Roll call and non committee supervisor attendance has been taken. 00:00:00
Do we have any community? 00:00:04
Comments out there at all? 00:00:06
No, all right. 00:00:09
Then I need approval of the minutes from the April 3rd 2025 meeting. 00:00:11
Y'all add them in the packet and got to review them. 00:00:16
OK, motion by Supervisor Ringle. I'll second. Seconded by Supervisor Vanda Zandy. 00:00:20
Any corrections or? 00:00:26
Anything on them? 00:00:30
If not all in favor say aye aye. 00:00:32
Opposed. All right, they're approved. 00:00:35
All right. Next we're going to approve the Jail Improvement Fund request. 00:00:38
You see, we got a washing machine that they purchased for $19,850 and a replacement garbage disposal. 00:00:43
For $3406.49. 00:00:51
Do I have a motion to? 00:00:59
Approve paying them to. 00:01:02
Bills. 00:01:04
I'll make a motion to approve that. 00:01:06
OK, motion by Supervisor Ringle. 00:01:07
The second. 00:01:10
I'll second. Seconded by supervisor Vanda Zandi. 00:01:12
Any questions or? 00:01:15
Anything on that? 00:01:18
So that would that will go to Finance Committee next Monday for use of those jail improvement funds, OK. And there's enough money 00:01:20
in there to cover these expenses? Yes, there was a memo sent to the Finance Committee already, OK. 00:01:26
Very good. 00:01:34
Any other discussion on it? 00:01:35
Not all in favor say aye. 00:01:38
Aye. 00:01:40
All right, that motion is carried. 00:01:41
Move on to the 2025 budget update. 00:01:44
You had your thing in the packet there to look at where we are as far as with the spending on. 00:01:48
Their budget. 00:01:54
I didn't. I didn't notice anything that stuck all it. 00:01:56
It looks like you're pretty much in line on a lot of your categories. There's a few accounts. That one is actually $4500 in the 00:02:00
red already for Henry Dodge for building parts and equipment. 00:02:07
And the jail services are at 67% already. 00:02:14
I back in February, we talked about carrying over some funds for a couple of those accounts and that did not happen because. 00:02:18
Of the county board rules and what they are actually allotted for originally and what we were going to carry over so. 00:02:27
So some of these accounts are going to end up pretty deep in the red because I could not carry over funds from 24 to 25. 00:02:35
But with that said. 00:02:43
Just in general operating funds, we returned over 200,000 from our budget last year into the general fund. 00:02:46
So later on in the year we will be asking for a. 00:02:52
General fund transfer to. 00:02:56
Cover some of these things that we had scheduled last year that didn't get finished in 24 and now had to get paid for out of 00:02:58
$25.00 so. 00:03:02
OK, what's that one on Five 24300 for that computer maintenance license repair? 00:03:06
That would be like the software licenses and things like that. 00:03:14
OK, see that one's at 192%. 00:03:18
And part of that is also that I had higher dollar amounts in there because it had given me their projected for the year what they 00:03:23
were going to replace. 00:03:28
And that budget got cut in finance. 00:03:33
And so there was not enough money for what it said that they were going to charge me for necessary computer upgrades and repairs. 00:03:35
For this year. 00:03:43
I I did have more money in that account originally. 00:03:45
I'm assuming some of these things you pay. 00:03:50
In a lump sum at the beginning of the year. That's why they're at 100% already like your garbage. Garbage. Yes, Yeah, that is all 00:03:53
paid for up front at the beginning of the year. Yeah, right. That's what I figured. 00:03:58
So, umm. 00:04:05
OK. 00:04:06
We're on. 00:04:09
Right on budget update, we're just going over his budget. Thank you if you've got any questions or anything for them as far as. 00:04:11
Stuff that's. 00:04:19
Used up already or that you think is used too much already and we're not going to have enough by the end of the year, but. 00:04:22
He did give an update on one category that he said that. 00:04:28
In the red on already. 00:04:33
But he said at the end of the year he was going to take he put $200,000 in the budget. 00:04:35
General fund from last year's budget. 00:04:41
And he figures at the end of the year, if he needs that money, he's got. 00:04:44
Apply to take that money out of the general fund. 00:04:47
And put it back into the. 00:04:51
Building. 00:04:54
Thank you Budget so. 00:04:55
Yeah, I know. I didn't really see anything other. 00:04:58
Few of those items that were kind of self-explanatory that paid up front, Yeah, yeah, OK. 00:05:01
You guys got any other questions? 00:05:07
OK, then we'll move up to the master plan update. 00:05:09
So we had our kickoff meeting on Monday. We met with the Venture Architects and the Samuels Group. 00:05:16
A kind of a high level overview of how the project is going to go. 00:05:23
What the timeline is, how they're going to update the board on what's going on. 00:05:28
Things like that and. 00:05:34
When they're going to start meeting with the department heads, we discussed that. 00:05:37
And also they took a tour of the administration building. 00:05:42
They will be scheduling some other building tours in the near future along with starting all the department head. 00:05:46
Interviews with them and. 00:05:52
They ask questions like, you know, how much time do they need to allow for certain department heads? Obviously bigger departments 00:05:56
need more time with them, smaller departments not as much, things like that. So. 00:06:02
Just kind of went through how the project is all going to go and what the timeline is on that stuff. 00:06:07
Looking forward to their next meeting. 00:06:14
In the next week or so here. 00:06:16
Good. 00:06:19
They plan on staying on the projected timeline that was proposed originally or. 00:06:23
Their their new timeline will be for September County Board meeting. 00:06:28
OK. 00:06:36
I thought it said August in my e-mail but. 00:06:39
Maybe it got pushed back after there was a new one that came out when we met on Monday. Yes. OK, so September is when they're 00:06:42
gonna. 00:06:45
Try to have it done by a. 00:06:50
So that gives them. 00:06:53
Like 4 months to get it done. 00:06:55
Good. 00:06:57
OK. 00:07:00
Any questions for John? 00:07:02
OK, then we'll move on to the jail chiller update. 00:07:05
So the the new jail chiller that is up and running, it's a. 00:07:08
Complete. There's just a little bit of software programming to do on that yet, but otherwise the project went very well. 00:07:14
We had two small change orders that amounted to about $5000 or so out of the contingency. We need a little extra glycol and then 00:07:21
there was a. 00:07:25
Some rough patch stuff where they had to put in another support because the chiller was longer than the old one so. 00:07:30
We did very well like they were only about 5000 out of the contingency fund on that so that. 00:07:37
Project was very good, Surefire did a very good job on it. 00:07:41
The timeline was pretty good, couple weeks they had her done. 00:07:45
Couple of weeks it was all done, yes. 00:07:49
Very good. 00:07:52
So they'll be nice and cool this summer. Oh. 00:07:55
Yep, attested out one was 80 yesterday. 00:07:57
Working good. 00:08:01
All right. Any other questions for John? 00:08:04
OK, then let's move on to facility directors reports. 00:08:08
Building repairs and improvements. 00:08:12
I did have a request from the DA's office. They wanted some rooms painted and they went to Sherwin-Williams and they got color 00:08:16
charts and they wanted to paint them themselves and all this kind of stuff and that. That's just not happening. 00:08:22
We do not have a formal written policy, but it always has been. 00:08:30
The standard practice of the facilities department that we stick with the colors that are in the building. 00:08:34
That's right. Otherwise you're gonna end up with. 00:08:40
10 different colors in the courts, you're going to end up with a whole bunch more up at Henry Dodge. You're gonna end up with some 00:08:43
here and. 00:08:46
All of a sudden you end up with 50 different colors of paint and you know, where do you store all this stuff? So. 00:08:49
I am going to be working on that in the next couple months. They actually have a formal written policy that will bring back to 00:08:55
this group here and. 00:08:58
And we'll roll that out. But the answer was no, we're not changing colors in all these different rooms to. 00:09:02
Make it whatever they want. 00:09:09
Good for you. 00:09:11
The ductwork here for our air handler 5 that was finally finished now that was supposed to been done last fall. 00:09:13
Johnson Controls has a couple things to do on their contract to finish before we pay them a couple of sensors, but. 00:09:20
Surefire came in, they redid some ductwork. They came up with a brand new plan. Hopefully it's going to come in. 00:09:28
Under their budget, what they thought it was going to be, last year they gave us a price of 21,000 to fix the ductwork on there 00:09:34
for where it all got sucked in and needed to be repaired. 00:09:39
I'm hoping that it's going to be less than that, but we haven't received the bill yet, but it is up and running and. 00:09:45
Working much better than what it was before. 00:09:51
You said you guys were helping with that too a little bit, weren't you? 00:09:54
To cut down on the cost, we did, That's right. 00:09:58
The smaller 50 ton chiller at the Sheriff's Office. 00:10:03
That's still in progress from about six weeks ago. Surefire was back again today. They've had some issues trying to find a leak on 00:10:08
there that's just kind of eluding them and they. 00:10:13
They did find a couple things. They think part of it was in the brand new machine that there was a Schrader valve that was leaking 00:10:19
some of their. 00:10:23
Freon out and they also had to replace some extra solenoid valves. 00:10:27
On the refrigeration lines inside the building. 00:10:31
There was no contingency in that project that was funded with Harper dollars. There was 0 contingency. 00:10:35
Umm, and I think with the extra Freon and, and the extra valves and things that I'm going to have to purchase, I think we're going 00:10:43
to be close to about. 00:10:46
$5000 that's going to come out of my budget. 00:10:50
To pay for the rest of that but. 00:10:54
Hopefully that'll be wrapping up real soon because they. 00:10:56
Are to the bottom of their problems now, so. 00:11:00
Do you know, John, is this the new stuff they're putting in these air conditioners? And that is no, this, that was still the older 00:11:03
refrigerant there. It's still the older because we wanted to reuse what was left in the old unit so we didn't have to buy as much. 00:11:10
OK. 00:11:17
Sorry. 00:11:19
Philip, you want to get those pictures up there? 00:11:21
I'm just going to see which one you want if you want to get the lights or can't remember when you want. 00:11:24
To show you a few things that the guys have been working on over the last month here. 00:11:30
Tell me if my big heads in the way. 00:11:35
Gonna go to be 4 ones. 00:11:38
Well, I got to kind of take that in order that they come. 00:11:42
So a couple of the guys came in on. 00:11:48
That's actually in process in progress one there. 00:11:50
A couple of the guys came in on weekends. You can see that the railings on the main stairwell, the courthouse, after 24 years of 00:11:54
use, we're starting to have the finish. 00:11:58
Come off of them. 00:12:04
Umm. 00:12:06
The next one is. 00:12:12
Yeah, you can see that there, how that all looked for our and and a lot of people use the main stairwell instead of taking the 00:12:13
steps. 00:12:16
So the guys came in on a weekend. 00:12:20
They went to Sherwin ahead of time. They had everything color matched with the stain and sealer all in one. 00:12:23
And this is kind of what it looks like now after it's been refinished. 00:12:30
Gives a much better appearance. 00:12:40
For the general public, when they're working and where they're going up and down the stairs. 00:12:43
So yeah, guys did a really nice job on that. 00:12:49
Very nice. 00:12:52
And you guys haven't done that before this stuff? No. First time since it was built, yes. 00:12:56
Wow, the other thing as long as they were right in that area, they were working on the. 00:13:01
Court security desk also. 00:13:09
It had a it has a veneer, like a laminated veneer on it and a lot of that was starting to chip off. You can see a chip on a corner 00:13:13
there. 00:13:18
Another corner there where it's chipped out. 00:13:23
Another one up higher. 00:13:26
Big chunk out there. 00:13:30
So what the guys did is they. 00:13:33
And look, can you go back the other way with the in? 00:13:38
Process one fill word of raw wood was. 00:13:40
They did. They went to, they went to Menards, they got some some raw wood that was sustainable. 00:13:45
They took the veneer off, put this on the corners. 00:13:51
It's another view of it there. 00:13:55
And you can also see how the. 00:14:01
The top edge of that looked before they they refinished it, a lot of that was worn off. So they have blue painters tape on the 00:14:03
side so they were getting ready to. 00:14:08
Restain and reseal that right there. 00:14:13
All right, I'll have to go back. 00:14:16
Yeah. 00:14:20
Yeah, keep going. 00:14:22
Couple more yet I think. 00:14:28
And that's what it looks like now after they stained. 00:14:32
The corner there. 00:14:35
Looks much better than just peeled off laminate work, you know that. 00:14:39
Might have to hire you out. 00:14:43
This is what the edge looks like now. They they did the edge on the outer and on the inner portion of the security station all the 00:14:46
way around. 00:14:50
Looks a whole lot better with the new stain sealer on it. 00:14:55
Yes, last one, John. 00:15:02
So that's some of the things that the guys have been working on in the last month here. They also had a lot of. 00:15:05
Terrazzo tiles in the courthouse that had grout chipping out of it, and we had not gone back and done that. 00:15:12
I think we only did it once since the building opened. 00:15:21
So they came in on a weekend and did that also they they took out all the loose grout, cut it all out with a grinder blade and 00:15:24
then regrowted all the. 00:15:29
Seems they only got the first floor done. They still need to do the second floor, but the first floor looks a lot better with all 00:15:35
the. 00:15:38
The missing grout filled in now in the main corridors. 00:15:41
What is terrazzo tile? 00:15:45
Is that a flooring or is that a wall? 00:15:48
Is that flooring tile or is that the last one? You could see it right around the officer station. 00:15:51
I think it was #1. 00:15:57
Yeah, you can kind of see it here. It's it's all it's hard tiles, Jody. And you can see, you can see more of the grout lines in 00:16:02
the the darker brown colored tiles there. 00:16:09
Yeah, but there's, there's grout between all those tiles. That's what the floors are in the courthouse. So all the places that 00:16:15
were missing grout, they just cut that all out and, and mix new grout and put it in there and got it all smoothed down and. 00:16:22
Like a stone aggregate? 00:16:30
How do you match that? 00:16:32
We had different colors available that matched the original stuff from when the building was built. We had the color. 00:16:34
Chart and everything for that. Nice. 00:16:43
OK wow, that blends right in. You don't even see the old from the new. 00:16:45
Pretty good. 00:16:49
So under our operations update. 00:16:56
A few months ago we had some copper lines that we replaced in the jail. 00:17:00
That were leaking. 00:17:05
And when we did that, we also replaced our main circulating pump with two smaller ones. 00:17:06
And what that allowed us to do was. 00:17:12
It took our velocity down from 23. 00:17:15
Gallons a minute down to about 5:00, so that's going to help our pipes last a lot longer. 00:17:19
And when you split that between these two pumps? 00:17:24
Please, maybe I don't. 00:17:30
They're running about. 00:17:34
13 to 14 hours a day only. 00:17:36
And the old pump was running 24 hours a day. 00:17:39
And so these two smaller ones, they are programmable. When Chris, my lead mechanic, goes in there, he can just bring it up on his 00:17:42
smartphone. It syncs with the two pumps. 00:17:46
He can look at how much they've been running, how often they turn off and on. 00:17:51
So when the temperature gets up to what it should be. 00:17:56
It'll just shut the pumps down until enough demand has taken the hot water out. 00:17:59
And then it'll turn the pump back on and the hot water heaters will start heating that back up again. So. 00:18:04
So bottom line is we're saving on utilities and we also slowed our water loop down a lot to save on the wear on the internal parts 00:18:10
of the copper piping. 00:18:15
Very nice. So that is the latest technology and pumps that you can do it all with the smartphone and reprogramming with a 00:18:22
smartphone and. 00:18:25
Run reports and all kinds of things like that. 00:18:28
We did have a department meeting on May 1st. I handed out a phone usage policy. I gave each one of you a copy of that so you guys 00:18:33
can see what. 00:18:37
We're telling our employees they can and cannot do umm. 00:18:44
They are not allowed to carry personal phones with them unless it has been pre approved for some type of an emergency situation or 00:18:48
whatever. 00:18:52
And also. 00:18:56
Smart watches, earbuds, things like that are all covered in that policy. 00:18:58
It's just something that we needed to do to make sure that all of our people are following the same rules no matter what building 00:19:03
they work in. 00:19:07
There are certain things in the jail that are a little more restrictive for people that work in there, but we wrote the policy to 00:19:11
cover everybody the same, no matter what building they're working in. 00:19:16
So you said you sent us a copy. I gave you a copy. It said, oh, that's the one you gave us. OK, Yeah. 00:19:21
OK, very good. 00:19:28
I'm still working with the Housing Authority to try and find a location in this building so they can relocate their offices here. 00:19:29
Instead of where they are now because if they pull out of that building, they could actually rent that space out because it 00:19:38
actually is an apartment. 00:19:41
So Cameron and I have been working with them. 00:19:44
They have toured the building, we've looked at some locations, and right now we're trying to schedule a meeting between myself, 00:19:48
the Housing Authority and IT. 00:19:52
To work on their it needs as far as. 00:19:57
Hooking their server in or using our data lines, using our phone lines and that sort of thing. So. 00:20:02
Myself and Kevin will meet with Donna Brown and we'll try to workout all those details so we can keep moving forward with that 00:20:07
plan to bring them into this building. 00:20:11
So we should have a lot of room in there. 00:20:16
There is. 00:20:18
There is. 00:20:21
Well it's a matter of what suits their needs and and what is easiest for their clientele to get to since a lot of their clientele 00:20:22
are elderly or have some type of disabilities, things like that. 00:20:27
So we're trying to work with them to. 00:20:32
Find the area that makes the most sense for everybody. 00:20:35
Next week Thursday, I have a new custodian and a new maintenance technician starting that covers our two retirements that we had 00:20:42
here a while back. 00:20:46
So looking forward to those people starting next week Thursday. 00:20:52
Work has started on the Plaza on the South side of the building. They've got that excavated out, they've got some fill in there 00:20:57
already and they've been working on that. 00:21:01
Looks like it's going good. 00:21:06
We got. 00:21:09
We got that all. 00:21:09
Taken care of as far as the contract and stuff. 00:21:11
Yes. 00:21:15
I believe they did send us our check for a dollar ready for this year, so. 00:21:16
So they're all in one bill of 50 years, yes. 00:21:21
Yep. So that's that's going good. 00:21:27
Two weeks ago, Phil, Chris and I, we attended the Wisconsin Facility Managers Association conference up in Stevens Point. That was 00:21:30
very good. A lot of good information there. 00:21:35
They also had a small vendor fair with some service vendors and supply vendors and things like that. 00:21:41
It's a good thing to attend. 00:21:47
Learned a lot of things so. 00:21:49
It's a good time. 00:21:50
Last week, Chris and myself, we secured some buildings in downtown Lowell that the county took for back taxes. 00:21:54
Those will be bids will be open next week on those and we'll see how that goes. But we did go down and secure them all. We changed 00:22:01
the padlocks and. 00:22:05
Made sure that people can't get into them, which is something that we've done in the past. We didn't do it at all last year, but 00:22:11
the facilities department has always done that for the treasurer's office to go take care of those things. 00:22:16
Commercial or residential or? 00:22:22
There, Yes, they were. They were. 00:22:26
You want to call them commercial, residential, whatever they were downtown Lowell there. 00:22:29
There are three parcels with actually 4 buildings on them from the corner the old laundromat down to South. 00:22:33
Umm, they're not good for too much right now. 00:22:40
The problem with those is if you were to tear those down. 00:22:45
The foundations of each of those buildings is holding the hillside back that is behind those buildings. 00:22:48
So. 00:22:55
A little hard to rehab those things there, but. 00:22:56
So we'll see if she gets bids on them or whatever, but we did do that for the Treasurer. 00:23:00
OK. And last thing you got is the street contractors, they are working as fast as they can on the Miller St. project here. They 00:23:05
are very aware of that. 00:23:11
Handicapped lot there, that is our only handicap lot and handicap accessibility to the building, they're aware of that. 00:23:17
And like I said, they are trying to get this done as quickly as possible. 00:23:24
Originally they were only milling off the top layer of black top, but once they did that they found out underneath there was total 00:23:29
mush. 00:23:33
So that's why they ended up going down about 3 feet. 00:23:37
Versus just the the blacktop layer, they ran into old concrete underneath the blacktop. 00:23:41
Which they had to take out also and it just didn't go as planned so. 00:23:47
That's why the. 00:23:51
Project is going like it is but they are trying to get that. 00:23:53
Done quickly for us so. 00:23:57
I have sent out some emails to all the department heads in the building so they can keep their employees up to date on what's 00:24:00
going on with that and. 00:24:03
Letting everybody know. 00:24:08
Very good. 00:24:10
So that's all I had. Anybody got questions? 00:24:11
I'm good. 00:24:16
Currently no handicap access to the building now. 00:24:20
Really. 00:24:23
Pretty much known. 00:24:25
Create a parking stall along. 00:24:27
Is that center St. And so they could somebody could get in if they had to. 00:24:30
There is no parking on center on that first block. I know there isn't but. 00:24:33
For emergency maybe. 00:24:38
Do something like this. 00:24:39
Just a suggestion. 00:24:40
Yeah. 00:24:42
Yeah, otherwise. 00:24:44
Parking in the parking lot there, and then you're gonna have to wheel all the way around. 00:24:46
To get in there. 00:24:50
About all you can do. 00:24:53
Their their plan was to have the handicapped lot open by the end of today, but it. 00:24:54
Didn't materialize because they ran into more issues today than what they thought they were having. When I talked to him a little 00:24:59
after 6 this morning, they thought they were going to have that back open, but. 00:25:04
How long has it been down? 00:25:10
When did they start Or Monday morning? They started Monday morning, so it's been down since Monday. 00:25:15
The handicapped, they milled it off the week before, but they they made the decision Monday morning. 00:25:20
To start digging deeper, OK. 00:25:27
So OK. 00:25:30
It's the right way to do it anyhow, so absolutely. 00:25:34
A little inconvenience, but. 00:25:37
We'll have to deal with that. 00:25:39
Few days, that's all. 00:25:41
All right. Any future agenda items you guys want to see on there for next month? 00:25:44
Thank you for your UMM. 00:25:52
Your future. 00:25:55
Of what you guys do. 00:25:57
That what you sent us all that was very helpful. 00:25:59
Oh, the the job list that we're working on jobless, right, that you're working on. I see you. It's sort of a nice guy, but it 00:26:01
doesn't always workout that way, right. But you can see the the things that we do have on our list and and why we're doing some of 00:26:07
the things that we are doing. Sure. So no, that's very helpful. 00:26:13
That at least we know what you're doing to us. All people ask us. 00:26:18
You know, what are they doing over there? What are they doing over there? We have at least an answer for that. 00:26:22
Rather than calling you. 00:26:26
So very good. Thank you. 00:26:28
All right, well then the next meeting date I have down is for. 00:26:31
June 5th. 00:26:35
At 4:00. 00:26:37
That works for everybody. 00:26:39
Ed. 00:26:41
Thursday. 00:26:44
The Thursday It's got to change, Jody. 00:26:45
There's 2. 00:26:50
We'll be talking about this in a couple minutes, but there's two items are going to be. 00:26:50
OK. 00:26:55
So we would need to have a joint meeting to approve those last two bid packets. 00:26:57
To be so kind as to. 00:27:01
So when do we want to force them? 00:27:06
So could could we duplicate next month what we just did this month and have it on the Wednesday instead of the Thursday? Because 00:27:08
we would have ours at 4:00 to join one at 4:30 again. And then they would have the Human Services one at 5 because there there was 00:27:13
2 contracts that had to be rebid. So all right. 00:27:18
That would be nice to make that work. 00:27:24
On Wednesday. 00:27:26
The first Wednesday of the month. 00:27:28
I work for you guys. 00:27:30
All right, well then the next meeting will be 6. 00:27:33
2025 at 4:00. 00:27:37
All right. And I will declare the meeting adjourned at 4:28. 00:27:40
Thank you very much. 00:27:45
Yeah. 00:27:47

Yeah. 00:27:47
