The tornado damage update we're still waiting for. 00:00:00
Paul Davis to US assess. 00:00:04
The roof on unit D to see if. 00:00:06
That was a fact if that was indeed caused by the tornado and that's what caused the pipe leak over there, so. 00:00:10
I feel like Noah with all my water problems. 00:00:15
But. 00:00:19
Going on to our finances, we're in good shape. I just wanted to give you an idea where we stand because of the remodeling. We're 00:00:21
paying out of our own resources. There's not a bond issue or anything. So when you're looking at. 00:00:28
You know our terminary year end for 2025. 00:00:35
I highlighted the number. 00:00:38
For the CBH expansion, it's, you know, almost 3.7 million. 00:00:39
So when you're looking at our income statement. 00:00:43
We are net income for 2025. We're going to have a loss in the area of $100,000. 00:00:46
When you start looking at our balance sheet, though, that's when you have to take into account what we're paying on our. 00:00:52
It's not just. 00:00:57
What we're paying on the bond principal, because now they're farther along in the bond, the bond interest is. 00:00:59
Is almost nothing at this point. However, we still have to pay the bond principal and that doesn't show up on the financials that 00:01:04
you see every month. 00:01:07
So when you're talking about our net position. 00:01:12
You know, I just this is just a simplified cash flow statement, so. 00:01:14
When you're looking at where we sit, you know our how much money do we have? 00:01:19
So at the end of 2025, we ended up. 00:01:23
Having to take out of our. 00:01:26
Our cash or our spendable net position about $712,000. 00:01:28
So. 00:01:33
When you're looking at, So what does that mean? At the end of 2024, our net position on restricted was 20,692,000. 00:01:34
Per county policy, we have to set aside a certain We have to set aside 90 days worth of expenses. 00:01:43
So that amounts to $9,162,000, so our spendable. 00:01:49
The money we had to spend on other things, on construction at the end of 2024 was 11,529,000. We're only going to draw that down 00:01:54
711,000, not the whole 3,700,000 because we also had. 00:02:02
Because we did have gains. 00:02:10
In operations, if you will, throughout the year, so. 00:02:11
Again, I just wanted to say as the bottom line, we're doing very, we're doing well and. 00:02:14
You know, when we were looking at a $7 million project drawing down our spendable balance a lot. 00:02:18
But because, you know, we're out, we continue to operate as we go along, It's not drawing it down that badly. So we're still in a 00:02:24
very strong position. 00:02:28
Regulatory. 00:02:33
Update This is real. This is. 00:02:34
Good news Northview Heights Community Group Home and Trail View all received their formal. 00:02:37
Medicaid waiver of home and community based service settings rules requirement. So just for background, this started in 2011. 00:02:41
The federal government required all assisted livings that were located in the same grounds as a public institution. 00:02:49
We had to be subject to heightened scrutiny or not be allowed to receive Medicaid waiver funding so. 00:02:54
It only took them 15 years to finish their analysis of us. We got our official letter so. 00:02:59
Congratulations. Well, thank you. 00:03:11
And then now. 00:03:13
Room numbers and household names. So as part of the remodeling, we need to purchase interior signage. So we're going to use this 00:03:14
as an opportunity to renumber the resident rooms. 00:03:18
As the current numbering system causes a lot of confusion to visitors, EMS and staff. 00:03:22
The room numbers are repeated on each of the households. So for example we have 4 room. 00:03:27
#216 in the building. 00:03:32
Because we have. 00:03:34
216 A building 216 B Building 216 E&F so it's. 00:03:36
It's confusing to EMS when they come in because they say we need boom 216. Well, which room 216 do you need so. 00:03:42
We're just going to go with. 00:03:48
You know, unique numbers throughout the entire building. 00:03:49
And then? 00:03:52
Also, staff suggested that we name the households as opposed to just having letters. 00:03:53
So the first floor households will be named This was. 00:03:57
Our social workers came up with this. 00:04:00
1st floor households will be named after flowers because they're closest to the ground. 00:04:02
2nd floor households will be named after trees. 00:04:06
Because they rise up and in 3rd floor will be birds. Because they're in the air. 00:04:09
I like that. 00:04:14
And I. 00:04:20
And I said, great idea, let's go with that and then Badgeland School will make the household signs. 00:04:21
To hang on the headers before you enter each household because Dodgeland school the kids do some sort of. 00:04:28
I don't know, they have this sign making stuff, call it a glorified cricket because I don't know what it is, but they'll make 00:04:33
really nice science thing because we have headers outside of each household so they'll be able to hang. 00:04:37
Sign on there. 00:04:42
That's great community involvement, yeah. 00:04:44
Oh, we got more coming up here. 00:04:46
The the volunteer recognition luncheon. 00:04:50
Is going to be on April 23rd. It's going to be at. 00:04:53
11:30 You're all invited. 00:04:55
This is the invitation, so if you want to come, come on out. 00:04:57
Say hi to the. 00:05:01
Have a nice lunch and thank our volunteers. 00:05:02
And then? 00:05:06
The last thing the Beaver Dam High School shop class. 00:05:08
Will be constructing a 16 by 30 foot pavilion for the residents in the courtyards between the B&C buildings. 00:05:11
Friends of Clearview will be paying for the materials. 00:05:17
And this will show up, this is going to show up in our April. 00:05:20
Friends of Clearview fund requests. So it's kind of a nice program the the students and I think the parks has used them to build 00:05:24
different things, but the students are going to come and build the pavilion. 00:05:28
We're paying for the concrete. Friends of Clearview is paying for all the materials. 00:05:35
And then the students come and donate the labor of the shop teacher comes out and. 00:05:39
You know, instructs them as they go along. So I like the idea. I think it's great that the. 00:05:43
They do these things so. 00:05:47
Would be a nice thing. 00:05:49
We'll probably put a plaque on there, you know, thinking the students had. 00:05:50
Beaver Dam High School. 00:05:53
So nice. 00:05:55
That's all I got. 00:05:57
Any questions for it? I have one question. 00:05:58
How are the international people doing? 00:06:01
Now. 00:06:04
That have been here for what year or so? 00:06:04
The one we got from the Ukraine is planning to move back because of problems with our visa system. 00:06:08
And I don't think she'll be allowed to stay. 00:06:15
So he plans to move back. 00:06:17
And she's the only. 00:06:21
Yes, one right. The other ones because of. 00:06:23
The election. 00:06:27
Put a stop to all of that. 00:06:28
So that was that. 00:06:30
So. 00:06:32
Any other questions for Fred? 00:06:35
No. Well, thank you. 00:06:38
Thank you for the pictures too. 00:06:39
Just kind of. They can go away, but I can't. 00:06:41
Oh, and with this recognition, luncheon's. 00:06:44
A lot of us have gone to these volunteer luncheon and dinner things before. 00:06:49
I wonder, Felicia, if you would. 00:06:54
You you have to notice it right if, if a bunch of us or if more than quorum are going. 00:06:57
You can do that. 00:07:02
OK. 00:07:03
Yeah. 00:07:04
I want you to just plan on it if you don't mind. 00:07:06
That'd be great. Thank you. 00:07:09
OK. All right. 00:07:22
So. 00:07:23
It is that time of year that we have our annual report. 00:07:24
So, umm. 00:07:28
I know that I the last couple of years I put it on the agenda two months in a row. 00:07:30
Because of a week may not be enough time for you to all review it and so. 00:07:35
I wanted to check and see if you have any. 00:07:40
Burning questions right now and whether or not you want it. 00:07:43
To be put back on the April. 00:07:47
The April agenda. 00:07:51
For the Human Services and Health Board. 00:07:52
I will just say that overall, I think that. 00:07:55
We have an amazing staff at Human Services and Health that work really, really well with one another. 00:07:58
And work for the. 00:08:02
Of Dodge County residents, I'm very proud of all of the things that were done. 00:08:04
But I. 00:08:09
Want you to have an opportunity to read it? 00:08:10
And then ask questions. 00:08:13
So does anybody have any kids at this particular moment? 00:08:15
I don't. 00:08:21
I think it would be really nice to come back to this next month. 00:08:22
Thank you so much for the even the color copy that's. 00:08:26
Thank you. Very nice. 00:08:29
Yeah. OK. So I will put it material for us all. 00:08:31
I'll put it back on the agenda for April. 00:08:34
So, Speaking of April agenda. 00:08:37
I know that when I was here last month I had indicated that I would have Dena. 00:08:40
Who is interested in serving on the board in the next term come to this meeting. However, she had a scheduling conflict. 00:08:45
But she has indicated to me that she is able to come on April 1st. 00:08:52
And so would that be all right with the board if she comes and introduces ourselves and. 00:08:57
Gets to. 00:09:02
Observe the board. 00:09:04
In action. 00:09:05
All right, I will have her come. 00:09:07
And then the last thing is I don't, I don't have any updates in regards to federal funding. I haven't. 00:09:10
I haven't heard anything recently. 00:09:16
That is impacting our operations other than the TAP funding. 00:09:20
But you all were gracious enough to. 00:09:24
Let us access opioid settlement funds. And so I appreciate that very much. 00:09:27
So anybody have good news? 00:09:31
Yeah. 00:09:33
Does anybody have any questions? 00:09:34
Thank you. 00:09:40
Thank you. 00:09:41
Thank you. Thank you. 00:09:42
And Roman. 00:09:45
Failing right along here. 00:09:47
Moving right along. 00:09:49
Figured you all wanted some more. 00:09:57
Thank you. 00:10:01
Thank you. 00:10:04
Thank you, Sir. 00:10:12
Campgrounds. 00:10:18
Right. So the large packet I provided for you is our community health assessment. That's the finalized document for. 00:10:23
The char, as I like to call it, we like to use acronyms and government, so I'll use the acronym. 00:10:31
But it's a community health assessment. 00:10:37
We do it every three years and that's a partnership with the Watertown Health Department and the Jefferson. 00:10:39
County Health Department as well as all the healthcare settings within the two counties. 00:10:45
So that's. 00:10:50
A collaborative group that put this entire document together. A lot of hours spent interviewing members of the public, conducting 00:10:51
surveys, doing outreach to both youth and parents. 00:10:57
So that's the culmination of all of that data, I do suggest. 00:11:04
At least looking through it and looking at some of the graphs and charts, it's very interesting to see where our residents are 00:11:08
identifying they need assistance when it comes to mental health. Mental health was our identified priority for this community 00:11:13
health assessment. 00:11:18
Simply because it's been on our community health assessments for over 30 years. 00:11:25
So we decided we need to solely focus on one aspect of our health. 00:11:29
So that we can make. 00:11:34
More or longer strides, I should say. Better strides to addressing. 00:11:37
Mental health as a issue identified in our community. 00:11:43
In the past we've tried to focus on four or five different aspects of health at one time. 00:11:47
And that's proven to be very, very difficult. So we wanted to assess the community needs based solely on mental health so that 00:11:53
moving into our community health improvement plan, which is what we are. 00:11:59
Are working on for the next three years. 00:12:05
We'll begin to address those mental health access barriers, stigma. There are 4 main areas that the community identified for us 00:12:08
to. 00:12:13
Attempt to address and that's. 00:12:18
Social Belonging. 00:12:21
Basic needs for health and safety, humane housing, and meaningful work and wealth. 00:12:22
So if you read through that document, you'll see those four areas. 00:12:28
As well as some community metrics on how we're doing so far in those areas. It's a good starting point for us, please. 00:12:32
Social Belonging. 00:12:40
Yeah, sorry, social belonging. 00:12:41
Meaningful work and wealth. 00:12:44
Humane housing and basic needs for health and safety. 00:12:46
And moving forward, I'll just plan to keep you all updated with that process. There may be some opportunities for engagement in 00:12:56
our community health improvement plan. 00:13:00
We're really looking to partner with a lot of different agencies, nonprofits, schools. 00:13:05
All of the above. 00:13:10
To really move metrics forward on mental health, not only for youth but for adults as well. 00:13:12
So, but it should be a good read. It is very lengthy, I apologize about that. So even if you skim it and look at some of the data 00:13:19
metrics, it is. 00:13:23
Good to see where our communities at. 00:13:27
Any questions associated with? 00:13:30
The child document. 00:13:32
If I may add, I'm. 00:13:35
On the. 00:13:38
Watertown greater health community. 00:13:39
Or Greater Community Health Foundation. 00:13:41
Which was very actively involved with this along with the Watertown and. 00:13:43
Umm, Fort Atkinson and Waupun. 00:13:49
Hospitals and all kinds of clinics and. 00:13:53
This and the like Roma mentioned, the Watertown Health Department, the Gypsum County Health Department. This was a really 00:13:56
comprehensive. 00:14:00
Is is a real comprehensive body of work? 00:14:04
With the conclusion of mental health being the number one priority. 00:14:07
And youth mental health, I think as. 00:14:12
Kind of highlighted, right? 00:14:14
It's it's such a collaborative. 00:14:16
Effort. 00:14:18
It's really impressive. 00:14:19
So it's, it's impressive, you know, we've heard so much from Roman and, and. 00:14:21
To hear what a. 00:14:26
Community emphasis this has. 00:14:27
Is really impressive. 00:14:30
And I'm sure we'll be hearing more. 00:14:32
Yeah, certainly. 00:14:34
I'll keep it on the agenda moving forward so that I can provide updates for you. 00:14:35
And Becky and I are also working together in with the committee. 00:14:39
Through the Foundation and. 00:14:44
Flourishing communities, which is a result of of this. 00:14:46
A work it's there's just so much being done in the area. 00:14:50
It's exciting. 00:14:55
Thank you. 00:14:58
If there's no other questions, are there any other? 00:15:00
Questions associated with this? 00:15:02
All right, the other document I provided for you is A1 pager document that I provided to the executive committee on Monday. 00:15:05
Where I presented the environmental health proposal to them. 00:15:13
Overall I think it went well. They did have some notes overall about. 00:15:17
Wanting to see some additional financial information, so I'm going to take you back to my office and consult with the Fond du Lac 00:15:22
Health Officer. 00:15:27
So I can sit down and create a very in-depth. 00:15:31
Financial plan of what the. 00:15:35
Environmental health program might look like in Dodge County. 00:15:37
And then I can compare rates of both Fond du Lac and the state. 00:15:40
And present that information to you all and that eventually the county board as well. So they had some good feedback about some 00:15:45
additional information that they wanted to see. 00:15:49
So I'll eventually bring that back to all of you, but I just wanted to give you all a highlighted. 00:15:55
Document of what was discussed during that meeting so you can. 00:16:00
Stay in the know about what was discussed. 00:16:05
Thank you. 00:16:09
As you can imagine, Roman did an amazing job presenting. 00:16:10
With Becky and Sheila in the background. 00:16:13
Asking some lead up questions. It was really good. The executive committee did have some questions, primarily about how it would 00:16:16
be funded. 00:16:20
And financed and you know what the cost would be good questions and and Roman is already has a plan, action plan to get those 00:16:25
answers. 00:16:28
And go back to come back to us and then to the. 00:16:33
Executive committee and full board will be hearing more. 00:16:36
Thank you. 00:16:40
Yeah. Thank you. 00:16:41
Any questions, comments? 00:16:42
Concerns. 00:16:44
This is nice. 00:16:46
Thank you. 00:16:48
All right, take care. 00:16:50
Thank you. 00:16:51
Nice. OK. And Angela? 00:16:55
Does anybody have any questions on the statements that were in the packet? 00:17:05
I do have an update. I did run a statement. 00:17:12
Just. 00:17:16
Probably right before I came here. 00:17:16
And we will be in the deficit of 351,000 in some change. 00:17:19
Which should be fine. This should be hopefully, unless. 00:17:26
A surprise comes up in the next month. But they did. 00:17:29
Closed down anything that's going into 25 at the end of February, so this should be our number. 00:17:32
Can you refresh my memory what the exact Whimker reimbursement number was? It was I think 2.5. 00:17:40
It's better than 835. 00:18:03
The 3:51. 00:18:06
Yes, yeah, yeah. 00:18:07
Yeah, we put it got our final claims in and stuff and got put our final revenue in and. 00:18:09
And and so 351. 00:18:16
Is our deficit so? 00:18:18
Any questions for Angela about that? 00:18:25
A lot of that was due to out-of-state placements, I believe, right? 00:18:30
Or out of home placements. 00:18:34
That and you can come up if you want mental health institutions. That was really high. 00:18:37
And and with that, I'm wondering what kind of where we're at looking into this year? 00:18:45
So. 00:18:49
As you may recall, we had a youth corrections. 00:18:50
Placement. 00:18:55
That was incredibly high. 00:18:56
That youth. 00:18:59
Was discharged from that Correctional Facility at the end of 2025. 00:19:00
We still currently have an out of place, out of state placement. 00:19:05
But as Angela referred to our Winnebago Mental Health Institute, costs are very high. 00:19:10
And so those are these are just costs. 00:19:16
We. 00:19:19
Have no choice but to. 00:19:20
Incur. 00:19:22
Because we have to place. 00:19:23
People on emergency detentions when they meet the. 00:19:25
You know when they meet the criteria for that in order to keep them in the public safe. 00:19:29
Yeah. So those are the main contributing factors is youth placements. 00:19:33
Mental health institute placements. 00:19:39
And then also mental health CBRF. 00:19:42
Costs as well. 00:19:45
Any questions? 00:19:52
And we can only hope that 26 will be better. 00:19:55
Exactly. 00:19:58
And again, the mental health in our community. 00:20:01
That's. 00:20:03
Yeah. 00:20:06
OK. 00:20:08
Everything is explained so well. We. 00:20:10
We don't have any questions. Thank you. 00:20:13
Does anyone have any reports for us? 00:20:18
They do not. 00:20:21
OK, well, gosh. 00:20:24
We're ending this in record time. 00:20:26
Our next meeting is scheduled for April Fools Day. 00:20:28
But that's no joke. 00:20:33
4:30 on April 1st. 00:20:34
OK. With that, I, I will call the meeting adjourned. 00:20:39
Thank you all for coming. 00:20:42
Thank you. 00:20:44
And everybody through is pretty nice. Kind of puts my mind. That is when I got to put my parents there. 00:20:48
When's that going to be? 00:20:56
Oh my goodness. 00:21:01
I told my mom that she's like, you're going. 00:21:06
