:09:48
You know. 00:09:50
Bags of salt and pallets and forklifts to get to his space, which is. 00:09:51
Partitioned off with movable wall partitions. 00:09:55
And that's also double s as a storage space. 00:09:59
It's it's. 00:10:03
Really not a good space. He he needs a space. 00:10:05
The next thing that. 00:10:09
Is in our head. Is the. 00:10:11
The men's group home. 00:10:14
Not a DA compliant. 00:10:15
It's lots of damage on it from. 00:10:17
Wheelchairs. 00:10:20
You know, not through. 00:10:21
Misuse or anything willful. 00:10:22
Just wheelchairs, damaging doors and frames and. 00:10:24
It's, it's just, it's. 00:10:29
It doesn't meet any ADA. 00:10:31
Requirements. 00:10:33
Right now. 00:10:35
That should be. 00:10:36
Replaced because I don't know that you can. 00:10:37
Do much with that building. 00:10:40
There's, there's, there's always a tipping point when you're talking about renovating. 00:10:43
Versus building new? 00:10:47
Where at some point in time the renovations will cost more than a new building will. 00:10:48
This is one of those buildings that's probably at that point. 00:10:53
Are you taking questions as we move along or OK? 00:10:57
That one they just redid a bunch of the inside on it. 00:11:00
They didn't make it 80. 00:11:03
Apply Jody. This is the one on the Northside by. 00:11:05
By Henry Dodge. 00:11:09
This is not the one I got hit by the tornado. Oh, it's the one up on the hills is the men's one. The men's all OK? I'm sorry. The 00:11:10
other one is the women's. OK. 00:11:14
I didn't know there was some hands and a woman's. Yes. Yeah, it's basically, it's basically a trailer. 00:11:18
All right. Is that, is that a demolition kind of deal to them? 00:11:24
I don't think there's any way. 00:11:30
It wouldn't have any use if you kept it. 00:11:32
The the property it sits on would be more useful than than keeping that bill seeing with the Henry Dodge. You don't think anybody 00:11:35
would be able to buy that and use it for anything? 00:11:40
The cost to update all the mechanicals in it. 00:11:45
Would be. 00:11:49
So excessive. 00:11:51
Not even putting like a wall unit. 00:11:52
Air can turn it into apartments or anything. 00:11:55
With wall units or anything like that. 00:11:59
The. 00:12:00
Problem with that is. 00:12:01
It's a great idea because you'd save the cost of demolition. 00:12:03
And someone could buy an existing building. 00:12:07
But. 00:12:10
You'd have to find somebody who would want to do that. 00:12:11
And would have the follow through to do that. 00:12:14
We've worked with so many. 00:12:16
Communities, counties that have had buildings that they've had the same basic idea. 00:12:19
And someone will come in and for dirt cheap they'll buy the building. 00:12:25
And then? 00:12:29
Nothing ever have set. 00:12:30
It's just the one across the road here. Is there any way you could do an assessment on land value compared to maybe? 00:12:32
If you. 00:12:38
Is there any way you can put feelers out for some building like that for a Realty value? Or if anybody would be interested, it 00:12:41
would be something where as we get deeper into what I'm talking about today. 00:12:46
We're looking at putting other things out on that property. 00:12:52
So. 00:12:55
You would have to. 00:12:57
Parcel that. 00:12:58
Break that piece off. 00:12:59
And I don't know that that would be in your best interest. 00:13:01
Because then you'd have like. 00:13:05
A sliver of property surrounded by stuff you probably want to keep. 00:13:07
For your own purposes. 00:13:11
Because. 00:13:13
You know. 00:13:14
We're looking at your immediate needs, but we're also trying to look decades ahead. 00:13:15
Yeah, and. 00:13:19
At some point in time. 00:13:21
This building is going to age out. 00:13:23
You know, it's been around a long time. 00:13:25
You know the original was. 00:13:27
3737. 00:13:29
You know it's going to age out at some point in time, so. 00:13:31
Somewhere. 00:13:33
Decades down the road. 00:13:35
You're going to have to replace this building. 00:13:37
And to replace this building. 00:13:39
You're going to need a place to put people. 00:13:41
And if you have a. 00:13:44
Blank piece of property. 00:13:45
Already in your possession? 00:13:48
You're you're in great shape. 00:13:50
Because the land you have out there would be great. 00:13:52
To just do. 00:13:55
What you need for this building? 00:13:56
So I mean, we could, we could look at the value of it. 00:13:59
I don't know that is in your best interest though. 00:14:03
Long term. 00:14:06
Short term. 00:14:07
Sure. 00:14:09
Say none of the none of the additions they put on either that. 00:14:10
Gym or anything that wouldn't be anything salvageable would probably tear that down too. 00:14:14
Use it for storage, maybe temporarily until you, because you could always tear it down later. 00:14:22
I need you don't have to tear it down right away. 00:14:27
I mean. 00:14:29
With with the steps that you would have to take for. 00:14:30
Everything that we're going to be talking about today. 00:14:33
It'll it'll all have to be phased. There's no way you just say. 00:14:37
Here's an enormous sum of money that we just have lying around. 00:14:40
Now do everything. 00:14:46
It's going to have to be. 00:14:47
Do this piece. 00:14:49
Then do this piece. 00:14:51
Because it has to be. 00:14:53
We have to pay attention to, you know, mill rates and taxes and you know, how the the financial impact. 00:14:56
On the people of Dodge County so. 00:15:01
The demolition of that. 00:15:04
Would be the lowest priority. 00:15:06
So if something were to fall into your lap where somebody would want that before you would ever tear it down. 00:15:10
You know then absolutely you can. You can do something with because it it would not be your high priority to tear it down. 00:15:16
It's it's a much higher priority. 00:15:22
To get out of there, yeah. 00:15:24
Because. 00:15:25
You guys are probably there. 00:15:27
Yeah, non-stop. 00:15:29
Trying to just keep it running. Yeah, I've seen it, yeah. Nickel and dimer, yeah. 00:15:30
And it's it's not getting better. 00:15:36
All right, Well, in the process of this would be a place for cold storage just to jam everything that's kind of in your way, just 00:15:38
as a storage, you know, and a. 00:15:42
I Until you tear it down and decide what you're gonna do with. 00:15:47
The extra doors, desks, all the stuff you're moving out of here you have a lot of. 00:15:51
Rooms. 00:15:57
Scattered around your campus that. 00:15:58
They can be described as. 00:16:03
We might have some use for this someday. 00:16:08
Or as we have jokingly referred to them. 00:16:11
During our walkthroughs, they're the pre dumpster rooms. You know you don't want to throw them away yet, yeah? 00:16:14
But eventually you're going to. 00:16:20
Because the vast majority of it is never going to get used. 00:16:22
You know you've got a lot of those. 00:16:25
You know, and and and hanging on to a building. 00:16:30
For the purpose of storing that stuff probably isn't helping you any. 00:16:33
But in the short term before you, yes, it could absolutely be sort of stuff inner. If you're done with a building, you just leave 00:16:36
it in there and you just blessed it all down together. 00:16:41
You would have to maintain some level of heat to prevent, you know, pipes from bursting and things like that. So it doesn't. 00:16:47
You know it's not entirely off here To Do List. 00:16:54
But maintaining heat up there is an issue. It's a big issue if you don't use a building, can you just? 00:16:58
Drain everything so you don't have to eat it. 00:17:03
You can run into mold issues. 00:17:07
And that's why we keep the air handlers running summer and winter in. 00:17:09
J Pod across the street. 00:17:12
OK. Because originally when they vacated it, we did turn them off for a while. We did end up with a whole lot of mold on the lower 00:17:14
level. 00:17:17
All right, sorry to interrupt. No problem. It's, it's probably. 00:17:26
With as. 00:17:30
Complex as this is going to get, it's probably easier to jump in. 00:17:31
You know, just as things pop up OK. 00:17:35
Another thing that just sort of. 00:17:39
It really is a request that just sort of came up out of nowhere. 00:17:41
There was a request made to look into the idea of. 00:17:45
Adding a daycare. 00:17:48
Somewhere. 00:17:49
So we've got a spot where we could do that. 00:17:51
There's a lot that goes into. 00:17:54
The design of a daycare. 00:17:56
You know what age group of kids? How many kids? 00:17:57
There's a lot involved in that. 00:18:00
So. 00:18:02
There's space. 00:18:03
There is space to do it. We can really look into that when it gets more to it. 00:18:04
A design phase. 00:18:08
Just know it can be done if if that. 00:18:10
If you choose to go that direction. 00:18:13
So, and the the reason that came up is that is included in the county's 20 year comprehensive plan is the lack of daycare. 00:18:15
For the entire county, not just. 00:18:23
For here, for employees, but for the entire county. So that's why it was asked to be looked at. 00:18:25
In this master plan also, if that's something that is. 00:18:31
Feasible to? 00:18:34
Assist not only employees but other. 00:18:36
County residents. 00:18:38
Other items the Sheriff's Department. 00:18:42
And the jail. 00:18:46
Would become. 00:18:48
Much more efficient. 00:18:51
If they were. 00:18:52
Adjacent connected to one another. 00:18:53
It's not. 00:18:56
It's not horrid. 00:18:57
Being a block away. 00:18:58
But it's not optimal either. 00:18:59
That would not be a very easy. 00:19:02
Fix to make that happen because. 00:19:05
You'd really have to move the sheriff over. 00:19:07
To the jail site and and it is rather limited with where you can add so. 00:19:09
We think we found a way that it could be done. 00:19:15
So that is. 00:19:18
I would say probably a lower priority than any of the first ones that I've listed. 00:19:20
Additionally. 00:19:26
The evidence storage building. 00:19:29
You know. 00:19:31
Still. 00:19:32
Your damaged building. 00:19:33
It's probably not in the. 00:19:35
Most optimal location. 00:19:37
So if we moved it out of. 00:19:40
Basically the highway department. 00:19:42
Yard umm. 00:19:44
We can move it out. 00:19:45
Near the. 00:19:47
Henry Dodge. 00:19:49
Put on the Henry Dodge property. 00:19:50
We could also. 00:19:52
Locate a storage building. 00:19:53
For the sheriff's vehicles. 00:19:55
Out in the same location. 00:19:56
And that way everything. 00:19:59
For the sheriff, that's. 00:20:00
Remote is in the same spot. 00:20:01
And then lastly. 00:20:08
The old jail buildings. 00:20:12
They're kind of just used for training right now. 00:20:15
I'm not sure. 00:20:20
We can investigate. Can you do renovations in there? 00:20:23
And make them. 00:20:28
Viable for something? 00:20:29
Or is that another location that might be more cost effective for you to? 00:20:30
Tear those down and then have the land available. 00:20:35
For something else, one of the things we were looking at is. 00:20:38
Can we put the medical examiner over there? 00:20:41
And, and there's a whole lot that goes into the medical examiner. 00:20:45
You know, like would you ever be interested in? 00:20:49
Hiring a pathologist to do your own autopsies or you're just going to continue to ship them out to other facilities? 00:20:51
That's that's a tough. 00:20:59
Ask because there's not a lot of pathologists in this country. 00:21:01
They're not turning them out real fast. They're hard to get. 00:21:04
But just getting a facility for your medical examiner, that would be a pretty good location. 00:21:08
To do that. 00:21:12
So. 00:21:15
With all of those. 00:21:16
Rough conclusions in mind. 00:21:19
We've come up with. 00:21:22
Two basic options, and obviously one is we wanted the driver is. 00:21:25
We want to vacate Henry Dodge. 00:21:29
And to do that. 00:21:31
We've looked at. 00:21:34
On the site with Henry Dodge. 00:21:36
We could build. 00:21:39
A new. 00:21:40
Building. 00:21:42
To replace what's in Henry Dodge. 00:21:43
Build a new building. Move people out of Henry Dodge into the new building. 00:21:45
Relatively simple. 00:21:49
Downside to that is. 00:21:52
It's going to take a while for that construction, for that project to happen and that whole time that Henry Dodge building is. 00:21:55
Going to continue to deteriorate. 00:22:02
Umm, so. 00:22:07
What we? 00:22:09
Also are looking at. 00:22:10
Would be. 00:22:14
Umm. 00:22:15
We could. We could look at. 00:22:19
Purchasing. 00:22:21
A site. 00:22:23
That has a vacant building on it. 00:22:24
That is large enough. 00:22:26
To accommodate. 00:22:27
Your staff needs. 00:22:29
And one of the options we were looking at. 00:22:32
That, we thought, would make a lot of sense. 00:22:34
Would be to purchase a building. 00:22:36
That has the square footage you need. 00:22:39
Renovate the building. 00:22:41
And move all of your functions out of this building. 00:22:43
Into the new building. 00:22:46
Once everyone's out of here, you can renovate this building. Move the functions from Henry dot. Renovate this building for the 00:22:50
Henry Dodge. 00:22:53
To come here. 00:22:57
The only thing from Henry Dodge that wouldn't move. 00:22:59
Would be. 00:23:03
Umm, the CBRF. 00:23:07
You could move to Clearview because Clearview has vacant space that could be filled. 00:23:09
The only problem with that second option is that would probably take longer to do than your first option with the new building, 00:23:16
right or not. 00:23:19
Not necessarily, no. 00:23:23
I think the intent was to try to keep everything. 00:23:27
In a central location here. 00:23:30
For people, when they come, you don't have to, you know, send them. 00:23:33
Like you're looking for a. 00:23:37
Big vacant building that you could renovate and make use of for this building, you know. 00:23:38
Who knows where that? 00:23:44
Big bacon building would be unless you had something in mind already and. 00:23:45
But then it would be off outside of June or it could be in Beaver Dam or you know. 00:23:50
I think we would be looking at keeping it. 00:23:55
In June. 00:23:58
OK, it would be. 00:23:58
Stay close. 00:24:00
Absolutely OK, because we've done work with many other counties that. 00:24:01
Are kind of far-flung. 00:24:07
Actually I just did a. 00:24:09
Master planning for Winnebago County. 00:24:11
And one of their big problems is. 00:24:13
They've got this building here and then. 00:24:16
They work closely with departments in this building that's two blocks away. 00:24:18
And then there's another building that's four blocks away. Then sudden there's someone on the North End of town. And when people 00:24:22
come in to have to do business, sometimes they're going to four different building, right? 00:24:26
So we would definitely try and avoid that. 00:24:32
OK. 00:24:34
I mean. 00:24:35
It there would be an option to just build 1? 00:24:36
Brand new complex. 00:24:39
To house everything. 00:24:41
You know everything from here and. 00:24:43
From. 00:24:45
Henry. 00:24:46
That would be. 00:24:48
That would be one that you couldn't do in pieces. 00:24:51
You know, options look like renovating a building. 00:24:55
And then? 00:24:58
Renovating another building. 00:24:59
You can do those in different pieces. 00:25:00
And would have less impact on your. 00:25:03
On your mill rate. 00:25:06
So we're trying to. 00:25:07
Keep that. 00:25:09
In mind because. 00:25:10
As soon as it becomes unaffordable. 00:25:11
We don't solve anything. 00:25:14
Right. 00:25:15
So. 00:25:17
You know if if you would. 00:25:18
Were to build a new building for the Human Services and building it out there where the Henry Dodge building is. 00:25:19
Would you guys allow enough space there so that we could? 00:25:26
You know, because we are looking 20 years out at our buildings. 00:25:29
That if we did get rid of another building, there's another building we could add on to that. 00:25:33
You know, on to that and then as we get rid of another building, we could add on it, add down the road, you know, where there's 00:25:38
enough space so you could have everything in a central. 00:25:43
Yes, there there is a lot of property out there because you own that field to the north where the water tower is, so. 00:25:48
That's just currently a field, so you have all of that space available and everything that's around Henry Dodge. 00:25:56
And once you. 00:26:02
Once you can empty. 00:26:04
That building? 00:26:07
You can carry that building down and you have that property available to you as well. 00:26:08
So. 00:26:12
It's it's moving. 00:26:12
Parts. 00:26:14
But it does. 00:26:15
Keep. 00:26:17
You could have everything on that. 00:26:18
On that property. 00:26:20
How are you going to decide how big to build that first building? Do you have all the square, our offices and square footage 00:26:22
figured out? We have all the current square footages of all the departments. 00:26:28
And we've talked to all the department heads. 00:26:34
We've looked at, you know, how much do they project growth. 00:26:37
Or or do they project stability? Most of them are thinking they're pretty stable. 00:26:41
Human Services. 00:26:46
Always grows. 00:26:47
Everywhere under the sun, it's it's state mandates and things like that. Human Services. Gross. 00:26:49
But. 00:26:55
Most of the rest of the departments are pretty stable. 00:26:56
And like I said. 00:26:59
In this building, the offices are generally. 00:27:01
Oversized. 00:27:05
So we could look at. 00:27:07
Shrinking what you have. 00:27:09
So yes, we do have the numbers. 00:27:11
And when we're. 00:27:13
Putting things together right now. 00:27:15
But it would be. 00:27:18
You know, just using square foot blocks. 00:27:19
Not, uh. 00:27:22
We're not designing a building for you right now. 00:27:23
That's. 00:27:25
Another phase. 00:27:26
But we, yeah, we, we, we have the numbers we need to be able to do it. But if once you get to that design phase. 00:27:28
Then it would be. 00:27:35
Talking with everyone. 00:27:36
Again. And really. 00:27:38
Narrowing down. 00:27:39
How things want to layout? 00:27:40
But the space is there. 00:27:43
Is there usually like a? 00:27:45
How many floor? 00:27:48
Best general practice idea there is for. 00:27:51
Hard. You know what I mean? Because you can always. You could always keep adding buildings four stories high. Or do you? 00:27:54
Want to go higher or? 00:28:00
Or stay at a certain level with that or. 00:28:02
The fewer the better. 00:28:06
But it's not uncommon to do. 00:28:08
You know. 00:28:11
Yep, 3 probably Max. 00:28:12
Maxes out. 00:28:14
For what you'd want to do. 00:28:16
There's certain departments that just want to be on the ground floor. 00:28:18
You know your Veteran Services ADRC. 00:28:22
You know, the ones where you you might have people coming in. 00:28:24
That, uh. 00:28:27
You know, it might have mobility issues. You want to keep them on the ground floor. 00:28:28
Others can move up and up and up. 00:28:32
But but 3 is probably. 00:28:35
Where you'd want to Max out. 00:28:38
Yeah, construction wise, having to create everything on the roof and everything to be and and, you know. 00:28:40
That's not even very hard. 00:28:46
That's not a big deal. 00:28:48
It's more usability. 00:28:51
For the people coming in. 00:28:53
You know, some people just. 00:28:54
I mean, currently you've got. 00:28:56
Plenty of floors here and people are going up and down and they're used to it, so could you? 00:28:58
Go fork because people are used to that. Absolutely you could. 00:29:02
It might make more sense for you to go 3. 00:29:07
And just. 00:29:10
Be more organized and how it's laid out. 00:29:11
But you'd have a lot of space. 00:29:14
Out by the Henry Dodge property to do that. 00:29:16
So that would also be a design issue. 00:29:19
For how we want to do it. 00:29:22
Would probably try and do it too. 00:29:24
Umm, but it all. You know, certain departments work with other departments regularly. 00:29:27
So you want to cluster them together? 00:29:34
And. 00:29:36
Eventually you can go down the line because. 00:29:37
There's this chunk of departments don't work with these, so you can. 00:29:39
Keep moving out or you can go up. It's just. 00:29:43
It's a. 00:29:49
It's truly a design option. It's it. 00:29:50
Becomes the choice of, you know, whatever committee we're working with. 00:29:52
And and. 00:29:56
The economics of the site. 00:29:58
Um, let's see, what else do we have? 00:30:15
If. 00:30:19
For example, you wanted to. 00:30:20
Build a new building out by. 00:30:24
Henry Dodge for. 00:30:26
The departments that are out there. 00:30:27
And you wanted to keep everyone that's here, here and not purchase another property or anything like that? 00:30:29
You could renovate this space while it's still operational. 00:30:38
Here's the drawback. 00:30:42
Every space that you want to renovate. 00:30:44
You have to have a space. 00:30:46
For those people to work. 00:30:48
While their space is being renovated. 00:30:50
There is. 00:30:53
An open space down in the basement. 00:30:54
That we could build out as an office. 00:30:58
And people could then. 00:31:00
You could take a department. 00:31:02
Relocate it down there, renovate their space. 00:31:04
And. 00:31:08
Move. 00:31:09
Whatever department is going to go into that space. 00:31:11
Into that space. 00:31:14
Renovate the next space. 00:31:15
You know, move and just keep moving, people. 00:31:18
Into this. 00:31:20
Temporary space. 00:31:21
And then to a renovated space and just keep doing that. 00:31:23
Downside with that. 00:31:26
You'll probably have years of renovation. 00:31:28
Which would be. 00:31:30
Years of noise. 00:31:32
And dust. 00:31:34
And. 00:31:35
It some disruption. 00:31:37
Yeah. 00:31:40
There's there will be confusion because people will come in and they're going to say. 00:31:41
Well, I've always gone to this department on the second floor. 00:31:45
But now they're in the basement. 00:31:50
And and no one goes to the basement other than people who work here. 00:31:52
So it can be done. 00:31:58
There is a way to do it? 00:31:59
But. 00:32:00
It may be. 00:32:01
Confusing to some and. 00:32:04
The people who work in this building will get tired of the noise and the dirt. 00:32:07
I think. 00:32:17
We generally covered. 00:32:20
The main points of everything. 00:32:22
Umm. 00:32:26
So. 00:32:28
Just to kind of wrap things up, we we had. 00:32:30
Obviously hoped at this point in time that we would be much farther along in the process and we would be presenting to the full 00:32:33
board with a final report. 00:32:37
But as you can tell, we've got a lot of moving parts that we're. 00:32:41
Still investigating. 00:32:44
And. 00:32:49
There's actually a few smaller points that are still. 00:32:50
Kind of behind the scenes. 00:32:53
Um, but. 00:32:57
Our next step? 00:32:58
Really would be to. 00:32:59
Bring Samuels group in. 00:33:01
And they'll start putting costs. 00:33:04
To these options. 00:33:05
And with these costs, then we can. 00:33:08
We can issue the final report. 00:33:11
To the full board. 00:33:13
And. 00:33:15
At that point in time, we could work with your, your finance director, your bonding agency and we can start. 00:33:16
Talking about those mill rates and how it would impact each different option would impact taxes and how to phase it. 00:33:22
To have the least amount of impact. 00:33:29
You know that would be. 00:33:31
The next steps moving forward. 00:33:33
So I guess. 00:33:38
I, I mean, I just blasted you with a bunch of ideas, yeah. 00:33:40
So that's good. So your head is probably spinning, but if there is anything you heard that you said. 00:33:44
We absolutely don't like that idea. 00:33:49
And you can take an idea off of our plate right now. Yeah, we will not be disappointed. 00:33:52
If you, if you want us to just keep pursuing all the options, we will keep pursuing all the options and we'll give you prices on 00:33:57
all the options. 00:34:01
Or if there's one that you all say, you know what? 00:34:05
We really like. 00:34:08
That idea. 00:34:10
We can pursue that. 00:34:11
So if there's. 00:34:15
If there's anything that you feel strongly about, just just let me know and. 00:34:16
And we can. 00:34:20
Either drop it or. 00:34:20
Just point ourselves. 00:34:22
That direction. 00:34:23
Or, like I said, we could just keep looking at them all. 00:34:25
Yeah, and you know. 00:34:27
Really, we're not that far behind the 8 ball. John and I were talking about that. 00:34:29
And the timeline really isn't that far off. 00:34:33
When you look at how we. 00:34:35
We had a slow start to this whole thing. 00:34:38
And we're not really that far off. 00:34:40
But my my suggestion, I don't know how the rest of the committee feels, but my suggestion would be. 00:34:43
Before we hire Samuelson on to well, they're already part of the different part of our group. 00:34:49
OK. 00:34:54
But we have to pay them to put prices on everything. They're already part of our, they're built in our part of that contract to 00:34:55
get the prices on. 00:34:59
OK, because I would like to. 00:35:03
Have you give that presentation you just gave to us? 00:35:05
To the whole board, so that at least. 00:35:08
Because they keep asking questions. 00:35:11
About all this stuff, you know. 00:35:13
I'd rather have you give them. 00:35:15
The presentation you gave us tonight and then say, OK, our next step is to have. 00:35:17
The other part of our. 00:35:23
Group. 00:35:24
Start putting numbers on it, you know, at least that would put them at rest and and it would show them how far you guys are. 00:35:25
Sure, with the plan. 00:35:32
Because. Because right now they. 00:35:34
They're not seeing what's going on. No, it just looks like we're dragging all being done. By now, we should be. 00:35:35
You know, in, in, in their defense. 00:35:42
A lot of the things that have delayed this were requests from Dodge County. 00:35:45
Yeah, You know, they came back with some preliminary ideas. They met with myself and Phil and and Cameron and. 00:35:49
We looked at some of their preliminary designs and that really got us thinking. 00:35:57
About some other things that we had not talked about before. 00:36:01
And so a couple weeks ago, Phil and I did go down and we met with the Brad and Corey down at their facility in Milwaukee. 00:36:05
And we said, what if we wanted to look at this and what if we wanted to look at that? So a lot of the delay here. 00:36:12
In this final. 00:36:19
Process is. 00:36:21
On Dodge County that we came up with additional ideas that we wanted to look at. 00:36:23
And we wanted to make sure that. 00:36:27
We did cover all our bases that we didn't overlook any potential options. 00:36:29
So I don't think that delaying this a month or two. 00:36:35
It is a is a. 00:36:41
Big deal. 00:36:42
Just to make sure that we. 00:36:44
Have the best possible. 00:36:46
Product that they're going to deliver to us. 00:36:48
As far as what you're saying and delaying it a month or two, I mean that it's stretching out a month or two longer than what we 00:36:52
thought. It wasn't Jody, that's what I'm saying. 00:36:56
I think that's a small price to pay for making sure that we get the best options possible and that we have looked at. 00:37:01
Everything out there that we've. 00:37:08
Exhausted all the ideas that are out there and and that they've. 00:37:10
Done all the research on them. 00:37:14
That that's what I'm saying. And basically once you move forward and you move into a design phase. 00:37:16
That's going to take some time. 00:37:22
And you can really start to. 00:37:24
Shoot for a schedule. 00:37:26
For when you want to stick a shovel in the ground. 00:37:28
At that point. 00:37:31
So, uh. 00:37:32
You know, again, we're talking about a lot of moving parts and several buildings and a lot going on. 00:37:33
So. 00:37:38
There would be quite a bit of process on the design side. 00:37:40
The only one I have a question about or that makes me. 00:37:44
Think about saying hold on with that one is is that. 00:37:48
J Pod One. 00:37:52
Turning that into. 00:37:54
A umm. 00:37:55
What was that? The examiner? 00:37:59
Aren't we going to need more parking? 00:38:03
Then that was, we're talking about taking that building down and. 00:38:05
And I know there's a lot of asbestos removal that's gotta happen in there and there's a lot of bad pipes in there, right? 00:38:08
There is asbestos in the building, but there's a lot of bad pipes and stuff too. And they're right, like steam pipes and stuff 00:38:14
that were going bad. 00:38:18
And it's isn't it like? 00:38:21
Rebar. 00:38:24
All through all the. 00:38:25
And it's going to be really hard to remodel that building. 00:38:27
It would. It would be. 00:38:30
It would be far more complex than. 00:38:33
You know, renovating. 00:38:35
You know, a standard office building. 00:38:36
So. 00:38:39
And with the age of the original. 00:38:41
Piece of that. 00:38:43
You know you probably are better off. 00:38:44
Just. 00:38:47
Tearing that down. 00:38:48
And having that property for your use, yeah. 00:38:49
But that doesn't mean that we shouldn't investigate what it would take but the demo. 00:38:54
The internal demo on that would be. 00:38:59
Pretty, pretty extensive. 00:39:01
Do you know how long it'll take to put numbers on? 00:39:05
On some of these. 00:39:09
We work with Samuels. 00:39:11
Quite a bit and and. 00:39:14
They are. 00:39:15
Much faster than you would think. 00:39:16
OK, Yeah. 00:39:18
Typically. 00:39:20
We'll meet with them and we'll talk through it and. 00:39:21
And then we'll be in constant contact for. 00:39:24
A few weeks and they'll have numbers for us. 00:39:27
So John, you're kind of saying, you know, even if we delayed it a month? 00:39:30
Then if we delayed it a month. 00:39:35
Then you're saying. 00:39:37
Then they could come back with the numbers and. 00:39:38
I, I just those are just one. 00:39:41
I, I know people are looking for results on this, but you know, we're, we're past the budget. 00:39:44
You know, obviously we're not going to do anything in 2026 because we don't have money budgeted so. 00:39:49
That's right. 00:39:54
Is it really a big deal if we say, Brad, we really want results in January or if we want them in February? Does it? Does it 00:39:55
really? 00:39:58
Matter at this point in time. 00:40:02
And I said my main thought is. 00:40:05
Getting the best possible options that that's what I'm after. 00:40:07
So I, I don't know, it's, it's up to you guys. You guys are the committee, you're the ones that. 00:40:12
It is a 20 year old look on our building. 00:40:17
Or or or farther out. 00:40:20
And I I agree we should be very thorough with this. 00:40:22
Seeing that we're doing this, you know? 00:40:26
And. 00:40:29
I don't have a problem with that. 00:40:30
I mean. 00:40:32
Would just tell us why we wanted to have Brad come in and address you guys and say, OK, this is what we've done, this is where 00:40:34
we're at and this is what we still need to to look at yet. So that's why we wanted to up. 00:40:39
Date you guys as the building committee and. 00:40:44
See what you guys want to do. 00:40:48
Yeah. I just thought, you know, if he could just give a preliminary without the numbers on where we're at. 00:40:49
Just to keep the board, sure. 00:40:54
Happy what? Where we're at? 00:40:56
And then say, OK, but now we have to start. 00:40:58
Looking at. 00:41:02
The prices of things and we'll be coming back to you future with the prices. 00:41:03
You know that would that way at least the board would have an idea on. 00:41:08
What we're looking at. 00:41:13
They could also watch the video of this meeting. 00:41:15
And they could do that too. 00:41:17
Mean the only thing really hurrying this along is not wanting to spend more money on Henry Dodge. 00:41:21
Yeah, right. 00:41:26
Yep, Yep, that's the whole thing. I'm on the same level with that Henry Dodge building. And the longer it takes to see the 00:41:27
elevator, the boiler, and you got to stick a major amount of money in there just to keep it operational for a little while and 00:41:32
then just shortly after you're getting rid of it. 00:41:36
I cringe every time I see you guys have to stick a dime in that building. 00:41:41
You know, yeah. 00:41:45
Well, because I'm more money ahead on. 00:41:46
Building, I mean, you don't want to spend good money over bad and on yeah and and the promise the the building structurally isn't. 00:41:48
It's it's a solid building. Yeah. It's just. 00:41:55
Everything inside of it is everything else it's at or beyond its useful life. 00:41:58
And it's. 00:42:03
Being held together with twine and duct tape and bubble gum. 00:42:04
Whatever else John can get his hands on, right? 00:42:08
Have we got up John's budget for more? 00:42:11
Tape and bubble gum. 00:42:14
But I I don't think we're real far away from. 00:42:17
Yeah, it doesn't sound like us. 00:42:20
No, no, we're not. We're not far at all. 00:42:22
Have we done a? 00:42:25
A parking study though, with all these options, I mean, are we gonna have parking issues? 00:42:27
Depending on what we do and so forth. 00:42:32
We have not. 00:42:35
Done. 00:42:36
A study on the parking, but what we're looking at right now. 00:42:37
Really wouldn't change. 00:42:42
Any of the parking. 00:42:44
Here. 00:42:46
On these couple of blocks. 00:42:47
The only place where anything might change would be. 00:42:50
Out by Henry Dodge. Well, I know they talked about adding on to the sheriff's building right now and putting offices on there. 00:42:53
That was part of a possible thing where we're looking at is not touching parking. It would be. 00:42:59
In well. 00:43:05
If we would. 00:43:08
Want to do anything to the sheriff? It would make the most sense to add the sheriff on to the jail. 00:43:09
And not. 00:43:14
You know you don't want to spend millions of dollars. 00:43:16
To do something to expand the sheriff here. 00:43:19
If. 00:43:22
In the long run. 00:43:23
It's better and more efficient to have the sheriff attached to the jail, but originally they had talked about moving. 00:43:25
Putting a new sheriff's building and then moving admin into the sheriff's building. 00:43:31
And then adding offices on to that. 00:43:35
That was one of the original ideas that was floating around and then they were talking about, well then we might need more parking 00:43:38
than if we do that there. 00:43:42
So that's. 00:43:46
Kind of where I was getting that because they were if they tore jpod down. 00:43:47
That was part of their idea. 00:43:51
I don't think we're really trending that way at this point in time. 00:43:55
I don't think so. I think, I think. 00:44:00
Those ideas sound like they were. 00:44:03
Very specific to a very. 00:44:06
Unique individual need. 00:44:09
And what we're looking at. 00:44:11
Addresses your whole campus. 00:44:13
And I think we wouldn't really be. 00:44:16
We wouldn't be impacting. 00:44:18
The parking here. 00:44:19
OK. It we wouldn't be improving it probably. 00:44:20
But we wouldn't be making it worse either. 00:44:25
You're not adding people. 00:44:27
Two of these buildings where we would need more. 00:44:29
Parking so. 00:44:32
That's kind of what you're saying, correct? 00:44:33
Now the the sheriff. 00:44:35
To jail and a coroner. Is that a possibility to get that all in one building or not? Not really. 00:44:37
Because you'd want to corner with the sheriff in a jail together, correct? We would like them to be as close as possible. It makes 00:44:44
the most sense to do that. 00:44:48
Which is why, you know, if if we could give the Emmy. 00:44:55
A spot right over here, yeah. 00:44:59
At most. 00:45:01
You know, at this point in time, you'd essentially be connected to the sheriff. 00:45:03
And at most, if the sheriff then moves over to the jail there one block away. 00:45:07
So that's which is better than. 00:45:12
The big circle at the corners Doing now, yeah. 00:45:14
You know. 00:45:17
So. 00:45:20
Could we? 00:45:21
Find a spot. 00:45:23
If the sheriff someday would move to the jail. 00:45:25
Could we find a spot? 00:45:29
For the Emmy over there. 00:45:31
That would be hard. 00:45:33
Because there's a large. 00:45:35
Storm. 00:45:37
Area that. 00:45:39
Takes up that run a lot of room and I don't know. 00:45:41
You. I've talked to our civil engineers. 00:45:46
In house on this and. 00:45:50
You can't really. 00:45:53
Dig deeper and expand that. 00:45:54
To make it a smaller footprint. 00:45:57
Because. 00:45:59
The. 00:46:01
The limiting factor. 00:46:02
Is the outlet. 00:46:03
Connects. 00:46:05
To the to the sewer underneath the road somewhere elevations are. 00:46:06
And you have to has to flow downhill at some point, so. 00:46:11
The way you would do that. 00:46:16
If you wanted to use up some of that space for another building. 00:46:19
You'd probably end up going with like underground storage tanks or you know. 00:46:22
Other options that are. 00:46:27
Very expensive. They're they're not going to be inexpensive, that's for sure. 00:46:29
So it might be. 00:46:34
Pretty difficult with the current configuration of everything that you have going on and and the residence is right there. 00:46:36
It might be tricky to get the Emmy. 00:46:43
Connected, uh. 00:46:45
But. 00:46:46
They would still be. 00:46:47
They would be close. 00:46:48
It would they would be. 00:46:49
Conveniently located for what they need to be. 00:46:51
A lot better than what it is now. 00:46:53
Absolutely. 00:46:55
Was there any consideration of the space on that top floor of the courthouse that's basically on? 00:46:59
Unused. 00:47:06
Yes. 00:47:07
We've looked at that. 00:47:08
And we think it might make a lot of sense. 00:47:10
To. 00:47:13
Take part of that space. 00:47:15
So I believe there's room for two additional courtrooms up there and we're looking at. 00:47:17
Taking. 00:47:23
Space for one of those courtrooms. 00:47:24
And. 00:47:26
Put Corp counsel in there. 00:47:27
So you'd have Corp council and you'd have. 00:47:29
DA and you'd have child. 00:47:32
Child support, child support all on the same. 00:47:34
Floor. 00:47:37
And then they could. 00:47:40
They could share. 00:47:41
One of the problems with with. 00:47:43
That space is. 00:47:45
There's no back of house. 00:47:47
Break rooms, restrooms, anything like that. 00:47:49
So you know if. 00:47:52
If the. 00:47:55
The District Attorney. 00:47:56
You know, someone has to use the restroom, they have to go out in the public hallway. 00:47:57
And. 00:48:01
As far as I know, it's never been a problem. 00:48:04
But it has been problems in other places, so it's something we try and avoid. 00:48:06
But if we could. 00:48:11
Connect, you know, put the Corp council up there. 00:48:12
There's a large. 00:48:15
Break slash sort of a pseudo break area slash storage room. 00:48:17
That's kind of in between child support and. 00:48:22
DA that could be modified to be a core. 00:48:26
Break room. 00:48:29
And restrooms for both of them, which would just be right across the hall. 00:48:30
Than from court. 00:48:35
So. 00:48:38
It it is a little more efficient. 00:48:39
Corp Council unfortunately works with. 00:48:42
A lot of departments. 00:48:45
So no matter where you put them, they're going to be away from somebody. 00:48:46
Who wants to work with them? 00:48:49
But it it. 00:48:51
It does make some sense to put them there. 00:48:52
I guess just to. 00:49:01
You know, tantamount what Jody was saying. 00:49:02
You know my comment was. 00:49:06
To try to give something. 00:49:07
About moving along the OR at least to provide some information to the. 00:49:09
To the county board so they have an understanding of where we're at. 00:49:13
And that we're not dragging our feet here, but there's just a lot of moving parts and we. 00:49:17
Keep them somewhat up to speak as I've heard. 00:49:22
Different comments too about, you know, why it's just taking so long, blah blah blah, you know? 00:49:25
So just, well, convincing Louise people to get her dad Henry Dodge building, There's a lot of them that are against that. 00:49:30
I don't think that's going to be a problem. You don't think so? 00:49:36
I think I'll most of the supervisors are. 00:49:40
Know that that building is at the end of its life and we need to do something. 00:49:43
To get rid of that, hope so. 00:49:48
$12 million to to upgrade the HVAC while that kind of. 00:49:51
The boiler is the elevator and prices from five years ago. 00:49:59
Up 30%. Rate 40. 00:50:03
About five years ago puts you. 00:50:06
Early in COVID. 00:50:09
Everything escalated during COVID. 00:50:11
And. 00:50:13
I can't really say much has come down. 00:50:16
No, you know. 00:50:19
All the suppliers are enjoying having those prices where they are. 00:50:20
Yeah. 00:50:24
But yeah. 00:50:30
Be happy to present to the board. I would. I would, really. 00:50:31
Appreciate that if you would just, you know, give them a rundown like you gave us tonight. 00:50:34
And then just say you know. 00:50:39
After this presentation, we are going to take it back. 00:50:41
And we're going to start putting numbers together to. 00:50:45
To some of these ideas and we'll be back in whatever amount of time. 00:50:47
To update you further on it. 00:50:52
But if we could just give them an update now. 00:50:54
And I know, John, they could watch this meeting, but a lot of supervisors don't do that, so. 00:50:56
You know, it'd be better to hear it. 00:51:02
In person from them guys so they can pound me with questions. 00:51:04
That that's part of my job right now is I'm the punching bag. 00:51:10
Now, so are we. 00:51:13
All right. Any other questions? No, I appreciate it. Thank you for coming in. Yeah. 00:51:22
Thanks, Brad. Sure. 00:51:27
All right. I think we'll move on then next to the Clearview. 00:51:39
Project. 00:51:43
Update. 00:51:43
It's kind of getting down there on on crunch time. They there is some. 00:51:47
Different materials and things that they're waiting for that are not going to come into the last minute. There's some kitchen 00:51:53
items, there's some door frames. 00:51:57
There's some other things, but. 00:52:01
The thought is that we are going to make. 00:52:06
The occupancy deadline that was set. 00:52:08
It's going to be tight, but we think that we are going to make that. 00:52:12
And that date is what? 00:52:16
I don't have my calendar with January 26 or I think it's a week before that. 00:52:20
OK. But most of these things have to be finished before that because the health inspector has already been scheduled so. 00:52:25
These things need to be completed at that time so they can look above the ceilings and make sure that. 00:52:33
You know all the piping is correct at all the holes to the drywall have been sealed, all such things like that that have to do 00:52:39
with occupancy. 00:52:43
But. 00:52:49
Yes, it is doable. There's a lot to do between now and then, but. 00:52:50
It is doable. 00:52:55
Along with that. 00:52:59
Which would also go with our next meeting date and time. 00:53:01
The the thought was to have a joint meeting with the. 00:53:04
Human Services and Health Board, which is the first. 00:53:08
Wednesday. 00:53:11
In January. 00:53:12
January 7th. 00:53:15
I believe, yeah. 00:53:16
Don't want to have a meeting? 00:53:18
At Clearview. 00:53:19
I don't know, I don't have my calendar with me. 00:53:20
Yeah, I thought it was January 7th. Yes, 7th if it was the Wednesday because our two we discussed last night and we were doing it 00:53:23
for. 00:53:27
At four o'clock 47th. 00:53:32
At Clearview and then we do like a walkthrough. 00:53:35
Yes, Ed would like to take the building committee also on a walk through. 00:53:37
And show what? 00:53:42
Has been done and show you the new facility before it is occupied. 00:53:44
Because I think that's so our meeting would be just January 7th and Saturday 8th at Wednesday. 00:53:49
At 4:00. 00:53:54
At 4:00. 00:53:55
And that's when our meeting normally is so. 00:53:58
And now would be over a Clearview then. 00:54:01
I don't have a problem with that. 00:54:04
And Ed said he'd have snacks. 00:54:06
This construction. 00:54:11
Phase do the. 00:54:12
Wall for the CBRF divide. 00:54:15
The was that included in this whole thing or not? 00:54:17
No. 00:54:21
No, this is this is strictly his behavioral health units. 00:54:22
The only one back with having the joint meeting is. 00:54:30
Since we have two members on the health committee also. 00:54:35
If we needed to have our own meeting for some reason, if we needed to have that, it'd be kind of difficult. I don't think that 00:54:39
would be a problem. I believe there was going to be no. 00:54:43
Yeah, We were not going to have a business meeting of that. Oh, you weren't? 00:54:48
OK. It was just for the the committee. 00:54:52
To do the walkthrough. 00:54:54
Well, that's what I was kind of thinking too, that we would not have our regular business meeting unless there was something 00:54:56
really urgent. Yeah. Is the Health and Human Services meeting. We won't have one next month. It'll be February. Is our next Health 00:55:00
and Human Services meeting. So. 00:55:05
They would just be there for the walkthrough and that would all workout. And so if we needed our meeting, we would just. 00:55:09
During Becky and. 00:55:15
Becky and Jennifer all of a sudden decide that there's some urgent They have to. 00:55:16
But yeah, next month there is no Health and Human Services meeting. It'll be. 00:55:20
February so. 00:55:24
Sure. So we could either do the walkthrough with them, have our meeting after, or vice versa, whatever. 00:55:26
Right, have our building committee meeting after to walk through you're saying or whatever. 00:55:33
Or if there's nothing really urgent, I mean, we could. 00:55:38
We could eliminate the building committee meeting too and just do our walking. We just do the walkthrough what the Human Services 00:55:41
and then have our building committee meeting and. 00:55:45
February, just in case that they came back with some more concrete stuff, right? 00:55:48
January 1st but. 00:55:55
You know, otherwise if there's nothing urgent and we'll just postpone our building committee one till February. 00:55:57
And we'll do the walkthrough with Human Services on the 7th. 00:56:03
At 44. 00:56:06
Yeah, that's all good to everybody. Sure. 00:56:07
No, OK. 00:56:11
So yeah, that I said things are moving along, but it's going to be tight. But it's it's a totally doable. 00:56:13
Thing I said there was just some longer lead times on some things that. 00:56:20
Came up at the end here. 00:56:25
All right. 00:56:32
Any other questions on that? 00:56:34
OK, then let's order the 2526 budget update. 00:56:37
Things are looking. 00:56:43
Pretty good on that. And there we've got some accounts where he ran over somewhat, but we've also got some that we are quite a bit 00:56:45
under on. 00:56:48
Mostly electricity. 00:56:52
I think we're going to be over on natural gas a little bit and some of our repair accounts are over, some are under. But overall. 00:56:55
We're tracking pretty well on our total budget. 00:57:01
So we're in good shape there. 00:57:04
Good. Umm. 00:57:06
If there might be one or two accounts where he might ask to carry something over into 2026, but. 00:57:09
We will look at that in January. 00:57:17
And. 00:57:20
All right, then we'll move on in a facility, director reports. 00:57:24
For repairs and improvements, we're still waiting on the invoice from Hwy. to see how much that Henry Dodge parking lot repairs 00:57:30
we're going to cost us. 00:57:34
I thought we were going to have something last week already but we still haven't seen the invoice from Hwy. so we're still waiting 00:57:39
for that to find out. 00:57:42
What that costed us, but. 00:57:45
What Randy was asking about before the Johnson Controls air conditioner on the jail roof. 00:57:50
They just are not responding to our emails. We asked to talk to someone in the warranty department several times. They have not 00:57:57
answered any of those emails. 00:58:02
I did meet with Kim. 00:58:07
On Monday. 00:58:09
And. 00:58:10
If we can't get a resolution soon, then we're going to look at our legal options. 00:58:13
On that. 00:58:17
The current invoice for the. 00:58:20
Disputed repairs that they did this fall is $68184. 00:58:21
And their estimate to finish the necessary repairs is another $74140. 00:58:29
So you're looking at over a $14,000 repair for something that we believe should be covered under warranty? 00:58:35
So we will keep. 00:58:44
Pursuing that. 00:58:45
On our end, it's just kind of a slow process on that. 00:58:47
And luckily it's winter, so we can. 00:58:50
Yes, kind of take our time on it or. 00:58:52
Yeah, OK. 00:58:56
But we're on it. It's just not happening very fast. 00:58:57
The Clerk of Courts carpet project, they did remove the first set of cubicles today. 00:59:03
The carpet people are starting on Monday. 00:59:09
I did get another. 00:59:14
Bid on the cubicle removal last month. We talked about that. The first one was $18,864 to remove the cubicles and set them back 00:59:16
up. 00:59:21
There was a second vendor that was on the state of Wisconsin. 00:59:26
Contract and we had them come in and give us a price. 00:59:30
And they bid $12,180, so our savings was $66184. 00:59:34
By checking with another vendor that was on the state approved. 00:59:41
Contract. 00:59:45
So we went with them. 00:59:47
Good job. They sent two guys out and, and they weren't here very long and they had all six cubicles disconnected and. 00:59:49
Taken down, stored away and. 00:59:57
Whatever. 01:00:00
We did find that once we started moving some furniture and some file cabinets and stuff away from some of the walls. 01:00:01
We can see how faded the walls are after 25 years so. 01:00:09
The entire clerk of courts area is going to get repainted. The guys already did the West wall today and they started on the South 01:00:13
wall. 01:00:17
And they'll just keep working their way around, but the whole work area will get a fresh coat of paint also just based on the the 01:00:21
fading of the walls from that many years. 01:00:26
Ready, Phil? 01:00:34
So last month we talked a little bit about the compressor, air compressor repair for the security system at the jail. 01:00:35
And I just wanted to show you a few pictures of what we're talking about. 01:00:42
So the. 01:00:45
The air compressor that you see there, the the big one that says Quincy Northwest, there's one there and then there's one off to 01:00:47
the right. 01:00:51
That you can't see. So they're they're duplex systems. 01:00:55
They alternate one runs. 01:00:59
And then the next one runs. Then that one runs again. 01:01:01
You can see the brand new compressor. 01:01:04
That we purchased for that we purchased the compressor for both of those units. So both of those got a brand new. 01:01:07
Compressor on there. 01:01:14
And that is what drives all the locks in the jail as well as the sliding cell doors. It's all air driven. 01:01:15
If you go on. 01:01:25
Phil that's. 01:01:26
Close up view of the top of that. 01:01:28
That's what our piston looked like after it burnt the oil in it and kind of went into a a meltdown. You can see the piston and 01:01:32
part of the rod there. 01:01:37
Or the pin. 01:01:42
Boy, this pin, you know. 01:01:44
And then you'll see the. 01:01:49
Rod coming up here. 01:01:51
So after 25 years of running pretty much round the clock it it gave up the ghost. 01:01:55
So we do have. 01:02:05
2 new compressors and we should be good for the next 25 years. 01:02:06
Phil's going to show you a few pictures of. 01:02:14
Some repairs we did in medical a couple months ago. 01:02:18
Um. 01:02:22
The the laminate that you see is. 01:02:25
All the cabinetry in the jail and the courts was all. 01:02:32
Like particle board? 01:02:36
With just this laminate over the top of it. 01:02:38
And. 01:02:41
Through the years, you can see where we put an aluminum strip on this corner. Here the corners get shipped and the laminate starts 01:02:42
to peel and all that. 01:02:46
This was more leftover wood that we had from the Sheriff's Office from when it was still a courthouse. 01:02:50
The guys just took that and. 01:02:56
Fit it all for the corners there to. 01:02:59
Dress it up and and hide where all the laminate was chipped and where it was starting to appeal and lift up. 01:03:02
The other thing? 01:03:08
You need to go back that one, Phil. 01:03:09
Another thing I want to show you is we know that's that's fine, Phil. 01:03:12
This is just another corner where the aluminum we put on the corner. 01:03:15
This flooring was replaced about five years ago and we've had problems ever since it was put in. 01:03:20
We've had problems with the adhesive. 01:03:26
And the floor tiles themselves seem to. 01:03:28
Stretch and expand. 01:03:31
Two Higgs are flooring vendor from Fond du Lac. They were back. 01:03:33
And repaired this several times over the years. 01:03:36
And it just was not. 01:03:40
Standing up. 01:03:43
To the use like the original flooring had. 01:03:44
So the guys decided to go to Menards. 01:03:48
And. 01:03:53
Yep, I'm good. Bill, go to the next. 01:03:55
Yep, they got some different flooring and the guy has decided that. 01:03:57
If we put in vinyl plank, this is the waiting area. 01:04:03
Outside of the medical office. 01:04:06
You can see they took the flooring out, they put in all. 01:04:09
Vinyl plank there. 01:04:12
And that is the main corridor in the medical office. 01:04:15
They put that in, you can see they put a transition strip in for a carpeted area there. 01:04:19
There's a transition strip into the medical drug room, the locked Med room. They put a strip in there also. 01:04:28
And. 01:04:37
Got rid of the. 01:04:39
And that's into a restroom in there where you have the poured quartz flooring that they put a transition strip from the new vinyl 01:04:41
plank into that. 01:04:45
Much appreciated by the medical staff there that. 01:04:52
It really did help because you get those edges coming up a little bit, kind of a trip hazard also in there, so. 01:04:55
We got rid of the bad flooring. We did this all ourselves. I think it was like 11 or 1200 or something for the flooring and the 01:05:01
guys did all that. 01:05:05
Nice. 01:05:10
Very good. 01:05:11
Yeah, it is. 01:05:12
Looks good. 01:05:14
So that's the show and tell pictures for this month. 01:05:15
You guys do good work, you know that? Yeah, they do. 01:05:18
Could be carpenters and floor layers. 01:05:21
If they wanted a second job. 01:05:24
And painters. 01:05:28
The kitchen floor we did purchase all the. 01:05:32
Pair material a few months back. 01:05:36
We do have the. 01:05:38
The flooring people scheduled to do the repairs in there starting January 5th, the first Monday in January. 01:05:41
So the kitchen will be down for three days. They'll be doing cold meals, Styrofoam Packers and that sort of thing. 01:05:48
So they're estimating that the. 01:05:55
The flooring is going to take three days to do. 01:05:57
I do have 10,000 budgeted in the jail improvement fund for 26 which is going to pay for. 01:06:01
I think the labor is going to be like 5 or 6000. 01:06:08
On that. 01:06:11
To take all that. 01:06:12
That is bad. And then relay. 01:06:14
At the same time, our dishwasher is now nine years old, I believe, and the belt is really wearing on it. 01:06:18
So we had Hobart come in and take a look at that. 01:06:27
So that first Tuesday and Wednesday in January, they're going to be looking at putting a new belt in and replacing some bearings 01:06:30
in the dishwasher, as long as we're not going to be doing dishes anyway. 01:06:35
So we're going to get all that done at the same time. And I also had 10,000 in the jail improvement fund budget for 26 for 01:06:40
dishwasher repairs. 01:06:44
I'm not sure that's going to cover the entire cost of the belt, but. 01:06:50
We did put 10 in the budget for that. 01:06:53
Purpose. 01:06:56
So that's what we got to get that done while it's down anyway, yeah. 01:06:59
So we're going to do both projects at the same time and. 01:07:03
Get that all spruced up for the kitchen there. 01:07:07
On the operations side. 01:07:13
We still have an open 2nd shift custodian position in the jail. 01:07:16
It has been extremely hard to get applicants for that. 01:07:21
We're still exploring our options of what we're going to do there, but it's been tough getting applicants for that position. 01:07:26
The chamber, they have put a Christmas tree out on the Plaza out there. They will be lighting it Friday evening. 01:07:34
I hope you guys saw that or not. It's about 25 foot tall. 01:07:41
Really, they brought in with a telehandler. 01:07:44
The other day. 01:07:48
The Chamber did that. 01:07:48
Mm-hmm. Only call yesterday, the city had their bucket truck there, they put all the lights on it. And tomorrow night they will 01:07:50
have a tree lighting ceremony. I think it's like at 6:00 or something like that, so. 01:07:56
Wow, Chambers trying to do things downtown, spruce things up and. 01:08:02
Make it more inviting and look good and. 01:08:06
Nice. 01:08:09
So we'll see how that goes. 01:08:10
We've been working with it. We did pull a whole bunch of new data lines in the detective area where their data lines were failing 01:08:13
in the Sheriff's Office. 01:08:18
So I think we pulled 12 new lines in there last week. 01:08:25
From the upstairs all the way down through some conduits, all the way down into the basement to the. 01:08:29
Server room and. 01:08:34
And it came in and terminated all the ends and. 01:08:36
Got that up and going. They were having a lot of problems. 01:08:39
Slow computers, issues with phone calls, the data lines were just bad in that building. So. 01:08:42
So we got that area. 01:08:49
Spruced up. 01:08:50
Our trail restroom cleaning. 01:08:53
That's taken on a little bit of a challenge here. Now we're adapting to the cold weather. 01:08:56
Mm-hmm. We've never had a deal with this before, because before they had porta potties, you know, so we, we have had some issues 01:09:01
cleaning them. 01:09:05
You know, concrete floors get a little icy. Now you gotta. 01:09:12
Clean them different different chemicals. 01:09:15
So we're working on that. We're working with our housekeeping janitorial supplier on different types of chemicals and we're also 01:09:18
working with parks on. 01:09:23
Possibly getting some anti slip matting or something for inside those for during the winter but been a little bit of a challenge, 01:09:28
but is it something that we're learning to adapt to on how to? 01:09:32
Clean these and keep them clean for the winter. 01:09:38
Windshield washer fluid instead of water. 01:09:40
There's another option. Yeah, that's a good idea. 01:09:43
Those were freeze. That's another option, yes. 01:09:48
So we did have. 01:09:53
A little bit of a mess that got frozen down tight the other day. So Parks, actually one of the guys from Parks came in with their. 01:09:56
Ice fishing shanty heater and we. 01:10:04
Heated the whole thing up inside there so we could, we could liquefy everything and get it cleaned up. But so yeah, we're learning 01:10:06
how to adapt to the challenges of keeping those clean during the winter. 01:10:12
We're also, we went to a seminar a while back on salting and things like that and what is the most efficient and the cost 01:10:22
effective? 01:10:26
We're actually looking at building ourselves a brine unit for the back one of our pickup trucks. 01:10:31
Which would be a lot cheaper than using. 01:10:36
Salt from the highway. 01:10:39
We have a tote, we're ready. It's just a matter of. 01:10:42
PVC piping and some spray nozzles and a small pump and. 01:10:46
And a hand wand then or you're going to have a sprayer bar how you spray your bar. 01:10:51
At our last facility managers conference that we went to. 01:10:58
There was a lady there that presented a thing on that, then she showed. 01:11:03
Several different municipalities, right, whether they were city or county or whatever. 01:11:08
Where they have made their own. 01:11:12
And. 01:11:14
Saved a lot of money on on salting and it was a little more effective. You can pretreat, you know, before you have snow and. 01:11:16
Things like that. So we're looking at. 01:11:23
Doing that also. 01:11:24
And where would you put that on? 01:11:26
We have our two. We have two pickup trucks with bows on it. One has a Salter, 1 does not. 01:11:28
So we have a. 01:11:34
Empty pickup truck bed that we could put it on. 01:11:35
So how are the parking lots not the sidewalk? I was gonna say, how would you do the sidewalks? We want just for the parking lots 01:11:37
and the. 01:11:41
OK. 01:11:45
So that Brian only operates above 19°, right? 01:11:47
Depends on what you make it out of there. There was some temperature limits, I don't remember exactly what they were filled you. 01:11:51
You're almost gonna have to have both. 01:11:58
I thought depending on what you use it was like -4 or something like that. 01:11:59
That there was a couple different mixtures you can make depending on what you want to make it out of. I saw Brian said it was 19° 01:12:04
or about. 01:12:08
Well, yeah, if you make it out of rocks, if you're just out of salt. 01:12:11
But there's other. So yeah, we have, we are looking at. 01:12:15
Our various options on that and given that a world as long as we have a tote, you know we can. 01:12:19
We can do that for a couple 100 bucks to. 01:12:24
Throw that together, the guys can build that and. 01:12:26
So. 01:12:29
Other than that, just a lot of regular maintenance going on and. 01:12:32
That's all I got. 01:12:36
Super. 01:12:38
That second shift jail custodian position A. 01:12:38
Can't fill. 01:12:42
Is there like a set wage that you start some? 01:12:44
It's currently what it's. 01:12:49
18. 01:12:52
65 I want to say 18 something. 01:12:54
Having a hard time filling it because of the wage. 01:13:00
Or people want more money than that. Or. 01:13:02
We're not even getting. 01:13:06
Not even getting applicants for it or. 01:13:11
We've gotten some, but it. 01:13:14
It's slim Pickens. 01:13:16
Was there like a shift premium at 2nd shift or not? Yes, there is a $0.50 an hour shift premium on top of that. 01:13:20
If somebody came in with with a substantial amount of experience, Cameron does have the ability. 01:13:27
To start them out at a wage. Step 2 or Step 3. 01:13:34
If I would request that. 01:13:38
And most of our custodians that we've hired in the last few years have started out at Step 2. 01:13:42
OK. Any other questions? 01:13:54
All right, any future agenda items? 01:13:57
The master study stays on there yet and. 01:14:05
And. 01:14:08
I don't know if we need to have Clearview on there anymore because the next meeting is going to be in February and. 01:14:09
That projects pretty. 01:14:15
Pretty well getting phase one will be finished. 01:14:16
Oh yeah. 01:14:19
Phase 2 will start. 01:14:21
I believe they want to start phase two on the 20th of January. 01:14:23
So maybe we should just keep that as soon as those people are moved from the B wing to the A wing. 01:14:27
They will start in the B wing. OK. 01:14:32
OK. 01:14:37
Keep it up. Yeah, keep it on there then, right? 01:14:38
Any other thing you guys want on there for future agenda items? Otherwise we'll just leave it up to John and. 01:14:42
John does a thorough job. 01:14:49
Yes, he does. Very organized, Dale. 01:14:50
Appreciate that, John. 01:14:55
And your work. I appreciate that, Barb. 01:14:57
All right then. John's just a mouthpiece, yes. 01:15:04
Our next meeting is going to be January 7th over at Clearview to do a walkthrough with the Human Services at 4:00. 01:15:09
And I declared this meeting adjourned at 5:17. 01:15:16
Thank you. 01:15:19

Event transcript
Our next meeting is going to be January 7th over at Clearview to do a walkthrough with the Human Services at 4:00. 01:15:09
And I declared this meeting adjourned at 5:17. 01:15:16
Thank you. 01:15:19
