I know OK, supervisor. My Nell is absent. 00:00:03
What's your pleasure of the minutes from the November 12th meeting? 00:00:09
2. 00:00:21
That's won't go. 00:00:26
Have a motion by Supervisor Stager. Second by Supervisor Guckenberger. 00:00:27
Any questions, comments, corrections? 00:00:34
Hearing none. 00:00:38
All in favor signify by aye. 00:00:39
Aye, opposed that is carried. 00:00:42
Communications on file. 00:00:47
I have no communications on file. 00:00:49
OK. And there's nobody signed up for public comment? 00:00:51
Special order of business. 00:00:56
I'd like to introduce. 00:00:58
I'm Marie Witzel, our 4H. 00:00:59
Youth development educator for the 4H key award recipients. 00:01:01
I was trying to double check with a couple of you on the way up here. 00:01:22
Supervisor. 00:01:27
Johnson asked me to give you a little bit of a snapshot of where we are with the 4H program in Dodge County. 00:01:28
We're right in the middle of enrollment time right now, so I'm going to tell you that 2024 and 25, hopefully you have this that 00:01:36
you've seen on your desk. 00:01:40
There are 643 members in the program in the county in 28 clubs or groups. 00:01:45
With 135 certified adult leaders. 00:01:51
That makes us in the top 10 numbers wise in the state. 00:01:54
And the one of the things that I thought is really interesting as I look at the numbers. 00:01:58
Is that we're split pretty closely. 00:02:03
45% males and 54% females in the program. 00:02:06
And some of you may think. 00:02:10
Well, you have to be on a farm to be in 4H, but if you look at our statistics, only 33% of our members are live on farms. 00:02:12
14% say they live in cities between 10 and 50,000 people, but the majority of them live in rural areas and smaller towns under 00:02:20
10,000 people. 00:02:25
And the last thing that I just want to point out to you is about our enrollment numbers by project. 00:02:30
And a lot of times again. 00:02:37
You think you have to live on a farm, but our largest project is actually photography. I didn't bring it up here but I watched all 00:02:39
of my 4H families in the back of the room. They have a. 00:02:44
Phone in their hand and they're taking pictures, so photography has 181 members. 00:02:50
And then when you look at the rest of them, we do have beef with 129. It's been growing over the years for those of you that. 00:02:56
Maybe have heard about our little bit of a dilemma when it comes to fair time trying to get all those beef animals in a barn. 00:03:02
There's 121 members in art. 00:03:09
114 in woodworking. 00:03:11
107 in drawing and painting. I just think that's amazing to have all of those young people doing drawing and painting at the fair. 00:03:14
Or in their year. 00:03:22
Clover Buds is our youngest member, so kindergarten through second graders. 00:03:24
There was about 100 of those. 00:03:28
Dairies. We still have a pretty sizable dairy program in Dodge County at 98. 00:03:31
Our growing program is Legos with 97 members doing that. 00:03:37
95 young people. 00:03:43
Like to have swine and about 80 people do scale models. So still a pretty big project with a variety of. 00:03:45
Enrollments. 00:03:53
So let's get on to the real. 00:03:54
Thing that you're here to do. 00:03:57
And notice, guys, I keep moving this down South. You know what that means when you come? I joked around with them when we got here 00:03:58
is that they're about this tall. 00:04:02
And I was standing in the middle of them. So yeah, you're gonna have to move the microphone. 00:04:07
The Wisconsin Farm Bureau has been sponsoring the 4H Key Award program for more than 30 years. 00:04:12
Having started their support in 1974. 00:04:17
Over the years, 4H youth in every county received the Special Key Award recognition. 00:04:21
Thanks to the Farm Bureau and the Farm Bureau Egg in the Classroom program. 00:04:26
The Wisconsin 4H Key Award is the highest honor of 4H youth can receive. 00:04:30
Recipients are selected at the county level. 00:04:35
Based on the young person's consistent growth in the 4H. 00:04:38
And their development and applied leadership skills. 00:04:42
And their participation in activities in their club and the county. 00:04:46
In the community. 00:04:50
Each county is responsible for selecting their key award recipients in the area based on an evaluation of the candidates total 4H 00:04:52
records so they. 00:04:56
Complete an application and an interview process. 00:05:01
Here in Dodge County. 00:05:04
So that then they talk about their project work, their personal development. 00:05:06
Leadership and community involvement. 00:05:10
County awards are specific number of key awards based on the. 00:05:12
Club enrollment in that county. So that's when I tell you that we have a high number of young people involved, involved. 00:05:16
We can give a couple of keywords like we will be doing tonight. 00:05:22
The candidates must have passed their 14th birthday on January 1st of the year that the recognition is given and must have 00:05:26
completed at least three years of 4H and one year of youth leadership. 00:05:31
Selection should be based on the evaluation of the candidates total. 00:05:37
4H Record membership project activities, leadership. 00:05:41
Personal development and county and. 00:05:45
Community involvement. 00:05:48
Each key award. 00:05:50
Member receives a certificate and a key award pin. 00:05:51
This award is only given to 2% of the members in the state. 00:05:55
And I know that these members need the support of their parents to help them achieve this involvement, so I'd like to have their 00:05:58
parents stand as their child is comfortable. 00:06:02
It's called to come forward and receive this award. I'm going to have both of you come up at the same time. 00:06:07
But I will then. 00:06:12
Have each of you speak individually. 00:06:14
Our first recipient is Ryan Clark. 00:06:16
Son of Randy and Wendy Clark. 00:06:19
He graduated from the Dodge County 4H program. 00:06:21
Ryan is currently at Iowa State University majoring in AG. 00:06:24
Engineering and vehicle systems. 00:06:29
He was involved in the Lomira Cloverleaf 4H. 00:06:32
And is involved in crops. 00:06:35
Mechanical Science. 00:06:37
Self determined vegetables. 00:06:38
And youth leadership, and we're excited that finals finished yesterday so he could be back in Dodge County tonight. 00:06:40
Our second recipient is Max Ludkey. 00:06:47
Son of Jason and Tracy Luedke. 00:06:49
He's in his thirteen years. 00:06:51
13th year as a Dodge County 4H member. 00:06:53
Max is a freshman at the University of Wisconsin, Madison. 00:06:56
Majoring in agricultural business management. 00:07:00
He is a member of the Lipstick 4H Club and was involved in youth leadership. 00:07:03
Food preservation, house plants and food and nutrition projects. 00:07:07
So I'm going to have both of them come up and share a little bit with you as I. 00:07:11
Share a couple of things that I have for them. 00:07:15
So as they're coming forward, I will share the key award. 00:07:18
Actually, the award comes in a. 00:07:26
In a folder like this and it's the keyword for each of them signed by the Dean of extension and also. 00:07:28
The. 00:07:35
What is she calling her? The 4H program leader? I had to double check what she was calling herself. 00:07:36
So I will let you go first. 00:07:41
Hello everybody. 00:07:48
I am Ryan Clark. 00:07:49
I am. 00:07:51
Currently attending Iowa State University. 00:07:52
For agricultural engineering under the Vehicle systems option. 00:07:55
I was a proud member of the Lomira Clover Leaves 4H Club for nine years. 00:07:59
And this past year was the year I graduated so. 00:08:04
I took it upon myself to apply for the 4H key award. 00:08:08
And through the nine years of enrollment in the Lemire Clover leaves, I. 00:08:11
Participated in a couple different activities. 00:08:16
The main being the Dodge County Fair and at the fair I participated in many different types of projects shown. 00:08:19
Couple of the projects that I did throughout the years was growing vegetables and crops. 00:08:28
My dad helped me with a project where I learned how to wire a simple light bulb. 00:08:34
I've made a plasma cut. 00:08:39
Wall art sign display that I made, which ended up going to state this past year as kind of my final project at the fair. And so at 00:08:41
the Dodge County Fair, I was able to. 00:08:47
Kind of build upon my leadership, communication skills and confidence as well as meeting other members and people. 00:08:52
Throughout the week in the. 00:09:01
Past nine years. 00:09:03
Another example of an activity that I did through 4H was camp up on woods. 00:09:05
Where we went for a period of time and stayed at Camp Upham Woods with just other 4H members and leaders from all over the area, 00:09:10
and that's actually where I first met Max. 00:09:15
Which you'll hear from him later. 00:09:21
And another one where I did was the Lemire Clover Leaves 4H Club. 00:09:24
Family Learning Day. 00:09:28
Which I. 00:09:30
Participated by teaching. 00:09:31
Some different classes to different 4H members. 00:09:34
Typically a lot younger than me. 00:09:37
Just on different skills. 00:09:39
That are very helpful in their day-to-day lives. I taught members how to tie a tie. Tie fishing knots. 00:09:40
And how to build model rockets, which I thoroughly enjoyed doing. 00:09:47
On my years up and coming through 4H so. 00:09:52
Everything that I've participated in 4H and the activities that I've done have ultimately built upon so many skills necessary in 00:09:55
today's day and age. 00:10:00
And I am grateful to say that I'm at Iowa State now. 00:10:05
With all the skills and abilities that 4H taught me along the way. 00:10:08
And I have already been using them for applying for internships and meeting new friends and talking to professors. 00:10:12
And it ultimately has led me to become a better person and I really look forward to continuing my journey in a future career and I 00:10:20
think that 4H has done a fantastic job preparing me for that today. 00:10:26
Thank you. 00:10:33
Ryan. 00:10:46
Whereas Ryan Clark has achieved the highest award in 4H youth development. 00:10:47
That being the Wisconsin Key Award. 00:10:51
And whereas the 4H youth development program promotes the ideals of character conduct. 00:10:53
Patriotism and service encouraging members to become productive and contributing citizens. 00:10:59
And whereas Ryan Clark, a 4H member, represents our country's greatest research. 00:11:05
Resource. 00:11:11
That being our youth. 00:11:11
And WHEREAS Ryan Clark continues the legacy of 4H youth development in the United States. 00:11:13
And serves as a role model for young 4H members. 00:11:18
And whereas Ryan Clark serves as an inspiration to all of us. 00:11:22
Demonstrating that hard work and perseverance can make dreams come true. 00:11:26
Now therefore be it resolved. 00:11:30
That the Wisconsin 4H Key Award recipient. 00:11:32
Ryan Clark be commended for his achievement. 00:11:35
Of 4H youth development. 00:11:38
Highest. 00:11:39
Congratulations. 00:11:42
I have a. 00:11:53
A second item. 00:11:54
That I have. 00:11:56
To share with the with them. 00:11:57
Each one of them. 00:12:00
Is getting this from the United States House of Representatives from. 00:12:02
Scott Fitzgerald's office. 00:12:09
So it's a pretty cool thing. It's a pretty cool plaque to hang up when they get home. 00:12:12
But he also sent a letter that I want to share. 00:12:16
On behalf of the 5th Congregational District, I wanted to. 00:12:20
Take a moment to extend my sincerest congratulations for being. 00:12:23
Selected as a 4H key award recipient. 00:12:27
This honor reflects your outstanding leadership. 00:12:29
Dedication to service and commitment to personal growth. Qualities that not only strengthen your 4H community but also continue 00:12:32
positively in our entire region. Earning the Key Award is no small achievement. It recognizes exceptional achievement across 00:12:38
multiple years of learning, leading, and giving back. 00:12:45
Your willingness to take on new challenges. 00:12:51
Support your peers and invest in your community. 00:12:54
Demonstrates maturity. 00:12:57
And character well beyond your years. 00:12:59
These are the very qualities that build strong communities and shape future leaders. 00:13:02
As an elected official, I am proud to see young people like you stepping up, setting high standards and making meaningful impact. 00:13:07
Your achievements are a testament to your hard work, and I'm confident that you will continue to excel in the years ahead. 00:13:16
Please accept my sincerest congratulations once again and wish you the continued success in all of your future endeavors. 00:13:21
I look forward to seeing your positive contributions you will undoubtedly make. 00:13:28
Now we'll move on to Max. 00:13:36
Hello everyone, as she said, my name is Max Lidkey. I am from the Lipstick 4H club in Beaver Dam and that's kind of where I 00:13:41
started my 4H journey. I joined when I was in first grade and to be honest I kind of joined because my parents were in it and my 00:13:46
sisters were both in it. 00:13:51
4H had set me up for success moving forward in life. 00:14:26
And I look back to some of the other activities that I did. 00:14:29
It taught me simple life skills such as taking care of house plants, how to keep a plant alive. 00:14:33
And I'm helping my dad out in the garden and getting to show some of those vegetables. That was always a proud moment. As I've 00:14:38
gotten older, I've really. 00:14:42
Really taking advantage of the food preservation project here. I've learned how to can and dehydrate different fruit and really 00:14:46
take. 00:14:50
What my dad is growing in the garden, I stopped helping out a lot in that because I don't really like that. 00:14:54
But. 00:14:59
I help out with what he's doing, turning it into something that we can use year round, and through that I've been able to donate 00:14:59
some of those items to different auctions to raise money for different charities. 00:15:04
So that was really helpful. And I also think back to some of my experiences like going on the trips as Ryan had mentioned. 00:15:09
I had the privilege to go to Huntsville, AL and. 00:15:16
A trip called space camp where I learned about space and it was at a Space Center and we stayed in space themed dorms. 00:15:20
And that was another opportunity that really got me out of my comfort zone as well. I was in 4th grade and I kind of hopped on a 00:15:27
bus with no one that I knew and I had to meet all new people and I spent a week down in Huntsville, AL. 00:15:33
History and get to learn more about that. 00:16:09
And some of the friends that I made on that trip I still talked to today, and I know a lot of them are also doing great things. 00:16:11
I think the greatest still that 4H has given me is just like the still to communicate and be a mentor for other people. 00:16:18
As I look back to kindergarten for first grade Max when. 00:16:24
The high schoolers in the 4H club, they were the leaders, they were the president standing up in front of the room. 00:16:28
I wanted to be them and so they were mentors and I've really appreciated being able to give that back to the nightclub and 00:16:33
community. When I served on the county 4H board as a youth representative, getting to kind of advocate for the youth side of 00:16:38
things, and then also teaching at Family Learning Day different skills such as parliamentary procedures. So my sister and I, we 00:16:43
taught a workshop on that. 00:16:49
And because that's a skill that you'll use in life, whether you're serving in a position like that, a county board, or even just 00:16:54
any meetings, a skill of parliamentary procedure is something really good to know. And I've also been able to, this past year, I 00:16:59
had the privilege of teaching 4H officer training for the president and vice presidents. We talked a little bit about how to 00:17:04
effectively lead our club, but then also honed in on Parli Pro there too, so that they really knew how to lead their meetings most 00:17:09
effectively and efficiently. 00:17:15
But I really just got to thank 4H for putting me in the position where I am today. 00:17:20
Connecting me with so many career professionals and setting me up with skills to be successful in my future. So thank you all for 00:17:24
being here and. 00:17:27
Yeah. 00:17:31
So there's two things that I want Max to share because I kind of put him on this. 00:17:36
Spot a little bit this year 1. 00:17:41
We have a. 00:17:44
A lady that called me up randomly 10 years ago in 4H and said. 00:17:46
I grew up in Dodge County 4H. 00:17:51
I don't have any family members. 00:17:53
I want to know how I can put 4H in my will. 00:17:55
And then she and then she called me back a few days later and said I'm at my lawyer's office. 00:17:59
And when I want to put you in the will. 00:18:04
But. 00:18:06
I'd like to start giving money now. 00:18:06
And so she's been giving. 00:18:08
Scholarships for the last 10 years. 00:18:10
And I put Max a little bit on the spot this year because he was. 00:18:13
One of those scholarship recipients. 00:18:17
And we went. 00:18:20
To Oshkosh. 00:18:21
And met with a. 00:18:22
92 was she 92 ish 92 year old lady and talked about 4H so I wanted to put him on the spot about that and I also wanted him to 00:18:24
share what came from. 00:18:29
A senator before our meeting tonight. 00:18:35
All right, yeah, So touching on the thing, the scholarship recipient, that was a super cool interaction in 4H. It was a nice lady. 00:18:40
She was just cared so much about what 4H did for her and her family and what she had kind of seen. 00:18:46
And so she was super impacted by seeing young people come into her house. And it was truly, she said it was the highlight of her 00:18:53
year, just getting to talk with us, seeing what we're doing. And she was so happy to give the money. So it was just super cool to 00:18:59
see the people who are supporting the future, supporting the youth. 00:19:04
And being fulfilling to see the impact that we're having, but also thank her for the impact that she's having on us. 00:19:10
And the other thing that Marie alluded to was this past weekend, I was gone. 00:19:17
With some endeavor where? 00:19:22
I was drawn for the weekend, but I came home and my parents, they're like, Max, you got a package. I was like a package and it 00:19:25
came from John Jagler. And I was like, why is John Jager sending me a package? 00:19:31
But I opened it up and inside of it, it was a Wisconsin State flag. 00:19:37
And this Wisconsin State flag, it had a little bit of a, it had a certificate with it and it said this is to certify that the 00:19:41
Wisconsin State flag was flown in honor of you at the Catwood at the Wisconsin Capitol on Wednesday, December 10th for being a 4H 00:19:47
Key award recipient. So that was really cool to see the like the Wisconsin government recognizing how important 4H is to 00:19:53
development and see us being recognized at the state for that too. 00:20:00
Obviously this is very similar to the to the other Max salute key. 00:20:18
Whereas Max Luke Key has achieved the highest award in 4H youth development, that being the Wisconsin Key Award. 00:20:22
And whereas the 4H Youth Development program promotes the ideals of character, conduct, patriotism and service. 00:20:28
Encouraging members to become productive and contributing citizens. 00:20:36
And whereas Max Lutki, a 4H member, represents our country's greatest resource. 00:20:40
That being our youth. 00:20:45
And whereas Max Lutki continues a legacy of 4H youth development in the United States. 00:20:46
And serves as a role model for young 4H members. 00:20:52
And whereas Max Luke Key serves as an inspiration to all of us. 00:20:55
Demonstrating that hard work and perseverance can make dreams come true. 00:20:59
So now therefore be. 00:21:03
Be it resolved. 00:21:05
At Wisconsin, 4H Key Award recipient Max Lukey be commended for his achievement. 00:21:07
Of 4H youth developments highest award. 00:21:12
Congratulations. Thank you. 00:21:16
So let's let's take them both around and take a picture. 00:21:23
Here. 00:21:26
OK. 00:21:28
Thank you. 00:21:47
This is why we're here. 00:22:02
All right. The next special order of business is to confirm the reappointment. 00:22:31
By the County Administrator of Harvey Lewis to the Veterans Service Commission for a three-year term to expire December 1st of 00:22:36
2028. 00:22:40
I have a motion by Supervisor Hedrick and a second by Supervisor Miller. 00:22:46
Any comments or questions? 00:22:51
Let's do this is that. 00:22:56
Wasteful or not? 00:22:57
Yeah. 00:22:58
All in favor signify by aye. 00:23:00
Aye, opposed that is carried. 00:23:03
Thank you. 00:23:04

Has chosen to retire from his current position of Correctional Sergeant with the Dodge County Sheriff's Office. 00:25:05
And now, therefore, be it resolved that we, the Dodge County Board of Supervisors, pause in its deliberations to recognize and 00:25:12
commend Arthur Elsner for his 24 years of meritorious service. 00:25:17
And be it further resolved, that on behalf of the citizens of Dodge County, this board does herewith extend to his appreciation 00:25:23
for as many accomplishments and successes. 00:25:28
Over the 24 years of service. 00:25:32
And be it finally resolved, that a copy of this resolution be entered into the official records of the Dodge County Board of 00:25:34
Supervisors, and that a copy of this resolution be forwarded to Arthur Elsner as a token of appreciation on part of this board. 00:25:41
All of which is respectfully submitted the 16th day of December, signed by four members of. 00:25:47
The Human Resources Committee. 00:25:53
Please rise for a standing vote of acceptance. 00:25:55
Resolution. 00:26:09
2550. 00:26:10
Resolution altering the boundaries of Dodge County Supervisory districts #12 and 15 due to an annexation from Town of Theresa to 00:26:13
the Village of Theresa. 00:26:18
All of which is respectfully submitted the 16th day of December, 2025. 00:26:24
Signed by six members of the Executive Committee. 00:26:29
And there is no fiscal note. 00:26:34
I have a motion by Supervisor Guckenberger and a second by Supervisor Beale. 00:26:37
Any questions on this? 00:26:42
Resolution. 00:26:44
Any questions? 00:26:45
If not. 00:26:48
If you agree with the. 00:26:49
Recommendation. 00:26:51
Please vote yes if you do not. 00:26:52
Vote no. 00:26:54
You too, Todd. 00:27:10
When we get back to. 00:28:17
Everybody able to vote. 00:28:19
I did skip an item on the agenda, so we will be having the presentation by Venture Architects. 00:28:21
After this. 00:28:27
Supervisor Ringle. 00:29:18
Supervisor Miller. 00:29:21
Well, having passes by, having voted, it passes 28 to 0. 00:29:25
And now we'll go back and have the presentation by Venture Architects. 00:29:30
OK. 00:29:43
Thank you, Mr. Chair, so as as Brad is heading up to the front. 00:29:45
Members of the board, I want to present to you Brett Kozny. 00:29:49
From Venture Architects, who will be sharing with you information tonight, this is. 00:29:53
Of course, not a final presentation, but an opportunity to get some feedback from the county board as the process. 00:29:58
The endeavors for. 00:30:06
Fulfilling our our project goals and finalizing a. 00:30:08
Facilities Master Plan. 00:30:12
Continue moving forward. This is an opportunity for an interactive discussion. And so with that, I'll be quiet because Brad can. 00:30:13
Do the rest, but we're very pleased to have him with us tonight, he presented to the building committee. 00:30:20
A few nights ago or about a week ago? 00:30:25
And he's been working closely with our physical facilities director, John Nels. 00:30:27
On this process. 00:30:31
Thank you. 00:30:34
My name is Brad Kwasny with Venture Architects. 00:30:35
I and. 00:30:39
We had hoped. 00:30:40
To be giving you a final presentation. 00:30:41
A month ago. 00:30:44
But. 00:30:47
The complexity of options that we've come up with throughout this. 00:30:48
Process uh. 00:30:52
Has kind of delayed things and there's just there's a lot that I'm going to go through tonight. 00:30:53
Again, this is not a final report, this is an update. 00:30:59
Unfortunately I didn't say brief update. 00:31:03
So I hope you're caffeinated. 00:31:05
Because this will have some some loops in it. 00:31:08
Also. 00:31:11
Feel free to stop me and and ask questions along the way because there's a lot of different moving parts and if. 00:31:12
If something that I say isn't quite. 00:31:18
Clear. We're going to keep building on what I'm starting with and if something is unclear upfront. 00:31:20
You'll only get more confused as as it goes on, so please. 00:31:27
Interrupt me anytime along the way. 00:31:30
So. 00:31:33
To date, we have toured all of the buildings. 00:31:36
Multiple times. 00:31:39
We've had the engineers through and assess the. 00:31:40
The mechanical systems. 00:31:43
We have interviewed department heads. 00:31:46
Key personnel. 00:31:49
And. 00:31:51
We have. 00:31:52
Come to a few conclusions on our own that will be in the final report. So these are these are. 00:31:54
Critical. 00:32:00
To the. 00:32:01
Where we're going with. 00:32:02
The options that I'm going to present. 00:32:04
First of all. 00:32:07
The Henry Dodge building. 00:32:08
It is structurally sound. It is a very solid building. 00:32:10
Everything inside of it. 00:32:14
Is terrible. 00:32:16
All your mechanical systems. 00:32:17
The plumbing, it's, it's it's all in need of replacement. 00:32:20
The building is it's beyond its life expectancy. 00:32:25
It it. 00:32:31
Our our suggestion would be to vacate the building. 00:32:32
And tear it down and have that. 00:32:38
Property for your own use. 00:32:40
Later. 00:32:43
For for other projects. 00:32:43
The administration building. 00:32:47
Generally. 00:32:51
All the departments in in this building. 00:32:53
Have been moved. 00:32:56
Several times. 00:32:57
They're all in spaces that they're just making do. 00:32:59
Some of the spaces are too. 00:33:04
Many of the spaces are too big. 00:33:05
For the departments. 00:33:08
A few are probably too small. 00:33:09
Especially when you take into account storage needs. 00:33:12
Many departments are. 00:33:15
Located on one floor and they have storage on. 00:33:17
Two or three other floors. 00:33:21
So it's very disjointed. 00:33:24
But the building is in good shape and we believe. 00:33:26
Renovations are all that's needed, and we can. 00:33:29
Correct. What's going on here? Make everything much more efficient. 00:33:31
The department. 00:33:38
With the. 00:33:39
Biggest need? 00:33:40
The single department that has. 00:33:41
Got just enormous needs. 00:33:43
Some medical examiner. 00:33:47
Currently. 00:33:49
The medical examiner is housed on. 00:33:50
Two different sides. 00:33:52
Of a hallway. 00:33:54
With facilities. 00:33:55
In another building. 00:33:57
And its facilities. 00:33:59
In the Henry Dodge building. 00:34:02
At best, could be described as a bismil. 00:34:04
They're really just kind of. 00:34:07
Thrown behind pallets of salt. 00:34:10
It's it's a terrible conditions. 00:34:13
The men's group home. 00:34:18
Is. 00:34:20
Which is located over by Henry Dodge. 00:34:21
Is not ADA compliant. 00:34:24
And there's very little you could do to that building. 00:34:26
To bring it up to ADA compliance. 00:34:30
It's got it's got a lot of damage inside, not from misuse. 00:34:34
But just wheelchair damage. 00:34:39
From just trying to maneuver through spaces. 00:34:41
That. 00:34:43
Are just too tight for a wheelchair. 00:34:44
So we would. 00:34:46
Recommend replacing that. 00:34:47
That's the men's group home. 00:34:55
It's sort of. 00:34:57
Roughly underneath the water tower. 00:34:58
That's not the one that hit. 00:35:01
Tornado, right? Not the one with the tornado damage. 00:35:03
An additional additionally, we. 00:35:10
Were requested to investigate the idea of a county owned. 00:35:13
Daycare, which was part of a previous long range. 00:35:17
Plan that was done. 00:35:20
The Sheriff's Department and jail. 00:35:22
Are not as efficient as they could be. 00:35:29
Because they are located. 00:35:33
A block apart. 00:35:35
It's not terrible. 00:35:36
But they would be much more efficient. 00:35:38
If they were joined together. 00:35:40
The evidence storage building, which was. 00:35:44
Damaged by the tornado. 00:35:47
Probably. 00:35:51
Could be. 00:35:52
Relocated to a. 00:35:53
Better spot. 00:35:54
More useful. 00:35:56
And open up that. 00:35:57
Area where it sits right now for the highway departments use. 00:35:58
The sheriff also could use. 00:36:05
Vehicle storage. 00:36:07
In one location. 00:36:09
Right now it's it's got a little here and a little there and. 00:36:11
And it's in some of its in the old jail building which. 00:36:14
It's kind of a rough building. 00:36:18
As well. 00:36:19
That the old jail building. 00:36:23
May be able to be renovated. 00:36:27
But more than likely the. 00:36:30
The best thing you could do at that location? 00:36:32
Would be demolish. 00:36:35
And and you could put something new there. 00:36:37
It's just. 00:36:39
It would take. 00:36:41
The the cost of renovating that building. 00:36:42
Because of the. 00:36:45
Construction of the building. 00:36:46
Might be greater. 00:36:48
Than building a new building. 00:36:49
So. 00:36:52
With those. 00:36:53
Conclusions. 00:36:55
In mind. 00:36:56
We have. 00:36:58
Series of renovations and moves. 00:36:59
And new construction. 00:37:02
That we are investigating right now. 00:37:05
To make. 00:37:08
The entire county campus. 00:37:09
More efficient. 00:37:11
And more cost effective. 00:37:13
Over the next several decades. 00:37:16
It's important to note that. 00:37:18
The county has in the past. 00:37:20
Looked at several different options to resolve 1 issue here. 00:37:23
And one issue there. 00:37:27
And another issue here. 00:37:29
And this we are looking at. 00:37:31
The whole campus. 00:37:33
So there's there's no part of the county on campus that we're not looking at. 00:37:35
So. 00:37:40
While some of these. 00:37:41
Ideas you had discussed in the past. 00:37:43
Were valid to resolve. 00:37:46
A given issue. 00:37:49
We're trying to look much more holistically. 00:37:50
To make everything better. 00:37:52
So. 00:37:56
Let's start with. 00:37:58
Henry Dodge. 00:37:59
Since we believe that it's. 00:38:01
It's at or beyond its useful life. 00:38:03
Our recommendation is to. 00:38:08
Vacate that building. 00:38:10
As I said before. 00:38:12
And demolish. 00:38:13
And. 00:38:15
What we would. 00:38:16
Recommend doing so. There's there's. 00:38:19
Two options. 00:38:21
For. 00:38:23
What we can do? 00:38:24
With. 00:38:25
Who is currently in Henry Dodge? 00:38:26
Option one. 00:38:29
Would be to. 00:38:30
Build a new building. 00:38:32
On the same site you could build. 00:38:34
West of the Henry Dodge building. 00:38:35
To house. 00:38:38
Everything that's in there right now. 00:38:39
Just put a brand new building. When the building is done, just move everyone over. 00:38:42
At that time, we would. 00:38:47
Take the. 00:38:48
CBRF. 00:38:50
And we could move that. 00:38:52
Into Clearview. 00:38:54
That makes a lot of sense to to make that move no matter what. 00:38:55
Currently I believe. 00:38:59
You have. 00:39:01
20 rooms in the CBRF and there are. 00:39:02
16 available rooms. 00:39:06
In a vacant wing. 00:39:08
Of Clearview, so we might have to put a small addition on to. 00:39:10
To house. 00:39:14
Everyone that's currently. 00:39:15
There. 00:39:17
But. 00:39:18
That would be option one, new building. 00:39:20
And then vacate. 00:39:23
And and tear down. 00:39:25
In addition to that as part of. 00:39:27
We'll call it option 1A. 00:39:30
It would be a renovation. 00:39:33
Of this building. 00:39:35
And. 00:39:37
To accommodate. 00:39:38
All the renovations. 00:39:42
There is a room. 00:39:44
A decent sized room. 00:39:47
In the basement level. 00:39:48
And. 00:39:50
The first step would be to take that room. 00:39:51
And build it out as a transitional office area. 00:39:53
So any departments for you take. 00:39:57
A department and you'd move them down there temporarily. 00:40:00
And you'd renovate their space. 00:40:03
And. 00:40:06
And you, you know, move somebody into the renovated space. 00:40:07
And, you know, just keep moving pieces. Someone goes into the temporary space. 00:40:11
Space gets renovated. 00:40:16
And somebody moves into the new space and you just it's a moving pieces. 00:40:18
It will work. 00:40:22
It can be done. 00:40:23
It will be complex. 00:40:24
It will be dusty. 00:40:26
It will be dirty and it will take a couple years. 00:40:27
It may not be the. 00:40:31
Best way to go about it? 00:40:34
But it's entirely doable. 00:40:35
But it'll your staff will get. 00:40:37
Tired of working in noise and dust? 00:40:39
And then during that period of time. 00:40:45
The you know, like I said, the building will remain occupied. 00:40:49
Parking will become limited. 00:40:55
Rather quickly. 00:40:57
Because. 00:40:58
There will be construction equipment. 00:40:59
And construction materials that will just need place to be staged so you will lose parking. 00:41:01
Probably for a couple years while the all the renovations happen. 00:41:07
Now. 00:41:11
Option 2. 00:41:12
Instead of. 00:41:14
Building a new. 00:41:16
Building. 00:41:18
Next to Henry Dodge. 00:41:19
Vacating that. 00:41:22
Renovating here. 00:41:24
The option would be to. 00:41:25
You could buy. 00:41:27
A. An existing building. 00:41:30
In the area. 00:41:32
That's properly sized. 00:41:35
Renovate that building. 00:41:37
Move all the departments from here. 00:41:39
Into the new space. 00:41:42
Renovate this space. 00:41:44
Move everyone from Henry Dodge. 00:41:46
Into here. 00:41:48
And then? 00:41:50
Demo Henry Dodge. 00:41:51
Everyone thoroughly confused by that? 00:41:55
Are we good? 00:41:57
OK, so. 00:41:58
There would be a few. 00:42:00
Departments. 00:42:02
That, uh. 00:42:03
Would not move. 00:42:04
From here. 00:42:06
Into this other space. 00:42:07
I would recommend. 00:42:10
That. 00:42:11
Yep, moving maintenance doesn't make any sense. 00:42:13
Keep them where they're at by the loading dock by receiving. Just keep that all the same. 00:42:17
The Boardroom. 00:42:23
There doesn't really seem to be a reason why. 00:42:24
This room would have to. 00:42:26
Move. 00:42:28
It's It's set up well and seems to work for your needs. 00:42:30
Corporation Counsel. 00:42:36
It might make sense. 00:42:39
To move them into. 00:42:41
Current vacant space. 00:42:43
In the Justice Building. 00:42:46
There's a couple of. 00:42:48
Spaces that were set aside. 00:42:50
For courtrooms. 00:42:52
I believe there's. 00:42:54
2 Space for room for two more courtrooms. 00:42:54
If we used one of those. 00:42:57
We could move corporate counsel over there. 00:42:59
And that renovation could happen. 00:43:01
As soon as I started renovating. 00:43:03
This other building. 00:43:06
The medical examiner. 00:43:13
Again. 00:43:17
They have. 00:43:18
Terrible conditions. 00:43:19
And they should be moved. 00:43:22
And if you decide. 00:43:24
To. 00:43:26
Tear down the. 00:43:27
It's the old portions of the jail. 00:43:29
That would be a very good location to put a new medical examiner. 00:43:32
We could still investigate renovating. 00:43:37
That space. But like I said. 00:43:40
That might be the type of building that will cost more to renovate than to. 00:43:43
Demolish and and build new. 00:43:47
Lastly. 00:43:52
We've been doing a lot of. 00:43:55
Moving spaces around. 00:43:56
Just looking at departments square footage wise. 00:43:59
And see what would fit where. 00:44:01
And I. 00:44:03
Veterans Services. 00:44:05
Is one that because of adjacencies with. 00:44:07
Other departments that it works closely with. 00:44:11
Several of which would be. 00:44:14
At the Henry Dodge Building. 00:44:16
They would all be moving here. 00:44:18
Under this plan. 00:44:20
Would make sense. 00:44:21
To. 00:44:22
Keep. 00:44:23
The veteran services in this building. 00:44:24
They would probably want to be relocated temporarily. 00:44:26
While all the renovation is going on. 00:44:30
But they would. 00:44:32
I in this plan they would come back here. 00:44:33
When it's all said and done. 00:44:36
Now. 00:44:45
We we've talked about the medical examiner needing. 00:44:47
New facility. 00:44:50
We talked about the possibility. 00:44:54
Of making that at. 00:44:56
The old jail sites. 00:44:58
There's also the possibility you could build a new building. 00:45:01
Out at the Henry Dodge site, there's plenty of land there. 00:45:05
Where you could put. 00:45:07
A medical examiner out there. 00:45:09
And you would still have that old. 00:45:11
Part of the jail. 00:45:13
Which is. 00:45:14
Very underutilized right now. 00:45:15
Sheriff uses it for a lot of training. 00:45:18
And they have some storage space in there. 00:45:20
And that's. 00:45:23
About all that happens in there. 00:45:25
So I'm trying to I'm trying to keep this in a coherent train of thoughts. I just got to find my spot in my notes. 00:45:34
So the. 00:45:45
The. 00:45:46
Group home that we. 00:45:47
Discussed. 00:45:48
The one that's under the the water tower, basically. 00:45:50
So that could be. 00:45:54
There is room where it could be built somewhere on the Henry Dodge site. 00:45:57
There's a lot of land there because you have that whole field. 00:46:02
To the north. 00:46:04
It could also. 00:46:06
Be built. 00:46:08
Kind of be squeezed in, but it could go. 00:46:09
Near Clearview. 00:46:11
Or if you wanted to kill two birds with one stone and. 00:46:13
Get rid of. 00:46:18
Sort of an eyesore of a property right now there's that. 00:46:20
I don't know, was it a motel with all the tornado damage that's still just sitting there with their? 00:46:23
Roof gone. You could purchase that property and. 00:46:28
Put the group home there and have plenty more land. 00:46:31
To meet other future needs. 00:46:33
Then there was the request for the. 00:46:41
County owned daycare center. 00:46:45
There's a lot that goes into a daycare center. We know that there's the room out at the Henry Dodge site. 00:46:47
For that. 00:46:53
It it's there. 00:46:54
Day cares. 00:46:55
The size of a daycare is really driven by what age groups. 00:46:57
You're dealing with. 00:47:01
And and how many kids? There's a lot of different requirements. 00:47:03
As you move through the age groups, so it's a little. 00:47:06
We have to dive a little deeper into that to. 00:47:09
To really get a good feel. 00:47:12
For what that would be. 00:47:14
I and I should. 00:47:15
Back up and mention the. 00:47:18
Evidence storage building. 00:47:22
That was damaged by the tornado. 00:47:23
That I thought. 00:47:25
Could move. 00:47:25
That. 00:47:27
There's also room. 00:47:28
East of the water tower by the Henry Dodge site where you could put that. 00:47:31
And the sheriff's vehicle storage and keep those all. 00:47:35
Together as one, since those would both. 00:47:38
Essentially be. 00:47:41
Sheriff's property. 00:47:42
The last. 00:47:48
Piece of the puzzle? 00:47:50
Would be creating greater efficiency. 00:47:53
For the sheriff and the jail. 00:47:56
By moving the Sheriff's Office. 00:47:58
To the jail property. 00:48:00
That's a a trickier move. 00:48:03
Because there's there's just not a lot of space where. 00:48:07
Would be easy to add on. 00:48:10
To put them there. 00:48:12
It would probably need to be a multi story building. 00:48:13
Which? 00:48:16
Isn't. 00:48:16
As efficient as a single story. 00:48:17
But. 00:48:20
Because of storm water. 00:48:21
Retention pond that you have there. 00:48:24
And residential. 00:48:26
Neighborhood. 00:48:28
That might be the only way. 00:48:30
To go to. 00:48:32
To streamline. 00:48:33
That process. 00:48:34
So with all those different. 00:48:39
Moving pieces and parts and options. 00:48:41
Our next step? 00:48:46
Is going to be. 00:48:47
To put prices. 00:48:49
To each and every individual element. 00:48:50
So you can look at it and say OK. 00:48:54
We can do this piece. 00:48:57
And then we'll do this piece in X number of years. 00:48:59
And you can. 00:49:02
Make a reasonable, informed decisions. 00:49:03
For years to come. 00:49:06
So that you don't. 00:49:07
Trying to do everything in one shot. 00:49:09
And you can try and keep it. 00:49:12
Minimally affecting. 00:49:15
Your taxes. 00:49:17
So you've all been very quiet so far. 00:49:21
So I'm guessing there may be a question or two. 00:49:23
Yes. 00:49:26
Shop the Mayville Highway building in front of that. 00:49:30
We have visited all of the highway department buildings. 00:49:34
The the highway department. 00:49:40
Generally, they are very happy with their facilities. 00:49:44
And their one need that, they said, was the most pressing. 00:49:47
Is already in the budget for next year. 00:49:51
I'm at this face in. 00:49:54
The office space. There is office space there. 00:50:00
And it's. 00:50:04
It's in pretty good shape. 00:50:05
The problem is. 00:50:08
You have everything right here. 00:50:10
So to locate something out there, make some completely remote. 00:50:13
Away from everything else. 00:50:18
So. 00:50:19
What you would put there? 00:50:21
That would make sense. 00:50:23
And would make. 00:50:25
The county campus efficient. 00:50:26
Is. 00:50:29
It's a tough. 00:50:30
Figure umm. 00:50:32
Medical examiner works. 00:50:35
Relatively closely with the sheriff. 00:50:37
Could it go there? Sure. 00:50:41
But. 00:50:44
It's not an optimal location. 00:50:45
But yeah, it is. It is a nice space. 00:50:49
It's got a nice conference room. It's got. 00:50:52
Open offices it's got. 00:50:54
Closed offices. It's pretty nice, but. 00:50:56
I don't know what you do with it. 00:50:59
Just because of location. 00:51:01
Supervisor Belt. 00:51:05
All right. Thank you. 00:51:07
Mr. Chairman. 00:51:08
And the question I had is, I didn't hear anything about. 00:51:09
Parking any We need parking for a bunch of our. 00:51:13
Vehicles. 00:51:16
Have you done any research on any of the parking spaces? 00:51:17
Yeah, so. 00:51:21
The the biggest need for parking is the sheriff. 00:51:22
And. 00:51:27
And we've looked at. 00:51:28
Obviously. 00:51:34
The sheriff's vehicles that are currently housed in the. 00:51:35
In the old jail. 00:51:38
There's space for that but but. 00:51:39
The vehicles that are on. 00:51:40
In the. 00:51:42
Like the courthouse parking lot? 00:51:43
We would have to. 00:51:45
Give some sort of. 00:51:46
Structure. 00:51:48
For for at least some of them. 00:51:50
But again, that would be. 00:51:54
Do we want to locate that? 00:51:56
Where the sheriff is now, or where the sheriff might be. 00:51:58
So it's all still under investigation. But yes, we have, we have looked at that because we've. 00:52:04
We've been to the site many, many times. 00:52:09
And we always tend to just take a quick count to see how many. 00:52:12
Sheriff's vehicles are in the parking lot. 00:52:15
Supervisor Frye Vault. 00:52:21
Why are we talking about a county owned daycare? 00:52:24
I'm just curious. It was. It was in a. 00:52:27
Past long range plan. 00:52:30
I I couldn't even tell you how many years ago he was just brought up to me and, and we said we would investigate it. 00:52:33
Did you want to respond? 00:52:40
Only to say that. 00:52:44
That that is something that isn't because it's also right now. 00:52:45
Something that has been. 00:52:50
Identified as a need countrywide that we have. 00:52:51
Very few childcare facilities. 00:52:55
We also asked to. 00:52:58
Just look and see how feasible. 00:52:59
It could be to have something in Dodge County. 00:53:02
So that's why that's brought up now, whether or not you would choose to do anything with it. 00:53:06
It's entirely up for discussion. 00:53:11
Supervisor bands answer. 00:53:15
Yeah, to me, the most glaring thing is the fact. 00:53:19
Of getting. 00:53:23
People out of Henry Dodge. 00:53:25
Because of the you don't want to pay anymore for repairs on there. 00:53:27
The only thing that really seems to. 00:53:31
I don't know if makes sense to me, but I think the smartest thing. 00:53:34
For me to do would be to. 00:53:37
Umm, do the renovations in the building that I think I know where you're talking about. 00:53:40
Is that building? 00:53:46
Big enough? 00:53:48
To move the people from admin over to it. 00:53:49
Yeah, we've we've looked at. 00:53:54
The square footage. 00:53:56
And just. 00:53:58
As. 00:53:59
And the projected square footage. 00:54:00
For any growth that might be of the departments that would be moving there? 00:54:02
And we would. 00:54:06
Be able to fill that building. 00:54:09
Keeping each department. 00:54:11
On single floor, so none would be on this floor. 00:54:13
And this one. 00:54:16
And there would be some. 00:54:17
Room available for growth? 00:54:19
How long would that process take to renovate that? 00:54:21
You know. 00:54:28
Typically a renovation project like that. 00:54:29
You know, we'd have to get in and really survey the the building to see what it looks like. 00:54:32
But the construction itself. 00:54:36
Is going to be. 00:54:39
Eight months to a year. 00:54:40
That's probably a year ahead of. 00:54:42
The pace of getting a new building built out. 00:54:45
On Henry Dodge site or? 00:54:48
It would probably be. 00:54:51
Six months faster for sure. 00:54:53
I mean, it all depends on how. 00:54:57
If if you're building a new building. 00:54:59
What tends to happen is. 00:55:02
During the process, people will say, well, you know, as long as we've got the space, we do that. 00:55:05
What if we did this too? 00:55:09
And what have we? 00:55:11
As we're. 00:55:11
Proposing it right now with just the functions for what's in Dodge. 00:55:12
It would probably be. 00:55:16
You know, a 1618 month process. 00:55:19
For construction. 00:55:22
Like I said, I think that makes the most sense to me is if we do that new building and renovate it. 00:55:23
And move admin over there. 00:55:29
Get people moving out of the Henry Dodge building. That could be a. 00:55:33
Big expense magnet. 00:55:38
And then we have options to do. 00:55:40
A lot of things after that. 00:55:43
Yeah, yeah, once, once you can tear down Henry Dodge. It gives you a very large piece of land. 00:55:46
For any sort of future projects. 00:55:52
Well, it's not even that, I mean. 00:55:54
Just the fact of getting the people out of there. I mean, you can build next to it. 00:55:57
Eventually or whatever you wanted to do. 00:56:01
All right. Thanks. 00:56:04
Supervisor Beal. 00:56:06
I think the question when it was asked about parking though, isn't necessarily. 00:56:08
Pertaining to. 00:56:13
County owned vehicles. 00:56:14
It was more. 00:56:16
Geared towards employee parking. 00:56:17
Like the parking lot here for the admin building is at Max every single day. 00:56:20
Sometimes you got to circle it 2-3 times to find a spot. 00:56:26
So that that's. 00:56:30
Has parking address. 00:56:32
For any. 00:56:35
Additional moves down to the downtown area. 00:56:38
We have we have not done a study. 00:56:42
To see. 00:56:45
How parking would be impacted? 00:56:46
At this time. 00:56:50
We can, we can look at that. 00:56:53
But right now with multiple options. 00:56:56
And and trying to figure out exactly the the easiest way to go about the all the different moving pieces. 00:57:00
We haven't looked at. 00:57:06
At the parking, to tell you the truth. 00:57:08
But. 00:57:09
It wouldn't be that hard to look at. 00:57:11
How many employees are at? 00:57:13
Henry Dodge. 00:57:15
Versus how many employees are here? 00:57:16
To see how that. 00:57:20
Lays out. 00:57:21
Because in my opinion, that's an important part of any. 00:57:23
Building project. 00:57:27
Every time you take a property off. 00:57:29
The tax roll that has an impact on. 00:57:31
City. 00:57:34
Revenues for taxes being collected so. 00:57:35
We don't want to think that we can just buy up five properties and tear them down and throw blacktop down. 00:57:39
You know, maybe a parking ram. 00:57:46
Would be. 00:57:49
Something that would be more feasible than. 00:57:51
Parking ramps get tricky. 00:57:55
Especially when it comes to. 00:57:58
Plowing snow from them. 00:57:59
And ice in the winter. 00:58:02
They're they're actually. 00:58:05
A little more expensive. 00:58:07
Than you would think, but yes we could. 00:58:09
We could do a parking structure, we could investigate that. 00:58:11
But it would. 00:58:15
We would have to. 00:58:16
It would it would make more sense to to really look at that as part of a design. 00:58:19
Process as opposed to a master plan process. 00:58:24
Supervisor Burbos. 00:58:30
Thank you. 00:58:32
I'm questioning the daycare also at the county level because of the YMCA in Beaver Dam right now is doing a huge. 00:58:33
Expansion of their childcare and like a. 00:58:41
Pickleball general basketball league to increase the. 00:58:45
A shortage of quality childcare services in Dodge County and they've. 00:58:51
Fundraise 3 and a half million with a one and a half million matching grant from Beaver Dam Community Hospital. 00:58:54
So I'm a little concerned that we might be. 00:59:00
Overlapping with an effort that's already underway. 00:59:02
And. 00:59:05
And then in direct competition. 00:59:06
With with the Y for both childcare providers, employees and children. 00:59:08
I don't know what the scope is, but that's kind of what. 00:59:14
What came to mind? 00:59:16
As a concern. 00:59:18
Yeah. And and as I said, it was just something that was part of a previous. 00:59:20
Long range plan. So we're just investigating. 00:59:24
Nothing that we're. 00:59:26
Presenting here tonight. 00:59:28
Is set in stone. 00:59:29
You have the final say. 00:59:31
Supervisor Henry. 00:59:36
Thank you, Mr. Chairman, and thank you so much for the presentation and all of these interesting things to contemplate. 00:59:38
All of the time and effort you put into this I. 00:59:44
To continue the conversation about parking. 00:59:46
Maybe I'm curious, you were talking about parking at the Sheriff's Department? 00:59:50
Did that also include contemplations for? 00:59:54
Housing the emergency response vehicles or or getting them. 00:59:58
Under roof. 01:00:02
Somewhere. 01:00:03
We would be. 01:00:04
Trying to find space for all of the vehicles that are just sitting out, yeah. 01:00:05
Thank you. 01:00:10
Supervisor Dirt. 01:00:12
I also want to thank. 01:00:14
Thank you so much and obviously to the administrator for like looking at a big plan. 01:00:17
This is the first time. 01:00:23
I've been on a while that we've ever actually looked at. 01:00:26
A general plan. 01:00:29
County wide. 01:00:31
For. 01:00:33
You know. 01:00:35
Redoing upgrading infrastructure. 01:00:36
And when you look at it county wide. 01:00:38
You constantly talked about efficiencies. 01:00:41
And often. 01:00:44
When? 01:00:46
We don't see a change in the budget. 01:00:47
We act as though it didn't cost anything. 01:00:49
And so when you've got all your departments on the same floor and you've got departments that. 01:00:52
Like make sense to work together, you you save the equivalent of just. 01:00:57
Thousands and thousands of dollars. 01:01:02
Over decades. 01:01:05
Because of it being more efficient. 01:01:07
And a higher level of service. 01:01:09
And so that's what we've been missing because we're like, oh, we got to, we got to do the. 01:01:12
Judicial justice facility, what I do this roof and then we got to do that roof and we got to fix that plumbing. 01:01:16
And we always keep repairing and repairing. 01:01:23
And until finally somebody says, Oh my God, you're. 01:01:26
Spending more to repair and even then we don't. 01:01:30
You know, pull the plug and. 01:01:33
Say to redo it so it's. 01:01:35
I know it's great. I'm just happy to see this process moving forward. I really, I, I really, really am glad and I think it's. 01:01:38
Going to have a lasting impact. 01:01:47
This board could have a lasting impact on. 01:01:49
Tremendously better service for decades. 01:01:51
Supervisor Steger. 01:01:56
Thank you. Mr. Chairman. I just want to ask, which building are you talking about that you're going to renovate and move the 01:01:58
offices from here? 01:02:02
Until you said you always had a. 01:02:06
You and Randy were talking about a building. 01:02:08
That you were going to renovate? Which building are we talking about? 01:02:10
To from to move from here. 01:02:13
I'm sorry. 01:02:16
OK, Yeah. 01:02:21
OK, OK. 01:02:22
So, Supervisor Steger that that building is not, it's not a property we want to disclose in a public meeting. 01:02:24
Because we anticipate. 01:02:29
A negotiation, it's not something that we own currently. 01:02:32
Supervisor. 01:02:37
Thank you again. I'd like to echo what supervisor door Dora said the the. 01:02:39
Concept of a county campus and really thinking about this as the efficiencies of a county campus is, is wonderful. Thank you for 01:02:44
bringing that to us. And and the the opportunity to look at this is a long, long term road map. 01:02:51
And thinking of of distributing the the cost, the tax implications long term. 01:02:59
Through this concept is is wonderful. Thank you. 01:03:05
Anyone else? 01:03:12
See anyone else? There will be. 01:03:16
The board will have entry, you know. 01:03:19
Can get ahold of Venture through John or through Cameron. 01:03:22
And give your ideas. 01:03:27
Very much appreciate that. 01:03:29
Thank you. 01:03:31
OK, back to resolutions on file. 01:03:40

Any questions supervisor? 01:12:57
Thank. Thank you, Mr. Chairman, I would just. 01:13:01
Like to strongly urge everybody to support this measure. What's? 01:13:04
What it's about is. 01:13:09
Getting support at the state level. 01:13:10
For some bills that are going to be coming through to them. 01:13:13
And it's. 01:13:17
About sharing the revenue. 01:13:19
Right now, when we're. 01:13:21
Doing all the work in the county, we get 20% of it. 01:13:23
Whereas if these bills. 01:13:27
Get past. 01:13:29
We will get a greater amount. 01:13:30
Of money. 01:13:32
Of the portion of the. 01:13:34
Land transactions, recordings and stuff like that. 01:13:35
And then there will also be increased grant money available to land information. 01:13:39
And land information. I don't know if everybody realizes it or not, but. 01:13:43
They do it quite a bit. 01:13:48
In the county they all year. 01:13:50
Maps and all that stuff, everything that you can find on the website, all your property informations and things like that. 01:13:51
Land information has a lot to do with that so. 01:13:58
I would ask that you support this. 01:14:01
Thanks, Supervisor Sigmund. 01:14:04
Yes, think I don't know if it's listed correctly on the screen. 01:14:07
This resolution. 01:14:13
Oh, it's not. We have the wrong title. 01:14:15
Resolution. 01:14:39
You can answer if somebody else wants to talk to them. 01:14:56
No, just due to increase Wisconsin Land Information Program grant funding. 01:15:02
So that will change now. 01:15:21
It will get Yep. 01:15:23
There we go. 01:15:25
OK, Supervisor, do you have any other comment? 01:15:28
Thank you. 01:15:32
Bringing that up. 01:15:34
Any other questions or comments? 01:15:35
If you agree with the. 01:15:39
Advisory. 01:15:40
Resolution. 01:15:43
Please vote yes. If you do not, please vote no. 01:15:44
Supervisor Ringle. 01:15:51
Subhit, did you vote Supervisor? OK? Yep. And Supervisor Miller? 01:15:59
Perfect all having voted, it passes 28 to 0. 01:16:04
Resolution. 01:16:09
2558. 01:16:11
Authorizing 2025. 01:16:13
Dodge County Budget Amendment Risk Management Fund. 01:16:16
All of which is respectfully submitted the 16th day of December, 2025. 01:16:19
Signed by five members of the Finance Committee. 01:16:25
Fiscal note. 01:16:28
The 2025 County budget for Risk Management Fund will increase by $200,000 in revenues and expenses. 01:16:30
The Risk Management Fund currently has 701. 01:16:37
$1829.49 of fund balance. 01:16:41
Finance Committee review date December 8, 2025. 01:16:46
Initialed by Finance Committee chair. 01:16:50
I have a motion by Supervisor Guckenberger, second by Supervisor Stager. 01:16:53
Supervisor Belk. 01:16:58
Yeah. Good morning. Or. 01:17:01
Good morning. 01:17:02
Good morning. 01:17:04
Anyways, thank you, Mr. Chairman. 01:17:06
Yeah, I need some clarification on this is for the fact that. 01:17:08
On the risk management. 01:17:11
I see we're going from 100,000. 01:17:13
Through 300,000. 01:17:15
But I'm kind of confused because typically with. 01:17:18
We're dealing with legal issues. 01:17:20
Don't we usually pay our insurance company the deductible? 01:17:23
And then we go from there. Are we seeing we're going to have a lot more? 01:17:26
Legal expenses and a lot more deductibles. That's why we're going to go up. 01:17:29
To 300,000. 01:17:32
I'm gonna let Kim if she. 01:17:35
And hers should be on OK. So through our insurance company it is correct we have a. 01:17:39
What's called an Sir? 01:17:45
Self insured risk fund. 01:17:46
And we are required as a part of the. 01:17:48
Insurance that we have through Wimmick. 01:17:51
As a member, we're required to have a $300,000. 01:17:53
Sir Which? 01:17:57
I don't want to call it a deductible, it's a. 01:17:58
Self insured retainage fund so the first. 01:18:01
300,000 comes out of that fund. 01:18:05
From a budgetary standpoint, I would just defer to the finance Director as to. 01:18:08
The transfers between the funds. 01:18:13
So. 01:18:20
Typically, historically we budgeted about $100,000 and we've spent around $100,000 just this year. 01:18:21
We've exceeded that amount and when we. 01:18:29
Start to see that we're. 01:18:32
Needing to use fund balance, we need to do the. 01:18:33
The appropriate budget amendment. And so that's why this item is. 01:18:36
Is before you. 01:18:39
You want to follow up? Yeah, so. 01:18:45
So just so I have this straight my head that. 01:18:49
They're basically. 01:18:52
Requiring us to have a $300,000 reserve. 01:18:53
For future. 01:18:56
All right. Thanks. 01:18:58
Supervisor Houchin. 01:19:00
Thank you SO. 01:19:01
Are we spending the seven? 01:19:03
100,000 is that. 01:19:04
The What's happening? 01:19:06
And that's why we need. 01:19:08
That is our. 01:19:10
That's our undesignated fund balance. 01:19:11
For the. 01:19:13
Fund 750. 01:19:15
Risk management fund. 01:19:17
So that's that's where that number comes from in your materials. 01:19:19
We're only what we're doing is drawing. 01:19:23
200. 01:19:25
1000 of that to refill the self insured retention line. 01:19:25
I see. So how much is it? 01:19:29
This but. 01:19:32
Well, but. 01:19:34
That amount? The seven. 01:19:37
So the 701, I believe, yeah. 01:19:38
Right, it'll be down to 501. 01:19:40
Be 501, but it'll increase the other to 300. 01:19:43
Yeah, yeah. Thank you. 01:19:46
Supervisor. 01:19:51
Thank you. 01:19:53
We were told that committee, though, that this was. 01:19:56
For expenditures. 01:19:59
Not for the fund balance, the reserve that's needed by our insurance provider. 01:20:00
That this was. 01:20:06
Litigation on a case that we were defending. 01:20:09
So we anticipate spending the. 01:20:15
We don't know exactly how much we're going to be spending. 01:20:17
Right. 01:20:21
Well, I think it's to read. 01:20:33
It's refill the. 01:20:35
For money that was spent, is that correct? 01:20:37
I believe so, I'll. 01:20:40
So planets. 01:20:42
So basically right now that that line item, the account that we're talking about, legal services has a budget of $100,000, we've 01:20:43
exceeded that amount. So their actual expenditures that we need to cover. 01:20:49
Were putting it at the $300,000 threshold. 01:20:56
We do not anticipate or I'm hopeful that we're not going to see that. 01:21:01
US hit that. 01:21:06
Full $300,000, but so that we don't have to come back for another budget amendment which would. 01:21:07
Be impossible anyways. 01:21:12
By the end of the year. 01:21:14
We're setting it at the $300,000 level. We don't anticipate that we're going to spend that much. 01:21:16
But we have. 01:21:22
Exceeded the the budgeted amount of the $100,000. 01:21:25
OK. Any other questions? 01:21:36
Any other questions? 01:21:39

Authorizing capital. 01:23:29

And 2025 Dodge County budget amendment for the highway department, County Trunk Highway A. 01:23:33
All of which is respectfully submitted. 01:23:41
On the 16th day of December, signed by five members of the Highway Committee and five members of the Finance Committee. 01:23:44
Note this project is budgeted in 2026. 01:23:53
However, to prepare for the 2026 construction project, work needed to be completed in 2025. 01:23:56
Therefore, our request is to use fund balance of $300,000 in 2025, but will be offset with the 2026 budget. 01:24:03
The 2025 Dodge County budget for the Capital Project Fund in the Highway Fund will increase by 300,000 in revenues and expenses. 01:24:13
The Capital Projects Fund currently has. 01:24:21
3 million. 01:24:27
51. 01:24:29
$1163.32 of fund balance. 01:24:31
And $800,000 of FAM. 01:24:35
Fund balance. 01:24:38
Budgeted. 01:24:40
Finance Committee Review date December 8th, 2025 initialed by Finance Committee Chair. 01:24:41
I have a motion by Supervisor Kevin Sanjan and a second by Supervisor Stager. 01:24:47
Supervisor bubbles. 01:24:54
Thank you, Mr. Chair. 01:24:56
I would just like to say that I am in favor of this because. 01:24:57
It does make sense. 01:25:01
To do it prior as long as the installation and the betting process is done correctly. 01:25:03
But I am. 01:25:12
Leery that later on next year. 01:25:15
They're going to be coming and saying. 01:25:20
We're $300,000 short. 01:25:23
Because we've already. 01:25:28
Use this money. 01:25:30
So as long as that does not happen, I do think this is a wise choice. 01:25:32
Thank you. 01:25:38
Supervisor Houchin. 01:25:39
Thank you, I agree that I'm a little worried about what will happen down the road. 01:25:41
I didn't mean to say down row, but I did say down the road. 01:25:45
The other thing I wondered about this? 01:25:49
Do they have money in their enterprise fund that could be used to this, or why are we using the money? 01:25:52
This way and not going to an enterprise fund. 01:25:57
You're right. 01:26:01
Just just to share SO. 01:26:04
Could you restate I guess, the last part of that question, Kathy? 01:26:06
Why are we not using? 01:26:09
The Enterprise Fund. 01:26:11
As opposed to. 01:26:12
So we we actually are. 01:26:14
So the work is being done by our highway department and their whole operation is in Fund 700. 01:26:16
So when we as Dodge County budget for capital projects, we put those dollars in Fund 400. 01:26:22
And then once there is an expense. 01:26:28
In fund 700 by the highway department either. 01:26:31
They need to pay their own people. 01:26:34
Or they've contracted. 01:26:35
Through to a third party, however, it. 01:26:37
And to do this capital work. 01:26:40
They need to invoice Dodge County. 01:26:42
And so that's kind of the that's how the flow goes with things like this. 01:26:44
The other thing I would just share is. 01:26:49
A couple things. One is that. 01:26:52
This is and. 01:26:54
Nathan just reminded me we. 01:26:56
This is a. 01:26:58
A project that is. 01:27:00
Has a state grant associated with it. 01:27:01
So this is not necessarily dollars that we are. 01:27:04
Losing now. 01:27:07
Because we're advancing it. 01:27:09
That we're going to be dealing with trying to fill a gap. 01:27:11
At the end of next year. 01:27:14
In addition, the dollars that we allocated for the project. 01:27:16
For 2026. 01:27:19
Should be the dollars that we're using. So the fact that we're. 01:27:21
Putting some of that. 01:27:25
Ahead now because we needed to do this preliminary work. 01:27:26
Shouldn't. 01:27:29
It doesn't. It should not leave us exposed. 01:27:30
In 2026. 01:27:33
If that makes sense. 01:27:35
Any other questions? 01:27:39
Any other questions? 01:27:42

Ordinance 1187. 01:28:11
Amend land use code Dennis Fleischner property, Town of Leroy. 01:28:16
We, the Dodge County Land Resources and Parks Committee, hereby report favorably on the petition of Dennis Fleischner requesting 01:28:23
amendment of Land Use Code. 01:28:27
Dodge County, Wisconsin to rezone approximately 16.99 acres from. 01:28:33
Of land from A1. 01:28:39

Supervisor Gruckenberg. 01:28:59
Thank you, Mr. Chairman. 01:29:01
I I see the stated purpose is to create 2 non farm residential lots, but it appears as though there's already a single residential 01:29:04
home on there. 01:29:08
And then? 01:29:13
Does somebody know, are they just going to reconfigure the property lines to have two parcels here? 01:29:15
Or is there going to actually be? 01:29:20
Like. 01:29:22
3 parcels. 01:29:23
2 parcels. 01:29:31
Yeah, they're going to align in between. 01:29:36
There's a. 01:29:40
In the corner. 01:29:42
So it could conceivably right rearrange property lines. 01:29:43
But. 01:29:49
Now I think that one is included as part of the addition. 01:29:56
They're they're proposing A2 lot. 01:29:59
Two lots creation, so that's smaller piece is part of lot 1. 01:30:02
Reconfigure the line. 01:30:07
Yeah. 01:30:08
That's the way it appears. 01:30:10
OK. Any other questions? 01:30:12

Thank you. 00:23:04

I have a motion by Supervisor Guckenberger and a second by Supervisor Beale. 00:26:37
Any questions on this? 00:26:42
Resolution. 00:26:44
Any questions? 00:26:45
If not. 00:26:48
If you agree with the. 00:26:49
Recommendation. 00:26:51
Please vote yes if you do not. 00:26:52
Vote no. 00:26:54
You too, Todd. 00:27:10
When we get back to. 00:28:17
Everybody able to vote. 00:28:19
I did skip an item on the agenda, so we will be having the presentation by Venture Architects. 00:28:21
After this. 00:28:27
Supervisor Ringle. 00:29:18
Supervisor Miller. 00:29:21
Well, having passes by, having voted, it passes 28 to 0. 00:29:25
And now we'll go back and have the presentation by Venture Architects. 00:29:30
OK. 00:29:43
Thank you, Mr. Chair, so as as Brad is heading up to the front. 00:29:45
Members of the board, I want to present to you Brett Kozny. 00:29:49
From Venture Architects, who will be sharing with you information tonight, this is. 00:29:53
Of course, not a final presentation, but an opportunity to get some feedback from the county board as the process. 00:29:58
The endeavors for. 00:30:06
Fulfilling our our project goals and finalizing a. 00:30:08
Facilities Master Plan. 00:30:12
Continue moving forward. This is an opportunity for an interactive discussion. And so with that, I'll be quiet because Brad can. 00:30:13
Do the rest, but we're very pleased to have him with us tonight, he presented to the building committee. 00:30:20
A few nights ago or about a week ago? 00:30:25
And he's been working closely with our physical facilities director, John Nels. 00:30:27
On this process. 00:30:31
Thank you. 00:30:34
My name is Brad Kwasny with Venture Architects. 00:30:35
I and. 00:30:39
We had hoped. 00:30:40
To be giving you a final presentation. 00:30:41
A month ago. 00:30:44
But. 00:30:47
The complexity of options that we've come up with throughout this. 00:30:48
Process uh. 00:30:52
Has kind of delayed things and there's just there's a lot that I'm going to go through tonight. 00:30:53
Again, this is not a final report, this is an update. 00:30:59
Unfortunately I didn't say brief update. 00:31:03
So I hope you're caffeinated. 00:31:05
Because this will have some some loops in it. 00:31:08
Also. 00:31:11
Feel free to stop me and and ask questions along the way because there's a lot of different moving parts and if. 00:31:12
If something that I say isn't quite. 00:31:18
Clear. We're going to keep building on what I'm starting with and if something is unclear upfront. 00:31:20
You'll only get more confused as as it goes on, so please. 00:31:27
Interrupt me anytime along the way. 00:31:30
So. 00:31:33
To date, we have toured all of the buildings. 00:31:36
Multiple times. 00:31:39
We've had the engineers through and assess the. 00:31:40
The mechanical systems. 00:31:43
We have interviewed department heads. 00:31:46
Key personnel. 00:31:49
And. 00:31:51
We have. 00:31:52
Come to a few conclusions on our own that will be in the final report. So these are these are. 00:31:54
Critical. 00:32:00
To the. 00:32:01
Where we're going with. 00:32:02
The options that I'm going to present. 00:32:04
First of all. 00:32:07
The Henry Dodge building. 00:32:08
It is structurally sound. It is a very solid building. 00:32:10
Everything inside of it. 00:32:14
Is terrible. 00:32:16
All your mechanical systems. 00:32:17
The plumbing, it's, it's it's all in need of replacement. 00:32:20
The building is it's beyond its life expectancy. 00:32:25
It it. 00:32:31
Our our suggestion would be to vacate the building. 00:32:32
And tear it down and have that. 00:32:38
Property for your own use. 00:32:40
Later. 00:32:43
For for other projects. 00:32:43
The administration building. 00:32:47
Generally. 00:32:51
All the departments in in this building. 00:32:53
Have been moved. 00:32:56
Several times. 00:32:57
They're all in spaces that they're just making do. 00:32:59
Some of the spaces are too. 00:33:04
Many of the spaces are too big. 00:33:05
For the departments. 00:33:08
A few are probably too small. 00:33:09
Especially when you take into account storage needs. 00:33:12
Many departments are. 00:33:15
Located on one floor and they have storage on. 00:33:17
Two or three other floors. 00:33:21
So it's very disjointed. 00:33:24
But the building is in good shape and we believe. 00:33:26
Renovations are all that's needed, and we can. 00:33:29
Correct. What's going on here? Make everything much more efficient. 00:33:31
The department. 00:33:38
With the. 00:33:39
Biggest need? 00:33:40
The single department that has. 00:33:41
Got just enormous needs. 00:33:43
Some medical examiner. 00:33:47
Currently. 00:33:49
The medical examiner is housed on. 00:33:50
Two different sides. 00:33:52
Of a hallway. 00:33:54
With facilities. 00:33:55
In another building. 00:33:57
And its facilities. 00:33:59
In the Henry Dodge building. 00:34:02
At best, could be described as a bismil. 00:34:04
They're really just kind of. 00:34:07
Thrown behind pallets of salt. 00:34:10
It's it's a terrible conditions. 00:34:13
The men's group home. 00:34:18
Is. 00:34:20
Which is located over by Henry Dodge. 00:34:21
Is not ADA compliant. 00:34:24
And there's very little you could do to that building. 00:34:26
To bring it up to ADA compliance. 00:34:30
It's got it's got a lot of damage inside, not from misuse. 00:34:34
But just wheelchair damage. 00:34:39
From just trying to maneuver through spaces. 00:34:41
That. 00:34:43
Are just too tight for a wheelchair. 00:34:44
So we would. 00:34:46
Recommend replacing that. 00:34:47
That's the men's group home. 00:34:55
It's sort of. 00:34:57
Roughly underneath the water tower. 00:34:58
That's not the one that hit. 00:35:01
Tornado, right? Not the one with the tornado damage. 00:35:03
An additional additionally, we. 00:35:10
Were requested to investigate the idea of a county owned. 00:35:13
Daycare, which was part of a previous long range. 00:35:17
Plan that was done. 00:35:20
The Sheriff's Department and jail. 00:35:22
Are not as efficient as they could be. 00:35:29
Because they are located. 00:35:33
A block apart. 00:35:35
It's not terrible. 00:35:36
But they would be much more efficient. 00:35:38
If they were joined together. 00:35:40
The evidence storage building, which was. 00:35:44
Damaged by the tornado. 00:35:47
Probably. 00:35:51
Could be. 00:35:52
Relocated to a. 00:35:53
Better spot. 00:35:54
More useful. 00:35:56
And open up that. 00:35:57
Area where it sits right now for the highway departments use. 00:35:58
The sheriff also could use. 00:36:05
Vehicle storage. 00:36:07
In one location. 00:36:09
Right now it's it's got a little here and a little there and. 00:36:11
And it's in some of its in the old jail building which. 00:36:14
It's kind of a rough building. 00:36:18
As well. 00:36:19
That the old jail building. 00:36:23
May be able to be renovated. 00:36:27
But more than likely the. 00:36:30
The best thing you could do at that location? 00:36:32
Would be demolish. 00:36:35
And and you could put something new there. 00:36:37
It's just. 00:36:39
It would take. 00:36:41
The the cost of renovating that building. 00:36:42
Because of the. 00:36:45
Construction of the building. 00:36:46
Might be greater. 00:36:48
Than building a new building. 00:36:49
So. 00:36:52
With those. 00:36:53
Conclusions. 00:36:55
In mind. 00:36:56
We have. 00:36:58
Series of renovations and moves. 00:36:59
And new construction. 00:37:02
That we are investigating right now. 00:37:05
To make. 00:37:08
The entire county campus. 00:37:09
More efficient. 00:37:11
And more cost effective. 00:37:13
Over the next several decades. 00:37:16
It's important to note that. 00:37:18
The county has in the past. 00:37:20
Looked at several different options to resolve 1 issue here. 00:37:23
And one issue there. 00:37:27
And another issue here. 00:37:29
And this we are looking at. 00:37:31
The whole campus. 00:37:33
So there's there's no part of the county on campus that we're not looking at. 00:37:35
So. 00:37:40
While some of these. 00:37:41
Ideas you had discussed in the past. 00:37:43
Were valid to resolve. 00:37:46
A given issue. 00:37:49
We're trying to look much more holistically. 00:37:50
To make everything better. 00:37:52
So. 00:37:56
Let's start with. 00:37:58
Henry Dodge. 00:37:59
Since we believe that it's. 00:38:01
It's at or beyond its useful life. 00:38:03
Our recommendation is to. 00:38:08
Vacate that building. 00:38:10
As I said before. 00:38:12
And demolish. 00:38:13
And. 00:38:15
What we would. 00:38:16
Recommend doing so. There's there's. 00:38:19
Two options. 00:38:21
For. 00:38:23
What we can do? 00:38:24
With. 00:38:25
Who is currently in Henry Dodge? 00:38:26
Option one. 00:38:29
Would be to. 00:38:30
Build a new building. 00:38:32
On the same site you could build. 00:38:34
West of the Henry Dodge building. 00:38:35
To house. 00:38:38
Everything that's in there right now. 00:38:39
Just put a brand new building. When the building is done, just move everyone over. 00:38:42
At that time, we would. 00:38:47
Take the. 00:38:48
CBRF. 00:38:50
And we could move that. 00:38:52
Into Clearview. 00:38:54
That makes a lot of sense to to make that move no matter what. 00:38:55
Currently I believe. 00:38:59
You have. 00:39:01
20 rooms in the CBRF and there are. 00:39:02
16 available rooms. 00:39:06
In a vacant wing. 00:39:08
Of Clearview, so we might have to put a small addition on to. 00:39:10
To house. 00:39:14
Everyone that's currently. 00:39:15
There. 00:39:17
But. 00:39:18
That would be option one, new building. 00:39:20
And then vacate. 00:39:23
And and tear down. 00:39:25
In addition to that as part of. 00:39:27
We'll call it option 1A. 00:39:30
It would be a renovation. 00:39:33
Of this building. 00:39:35
And. 00:39:37
To accommodate. 00:39:38
All the renovations. 00:39:42
There is a room. 00:39:44
A decent sized room. 00:39:47
In the basement level. 00:39:48
And. 00:39:50
The first step would be to take that room. 00:39:51
And build it out as a transitional office area. 00:39:53
So any departments for you take. 00:39:57
A department and you'd move them down there temporarily. 00:40:00
And you'd renovate their space. 00:40:03
And. 00:40:06
And you, you know, move somebody into the renovated space. 00:40:07
And, you know, just keep moving pieces. Someone goes into the temporary space. 00:40:11
Space gets renovated. 00:40:16
And somebody moves into the new space and you just it's a moving pieces. 00:40:18
It will work. 00:40:22
It can be done. 00:40:23
It will be complex. 00:40:24
It will be dusty. 00:40:26
It will be dirty and it will take a couple years. 00:40:27
It may not be the. 00:40:31
Best way to go about it? 00:40:34
But it's entirely doable. 00:40:35
But it'll your staff will get. 00:40:37
Tired of working in noise and dust? 00:40:39
And then during that period of time. 00:40:45
The you know, like I said, the building will remain occupied. 00:40:49
Parking will become limited. 00:40:55
Rather quickly. 00:40:57
Because. 00:40:58
There will be construction equipment. 00:40:59
And construction materials that will just need place to be staged so you will lose parking. 00:41:01
Probably for a couple years while the all the renovations happen. 00:41:07
Now. 00:41:11
Option 2. 00:41:12
Instead of. 00:41:14
Building a new. 00:41:16
Building. 00:41:18
Next to Henry Dodge. 00:41:19
Vacating that. 00:41:22
Renovating here. 00:41:24
The option would be to. 00:41:25
You could buy. 00:41:27
A. An existing building. 00:41:30
In the area. 00:41:32
That's properly sized. 00:41:35
Renovate that building. 00:41:37
Move all the departments from here. 00:41:39
Into the new space. 00:41:42
Renovate this space. 00:41:44
Move everyone from Henry Dodge. 00:41:46
Into here. 00:41:48
And then? 00:41:50
Demo Henry Dodge. 00:41:51
Everyone thoroughly confused by that? 00:41:55
Are we good? 00:41:57
OK, so. 00:41:58
There would be a few. 00:42:00
Departments. 00:42:02
That, uh. 00:42:03
Would not move. 00:42:04
From here. 00:42:06
Into this other space. 00:42:07
I would recommend. 00:42:10
That. 00:42:11
Yep, moving maintenance doesn't make any sense. 00:42:13
Keep them where they're at by the loading dock by receiving. Just keep that all the same. 00:42:17
The Boardroom. 00:42:23
There doesn't really seem to be a reason why. 00:42:24
This room would have to. 00:42:26
Move. 00:42:28
It's It's set up well and seems to work for your needs. 00:42:30
Corporation Counsel. 00:42:36
It might make sense. 00:42:39
To move them into. 00:42:41
Current vacant space. 00:42:43
In the Justice Building. 00:42:46
There's a couple of. 00:42:48
Spaces that were set aside. 00:42:50
For courtrooms. 00:42:52
I believe there's. 00:42:54
2 Space for room for two more courtrooms. 00:42:54
If we used one of those. 00:42:57
We could move corporate counsel over there. 00:42:59
And that renovation could happen. 00:43:01
As soon as I started renovating. 00:43:03
This other building. 00:43:06
The medical examiner. 00:43:13
Again. 00:43:17
They have. 00:43:18
Terrible conditions. 00:43:19
And they should be moved. 00:43:22
And if you decide. 00:43:24
To. 00:43:26
Tear down the. 00:43:27
It's the old portions of the jail. 00:43:29
That would be a very good location to put a new medical examiner. 00:43:32
We could still investigate renovating. 00:43:37
That space. But like I said. 00:43:40
That might be the type of building that will cost more to renovate than to. 00:43:43
Demolish and and build new. 00:43:47
Lastly. 00:43:52
We've been doing a lot of. 00:43:55
Moving spaces around. 00:43:56
Just looking at departments square footage wise. 00:43:59
And see what would fit where. 00:44:01
And I. 00:44:03
Veterans Services. 00:44:05
Is one that because of adjacencies with. 00:44:07
Other departments that it works closely with. 00:44:11
Several of which would be. 00:44:14
At the Henry Dodge Building. 00:44:16
They would all be moving here. 00:44:18
Under this plan. 00:44:20
Would make sense. 00:44:21
To. 00:44:22
Keep. 00:44:23
The veteran services in this building. 00:44:24
They would probably want to be relocated temporarily. 00:44:26
While all the renovation is going on. 00:44:30
But they would. 00:44:32
I in this plan they would come back here. 00:44:33
When it's all said and done. 00:44:36
Now. 00:44:45
We we've talked about the medical examiner needing. 00:44:47
New facility. 00:44:50
We talked about the possibility. 00:44:54
Of making that at. 00:44:56
The old jail sites. 00:44:58
There's also the possibility you could build a new building. 00:45:01
Out at the Henry Dodge site, there's plenty of land there. 00:45:05
Where you could put. 00:45:07
A medical examiner out there. 00:45:09
And you would still have that old. 00:45:11
Part of the jail. 00:45:13
Which is. 00:45:14
Very underutilized right now. 00:45:15
Sheriff uses it for a lot of training. 00:45:18
And they have some storage space in there. 00:45:20
And that's. 00:45:23
About all that happens in there. 00:45:25
So I'm trying to I'm trying to keep this in a coherent train of thoughts. I just got to find my spot in my notes. 00:45:34
So the. 00:45:45
The. 00:45:46
Group home that we. 00:45:47
Discussed. 00:45:48
The one that's under the the water tower, basically. 00:45:50
So that could be. 00:45:54
There is room where it could be built somewhere on the Henry Dodge site. 00:45:57
There's a lot of land there because you have that whole field. 00:46:02
To the north. 00:46:04
It could also. 00:46:06
Be built. 00:46:08
Kind of be squeezed in, but it could go. 00:46:09
Near Clearview. 00:46:11
Or if you wanted to kill two birds with one stone and. 00:46:13
Get rid of. 00:46:18
Sort of an eyesore of a property right now there's that. 00:46:20
I don't know, was it a motel with all the tornado damage that's still just sitting there with their? 00:46:23
Roof gone. You could purchase that property and. 00:46:28
Put the group home there and have plenty more land. 00:46:31
To meet other future needs. 00:46:33
Then there was the request for the. 00:46:41
County owned daycare center. 00:46:45
There's a lot that goes into a daycare center. We know that there's the room out at the Henry Dodge site. 00:46:47
For that. 00:46:53
It it's there. 00:46:54
Day cares. 00:46:55
The size of a daycare is really driven by what age groups. 00:46:57
You're dealing with. 00:47:01
And and how many kids? There's a lot of different requirements. 00:47:03
As you move through the age groups, so it's a little. 00:47:06
We have to dive a little deeper into that to. 00:47:09
To really get a good feel. 00:47:12
For what that would be. 00:47:14
I and I should. 00:47:15
Back up and mention the. 00:47:18
Evidence storage building. 00:47:22
That was damaged by the tornado. 00:47:23
That I thought. 00:47:25
Could move. 00:47:25
That. 00:47:27
There's also room. 00:47:28
East of the water tower by the Henry Dodge site where you could put that. 00:47:31
And the sheriff's vehicle storage and keep those all. 00:47:35
Together as one, since those would both. 00:47:38
Essentially be. 00:47:41
Sheriff's property. 00:47:42
The last. 00:47:48
Piece of the puzzle? 00:47:50
Would be creating greater efficiency. 00:47:53
For the sheriff and the jail. 00:47:56
By moving the Sheriff's Office. 00:47:58
To the jail property. 00:48:00
That's a a trickier move. 00:48:03
Because there's there's just not a lot of space where. 00:48:07
Would be easy to add on. 00:48:10
To put them there. 00:48:12
It would probably need to be a multi story building. 00:48:13
Which? 00:48:16
Isn't. 00:48:16
As efficient as a single story. 00:48:17
But. 00:48:20
Because of storm water. 00:48:21
Retention pond that you have there. 00:48:24
And residential. 00:48:26
Neighborhood. 00:48:28
That might be the only way. 00:48:30
To go to. 00:48:32
To streamline. 00:48:33
That process. 00:48:34
So with all those different. 00:48:39
Moving pieces and parts and options. 00:48:41
Our next step? 00:48:46
Is going to be. 00:48:47
To put prices. 00:48:49
To each and every individual element. 00:48:50
So you can look at it and say OK. 00:48:54
We can do this piece. 00:48:57
And then we'll do this piece in X number of years. 00:48:59
And you can. 00:49:02
Make a reasonable, informed decisions. 00:49:03
For years to come. 00:49:06
So that you don't. 00:49:07
Trying to do everything in one shot. 00:49:09
And you can try and keep it. 00:49:12
Minimally affecting. 00:49:15
Your taxes. 00:49:17
So you've all been very quiet so far. 00:49:21
So I'm guessing there may be a question or two. 00:49:23
Yes. 00:49:26
Shop the Mayville Highway building in front of that. 00:49:30
We have visited all of the highway department buildings. 00:49:34
The the highway department. 00:49:40
Generally, they are very happy with their facilities. 00:49:44
And their one need that, they said, was the most pressing. 00:49:47
Is already in the budget for next year. 00:49:51
I'm at this face in. 00:49:54
The office space. There is office space there. 00:50:00
And it's. 00:50:04
It's in pretty good shape. 00:50:05
The problem is. 00:50:08
You have everything right here. 00:50:10
So to locate something out there, make some completely remote. 00:50:13
Away from everything else. 00:50:18
So. 00:50:19
What you would put there? 00:50:21
That would make sense. 00:50:23
And would make. 00:50:25
The county campus efficient. 00:50:26
Is. 00:50:29
It's a tough. 00:50:30
Figure umm. 00:50:32
Medical examiner works. 00:50:35
Relatively closely with the sheriff. 00:50:37
Could it go there? Sure. 00:50:41
But. 00:50:44
It's not an optimal location. 00:50:45
But yeah, it is. It is a nice space. 00:50:49
It's got a nice conference room. It's got. 00:50:52
Open offices it's got. 00:50:54
Closed offices. It's pretty nice, but. 00:50:56
I don't know what you do with it. 00:50:59
Just because of location. 00:51:01
Supervisor Belt. 00:51:05
All right. Thank you. 00:51:07
Mr. Chairman. 00:51:08
And the question I had is, I didn't hear anything about. 00:51:09
Parking any We need parking for a bunch of our. 00:51:13
Vehicles. 00:51:16
Have you done any research on any of the parking spaces? 00:51:17
Yeah, so. 00:51:21
The the biggest need for parking is the sheriff. 00:51:22
And. 00:51:27
And we've looked at. 00:51:28
Obviously. 00:51:34
The sheriff's vehicles that are currently housed in the. 00:51:35
In the old jail. 00:51:38
There's space for that but but. 00:51:39
The vehicles that are on. 00:51:40
In the. 00:51:42
Like the courthouse parking lot? 00:51:43
We would have to. 00:51:45
Give some sort of. 00:51:46
Structure. 00:51:48
For for at least some of them. 00:51:50
But again, that would be. 00:51:54
Do we want to locate that? 00:51:56
Where the sheriff is now, or where the sheriff might be. 00:51:58
So it's all still under investigation. But yes, we have, we have looked at that because we've. 00:52:04
We've been to the site many, many times. 00:52:09
And we always tend to just take a quick count to see how many. 00:52:12
Sheriff's vehicles are in the parking lot. 00:52:15
Supervisor Frye Vault. 00:52:21
Why are we talking about a county owned daycare? 00:52:24
I'm just curious. It was. It was in a. 00:52:27
Past long range plan. 00:52:30
I I couldn't even tell you how many years ago he was just brought up to me and, and we said we would investigate it. 00:52:33
Did you want to respond? 00:52:40
Only to say that. 00:52:44
That that is something that isn't because it's also right now. 00:52:45
Something that has been. 00:52:50
Identified as a need countrywide that we have. 00:52:51
Very few childcare facilities. 00:52:55
We also asked to. 00:52:58
Just look and see how feasible. 00:52:59
It could be to have something in Dodge County. 00:53:02
So that's why that's brought up now, whether or not you would choose to do anything with it. 00:53:06
It's entirely up for discussion. 00:53:11
Supervisor bands answer. 00:53:15
Yeah, to me, the most glaring thing is the fact. 00:53:19
Of getting. 00:53:23
People out of Henry Dodge. 00:53:25
Because of the you don't want to pay anymore for repairs on there. 00:53:27
The only thing that really seems to. 00:53:31
I don't know if makes sense to me, but I think the smartest thing. 00:53:34
For me to do would be to. 00:53:37
Umm, do the renovations in the building that I think I know where you're talking about. 00:53:40
Is that building? 00:53:46
Big enough? 00:53:48
To move the people from admin over to it. 00:53:49
Yeah, we've we've looked at. 00:53:54
The square footage. 00:53:56
And just. 00:53:58
As. 00:53:59
And the projected square footage. 00:54:00
For any growth that might be of the departments that would be moving there? 00:54:02
And we would. 00:54:06
Be able to fill that building. 00:54:09
Keeping each department. 00:54:11
On single floor, so none would be on this floor. 00:54:13
And this one. 00:54:16
And there would be some. 00:54:17
Room available for growth? 00:54:19
How long would that process take to renovate that? 00:54:21
You know. 00:54:28
Typically a renovation project like that. 00:54:29
You know, we'd have to get in and really survey the the building to see what it looks like. 00:54:32
But the construction itself. 00:54:36
Is going to be. 00:54:39
Eight months to a year. 00:54:40
That's probably a year ahead of. 00:54:42
The pace of getting a new building built out. 00:54:45
On Henry Dodge site or? 00:54:48
It would probably be. 00:54:51
Six months faster for sure. 00:54:53
I mean, it all depends on how. 00:54:57
If if you're building a new building. 00:54:59
What tends to happen is. 00:55:02
During the process, people will say, well, you know, as long as we've got the space, we do that. 00:55:05
What if we did this too? 00:55:09
And what have we? 00:55:11
As we're. 00:55:11
Proposing it right now with just the functions for what's in Dodge. 00:55:12
It would probably be. 00:55:16
You know, a 1618 month process. 00:55:19
For construction. 00:55:22
Like I said, I think that makes the most sense to me is if we do that new building and renovate it. 00:55:23
And move admin over there. 00:55:29
Get people moving out of the Henry Dodge building. That could be a. 00:55:33
Big expense magnet. 00:55:38
And then we have options to do. 00:55:40
A lot of things after that. 00:55:43
Yeah, yeah, once, once you can tear down Henry Dodge. It gives you a very large piece of land. 00:55:46
For any sort of future projects. 00:55:52
Well, it's not even that, I mean. 00:55:54
Just the fact of getting the people out of there. I mean, you can build next to it. 00:55:57
Eventually or whatever you wanted to do. 00:56:01
All right. Thanks. 00:56:04
Supervisor Beal. 00:56:06
I think the question when it was asked about parking though, isn't necessarily. 00:56:08
Pertaining to. 00:56:13
County owned vehicles. 00:56:14
It was more. 00:56:16
Geared towards employee parking. 00:56:17
Like the parking lot here for the admin building is at Max every single day. 00:56:20
Sometimes you got to circle it 2-3 times to find a spot. 00:56:26
So that that's. 00:56:30
Has parking address. 00:56:32
For any. 00:56:35
Additional moves down to the downtown area. 00:56:38
We have we have not done a study. 00:56:42
To see. 00:56:45
How parking would be impacted? 00:56:46
At this time. 00:56:50
We can, we can look at that. 00:56:53
But right now with multiple options. 00:56:56
And and trying to figure out exactly the the easiest way to go about the all the different moving pieces. 00:57:00
We haven't looked at. 00:57:06
At the parking, to tell you the truth. 00:57:08
But. 00:57:09
It wouldn't be that hard to look at. 00:57:11
How many employees are at? 00:57:13
Henry Dodge. 00:57:15
Versus how many employees are here? 00:57:16
To see how that. 00:57:20
Lays out. 00:57:21
Because in my opinion, that's an important part of any. 00:57:23
Building project. 00:57:27
Every time you take a property off. 00:57:29
The tax roll that has an impact on. 00:57:31
City. 00:57:34
Revenues for taxes being collected so. 00:57:35
We don't want to think that we can just buy up five properties and tear them down and throw blacktop down. 00:57:39
You know, maybe a parking ram. 00:57:46
Would be. 00:57:49
Something that would be more feasible than. 00:57:51
Parking ramps get tricky. 00:57:55
Especially when it comes to. 00:57:58
Plowing snow from them. 00:57:59
And ice in the winter. 00:58:02
They're they're actually. 00:58:05
A little more expensive. 00:58:07
Than you would think, but yes we could. 00:58:09
We could do a parking structure, we could investigate that. 00:58:11
But it would. 00:58:15
We would have to. 00:58:16
It would it would make more sense to to really look at that as part of a design. 00:58:19
Process as opposed to a master plan process. 00:58:24
Supervisor Burbos. 00:58:30
Thank you. 00:58:32
I'm questioning the daycare also at the county level because of the YMCA in Beaver Dam right now is doing a huge. 00:58:33
Expansion of their childcare and like a. 00:58:41
Pickleball general basketball league to increase the. 00:58:45
A shortage of quality childcare services in Dodge County and they've. 00:58:51
Fundraise 3 and a half million with a one and a half million matching grant from Beaver Dam Community Hospital. 00:58:54
So I'm a little concerned that we might be. 00:59:00
Overlapping with an effort that's already underway. 00:59:02
And. 00:59:05
And then in direct competition. 00:59:06
With with the Y for both childcare providers, employees and children. 00:59:08
I don't know what the scope is, but that's kind of what. 00:59:14
What came to mind? 00:59:16
As a concern. 00:59:18
Yeah. And and as I said, it was just something that was part of a previous. 00:59:20
Long range plan. So we're just investigating. 00:59:24
Nothing that we're. 00:59:26
Presenting here tonight. 00:59:28
Is set in stone. 00:59:29
You have the final say. 00:59:31
Supervisor Henry. 00:59:36
Thank you, Mr. Chairman, and thank you so much for the presentation and all of these interesting things to contemplate. 00:59:38
All of the time and effort you put into this I. 00:59:44
To continue the conversation about parking. 00:59:46
Maybe I'm curious, you were talking about parking at the Sheriff's Department? 00:59:50
Did that also include contemplations for? 00:59:54
Housing the emergency response vehicles or or getting them. 00:59:58
Under roof. 01:00:02
Somewhere. 01:00:03
We would be. 01:00:04
Trying to find space for all of the vehicles that are just sitting out, yeah. 01:00:05
Thank you. 01:00:10
Supervisor Dirt. 01:00:12
I also want to thank. 01:00:14
Thank you so much and obviously to the administrator for like looking at a big plan. 01:00:17
This is the first time. 01:00:23
I've been on a while that we've ever actually looked at. 01:00:26
A general plan. 01:00:29
County wide. 01:00:31
For. 01:00:33
You know. 01:00:35
Redoing upgrading infrastructure. 01:00:36
And when you look at it county wide. 01:00:38
You constantly talked about efficiencies. 01:00:41
And often. 01:00:44
When? 01:00:46
We don't see a change in the budget. 01:00:47
We act as though it didn't cost anything. 01:00:49
And so when you've got all your departments on the same floor and you've got departments that. 01:00:52
Like make sense to work together, you you save the equivalent of just. 01:00:57
Thousands and thousands of dollars. 01:01:02
Over decades. 01:01:05
Because of it being more efficient. 01:01:07
And a higher level of service. 01:01:09
And so that's what we've been missing because we're like, oh, we got to, we got to do the. 01:01:12
Judicial justice facility, what I do this roof and then we got to do that roof and we got to fix that plumbing. 01:01:16
And we always keep repairing and repairing. 01:01:23
And until finally somebody says, Oh my God, you're. 01:01:26
Spending more to repair and even then we don't. 01:01:30
You know, pull the plug and. 01:01:33
Say to redo it so it's. 01:01:35
I know it's great. I'm just happy to see this process moving forward. I really, I, I really, really am glad and I think it's. 01:01:38
Going to have a lasting impact. 01:01:47
This board could have a lasting impact on. 01:01:49
Tremendously better service for decades. 01:01:51
Supervisor Steger. 01:01:56
Thank you. Mr. Chairman. I just want to ask, which building are you talking about that you're going to renovate and move the 01:01:58
offices from here? 01:02:02
Until you said you always had a. 01:02:06
You and Randy were talking about a building. 01:02:08
That you were going to renovate? Which building are we talking about? 01:02:10
To from to move from here. 01:02:13
I'm sorry. 01:02:16
OK, Yeah. 01:02:21
OK, OK. 01:02:22
So, Supervisor Steger that that building is not, it's not a property we want to disclose in a public meeting. 01:02:24
Because we anticipate. 01:02:29
A negotiation, it's not something that we own currently. 01:02:32
Supervisor. 01:02:37
Thank you again. I'd like to echo what supervisor door Dora said the the. 01:02:39
Concept of a county campus and really thinking about this as the efficiencies of a county campus is, is wonderful. Thank you for 01:02:44
bringing that to us. And and the the opportunity to look at this is a long, long term road map. 01:02:51
And thinking of of distributing the the cost, the tax implications long term. 01:02:59
Through this concept is is wonderful. Thank you. 01:03:05
Anyone else? 01:03:12
See anyone else? There will be. 01:03:16
The board will have entry, you know. 01:03:19
Can get ahold of Venture through John or through Cameron. 01:03:22
And give your ideas. 01:03:27
Very much appreciate that. 01:03:29
Thank you. 01:03:31

Any questions supervisor? 01:12:57
Thank. Thank you, Mr. Chairman, I would just. 01:13:01
Like to strongly urge everybody to support this measure. What's? 01:13:04
What it's about is. 01:13:09
Getting support at the state level. 01:13:10
For some bills that are going to be coming through to them. 01:13:13
And it's. 01:13:17
About sharing the revenue. 01:13:19
Right now, when we're. 01:13:21
Doing all the work in the county, we get 20% of it. 01:13:23
Whereas if these bills. 01:13:27
Get past. 01:13:29
We will get a greater amount. 01:13:30
Of money. 01:13:32
Of the portion of the. 01:13:34
Land transactions, recordings and stuff like that. 01:13:35
And then there will also be increased grant money available to land information. 01:13:39
And land information. I don't know if everybody realizes it or not, but. 01:13:43
They do it quite a bit. 01:13:48
In the county they all year. 01:13:50
Maps and all that stuff, everything that you can find on the website, all your property informations and things like that. 01:13:51
Land information has a lot to do with that so. 01:13:58
I would ask that you support this. 01:14:01
Thanks, Supervisor Sigmund. 01:14:04
Yes, think I don't know if it's listed correctly on the screen. 01:14:07
This resolution. 01:14:13
Oh, it's not. We have the wrong title. 01:14:15
Resolution. 01:14:39
You can answer if somebody else wants to talk to them. 01:14:56
No, just due to increase Wisconsin Land Information Program grant funding. 01:15:02
So that will change now. 01:15:21
It will get Yep. 01:15:23
There we go. 01:15:25
OK, Supervisor, do you have any other comment? 01:15:28
Thank you. 01:15:32
Bringing that up. 01:15:34
Any other questions or comments? 01:15:35
If you agree with the. 01:15:39
Advisory. 01:15:40
Resolution. 01:15:43
Please vote yes. If you do not, please vote no. 01:15:44
Supervisor Ringle. 01:15:51
Subhit, did you vote Supervisor? OK? Yep. And Supervisor Miller? 01:15:59
Perfect all having voted, it passes 28 to 0. 01:16:04
Resolution. 01:16:09
2558. 01:16:11
Authorizing 2025. 01:16:13
Dodge County Budget Amendment Risk Management Fund. 01:16:16
All of which is respectfully submitted the 16th day of December, 2025. 01:16:19
Signed by five members of the Finance Committee. 01:16:25
Fiscal note. 01:16:28
The 2025 County budget for Risk Management Fund will increase by $200,000 in revenues and expenses. 01:16:30
The Risk Management Fund currently has 701. 01:16:37
$1829.49 of fund balance. 01:16:41
Finance Committee review date December 8, 2025. 01:16:46
Initialed by Finance Committee chair. 01:16:50
I have a motion by Supervisor Guckenberger, second by Supervisor Stager. 01:16:53
Supervisor Belk. 01:16:58
Yeah. Good morning. Or. 01:17:01
Good morning. 01:17:02
Good morning. 01:17:04
Anyways, thank you, Mr. Chairman. 01:17:06
Yeah, I need some clarification on this is for the fact that. 01:17:08
On the risk management. 01:17:11
I see we're going from 100,000. 01:17:13
Through 300,000. 01:17:15
But I'm kind of confused because typically with. 01:17:18
We're dealing with legal issues. 01:17:20
Don't we usually pay our insurance company the deductible? 01:17:23
And then we go from there. Are we seeing we're going to have a lot more? 01:17:26
Legal expenses and a lot more deductibles. That's why we're going to go up. 01:17:29
To 300,000. 01:17:32
I'm gonna let Kim if she. 01:17:35
And hers should be on OK. So through our insurance company it is correct we have a. 01:17:39
What's called an Sir? 01:17:45
Self insured risk fund. 01:17:46
And we are required as a part of the. 01:17:48
Insurance that we have through Wimmick. 01:17:51
As a member, we're required to have a $300,000. 01:17:53
Sir Which? 01:17:57
I don't want to call it a deductible, it's a. 01:17:58
Self insured retainage fund so the first. 01:18:01
300,000 comes out of that fund. 01:18:05
From a budgetary standpoint, I would just defer to the finance Director as to. 01:18:08
The transfers between the funds. 01:18:13
So. 01:18:20
Typically, historically we budgeted about $100,000 and we've spent around $100,000 just this year. 01:18:21
We've exceeded that amount and when we. 01:18:29
Start to see that we're. 01:18:32
Needing to use fund balance, we need to do the. 01:18:33
The appropriate budget amendment. And so that's why this item is. 01:18:36
Is before you. 01:18:39
You want to follow up? Yeah, so. 01:18:45
So just so I have this straight my head that. 01:18:49
They're basically. 01:18:52
Requiring us to have a $300,000 reserve. 01:18:53
For future. 01:18:56
All right. Thanks. 01:18:58
Supervisor Houchin. 01:19:00
Thank you SO. 01:19:01
Are we spending the seven? 01:19:03
100,000 is that. 01:19:04
The What's happening? 01:19:06
And that's why we need. 01:19:08
That is our. 01:19:10
That's our undesignated fund balance. 01:19:11
For the. 01:19:13
Fund 750. 01:19:15
Risk management fund. 01:19:17
So that's that's where that number comes from in your materials. 01:19:19
We're only what we're doing is drawing. 01:19:23
200. 01:19:25
1000 of that to refill the self insured retention line. 01:19:25
I see. So how much is it? 01:19:29
This but. 01:19:32
Well, but. 01:19:34
That amount? The seven. 01:19:37
So the 701, I believe, yeah. 01:19:38
Right, it'll be down to 501. 01:19:40
Be 501, but it'll increase the other to 300. 01:19:43
Yeah, yeah. Thank you. 01:19:46
Supervisor. 01:19:51
Thank you. 01:19:53
We were told that committee, though, that this was. 01:19:56
For expenditures. 01:19:59
Not for the fund balance, the reserve that's needed by our insurance provider. 01:20:00
That this was. 01:20:06
Litigation on a case that we were defending. 01:20:09
So we anticipate spending the. 01:20:15
We don't know exactly how much we're going to be spending. 01:20:17
Right. 01:20:21
Well, I think it's to read. 01:20:33
It's refill the. 01:20:35
For money that was spent, is that correct? 01:20:37
I believe so, I'll. 01:20:40
So planets. 01:20:42
So basically right now that that line item, the account that we're talking about, legal services has a budget of $100,000, we've 01:20:43
exceeded that amount. So their actual expenditures that we need to cover. 01:20:49
Were putting it at the $300,000 threshold. 01:20:56
We do not anticipate or I'm hopeful that we're not going to see that. 01:21:01
US hit that. 01:21:06
Full $300,000, but so that we don't have to come back for another budget amendment which would. 01:21:07
Be impossible anyways. 01:21:12
By the end of the year. 01:21:14
We're setting it at the $300,000 level. We don't anticipate that we're going to spend that much. 01:21:16
But we have. 01:21:22
Exceeded the the budgeted amount of the $100,000. 01:21:25
OK. Any other questions? 01:21:36
Any other questions? 01:21:39

Resolution 2560. 01:23:25
Authorizing capital. 01:23:29
Fund Balance Fund 400. 01:23:31
If you agree with the. 01:27:45
Resolution has. 01:27:46
Submitted Please vote yes. If you do not, please vote no. 01:27:48
Supervisor Miller. 01:27:55

I have a motion by supervisor Bubbles and a second by supervisor Bischoff. 01:28:53
Supervisor Gruckenberg. 01:28:59
Thank you, Mr. Chairman. 01:29:01
I I see the stated purpose is to create 2 non farm residential lots, but it appears as though there's already a single residential 01:29:04
home on there. 01:29:08
And then? 01:29:13
Does somebody know, are they just going to reconfigure the property lines to have two parcels here? 01:29:15
Or is there going to actually be? 01:29:20
Like. 01:29:22
3 parcels. 01:29:23
2 parcels. 01:29:31
Yeah, they're going to align in between. 01:29:36
There's a. 01:29:40
In the corner. 01:29:42
So it could conceivably right rearrange property lines. 01:29:43
But. 01:29:49
Now I think that one is included as part of the addition. 01:29:56
They're they're proposing A2 lot. 01:29:59
Two lots creation, so that's smaller piece is part of lot 1. 01:30:02
Reconfigure the line. 01:30:07
Yeah. 01:30:08
That's the way it appears. 01:30:10
OK. Any other questions? 01:30:12
