All right, as Dave said, my name is Nate Olson. I'm the Community Development Administrator who are in the Land Resource and Parks 00:05:39

Thank you for giving us the opportunity tonight to present on the Dodge County's recommended comprehensive plan and to share with 00:05:45
you the process. And you know how we got to it. Up here is Ken Jaworski, who represents Cedar Corp. 00:05:51
Before he jumps in and gives a little more thorough up. 00:05:58
Not only update, but review of the process. 00:06:01
I wanted just to provide a little intro and a little context of how we got to a rat and what really why we're here. 00:06:04
So this project began back in mid to later 2024. 00:06:10
Ever since then, there's been a substantial amount of outreach, public input, a lot of engagement with different communities, 00:06:14
businesses, and so forth. 00:06:18
And we've arrived at this recommended comprehensive plan, which really I think is a good product, OK. I think this is something 00:06:22
that Dodge County can be proud of and should be proud of. 00:06:26
You know, if you historically look at what we've done in planning. 00:06:31
In Dodge County over the years is very significant. 00:06:34
You know, we go all the way back to the 1960s of doing land use planning, comprehensive planning, once a comprehensive planning 00:06:37
law came into effect in 2000. 00:06:41
Matter of fact, this is my third goal around of doing a county comprehensive plan under that law. I've been here 24 years. 00:06:45
This is my third round, might be my last, you never know. We'll see what happens. 00:06:51
But. 00:06:55
You know, comprehensive plans are just that. They're comprehensive, inclusive, OK, You pull it in together 9 elements that are 00:06:56
very wide-ranging and pull in a lot of your demographics, your trends, your opportunities, your issues and bring it all together 00:07:03
in one central location. That's pretty significant. It's very significant, especially when you look at the size of Dodge County. 00:07:10
We are a very large rural county where 43 local units of government spread across 900 square miles. 00:07:17
So as you can imagine, pulling that all together into a central county document is very extensive. But the very cool. 00:07:22
Part about that is you get to really help to understand your county a lot better and if you really look into the county. 00:07:28
Comprehensive plan, you really start to see that you're going to see the issues, but you're going to see the opportunities, and 00:07:34
there's a lot of really good opportunities, a lot of really good things going on here, something that you as a county board should 00:07:38
be really proud of. 00:07:41
There's a lot of good community members out there doing good work. 00:07:45
Programming out there, and it's evident in this plan. 00:07:48
So before I start talking too much and take away Ken's Thunder on the whole project, I'll step aside. But this is Ken Jaworski 00:07:51
with Cedar Corp. He does have extensive history in Dodge County now that the county herself, but a lot of your communities as 00:07:57
well. So he brings good knowledge and a good base to this project. 00:08:02

Right when the smart growth law got got passed. 00:08:15
Back in the. 00:08:19
After year 2000, the first time you did your plan. 00:08:21
I was with that team back then, it was Dave Carpenter and we developed the first smart growth plan. So I've been involved in the 00:08:24
county for for a long time. Just the fact that, you know, Cedar Corporation was a consultant, but we work very closely with the 00:08:29
your planning and. 00:08:34
And, and land resources and parks team, Bill and Nate and and Morgan, we're, we're very key and, and bringing this process 00:08:39
together. We had our own team as part of the process, myself as a project manager and Eric and Krista and Nicole all work very 00:08:44
closely on a lot of the data. 00:08:50
That was. 00:08:56
Part of this effort and as Nate mentioned, there was a lot of that. Basically what I want to go through is a Nate did mention what 00:08:58
a plan is. I'll go in a little bit more detail there. 00:09:03
What our process was. I'll hit some of the highlights. 00:09:08
I'll try to keep it, you know, really high level. 00:09:12
But. 00:09:15
You know, there were a lot of parts in motion here, a lot of new trends and so forth that we had to address and then we'll talk 00:09:17
about the adoption procedures. 00:09:21
Basically why update the plan? As I mentioned the SMART broke law 66 by 1001 is a requirement. You have to need to have a plan if 00:09:26
you have any land use regulations. 00:09:31
You need to update the plan about every 10 years. 00:09:37
OK. When when you do that, you incorporate new demographic information you looked at, you know, some of the past. 00:09:41
Experiences that you had, some good, some bad. 00:09:48
What are the future trends that are out there? 00:09:51
And it also stresses the need for consistency. Like I said, you have zoning, county zoning, you have to base those zoning 00:09:54
decisions on a statutory compliant comprehensive plan. And that is the reason that you do that. That's not the only reason. That's 00:09:59
the law reason, but there's a lot of good. 00:10:05
Benefits locally that come from going through this effort. There are 9 elements. I've got them listed there. So we go on to goals, 00:10:10
objectives of policies. Under each of these are all kind of intertwined. And each of those are a chapter in that report. And as 00:10:16
Nate mentioned, it requires public participation. 00:10:21
And there was a lot of it in this particular process. 00:10:27
The methods we use we had a, a website, a hub site. 00:10:31
I'll talk a little bit more about some of those numbers. The LRPC, we had meetings with them. We created it had ad hoc working 00:10:35
group. I'll go into a little bit more detail there. We had a survey, we coordinated with towns. 00:10:42
On review of materials, we even went to Wisconsin Towns Association county meetings and gave them updates there. We had two public 00:10:48
involvement meetings where the public came out and kind of looked at our maps and gave us some. 00:10:54
Some input there. The future land use map was reviewed by all the towns that sent back to us and of course a public hearing which 00:10:59
is tonight, and that was all captured in a. 00:11:03
Public participation plan that was adopted when we started this particular process. So here's a little bit more detail about this 00:11:08
public outreach. When we had the the ad hoc working group meetings, there were six of them. 00:11:14
The town unit meetings, involvement meetings, the LRPC meetings, tonight's county board meeting, just some other highlights. A 00:11:21
web-based project hub got 9500 views OK, and there were 9 submitted comments throughout the course of the process. 00:11:28
We even did department head interviews. So department heads that are out there, we went and talked to your individual departments 00:11:36
and. 00:11:39
Although some of their services don't directly relate to the plan. 00:11:42
They came up with some pretty good ideas and we wanted to input that. The resident opinion survey, we had 367 responses there. We 00:11:46
sent out surveys to the towns. 00:11:51
About the administration of land use programs between the county and their town and what could improve. And we got 13 responses 00:11:56
out of the out of 18 towns and and then we sent letters to all towns to review that future land use map. So again, this slide 00:12:02
demonstrates the level of public participation that we had. 00:12:08
We did have the ad hoc working group I'm not going to list. 00:12:14
Everyone there, but thank you very much for if anybody's out there that participated in this with a what a vibrant group this was 00:12:18
and and really put the cards on the table in terms of what they saw were the opportunities and some of the issues. So it was a 00:12:23
very good cross section of folks, the two from education, four people from the private sector, business sector, state agency and 00:12:28
non profit. 00:12:34
About 14 hours each review and discussion. About 168 collective hours with this group that they ping pong back and forth with 00:12:39
ideas. 00:12:43
Was nice here was a project hub that we had out there. Was listed on the. 00:13:14
The the website, sometimes people can't sleep at night so they want to kind of see what's going on. That was always available 24/7 00:13:17
and that it was always out there so anybody could get the resources that they need. As I mentioned, you know about 9500 views on 00:13:23
that the resident survey, just some. 00:13:28
A numbers there we had 97.8 of the respondents were residents or land owners. 00:13:35
51% from rural towns, 65% lived in the county for 20 plus years and 23% own a business. So we got a pretty good cross reference of 00:13:42
of input from from that group. So we're pretty happy. 00:13:48

What are some of the highlights? While not going into the goals and objectives, but that's a very strong element of a 00:13:56
comprehensive plan. 00:13:59
Roles are a little bit broader based. Objectives are a little bit more measurable. You're going to increase something, you're 00:14:02
going to decrease something, going to maintain something. Policy is a little bit more stern. They're the. 00:14:07
The shells and the shoulds and. 00:14:12
And so forth. So we went through all those and reviewed those and and made changes. This also has recommendations. We talked about 00:14:14
some hot topics that came up in our ad hoc committee meeting. Of course, then it all kind of comes together in the. 00:14:20
And the future land use map and that incorporates all the. 00:14:27
The unincorporated areas of the town and we use so approach here actually that kind of evolved from Dodge County's first planning 00:14:30
effort back at. 00:14:34
At the year 2000 called planning from the outside in and I'm going to explain that a little bit of why Dodge County. 00:14:38
Really kind of set the tone about the way you would plan. 00:14:44
Using this approach. 00:14:48
In a minute here. So the goals and objectives, like I said, we modified the statements, we remove statements, we added statements. 00:14:50
We have over 100 recommendations in this plan. Some came from the ad hoc group. 00:14:55
Landed Resource and Parks Committee and. 00:15:00
Some selected department heads had some recommendations as well that made it through all the filters and to the end of the the 00:15:02
plan that got endorsement. We took those recommendations and we've prioritized them. 00:15:07
Either next one to two years, maybe the next three to 10. 00:15:13
And then anything over 11. 00:15:18
A long term. 00:15:20
Long term. 00:15:21
Recommendations. So we wanted to give it a sense of. 00:15:23
A little bit of a barometer in terms of where the energy should be. 00:15:26
Focused on some of these. 00:15:29
Recommendations. 00:15:31
As I mentioned, the plane from the outside and approach is really tailor made. 00:15:33
For the Dodge County environment because. 00:15:36
All my experience here working with the towns and working with the county and seeing all that public input is the fact that. 00:15:39
You love your natural resources. 00:15:45
You love your working lands. 00:15:47
It's the base of your county, and that's something that the public feels very strongly about protecting. 00:15:49
OK. So what we wanted to do in this particular process? 00:15:55
Was look at your valuable natural resources and try to map them and show them graphically as to where. 00:15:59
Development should be steered away from and allow these types of activities to occur so the productive farmland. 00:16:06
Based on your farming economy, you've got the Niagara Escarpment here on the eastern side of the town. We'll show a little bit 00:16:13
about that. You've got some fantastic freshwater. 00:16:17
Resource, of course, a Horicon Marsh being one of the the biggest in the United States, and of course you've got significant state 00:16:22
and federal lands throughout your county as well. So let's just kind of take a look at them here. This is a fantastic map. This is 00:16:28
from the American Farmland Trust. 00:16:33
OK. A study that they did that shows. 00:16:38
And I'm saying this nationally significant agricultural land. So this is land. 00:16:42
That's been documented. 00:16:47
By its characteristics, its ability to go good crops and so forth. And this is the map that's been generated so your county has 00:16:48
some of the best. 00:16:52
Farmland in the entire United States, and this map shows that. And Dodge County takes that seriously because you've been in the 00:16:56
farmland preservation program for a long time. So this is your farmland preservation map. So anything in green you see there? 00:17:02
OK, our areas that we want to continue to see. 00:17:09
In some form of farmland preservation, OK, doesn't mean it couldn't be amended down the road. But as of right now these are 00:17:12
significant areas that we feel contribute to the farming economy. Those areas in Orange then are those areas that are either 00:17:19
currently developed or maybe developed in the next 10 to 15 years. But you can see a pretty, pretty significant. 00:17:26
Impact in terms of your farmland and it's just not. 00:17:34
A pretty map, OK, there's some financial. 00:17:37
Dollars at play here too, because Dodge counties in the farmland preservation program, which allows. 00:17:40
Farmers to claim tax credits at $12.50 per acre. 00:17:45

Your county. 00:17:52
Last year alone. 00:17:53
In tax credits. 00:17:55
What do we have 900,000? 00:17:57
99 That's money. 00:17:59
That would. 00:18:02
Typically leave the county through taxes. It gets to stay here so. 00:18:02
It's there's a financial. 00:18:06
Gain here to the county as well to be in this program. 00:18:08
And it's as you can see, it's. 00:18:11
Very, very well embraced. 00:18:14
Also, as I mentioned, I showed you your natural resources, your county owned land, federal owned land, state lands. Those are 00:18:17
areas that we want to. 00:18:20
Continue to preserve and add the quality of life here. 00:18:23
We added this to this. 00:18:27
Round of planning, and that's the Niagara Escarpment outcroppings. Trying to give them some some significance and some buffering. 00:18:29
Folks in the town of Leroy, they've, they've, they've taken really embraced that fact. They've got some. 00:18:37
Buffers along those regions that they want to preserve and of course that trickles down through the escarpment. So that was kind 00:18:42
of added. And then it all kind of comes together into the, you know, the future land use map. OK, so basically anything green on 00:18:47
that map is significantly impacted by those maps I just showed you. 00:18:52
OK, these are resources you want to protect. 00:18:57
The light colors that you see here kind of coincide with those. 00:19:00
With those orange areas that we see on this particular map, so. 00:19:04
There's that planning from the outside in as we look at what we want to preserve first. 00:19:08
OK. And we make sure that agriculture just isn't place? 00:19:13
To hold land until development comes, it has an economic impact here county and it needs to be weighed. 00:19:17
At the same level as other uses and protected OK transitions can occur obviously as communities grow, but we wanted to make sure 00:19:23
that the resource. 00:19:27
Got the protection that it needed in the county on that on that map. This one's hard to to read and that's actually kind of a good 00:19:32
thing in a sense because. 00:19:37
This map shows all the changes that occurred on the future land use map for Dodge County. 00:19:42
As we went through this process, so each of these towns. 00:19:47
Got their map. 00:19:50
Back they were able to review it. 00:19:52
So we had about 11174 parcels that were reclassified. 00:19:54
886 of those are due to the. 00:19:59
The village of Kakoski, Williamstown becoming becoming a village so. 00:20:02
There's really that. There was really only 228. 00:20:07
Classification changes that were made to. 00:20:10
Remaining parcels and that's because your department over here. 00:20:13
Entertains amendments to your plan on a continuous basis. 00:20:16
So that's a good thing. Which means there isn't. 00:20:20
This big shock and awe when you update it. 00:20:23
Like we did just now so, but we we did have changes and. 00:20:27
And those are the communities that requested changes. So those have been. 00:20:30
Have been captured and I know there's been a few other. 00:20:35
Comments that have been made. I'll get to here in a second. 00:20:38
What were some of the hot topics that came up in this planning process? 00:20:41
Agriculture preservation, still, I would say #1 in terms of the dedication. 00:20:44
That the county wants to see at this program. 00:20:49
That comes sometimes. 00:20:52
You know, conflicts a little bit with surface water quality. So, you know, the need for nutrient management, responsible farming, 00:20:55
and those types of things kind of go hand in hand because surface water quality was still something that people wanted to see. 00:21:01
Big support for your recreation and tourism, the trail systems that you have and so forth. 00:21:07
Then we start getting down to some of the. 00:21:13
Some of the things that I think are a little bit more far reaching in terms of your economy in this county, OK, and that's 00:21:15
resident attraction. 00:21:19
OK, we need to keep. 00:21:23
Young people in the county, for your workforce we need to attract. 00:21:26
People to your county to be part of the workforce. 00:21:31
So that's what we heard a lot from the business community is that. 00:21:34
You know, somehow, someway. 00:21:38
We need to. 00:21:41
Allow for. 00:21:43
Affordable housing development, trying to keep a diversity of age groups in the county to support the the economy. You've got a 00:21:45
lot of assets here and hopefully. 00:21:50
That'll be useful in attracting that. So that lays right into workforce and economic development you need people to generate. 00:21:55
Economic development and be part of your workforce. Child care provisions a big thing too that was looked at as a little bit of a 00:22:03
barrier. 00:22:07
Fire department EMS coordination. 00:22:11
OK. It's been a hot topic. There been a lot of talk about consolidations and so forth, not necessarily in the county here, but I'm 00:22:14
just saying throughout the state that's a, that's a, that's a big issue in trying to make that process a little bit more cost 00:22:20
effective. And then some of our favorites, right, utility scale solar energy systems and of course. 00:22:26
The big buzz of late, you know, being being the data centers and and their impact. Some of these we didn't. 00:22:32
Like data Centers for example, that information is just coming in daily. In terms of what? 00:22:39
Individual communities can do and so forth. Solar, we've got a little bit more information on and we actually created I think some 00:22:44
real strong policies in your plan. 00:22:48
The deal with solar developers. 00:22:53
Who want to be supposedly good neighbors. OK, So we really straightened this plan to get the county better at the bargaining 00:22:55
table, the negotiating table if any of these systems were ever to show up again to put you, the county in a better position, not 00:23:00
just financially. 00:23:05
But also. 00:23:10
Of some of the. 00:23:11
The other externalities that these systems could. 00:23:12
Can have whether it's visual. 00:23:16
Or loss of farmland or such. 00:23:17
So steps for adoption, we'll have the hearing tonight and we'll take the comments you had some earlier. I'm going to address a 00:23:20
couple of them that kind of filtered in. 00:23:23
While we were putting this together. 00:23:27
And this plan, as you'll see later in your agenda is to be adopted by an ordinance, OK. I think that's like. 00:23:30

Is just discussing potential solutions. They are not recommendations. It's just a list of options at this time, so. 00:24:57
Really nothing there to change that's going to have any significant. 00:25:06
Impact on on the overall plan. 00:25:11
We did the in this. The slide is cloudy for a reason. I'll get to that here in a little bit. But there there were some comments 00:25:15

The City of Watertown and Emmett have an intergovernmental agreement on the Northside of OF. 00:25:22
Of the city and how that was to be addressed. 00:25:28
This is your current map of Emmett that they agreed to. This was the same. 00:25:32
Basically the same arrangement that. 00:25:36
Emmett had adopted back in 2015. 00:25:39
And then the city, you know, showed their future land use map and showed that there was some differences, OK, and that. 00:25:42
These need to be. 00:25:50
Kind of resolve all right, so they provided. 00:25:52
Some comments in terms of what those uses should be. 00:25:55

But when we were looking at it in terms of OK, whether or not this is. 00:26:06

The the bottom line here is there's some work to be done between the two local units of government within their agreement area in 00:26:23

All right, as Dave said, my name is Nate Olson. I'm the Community Development Administrator who are in the Land Resource and Parks 00:05:39

Thank you for giving us the opportunity tonight to present on the Dodge County's recommended comprehensive plan and to share with 00:05:45
you the process. And you know how we got to it. Up here is Ken Jaworski, who represents Cedar Corp. 00:05:51
Before he jumps in and gives a little more thorough up. 00:05:58
Not only update, but review of the process. 00:06:01
I wanted just to provide a little intro and a little context of how we got to a rat and what really why we're here. 00:06:04
So this project began back in mid to later 2024. 00:06:10
Ever since then, there's been a substantial amount of outreach, public input, a lot of engagement with different communities, 00:06:14
businesses, and so forth. 00:06:18
And we've arrived at this recommended comprehensive plan, which really I think is a good product, OK. I think this is something 00:06:22
that Dodge County can be proud of and should be proud of. 00:06:26
You know, if you historically look at what we've done in planning. 00:06:31
In Dodge County over the years is very significant. 00:06:34
You know, we go all the way back to the 1960s of doing land use planning, comprehensive planning, once a comprehensive planning 00:06:37
law came into effect in 2000. 00:06:41
Matter of fact, this is my third goal around of doing a county comprehensive plan under that law. I've been here 24 years. 00:06:45
This is my third round, might be my last, you never know. We'll see what happens. 00:06:51
But. 00:06:55
You know, comprehensive plans are just that. They're comprehensive, inclusive, OK, You pull it in together 9 elements that are 00:06:56
very wide-ranging and pull in a lot of your demographics, your trends, your opportunities, your issues and bring it all together 00:07:03
in one central location. That's pretty significant. It's very significant, especially when you look at the size of Dodge County. 00:07:10
We are a very large rural county where 43 local units of government spread across 900 square miles. 00:07:17
So as you can imagine, pulling that all together into a central county document is very extensive. But the very cool. 00:07:22
Part about that is you get to really help to understand your county a lot better and if you really look into the county. 00:07:28
Comprehensive plan, you really start to see that you're going to see the issues, but you're going to see the opportunities, and 00:07:34
there's a lot of really good opportunities, a lot of really good things going on here, something that you as a county board should 00:07:38
be really proud of. 00:07:41
There's a lot of good community members out there doing good work. 00:07:45
Programming out there, and it's evident in this plan. 00:07:48
So before I start talking too much and take away Ken's Thunder on the whole project, I'll step aside. But this is Ken Jaworski 00:07:51
with Cedar Corp. He does have extensive history in Dodge County now that the county herself, but a lot of your communities as 00:07:57
well. So he brings good knowledge and a good base to this project. 00:08:02

Right when the smart growth law got got passed. 00:08:15
Back in the. 00:08:19
After year 2000, the first time you did your plan. 00:08:21
I was with that team back then, it was Dave Carpenter and we developed the first smart growth plan. So I've been involved in the 00:08:24
county for for a long time. Just the fact that, you know, Cedar Corporation was a consultant, but we work very closely with the 00:08:29
your planning and. 00:08:34
And, and land resources and parks team, Bill and Nate and and Morgan, we're, we're very key and, and bringing this process 00:08:39
together. We had our own team as part of the process, myself as a project manager and Eric and Krista and Nicole all work very 00:08:44
closely on a lot of the data. 00:08:50
That was. 00:08:56
Part of this effort and as Nate mentioned, there was a lot of that. Basically what I want to go through is a Nate did mention what 00:08:58
a plan is. I'll go in a little bit more detail there. 00:09:03
What our process was. I'll hit some of the highlights. 00:09:08
I'll try to keep it, you know, really high level. 00:09:12
But. 00:09:15
You know, there were a lot of parts in motion here, a lot of new trends and so forth that we had to address and then we'll talk 00:09:17
about the adoption procedures. 00:09:21
Basically why update the plan? As I mentioned the SMART broke law 66 by 1001 is a requirement. You have to need to have a plan if 00:09:26
you have any land use regulations. 00:09:31
You need to update the plan about every 10 years. 00:09:37
OK. When when you do that, you incorporate new demographic information you looked at, you know, some of the past. 00:09:41
Experiences that you had, some good, some bad. 00:09:48
What are the future trends that are out there? 00:09:51
And it also stresses the need for consistency. Like I said, you have zoning, county zoning, you have to base those zoning 00:09:54
decisions on a statutory compliant comprehensive plan. And that is the reason that you do that. That's not the only reason. That's 00:09:59
the law reason, but there's a lot of good. 00:10:05
Benefits locally that come from going through this effort. There are 9 elements. I've got them listed there. So we go on to goals, 00:10:10
objectives of policies. Under each of these are all kind of intertwined. And each of those are a chapter in that report. And as 00:10:16
Nate mentioned, it requires public participation. 00:10:21
And there was a lot of it in this particular process. 00:10:27
The methods we use we had a, a website, a hub site. 00:10:31
I'll talk a little bit more about some of those numbers. The LRPC, we had meetings with them. We created it had ad hoc working 00:10:35
group. I'll go into a little bit more detail there. We had a survey, we coordinated with towns. 00:10:42
On review of materials, we even went to Wisconsin Towns Association county meetings and gave them updates there. We had two public 00:10:48
involvement meetings where the public came out and kind of looked at our maps and gave us some. 00:10:54
Some input there. The future land use map was reviewed by all the towns that sent back to us and of course a public hearing which 00:10:59
is tonight, and that was all captured in a. 00:11:03
Public participation plan that was adopted when we started this particular process. So here's a little bit more detail about this 00:11:08
public outreach. When we had the the ad hoc working group meetings, there were six of them. 00:11:14
The town unit meetings, involvement meetings, the LRPC meetings, tonight's county board meeting, just some other highlights. A 00:11:21
web-based project hub got 9500 views OK, and there were 9 submitted comments throughout the course of the process. 00:11:28
We even did department head interviews. So department heads that are out there, we went and talked to your individual departments 00:11:36
and. 00:11:39
Although some of their services don't directly relate to the plan. 00:11:42
They came up with some pretty good ideas and we wanted to input that. The resident opinion survey, we had 367 responses there. We 00:11:46
sent out surveys to the towns. 00:11:51
About the administration of land use programs between the county and their town and what could improve. And we got 13 responses 00:11:56
out of the out of 18 towns and and then we sent letters to all towns to review that future land use map. So again, this slide 00:12:02
demonstrates the level of public participation that we had. 00:12:08
We did have the ad hoc working group I'm not going to list. 00:12:14
Everyone there, but thank you very much for if anybody's out there that participated in this with a what a vibrant group this was 00:12:18
and and really put the cards on the table in terms of what they saw were the opportunities and some of the issues. So it was a 00:12:23
very good cross section of folks, the two from education, four people from the private sector, business sector, state agency and 00:12:28
non profit. 00:12:34
About 14 hours each review and discussion. About 168 collective hours with this group that they ping pong back and forth with 00:12:39
ideas. 00:12:43
Was nice here was a project hub that we had out there. Was listed on the. 00:13:14
The the website, sometimes people can't sleep at night so they want to kind of see what's going on. That was always available 24/7 00:13:17
and that it was always out there so anybody could get the resources that they need. As I mentioned, you know about 9500 views on 00:13:23
that the resident survey, just some. 00:13:28
A numbers there we had 97.8 of the respondents were residents or land owners. 00:13:35
51% from rural towns, 65% lived in the county for 20 plus years and 23% own a business. So we got a pretty good cross reference of 00:13:42
of input from from that group. So we're pretty happy. 00:13:48

What are some of the highlights? While not going into the goals and objectives, but that's a very strong element of a 00:13:56
comprehensive plan. 00:13:59
Roles are a little bit broader based. Objectives are a little bit more measurable. You're going to increase something, you're 00:14:02
going to decrease something, going to maintain something. Policy is a little bit more stern. They're the. 00:14:07

And so forth. So we went through all those and reviewed those and and made changes. This also has recommendations. We talked about 00:14:14
some hot topics that came up in our ad hoc committee meeting. Of course, then it all kind of comes together in the. 00:14:20
And the future land use map and that incorporates all the. 00:14:27
The unincorporated areas of the town and we use so approach here actually that kind of evolved from Dodge County's first planning 00:14:30
effort back at. 00:14:34
At the year 2000 called planning from the outside in and I'm going to explain that a little bit of why Dodge County. 00:14:38
Really kind of set the tone about the way you would plan. 00:14:44
Using this approach. 00:14:48
In a minute here. So the goals and objectives, like I said, we modified the statements, we remove statements, we added statements. 00:14:50
We have over 100 recommendations in this plan. Some came from the ad hoc group. 00:14:55
Landed Resource and Parks Committee and. 00:15:00
Some selected department heads had some recommendations as well that made it through all the filters and to the end of the the 00:15:02
plan that got endorsement. We took those recommendations and we've prioritized them. 00:15:07
Either next one to two years, maybe the next three to 10. 00:15:13
And then anything over 11. 00:15:18
A long term. 00:15:20
Long term. 00:15:21
Recommendations. So we wanted to give it a sense of. 00:15:23
A little bit of a barometer in terms of where the energy should be. 00:15:26

As I mentioned, the plane from the outside and approach is really tailor made. 00:15:33
For the Dodge County environment because. 00:15:36
All my experience here working with the towns and working with the county and seeing all that public input is the fact that. 00:15:39
You love your natural resources. 00:15:45
You love your working lands. 00:15:47
It's the base of your county, and that's something that the public feels very strongly about protecting. 00:15:49
OK. So what we wanted to do in this particular process? 00:15:55
Was look at your valuable natural resources and try to map them and show them graphically as to where. 00:15:59
Development should be steered away from and allow these types of activities to occur so the productive farmland. 00:16:06
Based on your farming economy, you've got the Niagara Escarpment here on the eastern side of the town. We'll show a little bit 00:16:13
about that. You've got some fantastic freshwater. 00:16:17
Resource, of course, a Horicon Marsh being one of the the biggest in the United States, and of course you've got significant state 00:16:22
and federal lands throughout your county as well. So let's just kind of take a look at them here. This is a fantastic map. This is 00:16:28
from the American Farmland Trust. 00:16:33
OK. A study that they did that shows. 00:16:38
And I'm saying this nationally significant agricultural land. So this is land. 00:16:42
That's been documented. 00:16:47
By its characteristics, its ability to go good crops and so forth. And this is the map that's been generated so your county has 00:16:48
some of the best. 00:16:52
Farmland in the entire United States, and this map shows that. And Dodge County takes that seriously because you've been in the 00:16:56
farmland preservation program for a long time. So this is your farmland preservation map. So anything in green you see there? 00:17:02
OK, our areas that we want to continue to see. 00:17:09
In some form of farmland preservation, OK, doesn't mean it couldn't be amended down the road. But as of right now these are 00:17:12
significant areas that we feel contribute to the farming economy. Those areas in Orange then are those areas that are either 00:17:19
currently developed or maybe developed in the next 10 to 15 years. But you can see a pretty, pretty significant. 00:17:26
Impact in terms of your farmland and it's just not. 00:17:34
A pretty map, OK, there's some financial. 00:17:37
Dollars at play here too, because Dodge counties in the farmland preservation program, which allows. 00:17:40
Farmers to claim tax credits at $12.50 per acre. 00:17:45

What do we have 900,000? 00:17:57

Also, as I mentioned, I showed you your natural resources, your county owned land, federal owned land, state lands. Those are 00:18:17
areas that we want to. 00:18:20
Continue to preserve and add the quality of life here. 00:18:23
We added this to this. 00:18:27
Round of planning, and that's the Niagara Escarpment outcroppings. Trying to give them some some significance and some buffering. 00:18:29
Folks in the town of Leroy, they've, they've, they've taken really embraced that fact. They've got some. 00:18:37
Buffers along those regions that they want to preserve and of course that trickles down through the escarpment. So that was kind 00:18:42
of added. And then it all kind of comes together into the, you know, the future land use map. OK, so basically anything green on 00:18:47
that map is significantly impacted by those maps I just showed you. 00:18:52
OK, these are resources you want to protect. 00:18:57
The light colors that you see here kind of coincide with those. 00:19:00
With those orange areas that we see on this particular map, so. 00:19:04
There's that planning from the outside in as we look at what we want to preserve first. 00:19:08
OK. And we make sure that agriculture just isn't place? 00:19:13
To hold land until development comes, it has an economic impact here county and it needs to be weighed. 00:19:17
At the same level as other uses and protected OK transitions can occur obviously as communities grow, but we wanted to make sure 00:19:23
that the resource. 00:19:27
Got the protection that it needed in the county on that on that map. This one's hard to to read and that's actually kind of a good 00:19:32
thing in a sense because. 00:19:37
This map shows all the changes that occurred on the future land use map for Dodge County. 00:19:42
As we went through this process, so each of these towns. 00:19:47
Got their map. 00:19:50
Back they were able to review it. 00:19:52
So we had about 11174 parcels that were reclassified. 00:19:54
886 of those are due to the. 00:19:59
The village of Kakoski, Williamstown becoming becoming a village so. 00:20:02
There's really that. There was really only 228. 00:20:07
Classification changes that were made to. 00:20:10
Remaining parcels and that's because your department over here. 00:20:13
Entertains amendments to your plan on a continuous basis. 00:20:16
So that's a good thing. Which means there isn't. 00:20:20
This big shock and awe when you update it. 00:20:23
Like we did just now so, but we we did have changes and. 00:20:27
And those are the communities that requested changes. So those have been. 00:20:30
Have been captured and I know there's been a few other. 00:20:35
Comments that have been made. I'll get to here in a second. 00:20:38
What were some of the hot topics that came up in this planning process? 00:20:41
Agriculture preservation, still, I would say #1 in terms of the dedication. 00:20:44
That the county wants to see at this program. 00:20:49
That comes sometimes. 00:20:52
You know, conflicts a little bit with surface water quality. So, you know, the need for nutrient management, responsible farming, 00:20:55
and those types of things kind of go hand in hand because surface water quality was still something that people wanted to see. 00:21:01
Big support for your recreation and tourism, the trail systems that you have and so forth. 00:21:07
Then we start getting down to some of the. 00:21:13
Some of the things that I think are a little bit more far reaching in terms of your economy in this county, OK, and that's 00:21:15
resident attraction. 00:21:19
OK, we need to keep. 00:21:23
Young people in the county, for your workforce we need to attract. 00:21:26
People to your county to be part of the workforce. 00:21:31
So that's what we heard a lot from the business community is that. 00:21:34
You know, somehow, someway. 00:21:38
We need to. 00:21:41
Allow for. 00:21:43
Affordable housing development, trying to keep a diversity of age groups in the county to support the the economy. You've got a 00:21:45
lot of assets here and hopefully. 00:21:50
That'll be useful in attracting that. So that lays right into workforce and economic development you need people to generate. 00:21:55
Economic development and be part of your workforce. Child care provisions a big thing too that was looked at as a little bit of a 00:22:03
barrier. 00:22:07
Fire department EMS coordination. 00:22:11
OK. It's been a hot topic. There been a lot of talk about consolidations and so forth, not necessarily in the county here, but I'm 00:22:14
just saying throughout the state that's a, that's a, that's a big issue in trying to make that process a little bit more cost 00:22:20
effective. And then some of our favorites, right, utility scale solar energy systems and of course. 00:22:26
The big buzz of late, you know, being being the data centers and and their impact. Some of these we didn't. 00:22:32
Like data Centers for example, that information is just coming in daily. In terms of what? 00:22:39
Individual communities can do and so forth. Solar, we've got a little bit more information on and we actually created I think some 00:22:44
real strong policies in your plan. 00:22:48
The deal with solar developers. 00:22:53
Who want to be supposedly good neighbors. OK, So we really straightened this plan to get the county better at the bargaining 00:22:55
table, the negotiating table if any of these systems were ever to show up again to put you, the county in a better position, not 00:23:00
just financially. 00:23:05
But also. 00:23:10
Of some of the. 00:23:11
The other externalities that these systems could. 00:23:12
Can have whether it's visual. 00:23:16
Or loss of farmland or such. 00:23:17
So steps for adoption, we'll have the hearing tonight and we'll take the comments you had some earlier. I'm going to address a 00:23:20
couple of them that kind of filtered in. 00:23:23
While we were putting this together. 00:23:27
And this plan, as you'll see later in your agenda is to be adopted by an ordinance, OK. I think that's like. 00:23:30

This is your current map of Emmett that they agreed to. This was the same. 00:25:32
Basically the same arrangement that. 00:25:36
Emmett had adopted back in 2015. 00:25:39
And then the city, you know, showed their future land use map and showed that there was some differences, OK, and that. 00:25:42
These need to be. 00:25:50
Kind of resolve all right, so they provided. 00:25:52
Some comments in terms of what those uses should be. 00:25:55
On the county map. 00:25:59
OK, so and that's fine. We welcome. 00:26:00
All that type of discussion. 00:26:04
But when we were looking at it in terms of OK, whether or not this is. 00:26:06

The the bottom line here is there's some work to be done between the two local units of government within their agreement area in 00:26:23

Again, the plan contains over 100 recommendations covered into 9 required elements, and it sets them by priority. 00:27:38
All towns, including Emmett reviewed their individual future land use maps would be part of the county's future land use map 00:27:44
during the update process. So every town, I want to stress that every town had numerous chances to lay in on that map and provide 00:27:50
their input. So relative to this, this agreement between Emmett. 00:27:57
And in Watertown. 00:28:03
SAS recommendation is for both governments to meet, resolve the land use designations and jointly propose a future comprehensive 00:28:05
plan amendment back to Dodge County for inclusion on the future land use map. So basically what Emmett has proposed right now 00:28:10
would be what you would be. 00:28:15
Adopting tonight, but we leave the door open for Emmett and Watertown to review their intergovernmental agreement area and propose 00:28:20
something new down the road which could come back to you to amend that plan. 00:28:25
At at another, at another time and that's and there will be numerous opportunities, right so. 00:28:31
It's a working document. 00:28:37
Yeah, you can be amended periodically and your policy here is about twice a year that you entertain comp plan amendments. So 00:28:38
there's time to to for the two parties to meet and and get that done and that could include some other amendments too If, if, if 00:28:43
things crop up over the next. 00:28:49

There has been progress. I mentioned the data centers and and and solar. 00:30:55
There's been some summits that have been occurring because that comment has been probably the number one comment and how to 00:30:59
accommodate solar and there has been some really nice strides that have been made in the area of dual use. 00:31:05
OK. So it's just not going to be a system strictly to energy development. There's been some great strides in. 00:31:12
The changes in how solar arrays are designed now. 00:31:19
To let farming occur underneath their race. So this whole concept of dual use. 00:31:23
Is is really starting to take traction? 00:31:29
Where designers of the systems, agriculture, the agriculture community, soil scientists and so forth are meeting and trying to 00:31:32
crack that nut. And we're starting to see some pretty innovative. 00:31:38
Dual use systems out there and your plan does include. 00:31:44
A policy that says any proposed system over 50 MW must have a dual use component to it. 00:31:49
So we're going to hold your plan gives you some evidence to hold the developer responsible for just not. 00:31:56

As part of their projects, you know, take care of all the infrastructure costs if there's. 00:34:52
Wells or towers or anything that needs to be produced but. 00:34:57
What's going on right now, and all we could really say in this plan right now, because we didn't have a lot of answers as we're 00:35:00
developing this, is there's just a hunger For more information about how this works and what the demands are and what role. 00:35:07
That company is going to play. 00:35:13
Versus the local government. 00:35:15
I can tell you this. And when it comes to data centers, it's going to be a little bit different than solar arrays that you can put 00:35:17
on the rural landscape. We're talking data centers. It's got to have water, it's got to have electricity. I mean, that's deep. 00:35:22
We're talking big demand. So if, if, if any of those proposals were to come, the Dodge County is probably going to come to your 00:35:28
incorporated areas because they have the the infrastructure to to handle that. 00:35:33
But so, as I told a lot of the audience, when. 00:35:40
We put this together. 00:35:44
Data centers are tracking like 2 years behind solar in terms of the information. So we've got a lot more information on. 00:35:45
How to manage solar, what the ask for and that sort of thing. 00:35:52
Now, because you know, the big hit was about 3-4 years ago and everybody was, was scurrying to try to find answers for how's it 00:35:55
going to impact the soil and, and what is the impacts on, on rental costs for farming if you're taking it out of production. All 00:36:00
that information starting to trickle in a lot better now. I would expect the same for data centers in the next two years. So you 00:36:05
know, if we want to strengthen that language, that might be an amendment in a couple years if we get some good resources and 00:36:11
information to do that. 00:36:16

So it's about a 1.3% difference, but that's not including an increase that they're going to give going into 2027. 00:51:53
