| Roll call and on committee supervisor attendance has been taken. | 00:00:00 | |
| I don't see any public comment out there. | 00:00:06 | |
| We need the approval of the minutes from the March. | 00:00:09 | |
| 4th. | 00:00:13 | |
| Building committee meeting. | 00:00:16 | |
| I'll make a motion to approve the minutes. | 00:00:19 | |
| All right, motion by Todd, who I have a second. | 00:00:21 | |
| 2nd seconded by Randy. | 00:00:24 | |
| Um, any discussion on them? | 00:00:28 | |
| Corrections or anything? | 00:00:30 | |
| All right, all in favor, say aye. | 00:00:34 | |
| Aye. | 00:00:37 | |
| All right, motion is carried. Clearview remodel project update. | 00:00:38 | |
| Ed, you're on. Come up, you're on. | 00:00:43 | |
| And I will tell you. | 00:00:50 | |
| I've never seen anybody read a set of blueprints as closely as John. | 00:00:51 | |
| Isn't he wonderful to have? | 00:00:56 | |
| I mean. | 00:00:57 | |
| He is, yeah. Ian's been on those. Fantastic. Yes, yes, Ian as well. But John? | 00:00:58 | |
| John that was great. Anyhow we had three pre bid meetings on the 20th, the 24th. | 00:01:05 | |
| And the 31st And because Dodge County. | 00:01:10 | |
| Purchasing. | 00:01:13 | |
| Policy. | 00:01:16 | |
| Requires 5 days for. | 00:01:17 | |
| Any questions and addendums have to be submitted 5 days before and then responded to three days before. | 00:01:20 | |
| However that works. We had to push out the due date to April 9th at 10 AM. | 00:01:26 | |
| So that's going to be in this room. | 00:01:31 | |
| At 10 AM and the opening opening will be in here. | 00:01:33 | |
| I spoke with the County Attorney because last night Jen Hedrick for Human Services Committee was inviting everybody to come down | 00:01:38 | |
| to the. | 00:01:41 | |
| Opening. So if we have a lot of. | 00:01:45 | |
| A lot of you there. It has to be, you know, you have to post it. So I talked to Kim so to hedge. | 00:01:47 | |
| Just to hedge against violating open meetings law, she's gonna be putting out a post. | 00:01:52 | |
| So you know, if if all of you want to come, you won't be violating open meetings law. | 00:01:57 | |
| OK. | 00:02:02 | |
| Or. | 00:02:06 | |
| So that puts us on a schedule to. | 00:02:08 | |
| Because. | 00:02:12 | |
| Then the construction manager has to go through the bids and make sure. | 00:02:13 | |
| You know, everything's in there that supposed to be in there, so we won't be able to make the. | 00:02:16 | |
| April meeting, April county board meeting for approval. So what we're aiming for is May. | 00:02:21 | |
| So what we thought would work best talking last night is if you could move your meeting every meeting on May 7th as opposed to May | 00:02:26 | |
| 8th. | 00:02:30 | |
| You could meet at 4:00. | 00:02:34 | |
| And then we could have the joint meeting at 4:30 with Human Services and Health. | 00:02:35 | |
| And building and then the building or the construction manager can present the bids for approval. | 00:02:40 | |
| And then we will take them to the then after the joint meeting is done, then we'll. | 00:02:45 | |
| You guys can. | 00:02:50 | |
| Would convene and then we are. | 00:02:51 | |
| Adjourning that, we would convene the Human Services Committee. | 00:02:54 | |
| And then? | 00:02:56 | |
| Assuming everything gets approved yet that would get forward to the Finance Committee meeting. I don't know the date the following | 00:02:57 | |
| Monday. | 00:03:01 | |
| Next day, I think. | 00:03:04 | |
| Oh, is this the next day? | 00:03:06 | |
| Well, whenever it is you want our you want us to move our meeting from May 1st to May 8th. | 00:03:08 | |
| May 7th, May 7th at 47th. May 7th was your meeting. May 1st. May 1st is the first Thursday. Thursday is May 1st. But I mean it | 00:03:14 | |
| does make. | 00:03:19 | |
| Sense to. | 00:03:23 | |
| You have to have the joint meeting with you. Oh absolutely. So absolutely sense to have it the first. | 00:03:25 | |
| Wednesday versus the first Thursday, that works for you guys because it does say May 7th down here at Wednesday at them, yeah. | 00:03:31 | |
| Yeah, we can do that if that works for the rest of the guys on the. | 00:03:38 | |
| Committee here, but yeah, OK. | 00:03:42 | |
| That'd be great. We can make that May 7th. | 00:03:44 | |
| Yeah. And then? | 00:03:48 | |
| Where would we meet at? Right here. Right here. OK. And Felicia's gonna take care of putting up the agenda, and then Kim's gonna | 00:03:49 | |
| give her the language for the joint meeting. | 00:03:53 | |
| OK. Also be on the 7th and the joint meeting. | 00:03:58 | |
| Yeah. So it'll be building it for joint meeting at 4:30 and then Human Services after the joint meetings done. | 00:04:01 | |
| May 1st. | 00:04:09 | |
| Yes, yes, right. May 7th it'll be and then a joint will be at. | 00:04:10 | |
| 4:30. | 00:04:15 | |
| All right. And then Human Services A. | 00:04:17 | |
| 5. | 00:04:20 | |
| Or whenever the joint is meter after the joint. | 00:04:22 | |
| OK, yeah, that works. | 00:04:26 | |
| There are a lot of bidders that. | 00:04:29 | |
| At the three pre bids there was just gonna ask you that there's quite a bit of interest. | 00:04:31 | |
| The construction manager suggested not making a mandatory because if you make a mandatory, you have to publish the list. | 00:04:37 | |
| And he was afraid that if you know like. | 00:04:43 | |
| They want only one electrician. | 00:04:45 | |
| Showed up. | 00:04:47 | |
| Oh, I have no competition. I'm gonna. | 00:04:49 | |
| Jack it up. Jack it up a little. | 00:04:51 | |
| Sure, and we encouraged every better to sharpen their pencil. Yeah, we're poor county government entity. | 00:04:54 | |
| Do your best, you know the time of the year you bid makes a big difference too because you know it all depends if people are | 00:04:59 | |
| looking for work to fill up their year. | 00:05:04 | |
| And if they're looking for work then you'll get more competitive bids. But if they're already full. | 00:05:09 | |
| And they just throw a bid in there, then you're gonna get a high bid, you know? | 00:05:14 | |
| Because they don't need to work, but if they get it, they're going to make a lot of money off of it. So, but this is almost | 00:05:18 | |
| entirely indoor work, which I think helps too. I don't know. It does. It makes the rhyme or reason is with contractors. | 00:05:25 | |
| Yeah, yeah, it makes a difference on a lot of things, you know, but. | 00:05:32 | |
| Good, good. Did you guys have many go through? | 00:05:37 | |
| When you had the contractors go through and take a look at the job, I was going to come over here that day and I had something | 00:05:41 | |
| come up. I don't know, the first day there's probably. | 00:05:45 | |
| There was a fair amount. I thought we had good representation from all the trades. And then you were off on the third, I was off | 00:05:49 | |
| on the 31st. We had the first we had, I think there was 8. | 00:05:55 | |
| Eight people that showed up that day as well. | 00:06:01 | |
| OK. | 00:06:03 | |
| And now is just a walk through to show. | 00:06:05 | |
| Yeah, what they're what they had to do and all they want to look at. Yes, yeah. | 00:06:08 | |
| So I mean, we did have a couple general contractors, we had some electricians, we had some plumbers. | 00:06:13 | |
| I know we had a painter, I know we had a flooring contractor. We had a couple of electronics. | 00:06:19 | |
| Vendors there, Yep. | 00:06:24 | |
| Yeah, good. Yeah. And we had some some of the vendors, some of that contractors asked about the county went away from a long bed | 00:06:27 | |
| bonds a little while ago because they had trouble collecting on one. | 00:06:32 | |
| But some of these contractors because this is a larger dollar amount. | 00:06:37 | |
| You know, wanted to do bid bonds, so Kim Reid Kim put some language into the addendum to allow forbid bonds, but that to make them | 00:06:41 | |
| more easily liquidated. | 00:06:45 | |
| Where do you have what idea? Do you have a job? Trailers. | 00:06:52 | |
| Do you know where those are? Probably they don't need a job trailer. We're not gonna need we have we have space inside. | 00:06:56 | |
| OK. And then? | 00:07:01 | |
| To have it across the street at Henry Dodge is where the. | 00:07:03 | |
| Contractor parking will be and then there have some spots marked out in the parking lot for. | 00:07:07 | |
| Dumpsters. | 00:07:12 | |
| And then, you know, if there's, I don't know how. | 00:07:13 | |
| Can you think of any big? | 00:07:16 | |
| Like deliveries that would come. | 00:07:18 | |
| I would think if something needed to come be stored outside, we could probably talk to Brian over at the highway department, see | 00:07:20 | |
| if we could put something in his yard. But. | 00:07:24 | |
| I think for the most contractors did have questions of the construction manager and they've kind of got that all laid out where | 00:07:27 | |
| they're going to stage things and they've got. | 00:07:31 | |
| They've got everything all laid out with fencing and isolating areas and. | 00:07:36 | |
| They've got that pretty well handled, Yeah, and they have a stone path. | 00:07:40 | |
| Going to. | 00:07:44 | |
| Courtyard in between the buildings. | 00:07:46 | |
| Where they're going to the Contra, the general contractor supplying the lift. | 00:07:48 | |
| And then they just have to have what they have to be licensed person to be able to operate the lift. So there's going to supply | 00:07:53 | |
| the lift, they're going to take 3 windows out. | 00:07:57 | |
| And then bring the supplies in and out running through there. | 00:08:01 | |
| Yeah, I would imagine a guy that's. | 00:08:04 | |
| Organizing it all he's got. | 00:08:07 | |
| Yeah, that's his job. | 00:08:09 | |
| Yeah, next to the guy who's going to be on site is local. He lives in Beaver Dam. | 00:08:12 | |
| Some kind Jesse's can't remember his last name. Jesse something. Beaver Dam. He's from Beaver Dam. A nice guy, super. | 00:08:16 | |
| Guys got any questions for him at all or? | 00:08:25 | |
| No, I think answered mine. | 00:08:28 | |
| Randy. | 00:08:31 | |
| Thanks Ed for the update. | 00:08:32 | |
| All right, then we'll move on to the master plan update. | 00:08:36 | |
| John. | 00:08:40 | |
| So Venture has submitted that to Kim. She's making a few edits on that and she will get that back to. | 00:08:42 | |
| Venture for their signature then and as soon as we have that signature, then we'll start getting some meetings set up and we'll be | 00:08:50 | |
| underway. | 00:08:54 | |
| And the deadline they were going to have. | 00:08:59 | |
| I think it'll be the August board meeting. I think is extra month all it done, you know, just. | 00:09:02 | |
| Because these things take a little time to get signed and all that, but. | 00:09:09 | |
| I did ask her this morning and she is working on the edits there. Said there wasn't much but there was just a few things she | 00:09:13 | |
| wanted changed in their standard contract. | 00:09:17 | |
| Very good. | 00:09:25 | |
| Umm. | 00:09:27 | |
| And then? | 00:09:30 | |
| Phil and I have been going through a lot of things and Phil's been putting a lot of things onto a flash drive for Samuels Group | 00:09:32 | |
| and for Venture as far as. | 00:09:36 | |
| Different studies that we've had done, architectural prints, all that sort of thing. We've got all those ready to go on a flash | 00:09:41 | |
| drive. | 00:09:44 | |
| For both of those. | 00:09:49 | |
| So when we start, we can just give them the flash drive and say here you go. | 00:09:50 | |
| Good idea. | 00:09:54 | |
| That's very good idea, yeah. | 00:09:55 | |
| And then, of course, they got our. | 00:09:58 | |
| Space study, report, all that information too, so they can just go with all of that stuff. | 00:10:00 | |
| Super. | 00:10:07 | |
| Give me when did you say they figured they'd be signing a contract and getting corn again? | 00:10:08 | |
| Kim is hoping to get it to him by the end of the week and then whatever they need to. | 00:10:14 | |
| Agreed to on their end, so hopefully next week it'll be signed. | 00:10:18 | |
| I think too, I was talking with a couple people about this and. | 00:10:25 | |
| Umm, not saying for sure. | 00:10:29 | |
| What would be the outcome of it? But I think we. | 00:10:32 | |
| Would like to know what are mandated on and unmandated services and some of these. | 00:10:39 | |
| Buildings. | 00:10:44 | |
| Because that might make a difference as far as how much space we need and. | 00:10:45 | |
| I don't know, I just think would be a good idea to know all that. | 00:10:50 | |
| Dollar amounts on everything. | 00:10:54 | |
| To give to the. | 00:10:56 | |
| The guy that's figuring everything out. | 00:10:59 | |
| Because I don't they don't necessarily know where people are going to go as far as like N view of their definitely going here, | 00:11:02 | |
| there and. | 00:11:06 | |
| So. | 00:11:11 | |
| I would like to see like. | 00:11:13 | |
| A dollar amount of what all the unmanned dated services cost us. | 00:11:15 | |
| I think that's something we probably have to get from Becky Bell because I don't know what portion of her services are required | 00:11:21 | |
| and what are not required. | 00:11:25 | |
| But I think, I think Venture, when they come in, they're going to talk to all the department heads. | 00:11:30 | |
| And find out what they don't. If they don't have that information readily available, then we're sitting there again. You know what | 00:11:35 | |
| I mean? I'm saying maybe we should try and get that. | 00:11:39 | |
| Looked at ahead of time so we know all that stuff. | 00:11:44 | |
| I guess I don't I don't know what where you're coming from as far as. | 00:11:48 | |
| Well, the prices of. | 00:11:53 | |
| I'm just saying that if. | 00:11:56 | |
| They're gonna have to find a place for Northview Heights to go. | 00:11:59 | |
| When or, well, if they move the. | 00:12:03 | |
| People out of Henry Dodge. | 00:12:06 | |
| You know what I mean? | 00:12:08 | |
| There's people in North. Those 20 people would have to find a home. OK, OK, I'll call if that's not a mandated service by us. | 00:12:09 | |
| And that might make a big difference in how much square footage we need for other offices. | 00:12:18 | |
| I think we. | 00:12:24 | |
| Run the numbers on it and then let the constituents decide if they think that's worth it for a service for the county or not. | 00:12:26 | |
| Or because you could always privatize it. | 00:12:33 | |
| You know what I mean? It doesn't have to be a public building. | 00:12:36 | |
| And like John said, that would be something for Becky to. | 00:12:41 | |
| To determine if if if that should be. | 00:12:44 | |
| Something that we keep or if that should be. | 00:12:47 | |
| And I know this. | 00:12:50 | |
| Right time bankers. Northview Heights is clearviews, yeah. | 00:12:52 | |
| Give us the spiel, Ed. | 00:12:55 | |
| We have the space at Clearview right now. It is planned for housing for international workers and that's still moving along. | 00:13:05 | |
| That's the short term use for that space, OK. | 00:13:10 | |
| And then depending on when you get around to moving everything. | 00:13:15 | |
| You know if you. | 00:13:21 | |
| For some reason this moves so fast and you're. | 00:13:22 | |
| The county board approves bonding and. | 00:13:24 | |
| The whole 9 yards and you're tearing down. | 00:13:27 | |
| Henry Dodge by December, you know, we'd probably have to have a plan. | 00:13:30 | |
| But. | 00:13:34 | |
| Just to my way of thinking, I think there's probably at least two years before that happens, if not 3 so. | 00:13:35 | |
| You know, we have time to plan. We can make the international housing work. | 00:13:42 | |
| And then have them, you know, move into housing out in the community and then we would be able to bring Northview Heights over. | 00:13:46 | |
| Clearview is not mandated but the services we provide. | 00:13:54 | |
| Are mandated to be paid for by the county, so like in our behavioral Health Center. | 00:13:57 | |
| Human Services as patients up there. | 00:14:03 | |
| And Clearview, we take no levy and we absorb it's about $800,000. | 00:14:08 | |
| Worth of. | 00:14:14 | |
| Costs that. | 00:14:16 | |
| Human Services would have to pay so. | 00:14:18 | |
| We operate without Levy. | 00:14:21 | |
| And we're absorbing, you know, close to $1,000,000 for Human Services and with the doubling of the behavioral health. | 00:14:23 | |
| We should be able to do even more of that. | 00:14:30 | |
| Yeah, I understand that part about it. But I mean and again, if great Northview Heights is not mandated, but we would be able to | 00:14:32 | |
| put it over there. | 00:14:36 | |
| And it would be no cost to put that levee area, but that's not a definite you're gonna do that though. | 00:14:40 | |
| So I mean, what I'm seeing again, what I'm seeing is forward thinking, yeah. | 00:14:48 | |
| But in what I'm saying is in my mind it would it would eventually, but it's not if it had to move. | 00:14:53 | |
| This year. | 00:14:59 | |
| We couldn't do it. | 00:15:00 | |
| More than likely. | 00:15:02 | |
| But if it's three, you know, three or more years out, then absolutely we should be able to accommodate that. And again, it just, | 00:15:03 | |
| you know, things change, but. | 00:15:07 | |
| I would anticipate we would be able to do that three years out and I would. | 00:15:11 | |
| Be what my discussion with venture architects would be when the time comes. | 00:15:15 | |
| And I will say specify though in the CBRF or in the in the. | 00:15:19 | |
| Request for bids at the CBRF was one of the things that they were supposed to study. | 00:15:25 | |
| Because there is some cost and modifications to Ed's building to move those people there to meet. | 00:15:30 | |
| The state codes for a CBRF, so there there is some costs that would be incurred there and and. | 00:15:37 | |
| We would get a number from them for that. The costs are fairly negligible. They're just, you know, more to comply with the life | 00:15:43 | |
| safety codes with fire alarms and things like that. | 00:15:48 | |
| But to your point about letting private sector take, I can tell you right now that population in our CBRF is not like you find in | 00:15:54 | |
| the typical CBRF you would have. | 00:15:59 | |
| You're not going to find a buyer for that license and you're going to have difficulty placing them. | 00:16:03 | |
| And that's almost entirely vaginary residents so. | 00:16:08 | |
| You know, in terms of a service to the community. | 00:16:11 | |
| Keep that in the back of your mind. | 00:16:14 | |
| So I think we're kind of jumping the gun a little bit. I think the next step we should wait for is first. | 00:16:15 | |
| Let Venture come back. | 00:16:22 | |
| What their different scenarios on holiday and former construction and I'm always looking and there's nothing wrong with that | 00:16:24 | |
| Randy, but I think we should just wait for venture remember this remember this day. | 00:16:31 | |
| That this is going to come back and it's going to come into effect. It it probably will. | 00:16:38 | |
| But I'd rather wait and let Venture do their job and come back with us and. | 00:16:43 | |
| July or whenever they get done and come with their proposals as us and then address it then. | 00:16:49 | |
| If we need to look at that, you know, like I said, if the guy is doing the building study thing. | 00:16:55 | |
| That might make a big difference in that master plan. | 00:17:01 | |
| Oh, no. And that's that, you know, and as we've talked internally, that's part of the discussion with Venture. | 00:17:04 | |
| That was part of, you know, when we met with talking about the master plan. | 00:17:09 | |
| That that's all part of the discussion hasn't been forgotten. It wasn't like, well, we'll just. | 00:17:13 | |
| Becky, leave and then we'll have this giant building for us all part of the discussion. | 00:17:18 | |
| I was under the assumption that I'm 20 residents, We're going to get moved into Clearview eventually. | 00:17:24 | |
| Yeah. | 00:17:30 | |
| Eventually, eventually, yes, Eventually, yeah. That's the long term. The long term plan, yes, yeah. | 00:17:31 | |
| OK. Any other questions on the master plan? | 00:17:40 | |
| Thanks, Ed. | 00:17:44 | |
| Thanks, Ed. | 00:17:47 | |
| All right, then let's move to the facility. Director reports the building repairs and the improvements. | 00:17:49 | |
| OK, so we just got done with our annual pod cleaning. | 00:18:00 | |
| Phil's just going to show a couple of pictures of. | 00:18:04 | |
| A little bit just before, oh, that's not the right, but we can go to that Bill, that's fine. | 00:18:09 | |
| Earlier this week we had a ADRC van driver drive through the shed wall up at Henry Dodge. | 00:18:14 | |
| Oops, not good. The shed is not in great shape to begin with, and now it's in much worse shape. You want to go to the second | 00:18:23 | |
| picture, Phil? | 00:18:27 | |
| Yeah. | 00:18:35 | |
| So we had to try to push the wall back in as best we can and try to. | 00:18:36 | |
| Seal that up as best we can, but. | 00:18:41 | |
| Yeah. | 00:18:44 | |
| One of those things. | 00:18:46 | |
| Accidents happen, so that was the excitement earlier in the week. | 00:18:48 | |
| Hopefully. Is that CHED? | 00:18:57 | |
| All the bays are full, are they? Yeah. | 00:19:00 | |
| OK. | 00:19:02 | |
| OK, Phil's just going to show you a couple before and after pictures, so. | 00:19:06 | |
| This is. | 00:19:10 | |
| Kind of like a cells look like. Not All the guys actually did tell me that. | 00:19:12 | |
| The graffiti was way down this year compared to other years. | 00:19:18 | |
| When we go through our annual pod cleaning, but you can see they do. | 00:19:23 | |
| Do some pencil writing on the wall and on the table and stuff like that. So. | 00:19:26 | |
| Part of what we do is go through that every spring. | 00:19:30 | |
| And get rid of all that. | 00:19:32 | |
| And. | 00:19:36 | |
| That's what it looks like after we clean it all off. | 00:19:40 | |
| So you don't repaint it, you just take the graffiti off with cleaners or do you? Right We we clean. | 00:19:43 | |
| We do make a list of cells that do need painting and things like that, but our focus there is to get in there, get the cells | 00:19:50 | |
| clean, get the inmate back in there, move on to the next one, you know? | 00:19:56 | |
| And then we also. | 00:20:02 | |
| There you can see. Can you zoom in a little, Phil? | 00:20:07 | |
| Working. | 00:20:12 | |
| You can see that that one actually has some paint that is bubbling. | 00:20:15 | |
| This is a problem in certain areas of the jail. There were certain areas that were. | 00:20:19 | |
| Primed and painted when the weather was very cold when the building was built. | 00:20:25 | |
| And we've had issues in a couple of different sections of the jail over the years with bubbling paint. | 00:20:29 | |
| So the guys do make a list of that and as time permits this summer they will go through those cells. | 00:20:35 | |
| And they will. | 00:20:42 | |
| Chip or sand that all off, depending on whether we use a needle scaler or a grinder with a sanding disc on it or whatever will | 00:20:44 | |
| grind that all down smooth and we will repaint. | 00:20:48 | |
| The cells as necessary in certain areas where there is a lot of that going on. | 00:20:54 | |
| Then one of the other things they do is. | 00:21:02 | |
| They take each smoke detector out of the ductwork for each cell and you can see that there's a gets a lot of dirt and stuff in | 00:21:04 | |
| there for the return air vent. | 00:21:08 | |
| For the cell, they take that all apart, blow that all out with compressed air. | 00:21:13 | |
| And then put that all back together and remount it in the ductwork when they're done. | 00:21:18 | |
| That's what it looks like after it's all cleaned up. | 00:21:25 | |
| They also do go through each section with a lift up on the ceiling. | 00:21:29 | |
| Vacuum on the ceiling tiles while the return vents. | 00:21:34 | |
| D Stratification fans up on the ceiling. They vacuum all those off and clean the light fixtures out and all that sort of thing in | 00:21:38 | |
| each of the. | 00:21:41 | |
| The housing pods also, so that's what we just got. | 00:21:44 | |
| Done with that we've been doing for the last six weeks in the housing pods. | 00:21:48 | |
| What else have we got going on Well? | 00:21:56 | |
| We just installed a new garbage disposal in the kitchen. The other one was only a few years old. Unfortunately it was shot | 00:22:00 | |
| already. | 00:22:04 | |
| That was about $3600 and I believe I'm going to seek jail improvement funds to pay for that replacement there. | 00:22:08 | |
| Depending on a couple other things though. | 00:22:20 | |
| We did have our smaller we have two large washing machines and a smaller one. | 00:22:23 | |
| The smaller one did take a dump this week. We burnt out a motor down in the bottom of the machine. | 00:22:28 | |
| The machine needs to be pretty much disassembled to repair that. | 00:22:35 | |
| There's a lot of things in there that once you take it apart. | 00:22:41 | |
| Bearings and shafts and things like that. Usually they do not come apart very well and they need to be replaced also. | 00:22:44 | |
| I did not get the quote back yet, but. | 00:22:51 | |
| Just a ballpark estimate was somewhere in the six to $8000 range to repair the machine. | 00:22:54 | |
| They also did note that the frame on it does have a crack in the steel. | 00:23:00 | |
| So they are also going to get us a quote on a replacement washing machine to see how that compares to the cost of the repairs. | 00:23:04 | |
| I just an FYI, all three of our washing machines and all three of our commercial dryers. | 00:23:14 | |
| Our 25 years old. They are all original. They are all used seven days a week. | 00:23:20 | |
| So we've gotten very good service out of the equipment that we have there, but. | 00:23:27 | |
| It may be time to replace the smaller unit, I do not know, but. | 00:23:32 | |
| Once we get the. | 00:23:37 | |
| Cost estimate on that we'll make a decision and. | 00:23:38 | |
| We'll see. So that may take jail improvement funds also off of that. | 00:23:42 | |
| We recently had an HVAC controller go out in the administration building here. | 00:23:51 | |
| We're still getting a price on a rebuild of our controller, but if we cannot get it rebuilt. | 00:23:59 | |
| Troller itself, it's just a little small thing. | 00:24:05 | |
| Hangs on the wall. It's $15,000. | 00:24:08 | |
| Wow. And again, I did not have money budgeted for that. So we may see how that goes. And at the end of the year I may need to ask | 00:24:12 | |
| for some contingency dollars, but we do need to replace that controller, but. | 00:24:18 | |
| We'll wait till we get the quote back on seeing what it would cost to reap. | 00:24:25 | |
| Pair our existing one versus buying a new one. | 00:24:29 | |
| I think the new ones come with a three-year warranty, the repair ones come with a one year. So we got to factor that into that | 00:24:34 | |
| also. | 00:24:37 | |
| So we'll see where that all ends up here in the next week or so. | 00:24:42 | |
| Surefire has installed the air conditioner unit at the Sheriff's Office. That was a smaller 50 ton one that we're going to do last | 00:24:47 | |
| fall. | 00:24:50 | |
| When they pulled the freon out of the old unit, the intent was to reuse it. | 00:24:56 | |
| However, they said that just based on the site glass. | 00:25:00 | |
| And what they saw through there, it looked like the Freon was very used up. The site glass was very black inside. | 00:25:05 | |
| And Surefire is not recommending that we reuse that freon. | 00:25:12 | |
| So the cost to replace, that's about 3200. | 00:25:18 | |
| However. | 00:25:22 | |
| One of the two. | 00:25:24 | |
| Circuits in there also has a leak. They pumped it up with nitrogen. | 00:25:26 | |
| And one of the circuits did leak. | 00:25:30 | |
| Some nitrogen out and they're not sure where it is because the. | 00:25:33 | |
| Piping did not show any residual from. | 00:25:37 | |
| Oil from the Freon leaking out from when it was running previously. | 00:25:40 | |
| So they're not really sure where the leak is. | 00:25:45 | |
| They are still coming up with a game plan on it, but what they're thinking is that they would like to. | 00:25:48 | |
| Split that circuit in half and cap off both ends and then pressurize half of it this way, half of it the other way, and see which | 00:25:54 | |
| half is leaking and try to narrow it down that way. | 00:25:59 | |
| To actually find where the freon leak is. | 00:26:04 | |
| So all told, it's probably going to be 4500 to $5000 additional. | 00:26:08 | |
| Now that unit was replaced with ARPA money, but there was no ARPA contingency with it. | 00:26:15 | |
| So that's going to have to come out of my repair accounts to fund the rest of whatever we need to do with that. | 00:26:20 | |
| Air conditioner unit to get it up and functioning. | 00:26:26 | |
| You said this is the new one that the leak was on. | 00:26:30 | |
| Yes, it's not on the new unit itself, but it's somewhere in the piping. | 00:26:33 | |
| From the air handler inside the building out to the unit. OK, OK, no it is not leaking on the new unit, but it is in the piping | 00:26:38 | |
| somewhere. | 00:26:42 | |
| Between the two, which we don't know where that leak actually OK. | 00:26:46 | |
| OK. | 00:26:50 | |
| And then starting next week, Surefire will be starting to install the the new rooftop unit at the jail that we had budgeted for, | 00:26:52 | |
| for this year for that big 215 ton. | 00:26:57 | |
| Unit that will be starting next week and they're thinking within two weeks time they should have everything all. | 00:27:02 | |
| Installed and up and running. | 00:27:07 | |
| Super. | 00:27:10 | |
| And as far as the operations stuff? | 00:27:12 | |
| This morning I did sign the settlement agreement with the insurance company for the damages done to the cemetery from last fall up | 00:27:17 | |
| on the North End of town where that GAIL hit the. | 00:27:22 | |
| Stone out there and wrecked all that, so that was signed this morning. | 00:27:28 | |
| My one of my custodians is retiring next week Monday and we are advertising for that currently. I think we have a couple of | 00:27:35 | |
| applicants right now. I think there's like 3. | 00:27:40 | |
| And I also have one of my maintenance mechanics turn in his retirement papers this morning, so. | 00:27:46 | |
| By tomorrow or Monday we will be out on the Internet advertising for a maintenance mechanic also. | 00:27:52 | |
| The lease agreement for downtown Juneau that has been sent back to the city for their signature. | 00:28:02 | |
| Kim made all the. | 00:28:07 | |
| Changes that she wanted to see in the contract so now it's in their attorneys hands to get. | 00:28:09 | |
| City Council members to sign that agreement and then we go ahead with that. | 00:28:15 | |
| Our spring ice inspection was completed today. The inspectors found no maintenance related violations or anything noted on the | 00:28:21 | |
| report that had anything to do with us as far as our. | 00:28:27 | |
| Facility and our policies, procedures, our chemical handling, maintenance issues, all that sort of thing was all good. | 00:28:32 | |
| And then a couple weeks ago, myself and the sheriff and Judge Sasha. | 00:28:42 | |
| Had a tour of the courthouse with a. | 00:28:47 | |
| A lady from the Capitol Police Department, she toured the entire building. | 00:28:51 | |
| She gave us a lot of suggestions on the security desk and some other things that we could do inside the building. | 00:28:56 | |
| We have done a few of those already, but she will have a full report. | 00:29:04 | |
| Back to the court security committee, probably sometime in the next couple of weeks. She said it would take her about a month to | 00:29:09 | |
| finalize her report. | 00:29:13 | |
| Just a couple of things that we did though is. | 00:29:17 | |
| In Branch 1 and Judge Fitzgerald Courtroom, there is a built-in Colt rack in the back of the room. | 00:29:22 | |
| With hangers on it that people can hang their coats on during the winter. | 00:29:28 | |
| We did take those off and we purchased some non removable hangers like you would find in a hotel room. | 00:29:32 | |
| Reason being that you just can't walk back there and you're not happy with the judge and start throwing hangers up there at the | 00:29:39 | |
| judge or something like that. So it's just simple. | 00:29:43 | |
| Things like that. | 00:29:48 | |
| You know, you walk past it already, don't even think about it. Yeah. | 00:29:50 | |
| There were some other issues that she saw that could be rectified. | 00:29:54 | |
| There is some. | 00:29:59 | |
| Latches that you could get between the the door and the latch where you can actually stick like a dental pick in there and just | 00:30:01 | |
| pull the latch back and get through into a secured area. | 00:30:06 | |
| So Phil found a couple on Amazon. We ordered 2 for right now. We're going to try putting those two on. I think they're going to | 00:30:11 | |
| workout good for us. | 00:30:15 | |
| And we just want to try to first though, and then if that works out good, then we need to purchase 17 more of those. | 00:30:19 | |
| And so. | 00:30:26 | |
| Like 225 bucks we would be able to secure every door that has that issue in the courthouse where somebody would not be able to | 00:30:28 | |
| just. | 00:30:31 | |
| Put a dental pick in there and pull that back and get into a secured area again. | 00:30:35 | |
| Nothing expensive on that, but just. | 00:30:39 | |
| Good things to be aware of. | 00:30:42 | |
| But I said her full report will be available probably in another couple weeks and that'll go to court security meeting in May 1st | 00:30:44 | |
| and we'll review that and then. | 00:30:48 | |
| Check out see what else we got to do on there. But she did have a lot of good suggestions. | 00:30:55 | |
| How often do they do that inspection? | 00:31:01 | |
| It's never been done before. | 00:31:03 | |
| First time, yes, OK, yes. | 00:31:05 | |
| That's something that Judge Sasha wanted to do before he retired is to. | 00:31:08 | |
| Ever go through and just? | 00:31:14 | |
| Take a look at our courthouse through a different set of eyes and. | 00:31:16 | |
| See what she sees versus people that are in the building every day. | 00:31:19 | |
| Yep. Did you bring up that thing to her about the ladder? | 00:31:23 | |
| From the. | 00:31:27 | |
| Like a second exit from that building. | 00:31:28 | |
| No, I did not, but I have looked into that. | 00:31:32 | |
| I've done some research on that and I will have a report at the next. | 00:31:36 | |
| Court security committee meeting. | 00:31:41 | |
| So. | 00:31:43 | |
| Yeah. | 00:31:44 | |
| Other than that, that's all I got. | 00:31:47 | |
| Any anymore on that chlorine thing for the city of Juno? | 00:31:49 | |
| Cameron and I did meet with. | 00:31:53 | |
| The water utility operator from the city and. | 00:31:56 | |
| Yeah, I was. | 00:32:02 | |
| They kind of like live with it. It's the way it's going to be. And they're actually ramping the chlorine up yet, are they? They're | 00:32:06 | |
| still turning it up higher. | 00:32:10 | |
| And what is the reason? | 00:32:14 | |
| He's saying that it's not doing what it's supposed to be doing yet. | 00:32:17 | |
| That it needs to be stronger yet. | 00:32:22 | |
| So he's saying that they have bacteria and they're drinking water yet or what? | 00:32:25 | |
| I mean, his words were that the previous people that had that position didn't know what they were doing and we're not operating | 00:32:29 | |
| the water utility correctly and he is doing it correct. | 00:32:34 | |
| That's why we were told. | 00:32:39 | |
| OK, what it's worth, I can't tell you. Yes, no or not. | 00:32:41 | |
| Yeah, OK. Well, he's, he should know, I would think. | 00:32:45 | |
| He's running it. | 00:32:50 | |
| So you must like listen to complaints then. Yes we did meet but I was not real. | 00:32:52 | |
| Satisfied with the outcome. Real resolution. | 00:32:58 | |
| No real reason why they need twice as much chlorine as everybody else. Is there that much bacteria that sticks in water towers and | 00:33:01 | |
| whatnot? We're going to wrap it up just for clean water samples now. | 00:33:06 | |
| If you have a bad. | 00:33:12 | |
| Water sample. | 00:33:15 | |
| Then you usually take a second one and have it retest it again and if it comes back bad again then you crank up. | 00:33:16 | |
| The chlorine, you know when you flush hydrants on that to get it through the system. But if you have good safe samples. | 00:33:23 | |
| I don't know why they want to crank it up high because all you're going to do is get complaints from the people. | 00:33:29 | |
| Because it doesn't take much chlorine to get a. | 00:33:34 | |
| But you can't drink it. You can't make ice. Well, that's just it, you know, and it's like, but. | 00:33:38 | |
| That's up to them. I mean, that's their water system. So yeah, yeah. But normally, no, you don't have bacteria inside the towers | 00:33:43 | |
| and. | 00:33:47 | |
| Stuff like that because the chlorine keeps that from happening. You know, we did show them all the pictures of our pumps from | 00:33:51 | |
| Clearview and we also had. | 00:33:56 | |
| Showed him a lot of pieces of pipe that came out of the jail and he said that's not due to the high chlorine levels so. | 00:34:01 | |
| Yep. | 00:34:10 | |
| OK. All right. | 00:34:12 | |
| I'm not a plumbing engineer. I can't say it wasn't. Yeah, I know, I know. | 00:34:14 | |
| OK. | 00:34:21 | |
| Another question. | 00:34:24 | |
| Back to the pod cleaning do do. | 00:34:25 | |
| Inmates sneak pens and pencils in there are normally that would be contraband, wouldn't it? Pens. No, there are no pens allowed | 00:34:28 | |
| other than the officers. Inmates have little golf pencils. | 00:34:34 | |
| Or they can order. | 00:34:40 | |
| Colored pencils through the commissary. They can order colored pencils if they want to. | 00:34:42 | |
| Draw do different things like that but. | 00:34:47 | |
| Other than that, they normally just get a little golf pencil to write with. | 00:34:50 | |
| Are you guys done with jpod cleaning now or we are done with the pod cleaning now? Yeah. | 00:35:01 | |
| So now we are on to. | 00:35:05 | |
| I met with my lead mechanics last week and we have a rather extensive list through all our buildings of things that we need to get | 00:35:08 | |
| to and we kind of prioritized everything and. | 00:35:13 | |
| We'll be moving on to those projects now. | 00:35:18 | |
| Super. | 00:35:21 | |
| All right. Any other questions, we see a list of those things at the next meeting just for our own our own information and be | 00:35:24 | |
| interested to see what's. | 00:35:28 | |
| I can get you a list. | 00:35:32 | |
| Awareness, that's all. One of the One of the first things is going to be to finish the. | 00:35:36 | |
| Ceiling tiles right around the projector. That was something that was actually missed on the quote. | 00:35:41 | |
| For installing the new projector screen that they did a few months back. | 00:35:47 | |
| When IT put that out forbid, they did not realize that the screen was going to be different dimensions than what the new one is | 00:35:53 | |
| and that's why you have a whole different size opening in the ceiling. | 00:35:57 | |
| So my guys will be getting to that rather soon. They'll they'll box that all in and make it look like it belongs there. So that's | 00:36:02 | |
| one of the first things on the list. | 00:36:06 | |
| Because that's a very. | 00:36:11 | |
| Public looking item there that needs to be addressed. Yep. | 00:36:14 | |
| All right. Yeah, I can certainly make that up for you. | 00:36:18 | |
| Yeah, if you just want to work. I mean, you know, it's not e-mail at all to all of us. I could even do that. Sure. | 00:36:25 | |
| Yeah, that would be great. | 00:36:31 | |
| Anybody got any future agenda items for John at all or. | 00:36:34 | |
| Otherwise, we'll just leave it up to him to put on for what we need to talk about the next meeting. | 00:36:38 | |
| Things that happen between now and. | 00:36:44 | |
| And then and then. | 00:36:47 | |
| Our next meeting date they'll be May 7th. | 00:36:51 | |
| Here at 4:00. | 00:36:53 | |
| And then figure on the joint meeting at 4:30. And if you guys want to stick around for the Human Services meeting after that, | 00:36:57 | |
| you're more than welcome to do that too, so. | 00:37:01 | |
| All right. Then I will declare the meeting adjourned at 4:37. | 00:37:06 | |
| Thank you very much for everybody. | 00:37:11 |
