All right, call the Building committee meeting to order at 4:00. 00:00:04
Roll call on non committee supervisor attendance has been taken. Is there anybody from the public that would like to speak at all 00:00:09
or? 00:00:12
No, OK. 00:00:17
Then I need a. 00:00:20
The approval of the minutes from the May 7th, 2025 meeting to move. 00:00:22
So move Supervisor Kane made a motion. 00:00:27
Of a second. 00:00:30
I'll second. OK. Seconded by supervisor Vanda Zandy. 00:00:32
Do we have any additions or corrections to them? 00:00:36
Everything looks good. 00:00:41
All right, all in favor. Say aye. Aye. Opposed. 00:00:43
All right, they're carried. 00:00:46
2025 budget update You had a copy of them in your. 00:00:48
Packet. 00:00:53
I didn't see anything that was really standing out. 00:00:55
Too much. 00:00:58
Other than the ones that you pay once a year. 00:01:00
Which is understandable, but. 00:01:03
Other than that it I didn't see anything. It looks like you're pretty well in line with a lot of them. 00:01:06
So anybody got any questions on the budget? 00:01:11
No, it looked all right to me as well. 00:01:17
OK, then we'll move on to the facilities director. Reports building repairs and improvements. 00:01:19
All right, so after the tornado, we did do some cleanup work outside. We helped Clearview in their parking lot a little bit. We 00:01:26
had some other outside things to take care of at Henry Dodge. 00:01:32
We did lose a tree up there that we caught up and hauled away. 00:01:38
There is other repairs that we need to do from the tornado damage. 00:01:44
In my department itself, we did not have too many. We do have some things that we're working on. 00:01:51
One of the items that we're working on is the medical examiner's backup cooler up at the Henry Dodge building. There was a little 00:01:58
bit of it did pull the sheet metal up on a roof panel there. We're going to fix that ourselves. That's. 00:02:04
Not a big deal there. 00:02:11
One of the rooftop air conditioner units at the CBRF took a pretty heavy hit from hail on the. 00:02:14
Condenser fins. 00:02:22
For the air conditioner. 00:02:24
Surefire came out and looked at it and they've been trying to get a price. It's a, it's a Johnson Controls unit and Surefire has 00:02:26
been trying to get a price from Johnson Controls on replacement coils for that and. 00:02:32
That hasn't been going so well on their end. Johnson's just not getting back to them, so we really don't know. 00:02:39
What we're going to do with that unit, if we're just going to try to run it as it is or we're going to try to replace the coil 00:02:45
somehow, but if they don't make the coils anymore, then we have to look. 00:02:50
Elsewhere, see, we're going to do but. 00:02:54
There is enough damaged. 00:02:56
Fins on there where it is going to diminish the cooling capacity of that unit. 00:02:59
So we don't know how that's all going to shake out yet on that. Again, it depends on if. 00:03:04
Johnson gets back to Surefire and says we have. 00:03:09
Coils to put on there or we don't? 00:03:12
Did all the air conditioners on the roof stay in place with all the strong winds and added? 00:03:15
Ours did, yes. Here's this. OK, The only other one that we had some damage on was. 00:03:20
Our one for the third floor of the courthouse. We have a lot of bent over fins on that one also. 00:03:27
Those we're going to try to use some fin Combs that we're going to try to straighten those out as best we can because that one is 00:03:33
actually in the capital improvement plan for 2026. 00:03:38
Whether it stays in there or not I don't know, but that is due to be replaced. 00:03:43
In the next year or two anyway, so. 00:03:50
We can. We can live with that one for a while. 00:03:52
Umm, the other damage that we had was our steel shed up at. 00:03:57
Henry Dodge, the one that got driven through a couple months ago, now it has a different wall. They got pushed out. 00:04:02
My guys did go to Menards. They did buy all the materials for that. 00:04:09
And I think for about 500 bucks, we're going to be able to do it ourselves that the steel structure, the the steel beams and 00:04:13
everything are still in place. 00:04:17
But it did push a wall out on one end and a little bit on the other side, and they feel that they can bring that all back in. 00:04:21
And with the angle iron and anchors and stuff that they can refasten that all down and just bring that back to. 00:04:29
Usable for. 00:04:36
The next few years, I mean the sheds not in great shape. You guys have all seen that, but we can fix it up enough where it is 00:04:38
usable. I said it's not going to fall down or anything to steal. I beams are in place, they're good. It's just that the walls kind 00:04:42
of went out. 00:04:46
We will fix that ourselves also. 00:04:52
Are you gonna have a claim in for the insurance on all the damage or not? Yes, and then you're gonna put all your materials and 00:04:54
your guys labor. 00:04:58
That is all getting. 00:05:02
Charted separately in Tyler Munis, the the labor, there's all accounts for labor. There's accounts for materials for all different 00:05:04
buildings. Yes, that's all set up with finance. 00:05:09
So you'll build that all out then though. 00:05:15
The storm is all getting charged separately to a damage account county wide. It's all going to get put together, but we do have 00:05:17
individual accounts for each of our building. 00:05:21
OK. The other damage that we had up at Henry Dodge, it did pull one of the light, the parking lot light poles out of the ground. 00:05:26
We do have a price on that. We're just waiting for the insurance adjuster to repair that. 00:05:33
And then the main sign out on the hill by the road there took a pretty heavy hit and we have a quote on that also. We're waiting 00:05:38
for the insurance adjuster to approve the repairs on that also. 00:05:44
OK. 00:05:50
Well. 00:05:52
The other thing I got is. 00:05:56
The main cooler for the medical examiner that will be converted over to emergency power this coming Friday, so that will no longer 00:05:59
be an issue anymore after. 00:06:03
Friday that we have to contact PJ and have him move his bodies into the reserve cooler. 00:06:08
I don't know why the main one was never put on emergency, the reserve one was, but the main one wasn't. But that will be addressed 00:06:13
Friday and then that will not be an issue anymore either. 00:06:18
All of our generators, everything worked. Florida State. When we did lose power after that, everything was on backup generator. 00:06:26
Everything worked great. 00:06:30
No problems and of course this happened last weekend also. We were on backup power because of the raccoon getting in the. 00:06:36
Substation in town here that took out 2/3 of Juno and really, yeah, that was like. 00:06:43
2:20 on Sunday morning that that happened. 00:06:47
Everything was working fine on generators, so we were all good on those things. 00:06:51
As far as our operations update. 00:06:58
Last week Friday, we started the interviews with Venture Architects for the master plan. 00:07:06
We did quite a few departments last week and then we spent the whole day today doing departments also with Venture. 00:07:11
That's been going extremely well. A lot of good questions, a lot of good fact finding. 00:07:18
Good meetings with department heads all the way around. It's been very good. 00:07:25
The only two departments we have left is we have to schedule Becky Bell and Human Services. 00:07:31
So that's probably going to be a. 00:07:38
2/2 and 1/2 hour. 00:07:40
Meeting there, although actually there's three because we do need to meet with and he was on a schedule for today, but we didn't. 00:07:42
We ran a little late. 00:07:48
So we will reschedule it also, but then the other one that is left is meeting with Brian Field for highway. 00:07:51
So we will try to do those all in one day and that one will actually will tour his facilities here and then we'll get in the 00:07:58
pickup truck and we'll be driving around to all the satellite. 00:08:03
Shops, because those were all included in the master plan. 00:08:08
But other than that, we're doing very well on that. 00:08:13
In the next week or two, they will be starting to schedule meetings with some of their engineering staff to actually come and look 00:08:18
at the mechanicals and things like that in our buildings. 00:08:22
They'll be meeting with Kevin and IT as far as cabling requirements and IT requirements. 00:08:28
Things of that nature. 00:08:35
And this was just the first round. Also, what the department heads there, there will be a second round. 00:08:37
As they work with this plan and they develop some questions a different department heads. They will be coming back and meeting 00:08:42
with them again. 00:08:45
But overall, I said very, very productive meetings that we've had with them. 00:08:50
It's good. 00:08:55
Umm, since our last meeting we did have my night shift jail custodian. 00:09:01
Did resign to take a different job. We post the deposition right away. We got 6 applicants, so we interviewed five of those. 00:09:07
We did hire one and she will be starting on June 12th, so. 00:09:15
That was a fairly quick turn around to get somebody into that position. 00:09:19
So that was good. 00:09:24
I was a little worried about a PM shift, how many applicants we're going to get, but we did several good applicants and. 00:09:26
I think we got a pretty good candidate that we hired. 00:09:32
Good. 00:09:35
Over the other two working out. 00:09:39
Good. 00:09:41
Very good. 00:09:43
Things are going good, so we'll be fully staffed again on June 12. 00:09:44
Some of you may have noticed our South Lawn out here. The Plaza is. 00:09:49
Moving along quite well, they're doing a lot of the block work and. 00:09:54
Looking pretty nice. I'm not sure what their timetable is to finish that, but they've been working pretty hard on that. 00:09:58
I think they weren't here today because of all the rain yesterday afternoon, last night. 00:10:05
But otherwise that has been going quite well also. 00:10:09
And we're also working with the Housing Authority yet on relocating to the admin building we have. I have met with her and Kevin, 00:10:15
our IT director. We've all gotten together to discuss her needs, what she would need. 00:10:22
From us if she were to move into this building. So right now the ball is kind of in her court. 00:10:30
On what she wants to do if she does want to move here, doesn't want to move into here, so. 00:10:35
We're kind of waiting on. 00:10:41
Her decision of what she would like to do. 00:10:43
Do we have enough room here? 00:10:45
Yes. 00:10:47
Yeah, OK. 00:10:48
Good. Just a matter of what kind of space she would like in. 00:10:51
Where are they at right now? 00:10:56
Just just down on Center St. in the senior housing. 00:10:58
Building there, they occupy one of the apartments for their offices. Oh really? 00:11:02
So if they were to move out of there, they would actually be able to rent that back out and get revenue off of that. I see. 00:11:07
Have they been in there a while already or? 00:11:17
They've been there, I think, as long as the building has been there. 00:11:20
Which? 00:11:24
Long time. 00:11:25
And they're just looking for more rumor. 00:11:26
They could use more room. They have four people in that area, which is a little tight for them. I said also that if they were out 00:11:29
of there, they could rent that space out also. 00:11:33
And it probably would be nice to have it here. 00:11:39
In a central location so that when people come to the building. 00:11:42
You can visit them too if they need to. 00:11:46
Ideally if. 00:11:50
In a perfect world, it would go very well right next to the ADRC up at Henry Dodge Building. Obviously there's no room there now, 00:11:52
but as we're doing this master plan, you know, I think that would be the the perfect fit for them because a lot of their clientele 00:11:58
would use those same services. 00:12:04
OK. 00:12:10
So I think. 00:12:12
That would be a good spot for them. 00:12:14
If we could make that all work. 00:12:15
In this master plan. 00:12:17
Are they part of the master plan in? 00:12:19
The housing, yes, they are. We did ask to have them included in that because whether they were in this building already or not 00:12:21
yet, we did let them know that that was a potential for them to be moving here. 00:12:27
And we would like them to actually be part of. 00:12:33
The county government. 00:12:36
Good. 00:12:38
OK. 00:12:41
Just yeah, I'll clarify to that point, just for clarification. 00:12:43
Yeah, we want them to be able to remain autonomous as an entity, but. 00:12:47
If there's any savings in their operational cost to be had by. 00:12:52
Being hosted. 00:12:58
Geographically, I guess in an office space here, we want to help them with that. So but they are, I will say to add to John, but 00:12:59
John has shared. 00:13:03
I know that there's concerns about making sure that they can maintain privacy for. 00:13:09
Those that they would be helping. 00:13:15
As well as making sure that it's. 00:13:17
There's this. There's a space where people feel comfortable coming. 00:13:19
And are able to come and. 00:13:23
Conversations can be had so. 00:13:25
It might not be. 00:13:27
Tomorrow that we would have them here, they might choose to stay where they are for a time, but. 00:13:30
Being able to think about. 00:13:35
Them as we look at our facilities is. 00:13:36
The least I think we can do. 00:13:40
For them and and I would say we, we haven't included them but. 00:13:42
If we found that in the next. 00:13:46
Few months there was interest in the part of the city of Juneau we. 00:13:49
You know, open the door to that or any other. 00:13:52
That we partner with. 00:13:55
Be able to further their mission. 00:13:57
If if they use some space. 00:13:59
In our building. 00:14:01
Those are things we would want to do so. 00:14:02
So yeah, I think. 00:14:05
Don has been very open and very helpful. 00:14:07
Devil is cautious. 00:14:10
About making a change, but. 00:14:11
That can be advantageous for them. We just want to do it we can to make that. 00:14:13
Make it helpful for. 00:14:17
Where do they get their majority, their funding? 00:14:18
For that department, is it from the colony or is it from the state? 00:14:21
I believe that it is from. 00:14:25
Other sources. Other sources? 00:14:27
Confirmed because I just don't know for sure right now. I know and I don't know if she knows. 00:14:29
She participates or has on the board. Supervisor Molly has participated on their board. 00:14:35
Before, yeah. 00:14:39
Yeah, so. 00:14:41
I don't know if they know, but OK. 00:14:43
I was just curious. It is not. 00:14:45
Predominantly county dollars. 00:14:48
OK, stretch. So Community Action maybe or? 00:14:50
Housing and Urban Development, HUD, Part of it is our H is HUD, but I don't know percentages. Yeah, some percentage of it is HUD. 00:14:54
OK. I was just curious. 00:15:02
We're gonna help the same people, so Yep, we can have them here and that somehow reduces an operating cost for them. 00:15:06
You bet. Great. 00:15:13
We have plenty of room here. 00:15:14
That's why we're doing the study. Where are they going to move them, you know? 00:15:18
Is that where they're going to move them in this building? 00:15:24
Well, we don't have an official. 00:15:27
Determination of moving them anywhere in this building we've we've offered some spaces. 00:15:31
I know that they have they would have concern about being able to. 00:15:35
Access or have. 00:15:39
Members of the community needing their services. 00:15:41
To be able to access their organization on the first floor. 00:15:44
Rather than going up any stairs or elevators. Thank you. So we had looked at currently which one thought was if there was a way to 00:15:47
utilize the UW extension space for them we would. 00:15:52
But there's there's definitely still some things about that space that don't necessarily fit. So it might it might take. 00:15:57
Including them in the master plan. 00:16:04
And then having further conversations to bring it on board. 00:16:06
But hopefully we can find some way to. 00:16:10
Bring them down because. 00:16:13
They are a valued partner. 00:16:15
Yeah, they still we just need to make sure that whatever we do gives grants them. 00:16:19
Space if it's helpful, but also maintains. 00:16:24
Some separation and autonomy because they are separate. 00:16:28
So. 00:16:31
Very good. 00:16:34
Any other questions? 00:16:37
That's pretty much what I had, unless you guys got some questions on anything else that we're doing or should be doing or? 00:16:39
Well, I see the jail the other day they they made the news. They had two. 00:16:45
Senators there. 00:16:50
And. 00:16:52
They weren't happy with a few of the answers they got, but as far as the facility being maintained, hats off to your department 00:16:54
there, John. 00:16:58
And I said the same thing about your facility when they came through and inspected it, that you guys have a very good. 00:17:03
Maintenance program for that building because. 00:17:12
They cannot believe that building is as old as it is. 00:17:15
For the shape that it looks in. So hats off to you guys and your team for. 00:17:19
For doing what you do over there. Thank you. 00:17:25
Look real good on TV. 00:17:28
It did. It did, yeah. 00:17:30
And she's coming back for a second visit, she said, because she wants to get something answers yet. 00:17:32
Sheriff, but I don't know if he's gonna give him to her or not, but. 00:17:38
But no, they were very happy with in the ice when they did their inspection do they were very happy with it so. 00:17:42
Good, good job. 00:17:48
All right. Any anything else for for John at all otherwise. 00:17:51
Any future agenda? Any idea dollar wise how much damage we sustained from the? 00:17:57
From the tornado. 00:18:01
Don't have those figures together. No we do not. I just curious. 00:18:03
I don't know. Let's do you have any preliminary or not? 00:18:07
If we're under a million, I'd be shocked. 00:18:11
Our brain instructor thinks we're going to be. 00:18:14
Well. 00:18:18
I just my guess would be fairly accurate with that also. 00:18:20
It don't take much. 00:18:28
We did have rooftop units get shifted. 00:18:31
You did. 00:18:34
Wow. Yeah, and I saw the video on that. Oh my gosh. You see the strength of a tornado and. 00:18:35
That's crazy. 00:18:45
I mean when that dumpster come flying across the parking lot. 00:18:46
Yeah, it makes it makes twister and twisters look like Oh my gosh, yeah. 00:18:54
The real things. 00:19:00
Much more powerful. 00:19:01
Very strange how they act too. 00:19:03
How they could touch certain things and not affect other things and. 00:19:06
Yeah. 00:19:10
You see that just on our property. 00:19:11
Yeah. 00:19:13
It was the same, you know, within feet of each other. 00:19:14
Yeah, it's weird. 00:19:18
All right. Any future agenda items you guys want put on there? 00:19:21
No, All right. Then we need to determine when our next meeting dates going to be. 00:19:25
If we kept it on Thursdays, it would be July 3rd. 00:19:30
Right before the 4th. So I don't know if that affects any of you guys. You guys go camping at all or go on vacation or? 00:19:34
You're gonna be gone. 00:19:41
Otherwise, we can move it to the 10th too. It's not a big deal. 00:19:43
I'll be a good idea. The 10th is OK. 00:19:47
Yeah. All right. Then we'll make the next meeting date on July 10th at 4:00. 00:19:49
And I declared a meeting here, adjourned at 4:20. 00:19:57
Thank you very much. 00:20:01
Can't believe it's just. 00:20:07
