Roll call has been taken. 00:00:02
And I see no public comment. 00:00:04
So we need approval of the minutes from October 2nd. 00:00:08
So moved. 00:00:13
And I'll second that. 00:00:14
OK, all in favor. 00:00:15
Say aye, aye. 00:00:16
OK, here we go. 00:00:18
John. 00:00:21
OK, the master plan. 00:00:22
Cameron and I will be meeting with Venture Architects next week Friday. They're gonna. 00:00:25
Present the some preliminary information on that and I'm guessing. 00:00:31
We'll probably have to steer in which direction we want to go with that, but. 00:00:36
We will have a meeting with them next Friday on some preliminary stuff. 00:00:40
I have. 00:00:45
Received some questions lately on the timeline and why it's kind of delayed but. 00:00:46
Realistically, in their proposal that they originally presented to the county, it was a 5 month. 00:00:52
Plan and. 00:00:58
You know this got rejected in February, then finally approved in March. 00:01:00
It was April 25th before the contract actually got signed where they could hammer out the contract language. 00:01:06
And then we really had our first meeting with Venture and the department heads on May 30th. 00:01:12
So if you do June, July, August, December, October. 00:01:19
You're only a couple months. 00:01:22
For a couple weeks past that five month. 00:01:24
Window that they were talking about to get it done. 00:01:28
And they are fairly close. They did come back a couple times in October. 00:01:31
To ask about some last minute questions and and just trying to fit all the pieces of the puzzle into our floor plan. 00:01:37
So I think just taking that extra few weeks is a good thing, I think. 00:01:46
You know that. 00:01:50
They want to make sure that we got a good product, that we're getting what we want. 00:01:51
And I I know it would have been ideal to have this finished before the budget discussion. 00:01:55
But it. 00:02:01
Just didn't workout that way. 00:02:02
So that's where we're at on the master plan. 00:02:05
Such as life. 00:02:08
Very much. 00:02:12
Any questions on any? Are you happy with the? 00:02:14
With the way it's gone, yes, I'm very happy with the the work that they've done, I think the touring that we did. 00:02:17
Their meetings with department heads, I think that all went very well. 00:02:24
And I'm looking forward to really seeing what they're going to give us for finished product. 00:02:28
It seemed like they were very thorough for many indicators or discussions that you know. 00:02:33
Pad. I guess it. 00:02:38
They've worked with a lot of my fellow maintenance directors around the state and they've all been happy with their services and. 00:02:39
So I'm looking forward to seeing what. 00:02:48
They got for. 00:02:50
Sure. Good, good. And you're saying next week you intend to meet with them and. 00:02:51
Cameron And yes, we have a meeting scheduled for next week Friday on the 14th. 00:02:57
Just to kind of tie up any loose ends or yes. 00:03:01
So you should see something. 00:03:06
I would hope they'd have something for. 00:03:08
Our December building committee meeting. 00:03:10
OK, so. 00:03:13
Nice, that's what I got on the master plan. 00:03:17
OK, very good. 00:03:20
Clearview project. 00:03:24
The Clearview project is moving along. 00:03:26
The tentative move date for the residents that we move to phase. 00:03:29
Moving over to phase one once it's completed is January 19th. 00:03:33
Talking with John, what we'd like to do is. 00:03:39
It should be more or less. 00:03:42
You should be able to see 98% of it. 00:03:44
Come January meeting time, so we're thinking of doing a joint meeting, we'll have it over a Clearview and then you can see what 00:03:46
everything looks like before anybody moves in. 00:03:50
Be able to talk about, you know, some of the features of the finished product. 00:03:55
As far as the project goes. 00:03:59
You know, just a usual construction stuff going on. Some contractors asking for ads that are in their contracts so they're not 00:04:02
entitled to them, others asking for ads for stuff that was missed and. 00:04:07
They've been allowed so the contingency budget on it. 00:04:12
Is it's 500,000. 00:04:15
You know, some of the contingency items they've asked for cover both sides of the project. So right now. 00:04:18
The approved. 00:04:23
Changes change orders have been 200,000. 00:04:25
So, you know, the biggest of which was. 00:04:28
The non anti ligature plumbing fixtures were missed. 00:04:32
On the plan so. 00:04:36
But what the architect, they're going to pay for the because it's something we would have had to pay for anyways. So they're 00:04:39
paying for the markup on all the. 00:04:43
On all the fixtures. 00:04:47
So they're absorbing that cost because it was a miss on their part. So the rest would be something we'd be paying for anyways, so. 00:04:48
There's that. 00:04:56
And then there's been a disagreement with the fire alarm company and the electrician and electric the electrician. 00:04:58
Who bid on it? It's in their bid packet that the fire. 00:05:04
Controls are in there. 00:05:07
And it was actually specifically called out an addendum. 00:05:09
During bidding and they signed it, they acknowledged it so. 00:05:12
They're trying to get us to pay the fire contractor, but it's in their contract that very they contract with them. So again, it's 00:05:17
just kind of a back and forth stuff that goes on. But Indigenous season changes. But like I said, it's just, you know, normal 00:05:23
stuff that goes on with any building project. You know, when the county does their master plan, you're going to. 00:05:29
You know, if you spend $250 million doing the building. 00:05:35
I'm gonna need a two and a half million dollar contingency or. 00:05:39
Whatever. 00:05:41
However much you approve. 00:05:43
So. 00:05:44
The state is coming in for Bill. 00:05:47
The state will come through on the 15th of January. 00:05:51
To approve occupancy so. 00:05:53
It'll be the the state engineer will be coming through looking at everything and then also the. 00:05:55
That department health services will be coming through to make sure that we have everything set up to, you know, to accommodate to 00:06:00
residents and treat them once it opens so. 00:06:04
Like I said, it's on track, so the 19th, which is about where I guessed we'd be. 00:06:09
You know, late fall, early winter is what I was predicting to be done, and that's right around where they are, so. 00:06:14
Good. Again, Catalyst has been great to work with. We're very pleased with the services they've been providing. They keep us aware 00:06:20
of everything. They're real good at working with the staff so. 00:06:25
Yeah, it's been a good project so far. 00:06:30
And then talk about the tornado. 00:06:34
Sure, like to check stuff and I'm right here so. 00:06:36
Yeah, they have all the drywalling and knocked down done inside the. 00:06:40
The group home. 00:06:46
You toured that last time we were out there. 00:06:47
Well, as funny as they we. 00:06:50
We added a wall so because it was a 2 bedroom we changed it into a 21 bedrooms. 00:06:52
And when they're cutting the hole in the stone. 00:06:57
To put in the new window. 00:07:00
They noticed that all the stone was pulling off of the building that what had happened. 00:07:02
Because the roof, you know, the building kind of shifted during the tornado. When they shifted it back, you didn't notice that it 00:07:06
shifted away from the. 00:07:11
There weren't any wall ties in there, or yeah, they were, but it pulled away from old wall ties, so. 00:07:18
So they have to replace. They're going to be the stones are there and they're gonna, you know. 00:07:25
Fix it but. 00:07:28
That was part of it. 00:07:30
You know the solar panels have all been replaced. 00:07:32
We're looking at middle of December to move into. 00:07:35
Back into trail vehicle, you know we're going to look at doing something nice for the residents when they move back in. You know 00:07:38
me like a tree lighting ceremony or something right before Christmas. 00:07:42
The garages, they were supposed to be delivering the materials Friday and it looks like they got pushed back to next week. 00:07:49
And then Morton is going to come in and start. 00:07:54
Reconstructing them so. 00:07:57
Hopefully before the snow flies, we'll be able to put. 00:07:59
Things back in there. 00:08:01
Good. And then the. 00:08:02
The parking lot lights. 00:08:04
Those are supposed to be delivered. 00:08:07
August. Then they got delayed and delayed, delayed and. 00:08:08
Supposedly they're coming in November and then that pretty well. 00:08:11
Wraps up everything we they're preparing some holes on AB building where the rooftop units got shifted during the tornado. 00:08:15
And then it got placed back. We've been having some roof leaks there. So they're going to be repairing nose, but. 00:08:21
Other than that, they're just. 00:08:26
Just wrapping up, I mean, considering all the damage we had. 00:08:27
On May 15th, I mean. 00:08:31
Yeah, I I've been, I've been very satisfied with them. I mean, they had we. 00:08:33
Been doing the contacting ourselves. 00:08:38
I think we're still be cleaning up debris, much less wrapping up the project. So I I. 00:08:40
I've been very. I don't know you. 00:08:46
What did you think of Paul Davis? I've been pretty impressed with them so far. Issue with them? 00:08:47
Yeah, so. 00:08:51
Yeah, so. 00:08:52
Yep, that's what they do. So that's what they do. 00:08:54
The reflex were pretty minor that you found. 00:08:57
Well, or not. 00:09:01
In the middle section where the skylight or that the skylights the. 00:09:02
Solar panels were. 00:09:09
Those were pretty bad. They had a lot of damage up there, but they they repaired quite a bit of that roof because it leaked in a 00:09:10
lot of the insulation had to be replaced. 00:09:14
But they cut all that up and then replaced everything. They've taken all the ballast off so they could find all the leaks and. 00:09:18
And they put it all back. 00:09:24
But, you know, and they've been, you know, they keep us updated. 00:09:26
You know they run in the same stuff we do, supply chain issues and you know they. 00:09:28
Let us know when things are happening and they communicate with the staff so. 00:09:33
Yeah, I guess I don't. 00:09:37
Best of a bad situation SO. 00:09:38
So I think for that last one, they're just going to cut out a big square and just patch in a new piece of material, correct. 00:09:40
That's what I'm under. That's my understanding is that's what Tonya told me also. So. 00:09:45
Yeah, OK. 00:09:50
I think that's the last leak in the. 00:09:51
A wing, right? 00:09:53
Here's hoping. 00:09:55
You know, issue we have, you know, it's getting to be a 20 year old roof and. 00:09:59
When it was initially put on, the ballots they put on wasn't Riverstone. It's a little more jagged so. 00:10:03
That's that concern that's going to. 00:10:08
Prematurely aged the roof because you know they got those sharp edges pushing down South. 00:10:10
Won't be a big deal if there isn't a lot of. 00:10:15
Foot traffic and things out. And of course when the tornado would. 00:10:17
Debris and stuff bounced around. Bigger problem had tornadoes. The neighbors roof trust is flying. 00:10:21
But OK. 00:10:28
Yeah, so that's all I got. 00:10:30
The only QR damage I had was kW was out today and they did pour the base for the light pole that was damaged up at the Henry Dodge 00:10:33
building and they will be putting the pole up next week Wednesday so. 00:10:39
They're all today. 00:10:46
That base. 00:10:47
So OK. 00:10:48
That is the last item that I need fixed other than those air conditioner coils. 00:10:50
That will be fixed. 00:10:55
End of January or? 00:10:57
And in December, beginning of January. 00:10:58
OK. You said them coils are covered under insurance. Yes, good. 00:11:00
Yeah. 00:11:04
So that's it for tornado damage? 00:11:07
Good. 00:11:09
Good. All right. 00:11:11
The budget update. 00:11:13
Budget, we're pretty much on track for 2025. I don't really see too many issues there. 00:11:15
Just one thing I wanted to bring up is we did get an unexpected. 00:11:23
Check from Johnson Controls for $17,000. 00:11:28
They were apparently, they must have went back and did some auditing of their books and their reports and everything, and 00:11:33
apparently we overpaid them. 00:11:37
14,000 something from back in 2021. 00:11:43
Wow. 00:11:47
It was. It was some COVID projects when we put the ionization units in all the air handlers in all of our buildings. 00:11:51
And then there was 2000 some dollars back from 2016 that they say we overpaid on something or they calculated the invoice wrong 00:11:58
or? 00:12:03
But I don't think we we paid more than what? 00:12:08
The invoice was they did. 00:12:10
The wrong calculations on their end. 00:12:13
That's nice. Well, that's decent. I'm gonna be honest, that's sort of unheard of, isn't it? So we did get a $17,000 and some 00:12:17
change refund check. 00:12:21
Good. And that was deposited into. 00:12:26
Five different building accounts for us. 00:12:31
Split between the five buildings where we did the work, so. 00:12:34
So that helps out with my. 00:12:39
Budget a little bit for this year, yeah. Puts a smile on your face. Yeah, it did. 00:12:41
So that is our budget update. 00:12:46
On our building repairs and improvements. 00:12:51
The east parking lot of Henry Dodge has finally been fixed now. 00:12:54
They did mill out a lot of. 00:12:57
Sections of blacktop a lot more than what we anticipated. 00:13:00
But once they really got to looking at it and doing it, yeah, more of it has come out. 00:13:04
Not sure what the cost is going to be on that, but it does look a lot. 00:13:09
Nicer. And we did get a lot rid of a lot of trip hazards out there in the parking lot. 00:13:14
And a lot of big. 00:13:19
Chuck holes that people were driving through so. 00:13:20
The West lot they did not get to yet. I did talk to Steve Pet yesterday and it sounds like they're just going to do some some 00:13:23
crack filling in a little bit of. 00:13:27
Patching for this fall yet over there that was not as bad as the east side of the lot. OK. 00:13:32
So we should be in good shape for the winter on both of those lots over there. 00:13:40
Do they do a seal coat when they're done with that or then no? 00:13:46
As far as it really should be, it should be totally ground up and redone. It's it's beyond seal coating. But without knowing the 00:13:50
future of that building. 00:13:55
So we're almost to the point where we should be looking at. 00:14:02
Whether we're going to do a seal coat in our admin parking lot and our justice facility parking lot. 00:14:04
Could you do that next year? Let us know because we're planning to. 00:14:12
I I did talk. I'll get to that in a minute, though. I did have a building envelope engineer here today and they also do parking 00:14:15
lots. That's their business as buildings and parking lots. 00:14:21
For the engineering work and he would be happy to. 00:14:27
Look at our lots and give us a recommendation on what they think should be done with them also. 00:14:32
So. 00:14:39
Good. We did have a kind of a major hot water leak at Henry Dodge what week and a half ago? 00:14:40
Kind of turned into about four people being here till about 7:00 at night. That was on the bad pictures that we showed you last 00:14:50
week when we actually got around to trying to fix it. 00:14:55
Everything just broke and the shut offs in the building didn't hold and. 00:15:01
We did try freezing the pipes, that slowed the water down some, but Phil did have to drain all the hot water out of the building 00:15:06
so we could actually take all the pressure off it to repair these leaks. 00:15:12
And I don't think that this is going to be the last time we're going to be doing that this winter. 00:15:19
What was the leak caused by? 00:15:26
Deteriorated piping or yeah. 00:15:28
Yeah, Yep. When? 00:15:32
They had soaked it with penetrating fluid for a couple of weeks and they thought it was going to break loose and. 00:15:34
Well, it broke it loose, right? 00:15:40
And we're supposed to so. 00:15:44
Unfortunately, it is what it is. 00:15:48
We'll just deal with them one at a time as they come. 00:15:53
Do any? 00:15:57
PR to try to get the valves working so you can isolate things a little bit. 00:15:57
About all the same shape from what we did that night. We put in two valves. 00:16:02
And got the water stopped. 00:16:07
So we could refill it and get the borders fired up again. 00:16:09
But as far as the big isolation valves that the seats are pretty well. 00:16:13
Just gone. 00:16:17
Last month we talked a little bit. 00:16:23
About the 400 ton York air conditioner on the jail roof and. 00:16:24
The issues with the compressors. 00:16:29
We still have not gotten any satisfactory response from Johnson Controls. We're still pursuing this under warranty. 00:16:31
And we've asked numerous times. 00:16:40
To have them provide a contact for us in their warranty department to discuss this. 00:16:42
And they will not give us a name or e-mail or a phone number or. 00:16:50
Anything so we're. 00:16:55
Pursuing that, I'm working with Kim on that and we're going to see if we can get them to cover that because it is. 00:16:57
A total of $12,000 under. 00:17:02
But we. 00:17:05
Believe should be warranty work. 00:17:06
So they're disputing those warranty workers, yes. 00:17:09
They are on what grounds? Because. 00:17:13
Well. 00:17:15
The compressors. 00:17:16
Have a 66 month parts and labor warranty. 00:17:18
And. 00:17:23
The piping is connected to the compressor and you have to take the top of the compressor off to get to the gasket that's leaking. 00:17:24
On the pipe. 00:17:33
But they said it's not in the compressor so they're not covering it. 00:17:35
But you do have to take part of it apart to change the gasket. 00:17:39
So we are disputing that it is. 00:17:45
Compressor related. 00:17:48
And it should be covered. 00:17:50
So. 00:17:55
We will keep working on that and I will. 00:17:57
Keep you guys up to date on that one. 00:17:59
Daniel Dem units run in winter to get moisture out of the air. 00:18:02
Or no. 00:18:05
We've had them run as late as like early December. You know if you get a 60° day or something in December that it will hit its 00:18:07
threshold where it does turn on and the air handlers will flop over to cooling instead of heating. 00:18:13
But. 00:18:19
That's kind of rare, but it has happened in December. But otherwise they they are just sitting up there for the winter. 00:18:21
Then they usually don't come on till like April then. 00:18:27
Yeah, sometimes you might get a warm day in late March or something, but it's usually mid-april before that. 00:18:30
Start running consistently. 00:18:35
So. 00:18:38
I said we'll keep plugging away at it and I'll keep you guys. 00:18:40
Informed what's going on? 00:18:43
Good. 00:18:45
We did. I believe Kim signed the contract today for the Clerk of Courts carpeting. 00:18:48
That's just over $30,000. 00:18:56
Unfortunately, our. 00:18:59
Normal vendor that we've been using for several years. 00:19:01
They came in 193 dollars. 00:19:05
Too high. 00:19:08
Above the low bid so. 00:19:09
Unfortunate for them. 00:19:11
But. 00:19:13
Public bidding, that's what we do. 00:19:15
The issue I'm having though is. 00:19:18
The. 00:19:20
Cubicles, we wanted to have that disassembled and reassembled by a vendor because we just really don't have that much time to do 00:19:22
that. 00:19:26
The bid came back at $18,800. 00:19:30
Jesus. And I did contact another vendor in Madison. 00:19:34
Made three different phone calls, talked to him several times on the phone. Yeah, we'll, we'll get back to you. We'll give you a 00:19:40
price. We're going to come out and look. 00:19:43
And yeah, nothing. 00:19:46
So I do have another one that is on the state of Wisconsin furniture moving contract and they will be out tomorrow to take a look 00:19:49
at it to get us a second price on this because I just. 00:19:54
Can't believe that. 00:19:59
That's worth 18,800 to disassemble the cubicles and reassemble them. 00:20:01
That's a lot of money. 00:20:06
I was guessing 7 to 8. That was my. 00:20:08
Dollar amount that I had in the budget for this project. 00:20:11
I think 18 is way out of line, but we'll see once we get a second quote. 00:20:15
You have an idea how long? 00:20:20
We'll take them to take them cubicles down and put them up. 00:20:22
There's a 80 hours or you don't. I wouldn't even. 00:20:25
Not even that I know. 00:20:28
So we will. 00:20:31
Work on that, we'll see what we get for a second bid on the. 00:20:33
Cubicle work. 00:20:36
Back to the carpets. 00:20:38
Was the low bid considered responsible bidder? 00:20:40
Yes. 00:20:43
The low bidder was actually one that is on the State of Wisconsin contract, our normal vendor that we use out of Fond du Lac that 00:20:44
actually did the building originally. 00:20:49
They are not on the State of Wisconsin contract, but they've always. 00:20:54
Been here and done a good job. Yes, and they have they've they've stood behind their work very well over the years. Even 5-6 years 00:20:59
down the road they've come back and fixed it for free. 00:21:03
But the outfit that got it was out of Janesville and they are on the state of Wisconsin. 00:21:10
Flooring contract. 00:21:18
Because yeah, so. 00:21:19
I just thought they perhaps weren't. 00:21:22
Considered responsible you could, you know. 00:21:24
Give it to the people that you're comfortable working with anyway. 00:21:27
We, we really read through it and I sat down with Kim and Trista and we went through the the bids and that and there was there was 00:21:30
no reason to not award it to them. 00:21:34
So that's the way it goes I guess. 00:21:42
Yeah. 00:21:45
We in the jail, all the locks and the sliding doors and everything run off compressed air. 00:21:47
And there is a. 00:21:54
Very large. 00:21:56
Compressor up there with two. 00:21:58
2 compressors, 2 big tanks. 00:22:02
Each one has a compressor head on it and they alternate. This one will run. 00:22:03
Shuts down. Next time this one runs, shuts down. 00:22:07
So you have a redundant system. 00:22:10
One of the compressors blew a head out. 00:22:13
On it. 00:22:15
And. 00:22:16
These are original. They're 25 years old. All we've had to do with them over the years is just change oil. They've always been in 00:22:19
very good shape, but this one just. 00:22:22
Experienced a massive failure. 00:22:26
We did have a vendor bid on it. 00:22:29
To have them come in and fix it. 00:22:33
It would have been a little faster than our guys fixing it, but it would have been like an additional $3000. 00:22:35
So we decided to order the parts ourselves and we did replace the. 00:22:41
Both compressors. 00:22:45
So we figured, well, if one failed, you don't know how much life the other one has in it yet. 00:22:46
So we were able to replace both compressors for just over $5000. 00:22:51
And we did all the work ourselves. The only thing was it was going to take a little longer. 00:22:57
And. 00:23:01
If the other one would have failed. 00:23:02
What do we do now? Because now none of the locks in the jail are working, so the guys rigged up. 00:23:04
They had a portable compressor. 00:23:10
Sitting next to it all ready to go in the proper pipe fittings and everything ready to go. So if we would have dumped the other 00:23:12
one out in the meantime before we got the parts in, we would have been able to. 00:23:17
Change over to that so we would have. 00:23:23
Portable backup in there. 00:23:25
That we wouldn't have been totally out of luck. 00:23:27
So we thought it was worth the time to do that and then just do it ourselves and save that money. 00:23:30
Redundancy there. 00:23:36
Yeah, it was like gear Dr. compressors or. 00:23:38
Piston ones. 00:23:42
It's a piston. 00:23:43
Mr. It's just a great big freestanding Quincy. 00:23:44
Oh standard air compressed yeah takes about this tall on it with a big. 00:23:48
Was like A5 horse motor on it I think Phil. 00:23:55
OK, actually for the seven and a half, 7 1/2. 00:23:59
So yeah, that is all fixed and that money came out of jail improvement fund. 00:24:05
It was like 5018 dollars. 00:24:09
So. 00:24:13
Jail should be good for another 25 years on their compressed air system. 00:24:15
And I said we did have an engineer out this afternoon to look at the Sheriff's Department roof. 00:24:21
That is in the CIP. 00:24:25
For next year. 00:24:27
So we had an engineer come out and look at it. They're going to give us a ballpark price on the engineering for it. 00:24:30
And if that comes in at the right dollar amount, then I am. 00:24:37
Able to hire that. 00:24:41
Without putting that out forbid. 00:24:43
As a professional service. 00:24:45
And then that money will be available right after the first of the year. 00:24:48
And they said they they would actually do the engineering on it already in December if we. 00:24:52
Went with them and they would just not bill us till January. That way we could get it out for bids right away in the beginning of 00:24:57
January. 00:25:00
You know. 00:25:04
Vendors are looking for work for the year already and sooner we get it all forbid the better price we're going to get. 00:25:05
So that's where we're at with that. 00:25:13
How many square feet was that again? 00:25:17
He was going to measure it I. 00:25:20
I don't know what it was. I didn't really look at that. 00:25:21
The other thing? 00:25:26
You know, as you guys look at that, you got the green tiles on the sloped part of the roof there. 00:25:27
A few years ago we had several of those break and our normal roofing vendor, Christensen out of Milwaukee, was able to find us. 00:25:33
Some more tiles, but they were a little bit different color. 00:25:41
So what we were asking him to look at today? 00:25:45
Is. 00:25:48
Since those tiles will be 40 years old next year already. 00:25:50
Is it time to look at getting rid of those and maybe just going with green sheet metal? 00:25:54
On the slope part of that roof there. 00:25:59
So he was going to check all that out when he was up on the roof this afternoon. Chris, my lead mechanic, went up there with him. 00:26:02
Show them around up there and take a look at that. 00:26:08
But we'd be looking for a. 00:26:11
60 mil roof with a 30 year warranty on it. 00:26:13
Is what we're going to look for. 00:26:16
That's fully adhered then or will had to be balanced sitting again. 00:26:20
It is ballasted currently. 00:26:24
And we'll see what they come back with for a recommendation. Typically anything they're going to now is fully adhered. 00:26:26
So we'll see what he. 00:26:35
Recommends but so we did do that today already to try to get ahead of the game for next year. 00:26:37
And operations wise? 00:26:45
We did start the Henry Dodge boilers a few weeks ago. All is going well with those. We had a couple of pieces of equipment, 00:26:48
solenoid valve and something else that we needed to replace, but. 00:26:54
Otherwise they started up very well. Things are going well with the heating system up there. 00:26:59
Don't brag. 00:27:05
Yeah. 00:27:06
We did start up J Pod today. That did not go well. 00:27:08
We have a lot of issues with those two steam boilers there and we did put a service call in today for our boiler. 00:27:12
Service outfit out of Milwaukee and. 00:27:19
He doesn't think he's going to be able to get. 00:27:23
Guy here tomorrow. They had several other calls ahead of us, but if not. 00:27:25
Will be here Monday and. 00:27:30
Yes, I know it's going to get below freezing over the weekend, but the building should be. 00:27:32
Warm enough it's not going to be a problem, but. 00:27:35
We we do have some issues with the J pod boilers, just not. 00:27:39
Being able to keep them running. 00:27:43
So. 00:27:45
We'll work on that. 00:27:46
We have an open position for a second shift custodian at the jail. Our most recent hire did not work out for us. 00:27:48
Problem is, we've only received 2 applicants in the past two weeks that it's been out there. 00:27:57
We've never. 00:28:01
Had that issue. 00:28:03
That we just weren't getting applicants. 00:28:06
So. 00:28:10
We'll see what comes in in another week if we don't get anymore. 00:28:11
In another week's time, the next plan is to repost it as a. 00:28:15
Day shift position instead of a second shift position. 00:28:21
And see if that sparks more interest. It's it's not something we want to go to we. 00:28:25
Think we really need a PM custodian there. 00:28:30
But if that's all we can get, then that's the way we're going to have to go. 00:28:35
We currently have one day shift and one. 00:28:41
2nd shift position there. 00:28:44
It it's just better to have that second shift position. 00:28:46
Because things come up on the evenings. 00:28:50
Also where you do need a custodian in that facility? 00:28:52
So we'll see how that goes. 00:28:58
But soon there's a second shift premium for. 00:29:00
Yes. 00:29:03
$0.50 correct. Well. 00:29:05
$0.50 an hour, yes. 00:29:06
Phil and I in our two leads. We attended the Wisconsin Facilities Managers Conference at Black River Falls a couple weeks ago. We 00:29:12
had the. 00:29:16
Pretty good information on some different presentations and stuff that we saw. 00:29:20
And the leader of our group kind of volunteer. 00:29:24
Told us that we're. 00:29:28
The host of the April. 00:29:30
Conference in 2026. So I guess we are and. 00:29:32
Ed is going to help us out with that. Clearview is going to cater the meal both days. 00:29:38
Nice, our first day on Wednesday. 00:29:42
Not catering it. In that end, we got heaven. There's who you want, you know those things we make that you love so much. That's 00:29:47
that's what. 00:29:51
Wednesday, the 1st day we'll be meeting here in the Administration building. 00:29:57
And they'll, they'll have speakers. 00:30:02
There's different seminars and stuff that they always line up for that. 00:30:04
And then Heather will be catering the meal for that. 00:30:09
And then our Thursday session, we have a couple sessions in the morning, we have lunch and then. 00:30:11
Usually we're finished by 1:00. 00:30:17
We're going to do that up at Henry Dodge in the gathering. 00:30:19
Room up there? 00:30:22
That way we'll be right there for Heather, but we'll also be able to take a tour because we should only be a couple weeks away 00:30:23
from finishing up the B wing up there. 00:30:27
So the group will be able to take a tour of. 00:30:32
The remodeling that we got going on up there. 00:30:35
How many people usually attend that? 00:30:38
Between 25 and 30. 00:30:40
I talked to Ryan. He's saying you should be able to come in. 00:30:44
Ryan be talking. Well, sure. 00:30:48
That'd be good. 00:30:50
Yeah, you know, we entertain a catalyst that they want to. 00:30:51
Talked to the group for an hour or so, just talk about the project, how it went, how they dealt with various issues that came up 00:30:55
and. 00:30:58
And give them a little plug for the rest of the group also that they can. 00:31:01
See the work that they did on the project for us and. 00:31:05
Yeah, should be a good. 00:31:09
Good thing for Dodge County to host that. 00:31:11
Are you presenting? 00:31:13
I can. 00:31:15
If you'd like me to I can present something. I just curious. I didn't know we usually have some different vendors like some 00:31:18
mechanical vendors. 00:31:22
Different. We had one on flooring one time, we've had some on. 00:31:28
On building envelope. 00:31:34
Things were, you know. 00:31:36
How to assess your building from the outside, whether it needs tuck pointing, new Windows, that sort of thing. 00:31:38
Different equipment vendors like say a Basset mechanical. 00:31:44
Has done a presentation. 00:31:48
We actually had a presentation on financing projects done by Samuels Group. 00:31:52
A couple years ago. 00:31:57
Automation, yeah. 00:32:03
No, that's down Rockford. 00:32:05
All right at at Janesville. 00:32:06
At Rock County down there. 00:32:09
We've had security electronics vendors. 00:32:11
Detention plumbing suppliers have put on presentations. 00:32:16
Anything that would fit in? 00:32:21
You know, county government buildings, whether it be a jail or an office building or whatever. 00:32:23
That that type of stuff. 00:32:28
OK, sounds like there's plenty of vendors that are willing to. 00:32:30
Present. So yeah, full itinerary. 00:32:33
Yes. 00:32:36
So that'll be in April. 00:32:39
A few weeks back, the Chamber had a downtown Halloween event where they blocked off the street and they had children's costume 00:32:42
contest, adult costume contest. They had a DJ. 00:32:47
They did use the Plaza. 00:32:55
Worked out very well. 00:32:57
Had a lot of good reports on that, people really liked it. 00:32:59
The chamber kind of looked at how they had things set up and they have some ideas of setting things up different for next year, 00:33:03
how they would do it. But the the Plaza worked out wonderful for that the. 00:33:07
A lot of kids running around. They had about 100 kids for the costume contest. They're on the Plaza and. 00:33:13
He's good, good. 00:33:19
Yeah, you see people sitting out there. 00:33:21
Eating and reading and doing different thing, you know. 00:33:24
Doing it. 00:33:26
And actually we had stopped at the the Legion for brats and a beverage that we went downtown on a Friday night and they were 00:33:28
telling us that the Legion that. 00:33:32
The week before they had somebody that had passed away and that they actually went from the Legion over to the Plaza and he did 00:33:38
some type of memorial thing at the Plaza. 00:33:42
For this gentleman service member. 00:33:47
So it is getting used. Getting used, Yep. 00:33:51
Last couple things we were working on any changes to our service contracts for 2026 like for our garbage contract, we're adding an 00:33:58
additional pick up for our compactor in the jail. 00:34:03
On our HVAC service vendor, we're adding some extra service days and. 00:34:09
That sort of thing. 00:34:15
And the last thing is we just had training a couple days ago. Trista brought in the representative from govdeals.com. 00:34:17
They gave a presentation to several different departments here and we're going to. 00:34:26
Stick some of our surplus items on there, get our feet wet a little bit with eight to 10 items to start with and. 00:34:31
We'll do a small one to start with, but we do have a lot of. 00:34:38
Surplus equipment that we do need to sell, surplus furniture, whatever we got that's. 00:34:41
Just taking up space here so. 00:34:46
We will be pursuing more of that in the future, so that is. 00:34:48
Govdeals.com. 00:34:51
I'll do think then they'll do a better than Wisconsin surplus. Is that the idea? Apparently they think so because they said they 00:34:53
are more nationwide than. 00:34:58
Wisconsin Surpluses. 00:35:03
I don't know, she said. How many? 00:35:05
Million registered. 00:35:06
Bidders, they have. 00:35:08
Yeah, yeah, just several million registered voters or buyers, I mean on. 00:35:11
On their website and she said that they do get. 00:35:15
Better, I heard, was gonna be a lot less hassle to them. Wisconsin, it seemed easier. 00:35:19
Just the way she did the presentation and how you list things and all that, it just seemed easier than what Wisconsin surplus is 00:35:24
to list things. 00:35:29
As far as getting your pictures onto the website and and getting your description on the website and. 00:35:33
It it just seemed like the right way to go. 00:35:41
Trista had used both of these at Waupun and she said the Gov deals was easier to use. 00:35:45
For listing surplus equipment. 00:35:50
So that's why she brought him in here to have a presentation to. 00:35:53
Various departments here. 00:35:57
But you have to get rid of a lot of that stuff. So we have room for the master plan. Well, yes, I we need to clean house. 00:36:01
From there are tours and that there's a lot of stuff sitting around that could be gone, or as Venture Architects calls it, the pre 00:36:08
dumpster room. 00:36:11
For Henry Dodge on there. 00:36:18
You never know. 00:36:20
So that is all I got for you gentlemen. 00:36:22
Any questions? 00:36:24
I was just wondering not. 00:36:25
The boiler in the JPOD is at the same age as the boilers into Henry Dodge. No, the boilers in J Pod are probably only 110. 00:36:27
Yeah, I would thought like around 16. 00:36:37
I would say they're like 10 years old, so they're not that old and you got that many issues with them, no. 00:36:42
But. 00:36:47
When Johnson Controls engineered that, that was part of a energy efficiency, what they call the EEC. 00:36:47
BG Energy efficiency community block grant. 00:36:54
And Johnson Controls engineered that and I don't. 00:36:59
Think that they engineered it quite right and we. 00:37:02
We've had some issues with those boilers over the years. 00:37:06
And I think it has more to do with the way they're piped in and installed with the. 00:37:08
Exhaust from the boilers and anything else. 00:37:14
They're just set up. 00:37:18
Cheaply well. 00:37:19
The problem is the piping in the building. 00:37:21
Is so big. 00:37:24
That. 00:37:26
Comparative capacity of the boiler. 00:37:27
So if you get a slug out there and also you push the condensate, it sucks all the steam right out of the boiling. 00:37:29
OK. 00:37:37
So yes, it has had some. 00:37:39
Challenges since we've had those in there. 00:37:42
I don't think it's the boilers themselves, I think it's the way it was designed to be installed. There were Johnson controlled one 00:37:44
more time. 00:37:49
Yes, they they were the EECBG contractor that. 00:37:54
That's when we did. 00:37:59
Whole bunch of different energy efficiency. 00:38:03
Things that there was a lighting in some buildings with high efficiency ballasts and some other stuff with that. 00:38:05
But uh. 00:38:12
And those boilers control. 00:38:14
Do the Sheriff's Department tools? That's hot water, OK? 00:38:16
Those are just small hot water units. 00:38:21
The three in the Sheriff's Office. Each one is about the size of a dishwasher. 00:38:24
Because there was something tied together between them and I. 00:38:29
Of your own. 00:38:33
So the oldest portion of jpod is all steam. 00:38:35
The newer portion. 00:38:40
Is. 00:38:42
Hot water. 00:38:45
It sends the steam down to a converter on that end of the building and converts it from hot water through a heat exchanger. 00:38:46
Or, you know, from steam into hot water through a heat exchanger. 00:38:52
So the idea in the master plan is to. 00:38:56
Get rid of J Pod 2. Knock it down. 00:39:00
We hope so. 00:39:04
All it takes is money. 00:39:05
Only money we're talking about. 00:39:09
There's no no opportunity to just. 00:39:13
Winterize the thing and shut the boilers down then. 00:39:16
I would like to but the sheriff uses it all winter. 00:39:19
Oh, that's right. Use it for get the ammo. He brings the Swans in indoors four or five and six and thaws them out and, and 00:39:22
sometimes they hose them off or whatever, you know, so they they are using water in that building. Now I have to escape me. 00:39:28
And the SWAT room is there also, yes. 00:39:37
So. 00:39:43
If they were not using the garage up a little bit. 00:39:44
So that's my report. 00:39:47
Very good, John. 00:39:52
No more questions. 00:39:53
As far as the future agenda items would probably have the master plan update next next month. 00:39:56
And then whatever you feel. 00:40:01
Necessary. 00:40:05
OK. 00:40:06
Motion to adjourn next meeting, N6. 00:40:10
November 6th. 00:40:14
You mean December? 00:40:16
I didn't have my sheet done so I don't know what. December, December 4th? December 4th? 00:40:18
4th That's a Thursday, correct? 00:40:23
I yeah it is. 00:40:28
All right. 00:40:30
At 4:00, make a motion. Adjourned. 00:40:33
I'll second that. OK, all in favor, aye, very good. 00:40:36

Event transcript
