$3,000,000. 00:16:04
And the source of the funding would be a sales tax fund balance in the amount of 500,000. 00:16:07
$2,000,000 again from the sales tax that's been earmarked for economic development. So that would be an adjustment there. 00:16:13
A reduction of that 2 1/2 percent. 00:16:21
In salaries. 00:16:26
Or expected raises. 00:16:28
And these are the people above Step 5. 00:16:30
In the merit range. 00:16:34
Which we were told would be about $113,000. 00:16:35
And then I'll transfer the general fund balance which we were told. 00:16:39

So really what we're trying to do is capture that $1,000,000 in grants available for that project. 00:16:55

To initial people because the people above would get caught up. So there's this entire very well thought out step process that's 00:18:06
already been approved by this county board and we are not. 00:18:12

It's a multi multi multi $1,000,000. 00:18:50

And you can't just grab pieces here and there, right and stuff it in and say, good, now we're covered for this year. What are we 00:18:55

Right. So this administrator has put forth a plan that includes long term funding and planning for roads into the future and if 00:19:03
people are worried that it has to be paid back. 00:19:10
Remember too that if the taxpayers in five years are paying back. 00:19:17
Right. Those who are 18 now or 17 and they're gonna be 25, they're the ones using the good roads. 00:19:22
So it makes sense. 00:19:27
That that folks can pay into the future. 00:19:30
And future boards will thank us for having done something. 00:19:33
On highways that is thoughtful and comprehensive. 00:19:37
And then the third policy that's getting upended is for two. 00:19:41
Years we've been listening. 00:19:45
To the importance of economic development. 00:19:47
Our board approved $2,000,000 that would be thoughtfully spent not in one big crack like 4 million for roads, but. 00:19:50
Little tiny pieces so that a. 00:19:58
10 million or $15 million development. 00:20:01
That's just $1,000,000 short. 00:20:03
And needs that little bounce from the county can go over the line. 00:20:06
And that's a lot of projects. 00:20:09
So those projects have a lot of things and then we are just helping get it over the line and that's the best use of money I can 00:20:11
imagine. So taking this beast meal. 00:20:17

How many roads, 40 miles and then upending all these other policies? 00:20:24

The way to do thoughtful planning. 00:20:30

I talked to one of my fellow supervisors in a neighboring county. 00:34:50
He said their cost of doing roads year after year increases between 12 to 14%. 00:34:53
I asked our former highway commissioner about our inflate what our inflationary rate was. 00:34:58
He told me off the cuff it was 8%. 00:35:03

We can certainly borrow money cheaper than 8%. 00:35:07

It's saving US money and keeps us on track to maintain our goal of 20 plus miles per year. 00:35:11

In my short tenure on the Dodge County Board of four years and my long tenure on the Town of Kalamazoo Board of 29 years. 00:35:26
The majority of the complaints are maybe for a better term. Concerns is always about our roadways and public safety. 00:35:32

I think this amendment is good in the fact that it does meet the funding addressing their roles and we absolutely I agree with 00:57:52
that and going over 20 miles a year, it recognizes the need that tax levy will be needed for long term sustainable strategy to 00:57:57
fund roads. That's I think that's I do agree with that. 00:58:02
And invested the excess fund balance, which we do need. We're not a business. We're the government and that's the people's money 00:58:08
and it should be applied to rolls. I agree with that. I agree with shifting the debt payments to use from the sales tax to the 00:58:12

Those are all very good things. However, I think the timing is off. 00:58:21

And the source of the funding would be a sales tax fund balance in the amount of 500,000. 00:16:07
$2,000,000 again from the sales tax that's been earmarked for economic development. So that would be an adjustment there. 00:16:13
A reduction of that 2 1/2 percent. 00:16:21

Or expected raises. 00:16:28

Which we were told would be about $113,000. 00:16:35

And you can't just grab pieces here and there, right and stuff it in and say, good, now we're covered for this year. What are we 00:18:55

Right. So this administrator has put forth a plan that includes long term funding and planning for roads into the future and if 00:19:03
people are worried that it has to be paid back. 00:19:10
Remember too that if the taxpayers in five years are paying back. 00:19:17
Right. Those who are 18 now or 17 and they're gonna be 25, they're the ones using the good roads. 00:19:22
So it makes sense. 00:19:27
That that folks can pay into the future. 00:19:30
And future boards will thank us for having done something. 00:19:33
On highways that is thoughtful and comprehensive. 00:19:37
And then the third policy that's getting upended is for two. 00:19:41
Years we've been listening. 00:19:45
To the importance of economic development. 00:19:47
Our board approved $2,000,000 that would be thoughtfully spent not in one big crack like 4 million for roads, but. 00:19:50
Little tiny pieces so that a. 00:19:58
10 million or $15 million development. 00:20:01
That's just $1,000,000 short. 00:20:03
And needs that little bounce from the county can go over the line. 00:20:06
And that's a lot of projects. 00:20:09
So those projects have a lot of things and then we are just helping get it over the line and that's the best use of money I can 00:20:11

How many roads, 40 miles and then upending all these other policies? 00:20:24

We relied on ARPA money to take care of some of our Rd. needs in the past and unfortunately that is not an option now. 00:34:37

I talked to one of my fellow supervisors in a neighboring county. 00:34:50
He said their cost of doing roads year after year increases between 12 to 14%. 00:34:53
I asked our former highway commissioner about our inflate what our inflationary rate was. 00:34:58

We can certainly borrow money cheaper than 8%. 00:35:07

It's saving US money and keeps us on track to maintain our goal of 20 plus miles per year. 00:35:11

In my short tenure on the Dodge County Board of four years and my long tenure on the Town of Kalamazoo Board of 29 years. 00:35:26
The majority of the complaints are maybe for a better term. Concerns is always about our roadways and public safety. 00:35:32

that and going over 20 miles a year, it recognizes the need that tax levy will be needed for long term sustainable strategy to 00:57:57

And invested the excess fund balance, which we do need. We're not a business. We're the government and that's the people's money 00:58:08
