Call the meeting to order. 00:00:00
Roll call and on committee supervisor attendance has been taken. 00:00:03
There is nobody here for public comment full screen. 00:00:08
Do we have an approval at a minutes? 00:00:12
For both meetings on June 4th, 2025, I will make that motion for both meetings. All right, Motion by Supervisor Kane second. 00:00:14
Seconded by Supervisor Coffell. 00:00:25
Does anybody have any questions, corrections or anything? 00:00:27
If not all in favor say aye. 00:00:33
Aye, opposed. 00:00:35
All right, that motion is carried. 00:00:37
Umm, do we want to go according to the agenda update on the air conditioner or do you want to go to the Supreme here? 00:00:41
Sorry, what's that? It's 5/16? 00:00:49
We can quick do that. Well, Phil gets the right file. 00:00:51
Update on the air conditioner fares OK. 00:00:54
OK. So we have 3 air conditioners currently that are running at half capacity. 1 is in the administration building here. 00:00:57
It's been that way for quite a while. We are waiting for a seal to come in a. 00:01:05
I don't know. It's been a long lead time to get that seal. It's going to cost us 5500 bucks to put it in, but. 00:01:11
Again, we're running at half capacity, So what we're doing is we are manipulating our outside air dampers and things like that 00:01:19
every day to try to keep more cool air in the building and not bring in so much warm. 00:01:24
Humid air. 00:01:29
Keeping these running overnight versus normally we don't they shut off at night. 00:01:31
But we have been leaving a run just to keep the building cool because. 00:01:36
We need to be ahead of the game in the morning so. 00:01:40
We've been doing that. 00:01:43
Until we can get this. 00:01:44
Other half of this unit fixed here. 00:01:45
One of the rooftop units at Henry Dodge at serves the Southall, the CBRF. 00:01:48
We lost the compressor on one of those units. 00:01:55
Call Refrigeration started putting that in today. We helped them haul it up to the roof. 00:01:58
He hopes to have that all done tomorrow. 00:02:03
And that's a $65150 hit for that compressor up there, which was kind of unanticipated. 00:02:05
And then? 00:02:13
Our other. 00:02:16
See what we got? 00:02:20
Our Henry Dodge air conditioner, our main one up there, we only have one circuit running also. 00:02:21
Needed a circuit board which we put in for a cost of $2100 and that did not totally fix. 00:02:27
The problem, it fixed part of it, but not all of it. 00:02:33
And so they will be getting back to me either tomorrow or next week with what additional charges are going to be to get that other 00:02:36
half of that unit running. 00:02:40
We've been managing up there, but the building is a little sticky and uncomfortable because we didn't have enough capacity with 00:02:46
one circuit on that unit up there. 00:02:50
So those are my 3 air conditioner issues that are running at half capacity. 00:02:55
Always in the hottest weather. 00:03:00
Anything else? Are any of these due to the tornado at all or these these are just all? 00:03:01
No. You want to have come? Sure, Yes. 00:03:08
Absolutely, I wish it was that because the rooftop one that had all the damage is not the one where the compressor went out. There 00:03:13
was lightning. It might be a little more. 00:03:17
Didn't get it. 00:03:24
OK, so we're ready for you. All right, then we'll go to the tornado damage. 00:03:25
Update. 00:03:30
Yep, ready. 00:03:33
Well, we because of the windows imploding in the glass getting everywhere, we're getting a lot of hallway carpeting replaced. So 00:03:37
there's a total of. 00:03:40
246. 00:03:44
8-9 hallways getting new carpeting. So they just started that yesterday. 00:03:46
It's carpet tile so you can see where they started taking it out. That's on. 00:03:51
Hallway D. 00:03:56
Phil goes the next one. 00:03:57
Clicked it, there we go. 00:04:02
You can see where they started installing it so. 00:04:04
What their plan is, is they can do half a hall a day so. 00:04:06
In theory, it'll be, you know. 00:04:11
24 so. 00:04:14
Or maybe 2468? 00:04:16
918 days it should take them to get it done so. 00:04:17
They'll be done with Hallway D by Monday, then they're moving on to the. 00:04:21
Our intellectual disabilities households, so that'll take four days, then over to brain injury. 00:04:24
And then over to. 00:04:30
Our subacute where there's one hall that gets done. 00:04:32
Is this all on one side of the building or? 00:04:34
Just a side word, a tornado. Most of it's on the side where the tornado hit and then there was on the other side of the building, 00:04:37
there was 1 area where the. 00:04:41
A couple of windows imploded and it got into that hall OK. 00:04:44
All right, HPA HVAC repairs began this week. 00:04:52
They're removing the solar panels. The ballast is being removed from the section of the roof to assess the damage and replace the 00:04:56
panels. They're actually removing the ballast, they're not moving it to the side. 00:05:01
And what we notice as we. 00:05:07
You know, we're going through this in our. 00:05:08
Catalyst pointed out the ballast on. There's the wrong ballast. It's. 00:05:10
It should be river rock. That's right. It's kind of pointy what we got up there. Oh, really? Yeah. Yeah. Shimmy river rock. Yeah. 00:05:14
It should be. 00:05:21
So if you go to the next one. 00:05:22
OK, then over to. 00:05:25
The trail view, the group home that was. 00:05:27
Really hard hit the rough framing inside trail view has begun and includes. 00:05:30
Dividing the double room into two single rooms, so. 00:05:33
This wall here is. 00:05:37
Dividing that what was a double room into? 00:05:38
Two single rooms. This was a Conference Center at one point. 00:05:41
In time years ago. 00:05:44
Dave probably knows the history better. 00:05:45
John before my time. 00:05:48
It was a while ago. It was a Conference Center. At one time, long time ago, it was converted into a group hall. 00:05:51
So there's they added a wall to separate it and it's actually it'll, it'll make it more. 00:05:58
It's better for the residents not to have a double room zone before single. 00:06:03
Bedrooms and then these two windows are getting replaced. Want to go the next one? 00:06:07
So that's looking at it from the other side. However, on this side there is no window. We'll need to add a window. 00:06:13
But it'll match the two that are there. 00:06:18
There's water damage, mold and rot by the fireplace. Laundry vet and buy some flashings to go to the next one. 00:06:22
Oh, that's just showing the roof Truss repairs. 00:06:29
All if you remember those were gone. 00:06:32
And I guess the entire gabled roof got pushed over a foot and had to push. 00:06:35
Push it all the way back. 00:06:39
All this has to be inspected by the city. 00:06:42
You know, the engineer came through, drew up plans and they they did all the repairs, but the city still asked to approve it 00:06:44
before we start buttoning anything up. 00:06:48
Go to the next one. 00:06:51
In the lower level, initially we had thought because they have these type of. 00:06:54
Basement windows here that we'd have to get egress windows. 00:06:59
But because there's actually a door. 00:07:02
That goes up a path to grade. We don't have to do the egress windows, but in the 2 rooms down there we added additional doors to 00:07:04
those rooms and since everything was ripped down to the studs. 00:07:09
To add an opening was. 00:07:15
Minus the fact minor, yeah. 00:07:18
Next one. 00:07:21
OK, here's the fireplace. And as they took everything off, they noticed that we had some rot going behind the fireplace here. And 00:07:23
that's something that isn't part of the tornado damage, but we need to take care of before we. 00:07:29
You know, close it back up and it causes further damage. So what we're going to do, this fireplace, gas fireplace doesn't work. 00:07:36
We're going to remove this and they can repair everything from the inside. 00:07:41
And when we I think the next slide shows. 00:07:46
The outside of the building. 00:07:48
Oh no, that shows the rack closer up. 00:07:49
I think the next one shows the outside. 00:07:51
So. 00:07:53
To try and do it from the outside, you have to remove all the stone from the building and that gets to be very expensive. So what 00:07:54
we're going to do is we're going to remove the fireplace from the inside. They can repair the rod on the inside. 00:08:00
And where we're doing the remodeling in the building, we have electric fireplaces that we're taking out and we're going to put one 00:08:06
of them in there and then they'll just you, I think they'll reuse the mantle and then just do a nice drywall. 00:08:10
In there if you go to the next picture. 00:08:15
That's just showing the raft around the laundry vent, so that's going to get repaired. 00:08:19
And that's what's gonna ask you yesterday with this rotten net. 00:08:23
Did the people working on it? 00:08:27
Are they figuring out a way to get better ventilation so don't rot or they figure out you know where the moisture is coming? They 00:08:29
figured out where the moisture was coming from here. It was the caulking around. 00:08:33
The exhaust duct and then they're doing something with the stone and the tuck pointing around this one on the outside and keep the 00:08:38
moisture, Yeah. 00:08:41
OK, so just so it don't happen, this building burned once before. 00:08:45
You know what? This place burned down. Did it burn all the way to the ground? Were you here for that? I don't think it did. 00:08:50
But it caught fire too, so it's kind of. 00:08:56
It's had a checkered past. 00:08:59
Oh, our lights. 00:09:01
Takes a licking and keeps that picking. 00:09:04
Yeah, we go to the next slide. 00:09:07
That just shows you the vent on the outside of the. 00:09:11
House. 00:09:13
All right, and here is where we'll be adding the window to the outside for the. 00:09:15
Second room, so there'll be a hole cut here. 00:09:20
If you go to the next one. 00:09:24
That's out of order, but that's. 00:09:27
Just a branch stuck in the side. 00:09:28
Paul Davis is working with the insurance company on final cost for the storage shed replacements. 00:09:36
The engineers drying up plans for the repairs that. 00:09:41
But they have to be approved by the city. Morton. 00:09:44
Because Morton has trademarked buildings, there's something with the siding you probably do. 00:09:47
So they're working with. 00:09:53
They're getting that the drawings done, they have to be approved by the city. 00:09:55
And then they're. 00:09:59
Walters and. 00:10:00
Morton. 00:10:02
Bid on it and then whichever 1 is more acceptable to. 00:10:03
The insurance company they'll go with? 00:10:06
If you go to the next building, they're leaving that part of it up. 00:10:08
Are they going to take that down also? I think. 00:10:11
Part of that stays up. 00:10:13
And there you can see where the. 00:10:14
For the footings. 00:10:16
Sports got torn apart. 00:10:17
So. 00:10:21
But the insurance company said it can be repaired. It doesn't need to be. 00:10:22
Torn down and replaced. 00:10:25
So. 00:10:27
I forgot the next one. 00:10:29
All right, the landscaping on our. 00:10:31
Brain injury patios has been replaced and the carpenters will begin work soon on the patio fencing and pergolas. 00:10:34
So if you go to the next slide. 00:10:40
So the patio fencing. 00:10:42
And the laws? 00:10:44
Ace will be starting with the. 00:10:46
If it's repairs. 00:10:48
And once they wrap up, they're wrapping, they have a project going on and. 00:10:50
Nearby, I'm not sure where it is, but once that's wrapped up, they're going to come and start the EFIS repairs and the fascia has 00:10:53
been ordered. All this copper fascia has been ordered and will be replaced with the shingles on the dormer roofs. We have dormer 00:10:57
roofs that lost shingles. 00:11:01
Go to the next one. 00:11:06
The fencing around, that's actually the area that you the video you had seen of the tornado hitting Clearview. 00:11:09
It was. 00:11:14
The basketball court, the fencing there that you had seen in the video that got hit. So the fencing on the court was destroyed by 00:11:15
the tornado. 00:11:18
So we're gonna be. 00:11:22
What we're going to be doing is we're getting rid of the fencing around the basketball court and are going to be creating like a a 00:11:23
patio area. We're going to put up some. 00:11:27
Tables and patio umbrellas because the basketball court just doesn't get used. It maybe gets. 00:11:30
Used once a week. 00:11:36
With our brain injury residents, what we're going to, we're going to move the. 00:11:38
The basketball hoop is actually portable. 00:11:41
That one's destroyed. We're getting a new one and we're just going to move it to a different spot. Then this will be a nice picnic 00:11:43
area for staff and residents. 00:11:46
In the back. 00:11:50
Umm, go to the next one. 00:11:54
All right, the windows that got destroyed. 00:11:57
On inside the building they have these blinds. They're in between. The blinds are in between 2 sheets of. 00:12:00
Plexiglass. 00:12:05
And inside these frames, and they were the manufacturer of those no longer. 00:12:07
So we have. 00:12:12
I don't know 20 or 30 of these that have to be replaced so. 00:12:13
We're working with Hometown Glass to come up with something. 00:12:17
To replace those, so those that's going to take a little bit of time. Hometown has almost all the windows replaced now. 00:12:20
But those are going to take a little while, so I may have to look at something interim. So the residents they got that lost their 00:12:26
rooms can go back to them. 00:12:29
We'll put in some interim blinds, but they got to have some kind of blinds on the window. 00:12:32
And if you go to the next one. 00:12:36
The light poles, those have been ordered we're looking at. 00:12:39
Late summer for installation on those I believe. 00:12:43
I think peepers do unknowns. 00:12:45
So that those should be coming and that dumpster is just what? 00:12:48
Paul Davis had used for. 00:12:51
Throwing in stuff. 00:12:53
We don't have final numbers yet, but right now the repairs for the tornado are going to be in excess of $2,000,000. 00:12:56
For Clearview and then the Sheriff Storage building, this does not include the cost of the replaced contents. So anything that we 00:13:03
had that was destroyed and we replaced on our own, that doesn't include that cost and it doesn't. 00:13:09
Include the cost of, you know, like. 00:13:14
Whatever Dodge County Highway Department did for. 00:13:17
Did for the cleanup that's being built to insurance. 00:13:20
I wouldn't anticipate a final, final number until what do you think like? 00:13:23
Late fall, probably fall I would say till all the numbers are in so. 00:13:28
Close to the end of the year, yeah. But it's, it's, it's north of 2 million. 00:13:32
And like I said, the insurance company and Paul Davis so far have been really. 00:13:36
Really good to work with. 00:13:39
You know, considering it's not even been two months since this happened and we've gotten. 00:13:40
This much done, I'm surprised all the work you got done already. That Paul Davis, he must have some. 00:13:44
Pretty good connections or something because this is all they do, they just do the. 00:13:50
Their restorations to. 00:13:54
Friend that works for. 00:13:58
Them out of Ohio. 00:13:59
Yeah, yeah, I'm impressed that all the stuff you guys got fixed already and. 00:14:01
Yeah, and working on. 00:14:05
Get this going on and then the remodeling has started too, so. 00:14:08
And you know. 00:14:16
I know it's not on the agenda, but you know, the remodeling started and at some point we could probably have you over take, you 00:14:18
know, once they get more demolition done and something we can just take, we could take a tour through there. 00:14:23
That'd be great. 00:14:28
You just probably have our meeting right over there. 00:14:30
There, you know. 00:14:33
A tour to remodel job. 00:14:34
Yeah, I can do that. 00:14:37
I'll talk with John and then when it looks like there's a lot of good time to look and see a whole lot of stuff getting done, you 00:14:39
know, they have to shut down all the water and we are talking about they have to shut down all the water in the building. 00:14:45
So we have to. 00:14:51
Schedule that so it starts at like. 00:14:52
Said you know. 00:14:54
8:00 at night was probably the earliest we can shut it down, but we have to have it back up by 5:00 so we can get the kitchen 00:14:55
going. And they're telling us, well, it takes about four hours to set up, but you have to have that four hours on cure time for 00:14:59
whatever it is the glue they use, so. 00:15:03
But it should work. They've been in Catalyst, They're doing a lot of scheduling meetings with us, so. 00:15:07
As we move along, we'll see how well they do. 00:15:12
But that's all I got. Any questions on the remodeling? 00:15:15
Damage what? You get your sign fixed. 00:15:21
Yes. 00:15:24
His sign is fixed. Yes, our sinus sign. 00:15:25
This thing's missing a few pieces. I got a couple things here on the Tornado. Yes, they they fixed his sign for free. They didn't 00:15:29
even charge us for doing that. 00:15:34
So for me, as far as a tornado, the Henry Dodge light pole that we lost. 00:15:41
KW Electric is replacing that. 00:15:47
Cost on that was $55195, but that actually. 00:15:51
Involves fixing the concrete. 00:15:57
Base and all that stuff. They they took the old concrete out, they're going to pour a new base, they're going to do the whole 00:16:02
thing. 00:16:05
So they are working on that. That has been ordered. 00:16:09
The sign was just finished this week by Able Signs. 00:16:13
Looks fantastic. I went up and looked at it this morning. They repainted the base. 00:16:16
To match all the new sheet metal. 00:16:20
Looks really good. Cost on that was 9355. 00:16:23
For the Henry Dodge sign. 00:16:27
And. 00:16:30
How much was a light pole? 00:16:32
Play pole was. 00:16:34
5595. 00:16:37
That's a new LED fixture, a new 25 foot pole and putting, mounting the cementing the new base in and disposing the old base. 00:16:39
Higher Fencing will be doing the repair of the fence at the sheriff's impound building. That'll be next. 00:16:49
Tuesday. 00:16:56
That was $4500. 00:16:58
For the OR, 4450 was the price for the fence for hire. 00:17:00
And. 00:17:06
The impound building itself, we have not made a decision on that yet. We kind of like to see what the master plan is going to hold 00:17:09
for that building. 00:17:13
The repair price was 136,000 to repair. 00:17:17
The sheriff's impound building. 00:17:22
So we would like to just hold on that yet. 00:17:26
And see what the master plan is going to hold. 00:17:29
For us that that. 00:17:31
Maybe they won't even recommend. 00:17:32
Doing anything with it. Maybe we just stared down, I don't know. 00:17:34
We'll see where that goes. 00:17:39
And the only other thing we had was the coil on the air handler. 00:17:41
One of the air handlers for the CBRF that had the hail damage. 00:17:47
I did get quotes on that. 00:17:52
Surefire can repair the existing one for about 30,000. 00:17:56
And. 00:18:03
I don't know if we're going to decide. 00:18:05
Now or later, Dave, but. 00:18:08
Umm, if we knew which direction they were going to go with that building. I mean make it a lot easier, but to repair it is 30. 00:18:14
A new unit from train would be 56,000. Johnson Controls unit was 62 and an A on unit was 93. 00:18:20
So there's a $26,000 difference if we want a brand new unit up there versus repairing what's there, but. 00:18:29
At this point, we just don't know what. 00:18:36
You know that's gonna. 00:18:38
Recommend. We can tell that it is not as efficient anymore because there's enough coils or fins bent over where it's not cooling 00:18:40
as well as it should. 00:18:44
I but. 00:18:49
Can we limp it a long couple years? Probably, but I don't know at this point what the future. 00:18:51
Holds for that building until we get the results of the master plan. 00:18:56
How old is that? 00:19:01
Your handler. 00:19:02
Be 1212 years old. 12 years old, yeah. 00:19:06
So that's where we're at with our tornado damage issues. 00:19:13
Do you need to get that running? No. 00:19:19
It is running on. 00:19:21
Both circuits. It's just that so many cooling fins are bent over that it doesn't have good air circulation through the fins that 00:19:23
dissipate the heat. 00:19:27
OK, probably going to lead to premature failure to compressors too because it'd be running high head. 00:19:31
Yes. 00:19:39
Maybe I have to put into your handler and? 00:19:41
Would use that somewhere else in the future. 00:19:45
Probably not, as this is going to be sized for that wing that it. 00:19:48
Currently serves. 00:19:51
So I guess I'm thinking the best we can do is just. 00:19:56
Wait a couple months. 00:19:59
Yeah, I was just gonna ask you to adventure, give you a timeline on when you're gonna. 00:20:01
Have something for us? 00:20:07
They have not given me a firm date, but I think their goal is to have it by the September board meeting. 00:20:09
OK. So then we'll know more on what direction to go on some of these? 00:20:16
Projects. 00:20:22
Yes. 00:20:23
You may want to have. 00:20:25
Call or someone put a set of gauges on that thing and just see what the pressures are not going to they they have recently because 00:20:26
we did have a leak on one of those circuits also. 00:20:30
So they were up there and fix the leak on one of the coils up there. 00:20:35
But. 00:20:41
I guess. 00:20:42
We are going to keep it and not repair it. The best thing that we can do is have my staff just go up there with the fin Combs and 00:20:44
try to straighten out as many bent fins as we can. 00:20:49
To get as much cooling through it as we can. 00:20:54
You can do that all you gotta. 00:20:59
We have Pincombs. You do. 00:21:01
OK. 00:21:03
Our other. 00:21:09
Hill damaged unit on the. 00:21:10
Courthouse Roof. We did not file any claim or anything with it. 00:21:13
It's in the CIP to be replaced. 00:21:18
Next year. 00:21:21
Anyway, because it said it's 20 year lifespan. 00:21:22
I'm hoping that stays in the CIP. 00:21:26
We have seen a significant reduction in its cooling ability. 00:21:29
Though this year with all the hail damage on the fins on the older unit on the courthouse roof. 00:21:33
But I say we did not. 00:21:39
Pursue anything on it because it's already 20 years old. 00:21:40
So you wouldn't be able, you wouldn't have anything. 00:21:44
Reimbursed for that then if you turned it in. 00:21:48
We may, but you're going to get. 00:21:51
You know what is the? 00:21:53
Depreciated value of a 20 year old air conditioner. 00:21:55
I don't know. 00:21:58
We did not ask the insurance company at this point, yet we still can. 00:21:59
Would that be a win win situation with that? 00:22:03
I don't know. I think they're probably only give us the value. What do you think, Dave? I think. 00:22:07
Problem would be. 00:22:11
Be hard to get past the deductible and then it would. 00:22:13
Be another claim on. 00:22:16
Probably going to be Oh you haven't, You haven't met the deductible. All those buildings are separate. 00:22:18
As far as deductibles, there's nothing on that yet. 00:22:24
That I don't, that I don't know. 00:22:27
I'd have to ask. 00:22:30
Cameron. 00:22:32
I said we can still. 00:22:34
Pursue that yet if we need to, but we just. 00:22:36
Didn't because. 00:22:38
Was due to be replaced in the. 00:22:40
Capital improvement plan for next year. 00:22:42
And the new ones up there didn't get damaged. 00:22:45
The new ones are totally different, Jody. They have louvered metal panels. 00:22:48
Over the. 00:22:53
Oh OK, so are protected. Yes they are all protected. All our new **** and chillers are protected and our new Johnson one is also. 00:22:54
They have those panels over the coils so you do not get that damage right on the fins, OK. 00:23:02
Nice. 00:23:08
So that's it as far as tornado damage for us. 00:23:13
That's enough. 00:23:16
OK. Is there any more questions at all? Otherwise we'll move that a master plan update. 00:23:22
That has gone real well so far. We did meet with every department head. 00:23:30
The only one that I did not get finished was was Brian at the highway department. I allowed three hours for his. 00:23:34
Meeting with Venture and I. 00:23:42
Grossly underestimated. 00:23:44
We got through the Juno shop and we toured the Mayville shop. They do need to come back yet so we can tour Neosho Refill and the 00:23:46
town of Trenton. 00:23:50
So they are going to set up another date where we can get to those other 3. 00:23:55
But we did have a. 00:23:58
Really good. 00:24:01
Visits with all our department heads. A lot of good information. 00:24:02
On their needs, what they do need, what they don't need. Space needs future. 00:24:06
Space. Less space, more space. 00:24:12
Very good discussions with our department heads on that. I think it went very well for the first round. 00:24:15
They will be doing a second round with department heads coming up in the future here. 00:24:20
And they will also be sending out some engineering staff to actually. 00:24:24
Look at our building structures as well as our. 00:24:29
Our HVAC and electrical and plumbing and those types of things too, they'll be sending out people to look at that. 00:24:32
But we just haven't got to that yet. But. 00:24:39
So far I've been very happy with the interviews that they've done. 00:24:42
They're very thorough when they met with me and we walked through. 00:24:45
The CBRF. 00:24:48
What was what was the takeaways from that then? 00:24:50
No, they just looked at what we have over there and then they do a lot of looking, a lot of note taking, a lot of picture taking 00:24:55
and. 00:24:58
And when he looked at the. 00:25:02
I thought we could use over by us, they said they. 00:25:04
No code wise. 00:25:08
So. 00:25:09
I don't know if there's be any more modifications, I don't think we will, but. 00:25:11
You know, they're the experts on that so. But like I said, they were very. 00:25:14
They were really good to deal with. 00:25:18
I was impressed with. 00:25:20
And John, you think they'll have? 00:25:23
All this stuff. 00:25:25
Ready by September? 00:25:26
They, they feel like they're pretty confident with all that. I mean, looking at the buildings and seeing what we got for. 00:25:28
Layouts and the electrical and all that. So far we're on target. They're on target yet good. 00:25:37
I think there's a lot of. 00:25:42
Things going on behind the scenes that we don't see when they gather information here that they take back and work on. 00:25:44
Yeah, I just get a feeling as they're walking around the buildings, what they're looking at and seeing. 00:25:49
You know what they're taking notes on that you kind of get a feel for kind of what they're thinking about for different children 00:25:56
and things so. 00:25:59
But I said very good tours. 00:26:02
Very good. 00:26:07
All right, then 2020 budget update everybody had. 00:26:10
The thing in their packet. Does anybody have any questions? 00:26:16
For John, as far as how he's spending his money. 00:26:20
Not my money, Jody. The colonies money. I'm sorry, I misspoke. 00:26:25
This is true. 00:26:32
So some of these unanticipated HVAC expenses and stuff, I mean, I mean, I have money to pay for them now, but we are going to run 00:26:34
in the red in some of those accounts later in the year. 00:26:39
As far as budgeting goes, just starting the 2026 budget process. 00:26:47
Working on a few quotes on a few things to stick in there. 00:26:53
And another budget item that we took a $2100 hit, not that that's substantial, but $2100 that we just settled with. 00:26:59
From Otis Elevator Company from the beginning of 2023 that we still had an outstanding invoice that they just couldn't get squared 00:27:07
away with how much we owe them. So it took. 00:27:12
2 1/2 years to get this squared away. 00:27:17
Henry Dodge elevators, there was. 00:27:20
Yeah. 00:27:23
Yeah. 00:27:26
So is this one back up and running? No. 00:27:27
I was supposed to have an answer by the end of the day today and I did not get one. 00:27:31
So. 00:27:36
There, there. Thank you. 00:27:38
Phone was ringing before. 00:27:42
On my end, there's a lot of unhappiness with Otis, not so much our technician, but the Otis corporate structure and how they are 00:27:45
running things nowadays. It's very similar to Johnson Controls of how they run things. 00:27:51
And bottom line is that's not good. 00:27:57
Our oldest contract is up at the end of the year. 00:28:02
And this is not the only issue that we've had with Otis. 00:28:05
Umm, I can tell you that I met with Trista, we put our service contract. 00:28:11
Countrywide. All for. 00:28:16
We grouped all 19 elevators together. 00:28:18
And there is 4. 00:28:21
Approved state contract vendors. 00:28:23
And we invited all four of those to meet here. We went through every, every elevator. 00:28:27
In the county went to every machine room. 00:28:32
And those 4 outfits put in a bid. 00:28:35
And we have not selected the winning bidder yet, but it looks like. 00:28:39
We're going to save between 18 and $19,000 a year on our elevator. 00:28:44
Contract countrywide by moving away from Otis. 00:28:49
Well. 00:28:53
How many years you guys lookout when you when you put out a? 00:28:56
We were looking for a three-year contract, three years. 00:28:59
So all three of these companies all bid on state contracts. So they're all bidding this. Trista pulled the language from a state 00:29:03
contract, so they all had the the same language, the same spreadsheet to fill out. Everything was identical. It's just a matter of 00:29:08
what they charge for their services. 00:29:13
So I think that's that's. 00:29:20
A good thing to do and I said we're going to be saving some money and I think. 00:29:22
We're going to get better service. I think it's going to go the same way as our. 00:29:26
Our HVAC controls. When we moved away from Johnson, we got a much better service company at a cheaper price. 00:29:30
Did they provide references for? 00:29:40
That you could reach out to before we end up signing the contract. A couple of them did, a lot of them have. 00:29:42
It seems like the state prison system divides their contracts up amongst. 00:29:49
All four of these, and they did provide some stuff, you know. 00:29:53
I don't have it with me, but I know they had Tate Cheetah on there. It's a different correctional institutes where they're 00:29:58
providing service and. 00:30:01
And things like that. 00:30:05
Provided your people you could contact if you want or just to check some references. 00:30:06
So. 00:30:12
That's our issue with. 00:30:14
Otis and our elevators and I think we need to make a change. 00:30:15
Yep. 00:30:20
So that is all I had on the budget. 00:30:24
Was that oldest that put the new ones in Henry Dodge? 00:30:27
Otis did the conversions up at Henry Dodge for those two and they were the only company that bid on the conversions. 00:30:30
There was number other bidders when we put that out for a bid. 00:30:38
OK. 00:30:42
All right, then we'll move on. At a facility, directors reports building repairs and improvements. 00:30:44
So we just got done completing the LED lighting conversion for branches one and two in the courthouse. 00:30:50
We also did some painting in the courtrooms while we were there. 00:30:57
They had some about foot high bulkheads in there that had this. 00:31:02
Really ugly wallpaper on there and Judge Fitzger asked to have it removed out of his courtroom, so we are taking it out of all the 00:31:07
courtrooms. 00:31:11
So we just bought a. 00:31:15
$69 steamer at Menards and we just steamed it and pulled it right off and the guys just repainted the bulkhead so. 00:31:17
Umm, you don't see where the old adhesive and stuff was? 00:31:24
And it. 00:31:27
It really makes a big difference now with the new LED lighting and that in there that's. 00:31:29
Very very nice looking. 00:31:34
Something I did not have budgeted for in the courtrooms, but we. 00:31:37
Went ahead and bought these anyway is over the gallery. 00:31:40
Benches in the back of the courtrooms. There was some little like nubby type ceiling tiles that were supposed to help with 00:31:43
acoustics. 00:31:47
You know, we really didn't feel like they did much of anything, but those little nubs would catch all the dirt coming out of the. 00:31:50
Air vents in the ceilings and we would try to vacuum those off and keep them clean. Eventually they just. 00:31:57
Start really turning black and he couldn't do anything with them so with the new LED lights. 00:32:02
That made it much more noticeable, so we are replacing those ceiling tiles over to gallery benches as we. 00:32:06
Upgraded those lights. 00:32:14
You know the first thing we did last year was branch 3 and we learned a lot since then. We are going to go back to branch three 00:32:17
later in fall. 00:32:21
And uh. 00:32:25
Remove a few fixtures and make it not quite as bright. 00:32:26
So when we did branch one and two, we did cut down on the number of fixtures also besides. 00:32:31
The lower usage for the LED so. 00:32:36
We'll be saving quite a bit of electricity in our courtroom on the lighting. 00:32:39
So yes, they do look very nice. 00:32:46
Good. And we'll be submitting that documentation for our light purchases to focus on energy so we can get that rebate money also. 00:32:48
I only had $5000 budgeted for one courtroom this year. 00:32:57
We do plan to do the other two larger ones and then the one smaller one on the 1st floor. And we're going to use our focus money 00:33:01
that we got for our air conditioner rebates last year that'll pay for other two courtrooms. 00:33:07
And then what we're going to get for this year should pay for our last one, Branch 5 downstairs, one that's a little smaller. 00:33:12
So we'll be just paying for that with focus on energy rebate money. 00:33:18
Is there other buildings that you could do that with too yet? 00:33:23
Oh yeah. 00:33:27
Yeah. 00:33:28
We've done a few LEDs in this building, not very many. 00:33:30
Again, now kind of just waiting to see what what. 00:33:34
The recommendation is going to be for the master plan. 00:33:36
We have been doing quite a few in the jail because that's not. 00:33:39
Going anywhere, and we've done more into courthouse, like in stairwells and things like that, emergency light circuits that are on 00:33:42
24 hours a day. 00:33:46
So that's where you're going to get your biggest payback is the 24 hour day lighting. 00:33:49
So we're slowly converting as we have time. 00:33:53
Over to the LED lights. 00:33:57
So. 00:33:59
Are you guys doing everything in Hulse yourself? 00:34:00
All ourselves. 00:34:02
Very nice. Thank you. 00:34:03
Branch 4 will be starting next week. Actually, she's on vacation next week, so we'll be starting branch for Lighting next week. 00:34:08
Starting this Saturday on the 12th, we're going to start installing the barrier wall in the entrance to the register deeds 00:34:18
upstairs. Here we're going to modify their counter and their swinging gate. 00:34:24
So that's all going to start Saturday morning. 00:34:32
The goal is to work all day Saturday on it and then we can finish up Monday and Tuesday. We'll have most of the the heavy pounding 00:34:36
and the noise making done on Saturday. 00:34:40
And the guys can just work on the drywall and stuff on Monday and Tuesday and then we'll. 00:34:44
Have that fixed up and their swinging gate will be gone and they'll have a secure entrance. 00:34:49
Nice. 00:34:54
Yeah, yeah. 00:34:55
I would imagine they get a few angry people up there once in a while. They do. 00:34:57
Yeah. 00:35:01
You know, that's good. So they've been asking for that for a couple years. So this Saturday it's going to start to happen. 00:35:02
Good deal. 00:35:07
Clearview. 00:35:10
Recently my staff we installed an outdoor humidity sensor up on their roof. 00:35:12
To help with their HVAC system, they had some areas where the humidity was 80 to 90%. 00:35:17
In the building. 00:35:23
And we installed a sensor up there. 00:35:24
And Phil was working with our. 00:35:27
New controls contractor and he was up there two weeks ago when he was here. 00:35:29
And so they got 2 air handlers reprogrammed with the new humidity sensor and also they changed the programs of how they run. 00:35:35
What it's sensing in the building and what the air handler should be doing. 00:35:45
And those two areas have dried out to about 50% humidity now. 00:35:49
So on their next service visit, Phil will work with them again. He'll probably go up there when our service tech comes and they'll 00:35:55
work on the other 3. 00:35:59
Air handlers to get those reprogrammed. 00:36:03
Properly. 00:36:06
And have a much better indoor environment up there. 00:36:07
So that that has worked out well. I said. My guys went up there, they they mounted it, ran the wiring and stuff and then Phil was 00:36:13
up there with our tech and. 00:36:17
Helping get that going so. 00:36:21
And we still have to move that outside air sensor though. Yeah, we do have to move an outside air sensor. Johnson Controls never 00:36:23
seem to think that was a big deal, but it's. 00:36:27
It's on a rooftop penthouse unit. It's on the South side of the building. That's like. 00:36:31
You know guys, it heats up 10° warmer in the sun every day than the actual air temperature, so. 00:36:35
We'll go up there. We'll help. 00:36:42
Adam moved that too. We'll get that taken care of for you. 00:36:43
And. 00:36:47
The other thing is Adam did send me a list of air handlers and stuff that need motor bearings and things like that changed out 00:36:50
and. 00:36:54
We're going to get to that in fall. We'll help Adam and. 00:36:59
It's Justin, right? Justin Trude? 00:37:03
Will help Adam and Justin work on those, get those changed. I'll send a few guys up there and we'll help Clearview with that also. 00:37:05
Very good. 00:37:12
So. 00:37:15
Yeah, gives my guys something different to go work on for a day or two or whatever. And you know, they don't, they don't mind. 00:37:16
Justin's good guy to work with. 00:37:22
Ahead of time, I can pray. 00:37:25
Talk, talk. 00:37:26
Heather And again, you get some cookies before you go. 00:37:28
She might do that too. Yeah. What do you have to maintenance guys up at Clearview? 00:37:31
No, we got. 00:37:36
124 and Anonymous 5. 00:37:38
Yeah, OK. 00:37:41
That's good. You guys can work together. 00:37:43
Yeah, that's that's not an issue at all. 00:37:46
It's not an issue. 00:37:48
We're all on the same team. Yeah, that's right. 00:37:50
That's right. 00:37:53
Sheriff's Office we've. 00:37:56
We were very good on the roof up until this year. The roof was in the CIP for next year. It really needs to be done. So when it 00:37:58
comes to. 00:38:02
Voting for which CIP projects need to be done. Please vote yes on that one. 00:38:06
We've had three service calls already. 00:38:13
And they can't seem to find all the leaks. The roof all of a sudden just decided to really start to deteriorate. There's something 00:38:16
to do with that. 00:38:20
Hail damage perhaps? 00:38:24
Doesn't seem to be. It's just a different kind of a roof. I don't have pictures right with me right now, but. 00:38:25
I did put them in the the CIP. 00:38:33
Submittal for that roof for next year. I did put some pictures with that. It's almost like a fibery type. You know what that's 00:38:36
called, Phil? 00:38:40
It's like a fibery, it's not just solid rubber. It's like that fibers in under something last America or something like that. I 00:38:44
don't know. I don't know what they call it. 00:38:47
But it's really starting to breakdown and like I said, we. 00:38:51
Had three service calls already and they're trying to. 00:38:55
Figure out. I mean, both times they found additional leaks, but there's. 00:38:58
Still something that they're missing you. 00:39:02
It's all rubber. 00:39:05
Roof, it's partially rubber, but it's got these fibers and stuff in it. It's different mesh. 00:39:07
TP herbrized fiber mesh TPO maybe? 00:39:13
Could be. 00:39:16
So yes, I'm really hoping that that does get funded in the 2026 CIP. 00:39:20
How old is that? 00:39:24
Should I look that up? 00:39:29
07 or something like that, The flat part. 00:39:31
Yeah. 00:39:34
And shortly after that I think some of the tile were done but. 00:39:36
Yes, we've had issues with the tile also up there. 00:39:41
18 years. 00:39:44
Yeah. So is that just rubber? They have ballast rockets. There's rock on it. Yeah, there's rocket. Yeah. 00:39:45
Recently the guys worked in a couple of the quarter. Two of the courtrooms are. 00:39:53
Different than the other two, two of them have ramps up to the judges bench area and two of them have steps. 00:39:57
And the ones that had steps, the lights, when the judge comes in the back of the courtroom, he has to go up those two steps and 00:40:04
then the light switches are beyond that yet so. 00:40:08
It's always been a problem. The guys took part of his casework apart at the benches there and they hardwired in 110 Volt Night 00:40:13
Lights that light up the stairs so when you come in the back of the of the. 00:40:18
Courtroom. They always have a little night light on those stairs, so the guys did that in branches 2 and 4. 00:40:24
City of Juneau recently installed a new transformer out here. The old one was starting to rust out. 00:40:33
We kind of had planned that like about a week in advance. We picked a Monday when there is no evening meetings. 00:40:40
And I just sent the notice out to all the department heads that, you know, I know some of your people work a little later once in 00:40:46
a while, but please have everybody out of the building shortly after 4:30. 00:40:50
And so once everybody was out. 00:40:55
Except for Tanya, because she forgot about it. 00:40:57
We did. She got the message when we pulled the power. 00:40:59
So we did pull the power about 4:45. 00:41:04
And the city replaced the transformer. They had everything all staged. They had their crane here. Everything was on a flatbed. 00:41:07
They were all ready to go. 00:41:10
And they did replace that with a much smaller unit. They said the one that we had here was way oversized for what we really needed 00:41:14
and what we really use here for our electricity. So. 00:41:19
We do have a brand new transformer out there, no? 00:41:24
Good. 00:41:28
As far as operations. 00:41:30
I was fully staffed for a couple weeks, but now my lead mechanic for the administration building and Henry Dodge, he has gone out 00:41:33
on medical leave and. 00:41:37
He was informed yesterday that his medical retirement was approved by the state trust fund and so he is officially done as of this 00:41:42
Friday. 00:41:47
So that leaves me an opening for a new lead mechanic for the Administration building in Henry Dodge. 00:41:53
Again, I started to work on the CIP and the budget for my department. That's in progress. 00:42:02
Housing Authority, we have heard nothing else from Donna Brown over there, but I don't think that they're going to be moving into 00:42:07
this building at this time. 00:42:11
So where is that? 00:42:17
The Housing Authority over on Center School. 00:42:19
We did make the offer to them, but I think that they're not going to. 00:42:23
Do that at this time. 00:42:27
OK. 00:42:28
That would have been. 00:42:31
Like an economic benefit if they would, right? 00:42:33
I I think it would. What was the reason they don't? 00:42:38
She just didn't think it was going to workout for her at this time. 00:42:44
I think it would have worked out fine for us, but I think she had some reservations about it. 00:42:47
We did. 00:42:53
Tell venture architects in the master plan that we would be open to having them. 00:42:54
In our facilities, if there's a space for them when they. 00:42:59
If do redesign our buildings or whatever they're going to do. 00:43:02
And we think that they would really fit. 00:43:05
Really. Well, right next to the ADRC. 00:43:07
Because I think that's a shared. 00:43:11
Clientele base right there. 00:43:14
With people that. 00:43:16
Use the Housing Authority and our ADRC services. 00:43:18
The the offer is out there. 00:43:24
If we can make that work, I think we would like to pursue that. I think it would be a benefit to. 00:43:25
Citizens of the county. 00:43:30
Yeah. 00:43:31
The Plaza, you can see that's progressing quite well. They just did the landscaping this week. 00:43:35
They don't expect the light poles until late August, but I think it's looking pretty good from what I can tell. I think they're 00:43:41
going to be putting some benches and things out there yet, but otherwise it's pretty well done other than the electrical and the 00:43:45
benches. 00:43:50
Are they putting any railings around that raised part? 00:43:54
That I don't know. 00:43:57
I'd probably be a good idea, I don't know. 00:44:00
3rd Is that the county or the city? I did not see it on the plans, but then I just had like an overview plan. I didn't have all 00:44:06
the complete set of drawings on it so. 00:44:10
That is something I can ask the mayor. 00:44:15
Are they working on the transmitter for? 00:44:19
You were talked about. 00:44:22
I have to talk with Kevin up in it about that. 00:44:24
But we would like to have some outdoor. 00:44:27
Wireless there if we could. 00:44:30
This if our staff wants to be out there, whatever. 00:44:32
I would like to have some outdoor wireless and. 00:44:35
I can work that out with Kevin. 00:44:37
Recently at a staff meeting with our. 00:44:42
Maintenance staff. 00:44:44
We discussed our response to the tornado. 00:44:46
And I did send our meeting notes to Amanda over an Emergency Management because she's going to be compiling a complete report for 00:44:49
the entire county. 00:44:54
But she did ask some departments to go through that and just kind of assess their response. 00:44:59
So. 00:45:04
One that actually happened, I only had two on staff that night, 2 maintenance guys. I had two open custodian positions at the 00:45:05
time, so we didn't have four people like we normally would have. 00:45:10
But we did discuss with our staff, what if this would have been four hours earlier? 00:45:16
And what if it would have been 3/4 of a mile further South? 00:45:22
What would we have done at the jail, the courts, the administration building? How would we have continued on? What would our staff 00:45:25
have done? 00:45:28
So we kind of went through a few scenarios, but that. 00:45:32
Kind of had an overview of. 00:45:34
How we would have responded. 00:45:36
What do you got for pictures, Bill? You got the? 00:45:40
Breast configure S only in the trail restroom. 00:45:44
Well, you do have the rough pictures. OK, Those are the rough pictures. 00:45:48
You can kind of see the fibers on that. 00:46:02
One on the bottom that's circled in red there. 00:46:05
Deteriorated down to the fiber. 00:46:08
Yes. Umm. 00:46:10
And if you go to the next two fill, you'll see that there also. 00:46:11
This is on the sheriff's roof. This is on the sheriff's roof. Yes. You said there was gravel over the top. Yes, there is. They 00:46:16
they just had that all brushed away so they could get to it. Yeah, but there you can see the fibers. 00:46:21
Wow. 00:46:26
So PPO, I don't know what it is like I said. 00:46:28
We have not had a leak in that roof for many years and. 00:46:33
I said this year it's it's really biting us. 00:46:37
And I think you got one more, Phil, isn't there? 00:46:39
OK, OK. At one point they did use EP, they put Firebirds at PDM. Well, that's how they they marked the go to the other picture 00:46:43
that you got Phil Fiberglass, there was actually 2. 00:46:50
There. Whoops. Come on. 00:46:58
All right. 00:47:02
Then go to the trail. 00:47:04
Even with ballast out there, that's the sunny instead of stuff. 00:47:07
Usually there's balance protects protects it from the. 00:47:11
You be raised. 00:47:14
OK, this is a a new restroom. There's one of these out on the Wild Goose Trail up at Hwy. 26 and 33. 00:47:16
And there's another one just like it down on Hwy. 60 at the end of the trail. 00:47:24
And Parks has asked us if we could assist them with. 00:47:28
Cleaning these. 00:47:33
So we agreed to do that. We're going to clean these twice a week. 00:47:34
And that's your own. 00:47:38
52 weeks here. 00:47:39
And so my staff is doing that. Parks provides all the. 00:47:41
Cleaning supplies, the paper towels, the toilet paper, whatever. 00:47:45
And we're going to clean them for them. And we had it create an activity on the time clock so my staff can just. 00:47:49
Clock into that activity. 00:47:56
And they go out and do their thing. When they come back, they clock back into whatever they were. 00:47:58
Working on. 00:48:03
It's a little over an hour. 00:48:04
Twice a week, but how our. 00:48:06
Once she gets a routine down, be it probably an hour and 15 minutes, hour and a half maybe at the most. 00:48:09
So we're going to do that for the Parks Department. 00:48:14
They look nice. 00:48:18
They are very nice if they do have an issue inside, it's all concrete. It's totally washable. They can go out, go out there with a 00:48:19
pressure washer, wash the whole thing down. 00:48:24
Often do they have to be pumped? 00:48:30
Parks is telling me once a year. 00:48:34
Where did they get the water for that? 00:48:39
They're bulk toilets. Yeah, they're bulk toilets all. 00:48:41
Big holding tank. 00:48:45
OK, sitting over a holding. 00:48:46
And so. 00:48:49
I said that's what we're going to. 00:48:51
Try to work with parks and just keep that all in in house with. 00:48:54
Servicing that. 00:48:57
Any idea what that vault toilet cost? 00:49:04
I thought Jason said they were 70,000 apiece. 00:49:07
Was that the arple money that was ARPA money, yes. 00:49:10
Yeah, I remember that. 00:49:13
But they are very nice restrooms. 00:49:15
I will say that. 00:49:17
Last thing I got is. 00:49:22
Well, we already talked about using the purchasing agent. 00:49:25
For the elevator contract. 00:49:28
One of my next goals with Trista, we're going to examine our sprinkler system contracts. 00:49:31
County wide, see if we can consolidate those into something else. 00:49:36
And then probably be looking at fire extinguisher. 00:49:41
Contracts. 00:49:45
Countrywide also. 00:49:46
To see what we can get done. 00:49:50
Do you have kitchen hoods? 00:49:54
Yes, we use the same outfit. 00:49:55
For our cleaning and our. 00:49:58
Fire inspection. Same. 00:50:00
Yeah, OK. Yeah. 00:50:01
It's a name of the company you have. 00:50:03
For fire extinguishers. 00:50:05
Currently we're using Hamas out of dam. 00:50:07
And I know we. 00:50:13
Well I said we would put that out forbid, but in the past we have looked at others and they were always like a buck or two extinct 00:50:15
and extinguisher cheaper. 00:50:18
Than anybody else that we ever contacted. So Hamas has always been the most. 00:50:23
Region of all. I've looked at different ones too, but we've got hundreds of them. 00:50:27
Yep. 00:50:33
So that's something that I would work with Tristan to. 00:50:35
Probably in a little later in the fall, we'll look at that and. 00:50:38
So there there is value in having a purchasing agent being able to put all this stuff out for boys and. 00:50:41
You know, that is what I got for you guys. 00:50:48
Very good. 00:50:53
Anybody got any other questions for John at all? Otherwise, future agenda items? 00:50:56
I think we'll just leave that up to John. 00:51:01
He knows what's going on and he knows. 00:51:04
What things come up? 00:51:06
Breakdown or whatever. 00:51:09
You can just put it on the agenda, so. 00:51:11
Guess the only comment I would make back to the air conditioner on the. 00:51:13
On the Was it the jail or the courthouse? 00:51:17
If you. 00:51:19
Can determine that the you know the deductible is offset by the claim, then maybe it's worth. 00:51:20
Putting the claim in and. 00:51:26
We could pursue that. 00:51:28
I mean, it would seem like, you know, for. 00:51:29
I don't know what the deductible in it, what the damage is, but you know. 00:51:31
And if they don't seem to be a person, obviously if they're. 00:51:36
If they're doing a good job taking care of claims, now you know. 00:51:39
Understand what's going on. 00:51:42
Maybe it'd be worth looking at. 00:51:45
We can check into that now. 00:51:49
Sure, I'll give you one more job, but you know. 00:51:52
We'll take care of it. 00:51:58
All right, next determine next meeting date and time. 00:52:01
The next time meeting David. 00:52:06
August 7th, right? 00:52:09
That would be the first Thursday of. 00:52:10
Everybody OK with that at 4:00? 00:52:15
Yeah, Yep. 00:52:19
Yep, all right. Well then, I do for the fair. 00:52:21
Yeah, Yep. 00:52:24
Declared a meeting adjourned at 4:53. 00:52:27
