The public for public comment. 00:00:00
The approval from the minutes from the December 5th, 2024. 00:00:02
Hi, Jeff. 00:00:09
That's what we just started. 00:00:11
We got a late start, so you're fine. 00:00:13
We're just approving the minutes. 00:00:16
All right, motion by Randy. 00:00:19
Seconded by Todd. 00:00:22
Any discussion on them at all? 00:00:23
If not all in favor say aye. 00:00:27
Post All right, that's carried. 00:00:30
Next we have request to use jail improvement funds. 00:00:33
To purchase a new meat slicer for the jail kitchen in the amount of. 00:00:37
$4981.20. 00:00:41
From kissing. 00:00:45
In Madison. 00:00:47
Yes. So our slicer in the jail which is 24 years old, it's. 00:00:49
Kind of dying right now and we do need to buy a new one real soon. 00:00:54
Cesnics did. 00:01:01
Give us $100 discount based on our source well contract that we are a member of in Dodge County. So that price dropped by $100. I 00:01:03
just found that out yesterday. 00:01:08
This was going to go to Finance Committee for approval on Wednesday but the Finance Committee meeting has been cancelled now. 00:01:15
So I will have to talk to Cameron to see if we can just go ahead and buy this or if I got to wait a whole another month. 00:01:22
To get this but. 00:01:30
It is something that we would use Geo improvement funds for to replace the existing slicer in the kitchen. 00:01:32
It's what they used to do their their lunch meat. 00:01:38
Things like that for their sandwiches and their meals. 00:01:41
It's like a regular commercial deli slicer. 00:01:44
Is it operational now? Can it make it another month? 00:01:48
It is operating now, not operating very well, but it is operating. 00:01:52
At this point. 00:01:58
So I can talk to Cameron, see what he wants to do, if he wants to push. 00:02:02
Push it off of a month or whatever. 00:02:05
It's just the FYI for you guys that we were going to spend that to buy that and use deal improvement. 00:02:10
Yeah. Any other questions on that? 00:02:22
If the funds are there. 00:02:24
Yeah. 00:02:25
Yeah, it sounded like there was $30,000. I think I asked the sheriff that that one day and he said it was like 30. 00:02:27
There's about 100,000 in that. 00:02:32
Is there that much now? It brings in about 7000 a month roughly. 00:02:34
Oh, OK. 00:02:39
Must be writing more speeding tickets out. 00:02:41
I don't know the answer to this. Are we? 00:02:46
Obligated to. 00:02:47
Get price comparisons and stuff like that or not. 00:02:49
We can, but if it's it's already a contract that's been bid. 00:02:53
As we are a member of Sourcewell so we really don't have to. 00:02:57
Kind of a deal where, you know. 00:03:02
They do the bidding for you. 00:03:03
And it's. 00:03:11
So many dollars to is that if we spent over so many dollars, then we need to put it out on. 00:03:13
So Chesnex price themselves was what is printed on the sheet here and after they checked their source while pricing and dropped it 00:03:18
down $100. 00:03:21
OK. 00:03:26
They were pretty competitive anyway. 00:03:28
Yes, they were. 00:03:29
OK. Any other questions for John? 00:03:34
Do we need a motion? 00:03:37
For that in a second. 00:03:40
Probably, yeah. 00:03:41
I think just that we. 00:03:43
Proved going to ask for jail improvement funds for it. 00:03:44
Also move. 00:03:47
All right, motion by Jeff. 00:03:48
Seconded by Todd. 00:03:50
To get a new meat slicer for the jail kitchen. 00:03:51
At a cost of $4981.20. 00:03:56
Any other questions for John? 00:04:00
Other than that, all in favor say aye. 00:04:03
Aye, opposed. All right. 00:04:05
You're approved to go ahead with it. 00:04:08
Next approved to have monona. 00:04:10
Plumbing fixed jail Plumbing leaks. 00:04:13
It's a non budgeted expense. 00:04:15
Right. So that's since it's a non budget expense and it falls into a certain dollar range category. 00:04:18
I did meet with Cameron yesterday. He did approve. 00:04:26
This. 00:04:29
To go ahead with that. 00:04:31
This is part of the issues that we are having with the high chlorine also in the water in Juneau, that it is eating the copper 00:04:34
pipes out. 00:04:37
Monona has given us. 00:04:43
They're going to do some more engineering work on it yet, but they've given us a price. It's $31,750 to. 00:04:45
Cut out a portion of the copper piping, mostly in the female staff locker room. 00:04:52
But it is also to. 00:04:58
Balance all of the. 00:05:01
Return hot water line circuit setters in the jail, of which there are 29 or 30 of them. 00:05:03
They need to balance those, get the proper flow in those and then also to. 00:05:09
Replace an oversized recirculating pump with two smaller recirculating pumps, which is going to slow the water down. 00:05:14
In our pipe loop. 00:05:22
And that will also help put less wear on the rest of the copper system. 00:05:24
So there's a lot of. 00:05:30
Labor. A lot of piping involved in that. 00:05:32
What they're going to do is cut out the existing copper and they're going to replace it with the. 00:05:34
Schedule 80. CPVC. 00:05:41
And that will. 00:05:45
Eliminate a lot of our copper. 00:05:47
Issues with their leaks that we're having. 00:05:50
As I said, it does not help with the high chlorine levels from the city. 00:05:53
To prove that that is an issue. 00:06:00
That's a whole nother story, but we do know that high cop or high chlorine levels does eat copper piping. 00:06:02
OK. 00:06:08
Seen it here. We've seen that Henry Dodge. 00:06:10
They've got issues at Clearview. 00:06:13
I did meet with Cameron on that also yesterday, and we're going to see if we can have a meeting with the mayor and with the head 00:06:16
of the water utility from the city about their chlorine levels. 00:06:22
They do fall within the safe drinking water standards. That's not the issue. The issue is most cities go. 00:06:28
For a 0.3 parts per million to 0.5 parts per million. 00:06:35
We've had our boiler chemical supplier out. 00:06:40
Two weeks ago when he took a test, it was at .97. 00:06:45
And last week when he was out, he got a 1.5 parts per million on the chlorine. That's. 00:06:48
I'm surprised people ain't complaining. 00:06:55
So yes, we are going to approach that with the city on our end also, but. 00:07:05
We do need to replace this one section we've had. 00:07:10
I would say 5 or 6 leaks in the same area within the last year that it's just. 00:07:14
We just need to replace one particular area of the jail where we have the biggest problem. 00:07:19
And also to replace those pumps to slow everything down to get that water going at a slower rate through the pipes. 00:07:24
And like I said that. 00:07:33
31,007. 00:07:35
To do that. 00:07:40
Do you notice is it in the straight pipe or is it in the bends where the friction? 00:07:43
Is or is that the side joints? 00:07:47
It's my elbows every time. 00:07:50
By elbow, so it is, which is where you're gonna have. 00:07:52
Whether you used a pro press, the crimp it or you had solder joints, whatever, that's where you're always going to have your 00:07:54
little bit of a lip there and it's going to cause more turbulence right there and that's where you get your pinhole leaks. Gotcha. 00:08:00
Is that .3 to .5? Is that safe for? 00:08:07
Safe levels for. 00:08:12
Corrosiveness of the pipes or is. 00:08:13
It's just what most municipalities shoot for is to. 00:08:16
To disinfect the water but not make it objectionable for drinking. 00:08:19
And I would say that there is times here where you can go into a restroom. 00:08:23
Here and depending on when they put the chlorine in the system. 00:08:28
You would think you're in the locker room at the YMCA. 00:08:31
When does it get unsafe for drinking? 00:08:34
I think safe level is above 4 parts per million. 00:08:36
So we're at 1.5 and some of those readings you said and. 00:08:41
So it's not, but that is very. 00:08:45
Where you can just take a glass of water and say, man, it smells like you're drinking swimming pool water. 00:08:46
.7 is already high. 00:08:52
It's bad. I mean, it shouldn't be that. I I know everybody wants to keep it on the low side so they don't get so many complaints. 00:08:55
Right. Yeah. 00:09:02
Yeah, that is high and. 00:09:04
I don't know. 00:09:07
Did you have the? 00:09:10
Issues with too much chlorines really. 00:09:19
And I don't know what they have going I. 00:09:23
We have opinions, I have theories, but. 00:09:26
Yeah, yeah. Is that bacteria in the water then? 00:09:28
Basically right there, No, there's no. 00:09:32
They just added that they keep the bacteria out. 00:09:35
Yeah, because they have to take back T samples that are raw water when they pump it from the well. 00:09:38
And send them in. 00:09:44
And make sure there's no back D in it, you know? 00:09:46
Yeah. 00:09:50
I don't understand this. You don't want to speculate. 00:09:52
You know, but we'll let the city come up with answers for you guys on that. 00:09:54
And then you can just report back to us and let us know what they tell you. But. 00:10:00
So I do have enough leftover funds from my 24 budget to fund this. 00:10:04
Repairs, yeah. 00:10:11
OK. I just need an approval from the committee because it falls between the 25,000 and $50,000 level. 00:10:15
I'll make a move. 00:10:24
2nd. 00:10:25
Motion by Jeff, seconded by Randy. 00:10:27
Any other questions for John? 00:10:30
If not all in favor say aye. 00:10:34
Aye, opposed. 00:10:36
Go ahead and get her done, John. 00:10:39
Thank you. 00:10:42
They don't make. 00:10:45
We shouldn't have to buy it anyhow, but they don't make like a purifier. 00:10:48
That you can put on the water before it comes into your building. They do. Clearview is actually looking at that. I was up there 00:10:52
last week with Adam and they had Helen brand water conditioning out to look at that. 00:10:58
And. 00:11:04
He thought too that our first route should be meeting with the city because they can put filtering and everything on there. But 00:11:06
for. 00:11:09
Something with the amount of water usage that Clearview has, it would be a tremendous expense to put it in and also to keep it 00:11:13
operating and changing the filters. You know, if you do charcoal type filter, whatever, you know, it's going to be expensive to 00:11:19
operate with the volume of water that you use in a nursing home. 00:11:24
OK, so we will. 00:11:30
Pursue meeting with. Yeah, stay on top of that. 00:11:33
OK. 00:11:36
All right, next we got downtown Juneau update. I don't know if you guys seen your latest e-mail on your computer. 00:11:38
Megan booked a from the city. 00:11:45
Sent out. 00:11:48
Some things on what what the gathering place is going to look like. 00:11:50
Out there and then she also had in a letter. 00:11:55
And if you read the letter that she sent to us, they're asking. 00:11:59
The county to do more than what our resolution said when we took it before the county board. 00:12:04
According to her letter, now they they would rather build it and turn it over to the county and let the county maintain it. 00:12:10
And due to snow shoveling, the lead removal and whatever it takes to maintain it. 00:12:18
And I don't think that was the understanding and that resolution that we, well we were going to do the. 00:12:25
Snow shoveling and all that. That's right. 00:12:31
Now, the resolution that the county board voted on was to do a long term lease, correct? 00:12:34
And now? 00:12:42
Their council members say yeah, we could do this, but we'd like to turn it over to the county once it's completed. 00:12:44
But that's not what. 00:12:50
The resolution was correct. 00:12:52
So when I had talked to the mayor back in December. 00:12:54
And I don't know if this didn't get passed along to the proper people or whatever, but. 00:12:57
I told that. 00:13:03
Their attorney should get a hold of Kim and try to workout a proposed agreement. 00:13:04
That she could present to the building committee here 1st and then on up the chain. 00:13:10
That has not happened yet. 00:13:15
OK, but I would think that. 00:13:17
We'd like to see some type of verbiage in a written agreement to see if it's even something that we want to pursue. 00:13:20
Well, according to her letter that if we didn't take on responsibility of that. 00:13:30
Or take it over. 00:13:35
They would be. 00:13:37
Leaning towards a 50 year agreement. 00:13:38
And that's what our resolution kind of had in it. 00:13:41
So, and like I said, that's up to you gentlemen. If you're interested in pursuing something like that or if you're not even 00:13:44
interested in pursuing it, we'll tell them no. We're going to stick with the original plan. 00:13:49
And we already had that approved at Colony Board level. So I would say we're gonna stick with our original plan. 00:13:56
And that's it. 00:14:03
County Board is already committed to this, correct? 00:14:04
Any idea why they want to do this? 00:14:07
No, I did not go to the council meeting. I don't know why some of their members felt that that was what they wanted to do. I I 00:14:10
don't have some inside knowledge on that. 00:14:14
Because, I mean, they're here. 00:14:19
And they were at the board. 00:14:24
But they already have an issue with the electric out there because. 00:14:32
Aren't they looking at coming into our transformer for this building to take their power off of? 00:14:36
For out there, but I'm sure you guys are working with them on ads. 00:14:42
That's not a big deal, but it's all the other stuff. Now all of a sudden they want to do and. 00:14:46
Like I said, we already had it set so I would say no. 00:14:51
You know, I think the committee's consensus, so I think if you guys would like to go on record as saying. 00:14:54
No, we're not interested in that. We would like to stick with the original agreement. I think that's fine and we'll have Kim let 00:14:59
the city know. 00:15:02
I think that's the consensus that a committee here. 00:15:06
To just yes. 00:15:09
I don't think, I don't think we're that far apart on stuff that it won't get finished somehow anyway, so. 00:15:11
Well, they're building it no matter what because they they committed their ARPA dollars towards it. 00:15:18
101 hundred $50,000 They got it committed already, so they're building it no matter what. 00:15:23
It's not gonna. 00:15:28
Whatever we decide here isn't going to change their minds, but. 00:15:29
Yeah. OK. Well then it'll be the consensus at a committee at. 00:15:33
We want to just leave it the way it is. 00:15:37
With a long 50 year agreement, absolutely. 00:15:39
Correct. 00:15:50
That would be very good to put it like that. 00:15:51
Yep. 00:15:56
OK, works for me. 00:15:57
OK. And then next the facility director reports building repairs and improvements. 00:15:59
All right, so. 00:16:05
What do we got going? 00:16:07
So we have started building our wall in the sergeant's office. We started that Monday. That's going real well. Phil's got a few 00:16:11
slides to show you of what the guys are doing. 00:16:16
So apparently finance approved it. Dinner. 00:16:23
They say you were taking it down. Finance. Jail improvement. Yeah. Finance approved it for use jail improvement funds to do it 00:16:26
ourselves. Good. 00:16:30
That's really zoomed in. 00:16:39
Yeah, you gotta zoom that baby out. 00:16:41
So this is what it looked like. We did remove. 00:16:44
Two deaths in the middle here. 00:16:47
We had a couple of power. 00:16:49
That have power and data in there. We took those out. 00:16:51
You want to hit that front light there, John. 00:16:56
Thank you. 00:17:00
See if I can. 00:17:04
So that desk and that. 00:17:14
Well, there there was all deaths in the middle here, all there was yes. 00:17:17
Jeez, now it's gone. 00:17:23
I don't have the the arrow. 00:17:26
All right, what I'll have to do is close this, go to the. 00:17:28
Keep that 50 year old. 00:17:33
That's just another view of what it was there. 00:17:41
I think the problem is they hope they they're having these open and paint. 00:17:52
That's the Longview of what? 00:17:59
Is gone. Also there's another. 00:18:04
And then polls are just. 00:18:11
Power and data. 00:18:14
And Dad, yeah, OK. 00:18:15
So here we we started taking out the ceiling. 00:18:18
Right there. 00:18:22
Where the wall is going to go so we could run the IT says like 16 foot ceiling, 14 foot ceiling. So we got 16 foot studs. 00:18:23
I don't know why they associated. 00:18:39
It's supposed to be a. 00:18:43
What the heck? 00:18:44
Now. 00:18:47
So I did buy the guys. 00:18:55
Laser level in a tripod, That's what they're using. 00:19:00
To line up their walls, they also. 00:19:03
Lining up where they could cut the carpet squares. We don't have to replace any squares, they just use the laser. 00:19:06
To mark that and then they'd escort it so the. 00:19:12
Studs and everything will fit right in there and they'll put their drywall and their coal base and all that in there. We will not 00:19:15
have to replace any carpet squares. We just cut out where the walls will go. 00:19:20
So then sergeants all work inside? 00:19:25
Area whose desk is there? There was. 00:19:28
There was 12 sergeants and I believe there was 10 deaths to them shared. 00:19:34
What about the people outside of that wall? 00:19:40
Inside the smaller area will be the four new lieutenants for the Sheriff's Office. The outer area will have their. 00:19:44
Their eight sergeants yet? OK, so the lieutenants will have. 00:19:51
Go to the next one. 00:19:56
No, it's not. 00:20:08
Like I said, I wish they wouldn't have done it in pain. 00:20:10
Keep the ones. 00:20:18
One of the studs of. 00:20:19
Oh, that's not until today. 00:20:21
These these were yesterday's pictures. 00:20:24
They started framing that out how that all fit right inside where they had cut out in the carpet squares. 00:20:32
Putting their framework up in their doorway there. 00:20:38
Then go to today's bill. 00:20:43
Oops. 00:20:53
You know, there's work up in the ceiling with the ductwork, with the lighting, with the data lines. 00:20:59
We've got all that stuff pulled back up there, so we can move that all around. 00:21:04
Right, let me skip a couple. 00:21:28
Go down to 34. 00:21:30
Or. 00:21:46
I don't think I see saw one with drywall actually hanging. 00:21:49
This is the last one he sent. 00:21:52
When I was just on tour there with Todd, they do have most of the drywall. 00:21:55
We got almost all of it. 00:22:02
Are they inflating it for sound too? Yes, there's you can see some batting material here. 00:22:04
So the walls will be full of batting. 00:22:09
They've got they had all their boxes all hung on the studs for all their data, for all their electric. 00:22:12
They've got some up higher because they had wall mounted video boards and stuff like that where they put all their transport van 00:22:18
information on there. 00:22:22
So all that stuff was accounted for when they laid out all the electrical boxes. 00:22:26
In the. 00:22:31
And that's what that blocking was. 00:22:32
Yes, it is all. 00:22:36
Fiberglass batting in there for soundproofing. 00:22:38
And like I said, they did hang most of the drywall today, so they're they're. 00:22:42
Moving right along for just starting Monday, they've got most of the drywall hung. Tomorrow they can start taping seams and 00:22:45
mudding and. 00:22:48
Was this mostly done for security purposes or? 00:22:53
They wanted a separate area for the four lieutenants where they can, if they want to meet privately with any of the staff members 00:22:57
or whatever, they got something going on that they have a private office out on the jail floor, not out in the administrative 00:23:02
area. 00:23:07
But in the secured area of the jail. 00:23:12
That they are. 00:23:14
On site. 00:23:15
Out where the staff is, where the inmates are. 00:23:17
They just want a separate area in this area. 00:23:21
There for lieutenants. 00:23:23
Is there like is there like video and stuff in that area is bad? 00:23:26
Cameras, yeah, no. 00:23:31
Not in the, not in the Sergeant. 00:23:33
Tenants offices there is not. 00:23:36
Just. 00:23:38
Out to the left, out there through those windows, there is all cameras and intake, but there is none in the staff office area. 00:23:41
So that's what we got going on. 00:23:51
We hope to be finished by next Friday. We hope to have it all. 00:23:53
Painted everything done by next Friday is the goal. 00:23:57
The door frame is painted and everything that's all ready to go to get installed and. 00:24:03
Working with it on. 00:24:09
On data and. 00:24:12
They want a 20 grand to do that. 00:24:16
That's what I was thinking. 00:24:18
So 3 of my guys are are working on this every day. 00:24:24
The other ones are doing the regular routine maintenance stuff, but I do. 00:24:28
I did pull three guys off to do this. 00:24:32
Put you behind on your record. 00:24:36
Regular maintenance at all? 00:24:37
It's going to a little bit, but we'll catch up. 00:24:38
But for the price difference, how can you pay not do it? 00:24:42
They're doing a really good job. 00:24:46
Too. I mean, it looks really nice at the drywall up right? 00:24:48
Yeah, it's a little inconvenient for the sergeants to be working in there, but for two weeks of inconvenience, we're going to. 00:24:55
Yeah, you only have a nice John office here when it's all said and done. Yep. 00:25:01
That's what the guys are up to. 00:25:06
Other stuff we got going on. 00:25:11
Repairs to Air Handler 5, I know we talked about these, I think back in September already where we were going to fix some duct 00:25:16
work and. 00:25:19
We're going to change over to some electronic controls from the pneumatics on there. 00:25:23
Johnson Controls said we would have our stuff within a few weeks, but that was back on October 3rd and we're still waiting for all 00:25:29
the Johnson Control stuff, so none of that has. 00:25:34
Happened there, so I still have. 00:25:39
$2024.00 left to pay for that. 00:25:42
I think the. 00:25:48
Surefire price was 21,000 for the ductwork and Johnson Controls their. 00:25:50
Actuators and valves and stuff as another 16. 00:25:55
So I do have 24. 00:25:59
$2024.00 left available to pay for those. 00:26:02
Things once we finally get going on that. 00:26:05
And where were them air handlers? It's air handler #5 up here on the administration building. It's where the ductwork got sucked 00:26:08
in. OK. 00:26:12
So we're still waiting to finish that. We're just waiting on. We have not gotten Phil's been in contact with them about every 00:26:18
other week and they just don't ever give us a ship date of when the stuff is coming. So. 00:26:23
Kind of frustrating on our end. 00:26:30
So nothing's. 00:26:38
See your handling of what the other 4 right now? 00:26:40
That's kind of like a spare one. 00:26:43
Oh, it is running. It's just that the ductwork is partially ripped open and it's causes a big negativity up in the penthouse and 00:26:46
it's just not good for the airflow for the whole building. But. 00:26:51
OK, we'll manage till we get it done. 00:26:56
The transfer switch at the Sheriff's Office that's going to be installed tomorrow morning at 6:00 AM. 00:27:01
And then they total Energy will Commission that also they're scheduled for 10:30 tomorrow. 00:27:07
So that will finish. 00:27:13
Everything with the generator and that will closeout that ARPA funded project. 00:27:15
And again, that's tomorrow morning at 6:00 that we'll be finishing that up and. 00:27:22
Then Corporation Council can closeout that ARPA project. 00:27:27
We did find out that we need new softeners at Henry Dodge. 00:27:35
When I had Helen Brand out for. 00:27:40
Clearview last week we also had him come across the road. 00:27:42
And look at our softeners at Henry Dodge. And those are leftover from when it was still a nursing home. They're way oversized. 00:27:47
They are not very efficient and they need a lot of repairs. 00:27:52
And. 00:27:59
It was only $5000 more to buy brand new ones that are the right size than it was to fix the ones that are from the 19. 00:28:01
So 2 new correct size softeners installed was under $13,000. 00:28:13
So I think that'll come before you guys next month we're going to ask to carry over 2024 dollars. 00:28:25
To fund that. 00:28:32
So I think that resolution will come to you guys next month. 00:28:34
So you had money in the 2024 budget. I have enough leftover in my budget where I can afford that to carry that over to 25 to pay 00:28:39
for new softeners. 00:28:44
And I also just did purchase. 00:28:54
There is 3 ultraviolet light units up there. We've had issues with those the last couple of years and currently only one is 00:28:57
functioning. 00:29:01
I did purchase 3 new UV units for $4900 and that should be here in a week or so and then as soon as we get those we will install 00:29:06
those. 00:29:10
But since it is a residential facility with the CBR up there, you are required to have. 00:29:14
Disinfectant for your water, whether you use reverse osmosis or chlorine dioxide or UV, whatever you got to have, you got to have 00:29:20
something. 00:29:24
And. 00:29:28
So we're going to replace our existing UV with a newer, better UV system. 00:29:29
Sort of. Chlorine in the water isn't good enough for that or. 00:29:35
Well. 00:29:38
We did talk about that, Jody, that there's enough chlorine in the water, we shouldn't have to do anything, right? But. 00:29:40
Yeah, you do have to have a regular program of what you're using to disinfect the water, since it is a residential facility. 00:29:46
Yes, no, yes it is. 00:29:56
And how old were them? Softeners and I don't even know. 00:29:59
OK, they're not original or. 00:30:03
Is it so? They were. 00:30:08
Yeah, so 32. 00:30:12
They said they're old, they're oversized parts. 00:30:14
And they also. 00:30:19
The Helen brand guy also did tell me that high chlorine levels is also very hard on the resin beads and stuff in there. So he said 00:30:20
you know, you'd have to do new resin beads and the existing softeners and rebuild the heads and. 00:30:26
So you're really better off just going with two new, smaller sized softeners. 00:30:33
OK, the other thing. The courthouse chiller project is complete. All went well. 00:30:38
There is about $18,000 of ARPA money left in that fund because we did not use any contingency at all on that project. 00:30:47
All it was was. 00:30:57
The engineering fee for Angus Young. 00:30:59
The bid from Surefire. 00:31:03
And 100 and some dollars to advertise the project was the only three expenses that we had in there. So there was no other. 00:31:05
Contingency, no, nothing needed on that and there'll be like 18,000 extra ARPA dollars that'll go towards highways roads for 25. 00:31:13
So the glycol was all good nera. 00:31:22
Advance some issues. 00:31:26
It had a little bit of metal contamination in it, but we're gonna watch that for the next year or so and see where that's at. 00:31:28
And then? 00:31:35
Go for it. If we need to budget something in the future for that, for filtering it or whatever, we can do that. 00:31:36
But this time we're just going to leave it, go and see where it. 00:31:44
We'll take another test in next year and see what the levels are. 00:31:49
Very good. 00:31:53
So that's for the building repairs and improvements, the budget update, we did very well for the year. 00:31:54
We do have money leftover. Most of the money leftover was from utility cost savings. 00:32:01
So. 00:32:11
That'll go back into the general fund, whatever we do not use and whatever I don't carry over for the cost of the softeners. 00:32:13
So we came out in pretty good shape there. 00:32:21
Maybe I was a little more conservative than Russ was on. 00:32:26
Buying things I just, you know, as the first year doing this, I didn't. 00:32:29
Spend as much on some things as we could have. 00:32:34
But you're doing a lot of the work yourself too, I noticed. I mean, you're not. 00:32:37
You're not bidding at all and you're not letting other people come in and do it. 00:32:40
Like this wall, I mean, you're saving money there and the steps over there and the concrete work and and. 00:32:44
You know you guys are doing a lot of stuff in house net, that makes a big difference too. 00:32:50
That 18,000 from that. 00:32:55
Leftover from ARPA. 00:32:57
Could you use that toward the water softeners or no? No, because that all had to be. 00:32:59
To specify before the end of the year already. 00:33:03
So I think whatever Kim had done with her ARPA projects that whatever money was leftover in some of these other ones or ones that 00:33:07
didn't get. 00:33:11
Any surplus from any other project, right? 00:33:15
It was all preset, yes. OK. 00:33:21
It was designated for the chiller though, right? 00:33:23
That money, Yes, yes. 00:33:25
How much would it cost to put a filter system into the? 00:33:27
Glycol filter. 00:33:31
I think the temporary thing was 15 something. 00:33:34
You know, I'm saying what I'm getting at is why wouldn't you just? 00:33:52
Use that right away towards the filtering of the glycol. 00:33:55
Instead of going back and. 00:33:58
Recently putting it back into highway and. 00:34:00
Because it's a good idea to have a filter on that glycol anyway, right? 00:34:04
It was a temporary one where you they come, they put it in for X number of months and they take it back out. 00:34:08
What would a permanent filtering system? 00:34:14
That I don't know. I didn't know. 00:34:16
I think their temporary 1 though was like 15 something. 00:34:19
So your other your other chilling systems don't have filters on them, no. 00:34:22
No, none of them do. 00:34:27
I guess it ain't that critical. 00:34:29
They said it was optional. They didn't say that the levels were high, but there was a little bit of. 00:34:31
Metalware detected inside the glycol. 00:34:37
So I know what you're thinking, Randy, if you do a temporary filtering of that. 00:34:42
Then it should probably take most of it out of there. 00:34:46
And he did do the temporary or you did not do it? 00:34:53
We did not. 00:34:55
No, because we can't do it till next year when you're actually running it. 00:34:57
And you don't know what the levels are right now inside there, you know, might not be enough in the air, but before the. 00:35:02
You know, it would have been nice to keep some of that. 00:35:08
Well, it's not actually designated. 00:35:16
For Hwy. either. 00:35:18
It's for internal council. 00:35:19
Project, so it's not. 00:35:22
Specifically how? 00:35:23
The leftover ARPA money. 00:35:24
I thought it was Hwy. 2. I thought there was. 00:35:30
I don't. I don't know. I guess that's what I was told by Cameron. It was going to Hwy. Yeah. What I thought was decided that I 00:35:34
don't know any other unexpected. 00:35:40
Resolution to do that? 00:35:46
Mentioned that the. 00:35:51
Repair in the jail. 00:35:53
31750. 00:35:55
You've got money in your 24 budget for that. 00:35:57
So that will. 00:36:01
An amendment, then that. 00:36:03
Comes to the county. 00:36:04
It would not have to because I got the quote and everything before December 34K. 00:36:06
So it was actually 20 fours quote. 00:36:13
So I'm good with that yet. 00:36:15
The softeners I just got in the last week, so that was actually in 25. So I will have to ask for formally for carryover funds for 00:36:17
that. 00:36:21
The other thing I'm working with Cameron on? 00:36:28
And I will work with. 00:36:31
Finance also on this. 00:36:33
Our focus on energy rebate money. 00:36:34
Totaled up to $18,700. 00:36:37
That we're going to get back for our two chillers and for. 00:36:40
The LED lights and stuff that we did in the jail and the courts. 00:36:44
I'm not sure how all that's going to work out yet, and Cameron wasn't sure either, but we're going to. 00:36:49
Try to carry that over into 2025. 00:36:55
We have not gotten the money yet, but we did apply for it in 24. 00:36:59
So we would like to. 00:37:04
Keep that in 2025 and use that. 00:37:06
For more. 00:37:09
Focus on energy projects I do have in my budget for one more courtroom. 00:37:10
So that we get us 2 that are done. 00:37:15
But if we can keep that $18,700 and use it next year, that would get us the other three courtrooms done also. 00:37:18
And then we would apply for for. 00:37:26
Focus on dollars on that. So we would get another couple 1000 back for our investment that we're getting with this. So it's like. 00:37:28
Compounding your money? 00:37:35
Exactly. That would be great if we could do it that way. So that's what we'd like to do with the money that we're getting from 00:37:36
Focus to spend it on more. 00:37:41
Energy efficiency upgrades. 00:37:45
That would be great. 00:37:47
One thing one thing I noticed too, Barb, is my last packet I got from my executive committee. 00:37:51
It says that all committees are supposed to be getting a. 00:37:58
Budget to actual. 00:38:03
Every month. 00:38:05
Yeah, that's what it said in my packet. 00:38:07
And I know I said one time to you that if we had it every three months or whatever. 00:38:10
It was often enough, but you might want to check into that. 00:38:15
But. 00:38:17
In my exact packet that I got last time, it says that all committees are supposed to be getting a. 00:38:18
Budget the actual every month so. 00:38:23
If that's the case, then you're going to have to start. 00:38:26
Putting that in. 00:38:29
In our. 00:38:30
In the packets that you. 00:38:32
Yeah, check with I was told quarterly. 00:38:34
And that's what I thought it was too. But like I said, the last packet I got from exact it said in there that. 00:38:37
All committees are supposed to be getting it monthly, so. 00:38:44
Maybe it was just a misprint, I don't know. 00:38:47
But check into it and see what they and then do whatever the rule says. 00:38:49
We're supposed to be getting so. 00:38:54
OK. On operations next Tuesday. Is the bid opening for the master plan? 00:38:56
We got 6. 00:39:03
Bids back. 00:39:05
So when we open those on Tuesday, we will examine those, will score them. 00:39:06
See what we get and then we will also open the price proposals and we'll put that all together and we will decide how many of 00:39:12
these. 00:39:16
Bidders, we're going to invite back for an in person interview. 00:39:20
So. 00:39:25
Not sure where that's all going to go, but looking forward to it. 00:39:26
I think 6 is a good bid. 00:39:30
Yeah. 00:39:31
Several of them I was familiar with, a couple I was not. 00:39:33
I know, Trista said She thought one was actually from Indiana even. 00:39:36
That bid on it. 00:39:40
So we'll see what we get when we open those up next Tuesday. 00:39:43
I mean, that's a pretty big job for these companies. I mean, there's quite a bit involved in that. 00:39:46
Yeah, yeah. 00:39:53
Good. 00:39:57
We once we get this jail office project done, we do have a couple of small office remodeling things in the Sheriff's Office. We've 00:39:59
got 2. 00:40:03
Offices in the detective area that we need to do some drywall remodeling work on. 00:40:07
And the Register of Deeds has been asking for several years for a partition. 00:40:13
At their reception counter and a door so. 00:40:20
Somebody cannot just. 00:40:24
Jump over the counter and whatever in the register of deeds. 00:40:25
I know I have. 00:40:31
Had Dave Beale tell me that? 00:40:32
They do not get many calls for this building, but the ones that they do, most of them are for Register of deeds where? 00:40:35
They have issues with unhappy customers. 00:40:42
Yeah. So they have asked for that for several years. We have looked at it and I think that's something that we can come up with. 00:40:45
And probably not a real big cost to. 00:40:52
Put a small drywall wall up with a. 00:40:56
Door frame, you know, even if you do a Menards type lighter duty frame, it's more of a deterrent. 00:41:01
I mean they do have their duress alarms and panic alarms there that they can hit also if they need help. 00:41:08
But it's more of a deterrent where somebody just can't walk through the little swinging gate that's there right now and. 00:41:13
You know, get in somebody's face and start. 00:41:19
Whatever. 00:41:22
You know, so that is something that we got coming up also. 00:41:23
We will be doing some camera work up at the Henry Dodge building also. 00:41:29
Probably when it gets a little warmer out. Everything is here, we just need some warmer days because it is all outdoor work. 00:41:34
So we will do that. 00:41:40
Coming up. 00:41:41
And in jpod we ran out of time, we did not get to fix any of the steam traps before we did have to turn the heat on. So it's just 00:41:43
going to have to run that way for the winter or if we do get some 40° days sometime coming up here that we can shut the boilers 00:41:48
off and. 00:41:53
Work on some of those steam traps. We will, but we just ran out of time so. 00:41:58
It is running the way it is. The heat is turned down as much as we can. We're not using a real lot of gas, but you know. 00:42:03
Trying to be efficient about how we. 00:42:10
Heat the building. 00:42:12
We would like to service those if we. 00:42:14
Get some time. 00:42:16
And that's pretty much what I got. Have you guys got any questions on anything or? 00:42:18
I think you guys are doing a. 00:42:25
Fantastic job. 00:42:26
Fantastic job. 00:42:28
Off in your gas contract yet? 00:42:30
Yes. 00:42:32
I think I have till. 00:42:36
August through October. 00:42:39
I'm sorry, gas contract. 00:42:42
August or October, right? 00:42:43
OK. As far as future agenda items, I think I would just leave that up to. 00:42:49
Up to you, John. 00:42:56
Unless anybody on the committee thinks any of these these ones here need to be put on next month's agenda, but. 00:42:58
Like I said, if John's got anything to report, he can always just put that on there. 00:43:05
Make up the agenda so. 00:43:09
All right. And then our next meeting date would be February 6th at 4:00. 00:43:12
Does that work for everyone? 00:43:19
There's possibility I might not. 00:43:26
That one, but I'm not sure yet. OK, I tried to reach out to Steve today. 00:43:28
To see all he was doing and. 00:43:34
I called and he didn't answer, so I just. 00:43:37
Left at Gold because I didn't want to bother him. I didn't know if he had a doctor appointment or if he was sleeping or whatever. 00:43:40
I figured he'll call me back when he sees I call them. 00:43:44
But I just wanted to give you guys an update a little bit on Steve, but I can't give you an update right now. But the last time I 00:43:48
did talk to Steve. 00:43:52
He told me that. 00:43:56
They could only do half of his surgery and he was staying in the hospital down at Freighter and then if his vitals came back up. 00:43:59
Than a week before Christmas they were going to do the other half. 00:44:06
And then if everything went well, then they were going to send him home. 00:44:10
Well, now at my executive committee meeting on Monday. 00:44:14
I think Dave Gluckenberger gave an update and he said he was at home. 00:44:18
So I'm assuming he had both surgeries done and he must have went well and now he's at home recovering. 00:44:22
But Steve told me the last time that if everything went well, he was hoping to make it to January's. 00:44:28
County board meeting. 00:44:36
So, but now I don't know if we're going to even have a January county board meeting because at the exact meeting they said they 00:44:37
have no agenda items. 00:44:41
Finance was cancelled so that. 00:44:46
Finance was cancelled, right? So I got a feeling the county board meeting is going to get cancelled for January, so keep. 00:44:47
Keep an eye on the calendar and then. 00:44:55
And watch for it. 00:44:57
Or your emails. 00:44:59
But that's all I got on Steve as far as he might be at our next meeting, and he might not be. 00:45:01
Until I talk to him, I'll know more. 00:45:08
So other than that, February. 00:45:10
6th or February 6th at Floral workout next month is there. 00:45:13
Another building you want me to look through. 00:45:18
Oh, I don't know. 00:45:21
Which one? We got left at the courthouse. 00:45:24
You went through to jail. 00:45:26
Guys would like to see the corridors. We can do that. I've been through it already. 00:45:28
And I don't know, Jeff, have you been through it or? 00:45:33
How about you, Randy? Yeah. So Todd's the only new one. 00:45:36
Here that hasn't seen them, so if you want to maybe just schedule. 00:45:39
Just woke up sometime with me and it doesn't even have to be on a meeting night, you know, I'll just. 00:45:43
See what John's got available and he's really other than the courthouse, I guess I really never been all the way through this 00:45:49
building. And these are like the last two buildings, a courthouse in this one. 00:45:53
Or you could just get a speeding ticket and then you'll. 00:45:59
Free access. 00:46:03
Yeah, I I can take it to the court. 00:46:07
I think that's kind of the last building then, then, then you've been through them also. 00:46:10
OK, that's something you'd want to do that after. 00:46:15
After hours, right? Or. 00:46:19
If you want to see it while it's operating, that's fine. You can. It's open to the public. Most any of the you can step in. 00:46:20
Go through security. 00:46:28
Find an empty holding cell for you and put you in and you know, whatever. 00:46:30
February 6 I just come at 3:00. Will it take an hour to go through there or less? 00:46:38
