Being the time is. 00:00:03
Ten OH. 00:00:05
I will call the Crime Prevention Funding Board. 00:00:06
To order. 00:00:09
Start with a roll call. 00:00:13
Do you have the? 00:00:15
List their summer. 00:00:16
You got the attendance. 00:00:20
OK. Thank you. 00:00:24
Do we have any public comment? 00:00:27
Hearing none. 00:00:30
I'm sorry, we should have taken #4 off. 00:00:34
The agenda review of the. 00:00:36
Purpose policies and procedures. I think we have that pretty well set and. 00:00:37
Isn't any additional need. 00:00:41
Except we do want to introduce our. 00:00:43
Newest member. 00:00:46
Mike Devitt The esteemed Mike Deffitt. 00:00:47
And appreciate him being here to represent the Public defender's office. 00:00:50
Have you been provided with any of the policy procedures or anything? 00:00:56
At all. Mike and Jackie sent me some stuff. 00:00:59
I don't think there were policies and procedures in there that. 00:01:02
OK, that'd be good. Just you have an understanding what we're doing. 00:01:08
So unless there is any need to discuss that any further, we can take that off the agenda for next time. 00:01:12
My mistake. 00:01:17
We do have a current Crime Prevention Funding Board balance of $93,952.89. 00:01:19
As a reminder, that has been a rolling fund that has been there. 00:01:27
We've spent some dollars, but we haven't really been active since COVID. So there has been a. 00:01:31
The number of years here that that is accumulated, so it is a. 00:01:37
Rather large balance, which is is not a bad thing for us to be able to. 00:01:40
To consider grants. 00:01:44
Item number six Review and consider crime prevention grant applications. 00:01:47
We will put this as part of the. 00:01:52
Minutes. 00:01:55
For the. 00:01:56
Next time we don't have on the agenda minute approval, so we'll have to put that on there for next time. 00:01:59
So we won't do any. I'm sorry. It is #8 we'll get to that a little bit. 00:02:05
But as part of these minutes for this one, we will put the grant applications into those minutes. 00:02:08
So that it'll be recorded and and. 00:02:14
Sorry, I didn't get that out to the. 00:02:17
To you in the. 00:02:19
Packet, but we'll put it as part of the minutes so it will be part of the record. 00:02:20
But we do have two grants that I've received. One was from. 00:02:25
The Horacon Police Department. 00:02:28
And one was from 5 stones of Dodge County. 00:02:30
So you all should have received those grants in your e-mail. 00:02:34
And so I think we probably should take them one at a time in the order that they were received. 00:02:38
Received the first one from the Horicon Police Department. 00:02:44
For a speed trailer. 00:02:47
And does anybody have any comments, questions, concerns? 00:02:49
Regarding. 00:02:53
The speed trailer grand. 00:02:54
Can you just explain? 00:02:59
I know the speed trailer is the. 00:03:03
Actual speed limit sign right that. 00:03:05
Digitally throws up some. 00:03:09
Speed when you pass. 00:03:11
By. 00:03:14
We we have one. 00:03:19
The city of Beaver Dam has one. The village of Lamira has one that we also use. 00:03:21
So there are three of them. 00:03:25
I did. 00:03:27
Ask Chief Burkin a little bit more about the data collection. I wanted to make sure I had a good understanding. 00:03:28
And asked are there any? Is it? Does it take any video recordings or anything? 00:03:34
I think that would be a little bit more. 00:03:39
Appropriate for the grant and in my opinion. 00:03:41
But it does the data collection, meaning every speed that goes by it lets you know time of day how fast they're going. 00:03:44
Very similar to ones that we have utilized in the past. 00:03:50
Where it just collects data on the speeds that go by and kind of a traffic count type of thing. 00:03:53
If you have enough. 00:03:58
An outlier of. 00:03:59
Somebody going 100 miles an hour during this particular time. 00:04:01
It gives you really time and date. It doesn't give you any more data collection than that from my understanding. 00:04:04
And. 00:04:10
So. 00:04:12
I don't know, it doesn't have any video. 00:04:14
Any other ones have video? 00:04:17
I didn't even do they create ones with video. 00:04:25
I don't believe I've ever seen a speed trailer that does that. I was. I was not far off, no, with all the cameras, but I don't 00:04:28
believe so. 00:04:32
I'd appreciate it if they did. 00:04:36
I think the. I think the. 00:04:41
Rub with that would be. 00:04:43
Are you writing tickets off of a speed trailer, off of video? And obviously that's not legal to do, and so I'm guessing there's 00:04:44
some. 00:04:48
Probably not the best thing to do. 00:04:52
In reading this that. 00:04:55
They think that. 00:04:57
Having a speed trailer is. 00:04:59
The speeding. 00:05:05
I think is what I how. 00:05:08
Why I'm reading this is that I. 00:05:10
Trailer will deter people from. 00:05:12
Speeding. 00:05:15
Speed because like they noted, the burglary. 00:05:18
And so I don't. 00:05:22
The speed trailer is going. 00:05:25
That's what I was thinking. Prohibit anybody. 00:05:27
Unless they don't know that it's not video equipped and so that somehow going to be a deterrent. 00:05:30
So I know that. 00:05:38
Speed and some accidents have been. 00:05:39
And so having that data for. 00:05:43
Might be. 00:05:46
Right from a. 00:05:48
And that's a community safety, obviously someone. 00:05:50
Head near there, right and that. 00:05:54
It said that there was a Podesta. 00:05:57
We've had several. 00:06:02
Pedestrian type accidents. 00:06:04
In and around Horicon in recent years that even not so recent years, but. 00:06:06
They were trying to make the connection. 00:06:19
That they could do more to address. 00:06:21
Other crime activities. 00:06:24
Add resources like the speed trailer. 00:06:26
Addressing. 00:06:30
Moving violation. 00:06:32
The limited number of options. 00:06:35
I think the flat camera. 00:06:40
Would be a better tool than. 00:06:42
Do fly cameras have radar like in the 80? So can we do that? Well, let's go that direction. 00:06:46
We'll talk to them and say hey. 00:06:52
Can we do both? 00:06:55
Not part of the grant application. 00:07:00
We're just being creative. Yeah, sure. 00:07:02
That's all. So I would caution. 00:07:04
On this. 00:07:08
In that. 00:07:12
Every community may want to purchase. 00:07:13
I could use another one. 00:07:17
Every community may want another may want a radar trailer. 00:07:20
I could certainly use about five of them around the county. 00:07:24
So it's one of those things to consider is. 00:07:27
Is. 00:07:29
Yes, we want to provide these things for the community they put in the grant application, but. 00:07:31
Looking forward towards the future as far as what other? 00:07:36
Additional Requests My opinion on many of these grants is it should be more of a. 00:07:40
A feed, a startup fee to get going rather than a sustainable thing. So what happens in five years when this one doesn't work 00:07:46
anymore? Do they come back and ask for another one? 00:07:50
So those are things that we have to consider when we're. 00:07:54
Making this decision. 00:07:56
I think my bigger question. 00:07:58
Other than to know. 00:08:04
People are speeding coming in. 00:08:05
It's public awareness. 00:08:07
I'll give you a great example of the public awareness. 00:08:08
Awareness, Oak Grove. 00:08:10
I've received so many complaints through my career in Oak Grove, OR. 00:08:12
A&E about people speeding, Burnett. 00:08:17
And when we put up the two in Oak Grove. 00:08:20
The the amount of compliments and thank yous that I got from the residents in Oak Grove. 00:08:23
One, I think people do slow down. 00:08:30
Usually most people do slow down to the speed limit when they see them. 00:08:33
To the residents, see them and see. 00:08:36
Well, I thought they were speeding, but. 00:08:40
Actually, they're not. 00:08:42
And so it's kind of A2 fold. 00:08:43
Benefit. 00:08:45
I have that, I have stationary ones. 00:08:46
All over the county. 00:08:49
Got some Rubicon or? 00:08:51
I'm sorry, in woodland and. 00:08:53
And they have been very beneficial, don't get me wrong. 00:08:54
It's just. 00:08:57
This would open the door for everybody to come back and say, well, you gave them one, how about us? 00:08:58
I I would just second that. I think it's more. 00:09:03
Addressing. 00:09:09
The complaint? 00:09:11
And like and oftentimes the complaints. 00:09:12
Aren't as warranted as. 00:09:16
But people feel passionate and so it resolves. 00:09:18
A concern. Sometimes it helps. 00:09:22
But. 00:09:26
I'll make a motion to. 00:09:28
Do we need to deny this or can we just like? 00:09:31
Just let it lay on the table like how I think you should make a decision so that we can provide response. I'll make a move, a 00:09:34
motion to decline this application. 00:09:38
Seeing that it doesn't. 00:09:43
Quite aligned with the eligibility. 00:09:44
OK, we have a motion to have a second. 00:09:48
2nd from Cameron. Any discussion on this? 00:09:51
I don't think it does. 00:09:55
Requirements of the. 00:09:58
I hear your concern. 00:10:00
I don't see how it prevents crime. 00:10:08
So I don't feel that it. 00:10:11
My motion is bait. That's how I'm basing. 00:10:13
The reason I made the motion? 00:10:17
And I just want that to be, if it's on the record, I want it to be. 00:10:19
Well, understood that I'm not declining just because. 00:10:22
Of fear of other entities asking for. 00:10:26
This type of equipment. 00:10:30
I don't feel that it meets the. 00:10:32
Scope of the grant. 00:10:34
I mean, I think it certainly cuts down on. 00:10:36
And civil offenses. 00:10:39
You know that it would. 00:10:42
Speeding. Obvious. 00:10:43
It would help deter that. 00:10:46
As far as cutting down? 00:10:48
A bank robbery or something like that. 00:10:51
Then no, it's not going to. 00:10:54
Criteria. 00:10:57
If we were to buy. 00:10:58
A radar trailer. 00:11:00
Or award that to somebody. 00:11:01
It'd be better off to. 00:11:03
As a. 00:11:07
Trailer. 00:11:07
Just like now, when we need a trailer, we call it. 00:11:09
Sheriff's Department say. 00:11:12
Hey, is your trailer available? 00:11:13
Can you bring it to our community? 00:11:14
That would make more sense than to have. 00:11:16
Each individual community. 00:11:19
Own their own. But that's not what we're talking about today. 00:11:21
Any other discussion? 00:11:29
Sheriff, you mentioned the Oakland. 00:11:32
Oak Grove one for the record at. 00:11:34
When you get the speed limit. 00:11:42
Yes. 00:11:43
Really like the :). My wife loves the :). 00:11:44
However. 00:11:48
Leaving the :) on. 00:11:49
It drains the battery because if there's no cars coming. 00:11:51
It also stays on as a :) so it drains the battery. If it was a permanent power thing, we would always have the :) on. 00:11:56
The speed limit, but I appreciate that. 00:12:02
One other one other question or comment. I didn't see in the application the actual cost. 00:12:04
It was at 12. 00:12:09
OK. 12/5 was on the. It was on the bottom of the first page and that's another question just for clarification. 00:12:11
You know speed trailer is different from one of those permanent signs that. 00:12:20
Could also be posted and those are a lot less expensive. 00:12:25
Correct. I and I don't know how we feel about. 00:12:31
Offering that as an alternative, but. 00:12:34
I mean. 00:12:38
That's all. 00:12:41
Any other discussion on it? 00:12:45
OK, all in favor of denying this application, aye? 00:12:50
Aye, opposed. 00:12:55
OK, we are going to deny. 00:12:57
I will reach out to Chief Birkin and let him. 00:13:00
And provide some feedback. 00:13:03
The next application we have is from 5 stones. 00:13:06
This is mostly for advertising. 00:13:11
Of their event that is coming up. 00:13:14
In March. 00:13:16
I will note that we have done. 00:13:17
Similar grants. 00:13:20
To this in the past. 00:13:21
I don't believe. 00:13:24
5 stones was the recipient. Were they? Well, I think maybe our first one they were. 00:13:26
They were collaborative, weren't they? 00:13:31
Didn't they do? 00:13:33
Something with the. 00:13:34
I'm trying to remember the name but yes. 00:13:37
Yes, there was. 00:13:38
I move to approve their. 00:13:44
OK, we have a motion. Do I have a second? 00:13:48
Second way. 00:13:52
By Dave Beal. 00:13:54
Any discussion on this one? 00:13:56
And I just think it's a great thing. 00:14:01
That they're doing by bringing aware. 00:14:03
Education to the community. 00:14:05
Any other discussion? 00:14:13
All right. All in favor, aye. 00:14:17
Aye, opposed. 00:14:19
That is carried. 00:14:21
The next agenda item on here. 00:14:25
I have review and consider the options for further 2025 grant opportunities. 00:14:28
Now that we have $91,952.89, I wanted to bring this up for further further discussion. 00:14:32
I did not put in the grant for something I was considering, partially because I didn't have enough. 00:14:44
Time to get everything together that I needed. 00:14:50
It has a very similar grant to something that has come up in the past. 00:14:56
Wanted to get some feedback from. 00:15:00
This organization, the group first before I. 00:15:02
Proceed and we'd have to have action to open up a grant or maybe even something from the committee to move forward with it. 00:15:06
But I had previously put in a request from this committee. 00:15:12
Which I think. 00:15:16
Jackie and Dave are the only ones that were. Part of that was for traffic cameras. 00:15:18
Around the county. 00:15:23
And there's been an unbelievable amount of. 00:15:24
Of. 00:15:29
Advancement. 00:15:33
In these cameras. 00:15:34
Only able to track license plates but. 00:15:36
Identify movement in certain areas. 00:15:38
Alert you if there is movement in certain areas, so on and so forth. Four way cameras at intersections. 00:15:41
And uh. 00:15:47
I know there was hesitation to do that. 00:15:49
From the committee last time, but it is a very. 00:15:51
Very much a different board now. 00:15:54
And if it's something that the committee would. 00:15:57
Entertain. I would. 00:16:00
Propose opening up a grant opportunity because this is the county wide thing. This isn't simply. 00:16:03
One organization benefiting my proposal was to put cameras in the city of Beaver Dam, put cameras in the city village of Lamira, 00:16:09
put cameras out in the county at intersections. 00:16:14
And an initial proposal that I've got from from a company is going to cost us about $50,000 to do about 7 or 8 cameras, four way 00:16:19
cameras at those intersections. 00:16:25
It is my belief that it would be highly beneficial. 00:16:31
To be able to monitor dispatch live feeds into dispatch. 00:16:34
To monitor traffic as they're going by after we get complaints of burglaries, thefts, whatever it is. 00:16:39
And and monitoring weather. 00:16:45
In addition to the crime aspect, there's so many different aspects to doing that. 00:16:48
Flocks are great. 00:16:53
But you don't get that real time. This is where a vehicle is that they just passed or get a traffic complaint of reckless driving 00:16:54
going by. 00:16:57
And, and I think it would be highly beneficial. I know the Kewanee County has something very similar or did at one point have 00:17:01
something very similar. 00:17:05
To this, it's very, very beneficial. 00:17:09
They've grown it to have it in some of their downtown areas. 00:17:11
I've envisioned that downtown Beaver Dam would be a great expansion at some point. Wasn't one of my priorities initially, but. 00:17:15
I. 00:17:24
Don't want to go through? 00:17:25
The time of putting together a very large proposal. 00:17:27
If the committee is not. 00:17:31
Open to entertaining that type of propos. 00:17:33
And with the funding that we do have. 00:17:35
I think it's something that could really benefit the entire county and there's availability to really pay for a good system to do 00:17:38
it. 00:17:41
Would you want us? 00:17:45
My proposal would be to pay for the. 00:17:47
Capital outlay of implementing it and then. 00:17:50
I would be fine with adding it to my budget for the. 00:17:53
For the maintenance and the. 00:17:56
Cellular. 00:17:59
Uplink costs. 00:18:00
So the 50 pays for the cameras and the installation. 00:18:01
And so. 00:18:06
7/7 or. 00:18:08
8 cameras that you put up. 00:18:11
Were you able to then move? 00:18:12
Them, if you so like, say it started in Beaver Dam, but then there was. 00:18:13
Something going on? 00:18:17
Thought that the camera would be better. 00:18:20
That are suited there so you can take it and you. 00:18:21
Move it to a different journal. 00:18:23
Different location. 00:18:25
The ones I'm looking are pole mountable. 00:18:26
So that you can take them off the pole movement to another location. The only thing that I hadn't worked out yet was. 00:18:29
Power. 00:18:35
And that's something that it may add some cost to it and but. 00:18:36
In my initial. 00:18:40
Quotes It was right around 54. A camera that you can move around. 00:18:43
With a with a SIM card similar to a cell phone to transmit the video. So if we said we'd give you 20,000 so let's say we would say 00:18:46
we wouldn't fund the whole 50 just for the sake of argument. 00:18:51
Does that just buy you less cameras but get you started? But. 00:18:57
Or you wouldn't do it at all. 00:19:00
Because it wouldn't be worth. 00:19:02
Said at that point, if you didn't have. 00:19:03
It would be very very very scaled back because the the. 00:19:06
The equipment you would need to run the system. 00:19:11
Is about $20,000. 00:19:14
And then the cameras are on top of that. 00:19:16
So it will be very, very scaled back. 00:19:17
And certainly. 00:19:20
Wouldn't even have 1 camera. 00:19:23
I'd have the equipment. 00:19:24
So I'm, I'm not proposing the grant right now. I'm looking for interest, if there is interest in considering that as part of a 00:19:26
crime prevention effort. 00:19:30
If there is, then we would need to take action as a board to. 00:19:35
Either have something focused for that specifically or open it up again for additional applications because we still have $91,000 00:19:38
that. 00:19:42
I really think we should find some way to use in the community. 00:19:47
How that impact? 00:19:53
How would you? 00:19:58
Coordinate that with flock. 00:19:59
Like I realized flock does a different. 00:20:01
You know is reading license plate. 00:20:04
I'm just thinking. 00:20:07
Do we need to have? 00:20:09
Both flock and also. 00:20:12
This camera. 00:20:15
Kind of in the same location. 00:20:17
Well, flock is available to all of our. 00:20:19
Staff. 00:20:22
Log. I can log in right on my computer right now. We all have the ability to do that. This would most likely because you're going 00:20:23
to be looking at a cellular download. 00:20:27
You're going to have some bandwidth issues there. If multiples had it, you didn't have that. More restricted mostly to dispatch 00:20:30
would be monitoring that and be able to pull it up and relay that information. That would be. 00:20:34
I think the the most feasible way to do that. 00:20:39
And certainly before I came up with any proposal, I would want to work with it to make sure the solution that I've got is the 00:20:43
right one as well. 00:20:45
Then how would you decide? 00:20:49
Would that be in the grant or would you ask for? 00:20:54
My the last time I wrote it, I had a certain number with. 00:20:58
With. 00:21:01
Initial recommended locations. 00:21:02
With the. 00:21:05
Of course, the ability to move them as. 00:21:07
The needs of the community. 00:21:10
Exist so. 00:21:11
Just understanding this this trail. 00:21:13
One thing. 00:21:17
One thing that I would be. 00:21:20
Thinking about is even from from our community, one of the. 00:21:22
The most costly? 00:21:26
Recurring. 00:21:29
You know, problems. 00:21:33
Especially with. 00:21:35
Like vandalism and things of that nature. 00:21:36
Take place in our parks. 00:21:38
And so. 00:21:42
My next question is if. 00:21:44
If I would be curious about the. 00:21:49
The expansion of it. Well, not the expansion necessarily of, but like. 00:21:51
The ability for other communities or specific communities to say hey. 00:21:57
This is an area that we would like to. 00:22:01
Look at. I don't think that necessarily. 00:22:07
It wouldn't be something where we'd have a system that would be tied to dispatch, probably more of a. 00:22:09
Service provider. Similar to a flock type scenario, but. 00:22:17
That would be my. That would also. 00:22:23
I'd ask that question. 00:22:26
I don't necessarily have a problem. 00:22:28
With. 00:22:31
Funding video. 00:22:32
Surveillance. And it's not surveillance, but the ability to. 00:22:35
Have access to video, I think is is helpful. 00:22:39
I know that the flock systems been. 00:22:44
Incredibly helpful with. 00:22:47
At least solving. 00:22:50
Crime, and I'm certain that it also prevents. 00:22:52
Made displays. 00:22:57
Where people travel. 00:22:59
But anyways, those are. 00:23:05
Those are my thoughts and I would view this type of a system as one that you would make. 00:23:06
The availability to expand. 00:23:11
To buy cities by villages to their city parks, to other areas of the community. Once you have it in place, it's a matter of OK, we 00:23:14
just want to add a camera and add a camera to that system. 00:23:19
So, so and, and I'll tell you that having the dispatch have the ability to monitor those. 00:23:25
When things are going on. 00:23:30
Is crucial because they're the ones that get the phone call, they pop it up and they can see, Oh yeah, I've got somebody walking 00:23:32
through ABC park. 00:23:35
Right now. And so I think that would be very valuable real time information that you then real time relay to. 00:23:39
Law enforcement on the ground. Hey, I'm watching this person walk past the pavilion right now. 00:23:46
This is where they're at. 00:23:51
Can be really helpful not only for crime prevention but for officer safety. So those are the types of things that I see this 00:23:52
growing into. 00:23:55
If we start it. 00:23:59
People that they will come type of scenario. 00:24:00
Once you start it and get the infrastructure in place, it's one of those things that. 00:24:02
OK, we, we. 00:24:06
Need to add another camera? This one cost us about $4000 to do. We put up a camera and we're good to go. 00:24:07
Does it work? Do you know what does it say? 00:24:13
Record then. 00:24:15
It would. It would go by county retention standards for you. 00:24:17
100 and 120 days it would be. 00:24:25
During 21 days. 00:24:27
Would people then be able to make open records request? 00:24:30
Video that's. 00:24:33
Recorded by that. 00:24:35
Subject to. 00:24:36
Potentially. Potentially us. 00:24:37
Not potentially. Yes, they could. 00:24:39
Just like our camera system that we have here in the county. 00:24:42
Right there come we've got. 00:24:44
Couple 100 cameras here throughout our buildings at Monitor Streets. We have that now. 00:24:46
I mean, I think that. 00:24:57
Important obviously the the. 00:24:59
Kiss that. 00:25:02
Or con sided. 00:25:04
There's no surveillance, really. 00:25:06
That's a gap. 00:25:09
Smart criminals figure that. 00:25:12
And it creates. 00:25:15
And so I think. 00:25:17
Deters. 00:25:21
Crime, right? 00:25:22
So would the committee be interested in at least reviewing this further? 00:25:25
If I put the effort into it. 00:25:31
Would this be a crime prevention board? 00:25:36
Sanction Grant, then I wouldn't be. I mean, I think that to me that's what I'm asking for is to have. 00:25:40
This committee sanction, we're going to look at this these costs and see if it's available. 00:25:45
Or see if it fits within in what we want to do. 00:25:50
Rather than a community type grant, we are requesting it as the board. Does that make sense? 00:25:53
I mean, I think that makes sense. 00:25:58
Because there's a lot. 00:25:59
Obviously. 00:26:01
You and I in particular know. 00:26:05
Some of the gaps and. 00:26:07
The crime prevention and so I think that that makes sense for the board to say. 00:26:08
You know, we open it up to these applications. 00:26:13
We got. I mean, even if. 00:26:16
To work on it's. 00:26:19
Kind of limited. 00:26:20
And I think that this. 00:26:23
Addresses some of the concerns that are. 00:26:24
Contained. 00:26:27
An application. 00:26:28
That makes it work. 00:26:30
Or maybe such a thing? 00:26:34
This is awarded. 00:26:38
Other communities get get. 00:26:41
Notified that this grant is coming forward. 00:26:42
And then we could piggyback on. 00:26:45
And ask for a camera. 00:26:48
Then are we in the same? 00:26:52
The trailer now every community. 00:26:54
Well, I'm sure they will, but but. 00:26:57
I'm open to hearing it. 00:27:00
I'd like to see like the infant. 00:27:05
What I want to know is that. 00:27:08
You're so if we were to say, and you probably can't answer this is if we gave you the 20,000 for the infants. 00:27:09
The structure. 00:27:17
Without. 00:27:18
The cameras. 00:27:19
Is that gonna be? 00:27:21
Are you still going to be able to do it? I think we need to know. 00:27:23
How much do you? 00:27:27
Need how much? 00:27:28
And maybe we're OK giving you all fifty. I'm not saying that I. 00:27:30
I'm just from a. 00:27:33
From that perspective. 00:27:35
Are we better off? 00:27:36
Giving the 20. 00:27:38
Without the cameras, because otherwise we're going to have to give a camera to every community that wants to ask. 00:27:39
Ask for a grant from us in the future. 00:27:44
Just like the radar. 00:27:47
Are we going to go down that same rabbit hole? 00:27:50
But but the difference the difference here. 00:27:53
The difference here is at least from my perspective. 00:27:56
I can if. 00:28:02
Horicon had asked. Hey, we want to put in. 00:28:03
We just talked about it, the camera system. 00:28:09
The flock. 00:28:11
I would have actually been more of a proponent for flock. 00:28:13
Now what I would have thought is, man, we just invested in a bunch of flat cameras. 00:28:16
Why didn't we jump on like? That's what I would have thought, but. 00:28:20
I would have been, I would have. I would have voted for that. 00:28:24
Maybe. Maybe. 00:28:28
If they hear this, maybe they will submit one. 00:28:30
I I think there's a. 00:28:34
To me that's. 00:28:35
That's that's crime prevention like. 00:28:39
That's going to do something. 00:28:41
If I could respond to what you said. 00:28:44
First of all, I can tell you right now that just the equipment for us this year. 00:28:47
Would it would sit until January until my next budget because there's no additional funds for me to purchase any cameras this 00:28:51
year? 00:28:54
So there's that, but. 00:28:57
I think to address your other concern of opening Pandora's box for the others, I think this is something where the committee could 00:28:59
certainly set guidelines. 00:29:02
If there's an award of. 00:29:06
This is how many cameras that the Crime Prevention Funding Board is willing to fund for this particular program. 00:29:08
No other community may apply for additional cameras. 00:29:14
Or may apply this time around. 00:29:18
For additional cameras and we can always deny. 00:29:21
We already have it in place and now it's we, I think we can set parameters on how this will roll forward because what I said 00:29:24
earlier, I think my vision, I think the vision of the of the committee is this is seed money. 00:29:30
Yeah, to get things rolling right, isn't. 00:29:36
Get things rolling. 00:29:38
And then build on it. 00:29:39
This is seed money to get things up and running so that the communities that can then come together and add to it. 00:29:40
That's my vision. 00:29:46
I agree with that. It's it's to make an argument. Maybe they there isn't the political willpower because of the. 00:29:47
Funding exercise. 00:29:55
But. 00:29:56
Now that they have the opportunity to have one flock camera. 00:29:57
They see the benefit and now they've got the political willpower to do it. I would agree with that. 00:30:00
The other question I have is. 00:30:06
So for instance, I know, I know that there are some private cameras that have been put in. 00:30:09
In our parks. 00:30:15
What's the potential of the possibility to? 00:30:16
Actually. 00:30:20
Is that possible to? 00:30:21
Bring that into more of a public realm. 00:30:24
That's a good conversation for you and I have with Interquestion. 00:30:26
That would be great. 00:30:29
Conversation is already taking place as far as what we're doing. 00:30:31
As far as opening up panel. 00:30:37
Box to other communities. 00:30:39
If I would. 00:30:43
Apply for one. 00:30:44
I would also have to justify why I. 00:30:46
One not just because it's bright and shiny. 00:30:47
And I think that. 00:30:54
I was assuming in your grant. 00:30:55
You'll base the number of camera. 00:30:58
Like need like traffic flow and looking at. 00:31:00
It will be nowhere near need. 00:31:04
I will be starter startup but the most. 00:31:06
Effective. 00:31:09
Places. 00:31:10
Deal with crime and all. 00:31:13
All of our community, it's like. 00:31:14
Areas. 00:31:17
That would be. 00:31:18
Prevention or then? 00:31:19
Detection. 00:31:21
On the backside, because there's only so many ways that. 00:31:23
You can come into this kind of. 00:31:26
Either Madison or more. 00:31:28
I think that addresses some of the. 00:31:31
Smaller communities too that it's like, OK, this camera helps you. 00:31:33
So, so yeah. And it would address high need areas. 00:31:37
Not necessarily high entry points, but high need areas. 00:31:41
So so I I. 00:31:45
I think I am having a consensus from. 00:31:47
The board and probably should have. 00:31:50
Have some action to move forward with with it so I will make a motion. 00:31:52
That I will put together a. 00:31:57
Grant proposal. 00:32:00
For traffic. 00:32:01
Cameras, traffic cameras, or like a. 00:32:05
Yeah, I thought it was more proposal for. 00:32:09
I guess you're going to use traffic, traffic community based cameras, OK. 00:32:16
We can call it that traffic slash community based cameras. 00:32:20
And bring it back to the. 00:32:23
Board for review. 00:32:25
Meaning that it can. 00:32:26
Flock cameras. 00:32:28
Video recording. 00:32:30
I like the piece that is the real time. 00:32:40
Opportunity. 00:32:43
Second motion but I. 00:32:47
I also want to add that. 00:32:48
I realize that this is. 00:32:51
Crime Funding Board. 00:32:53
But to put all the emphasis just on preventing crime. 00:32:55
Isn't really what these cameras are all? 00:33:01
People with dementia get lost. 00:33:06
Oh yeah. 00:33:08
How many times has that been so useful? 00:33:10
To locate and track for that. 00:33:13
So there's so many different benefits to this type of technology that. 00:33:16
Early on, when people. 00:33:21
So concerned that their privacy was going to be invaded and and. 00:33:23
That kind of stuff, I think. 00:33:26
Value has been. 00:33:28
Proven time and time again. 00:33:29
By what these cameras can do. 00:33:32
And not just. 00:33:34
For crying, so so. 00:33:36
Before we vote on this then. 00:33:38
Can I ask another clarifying question SO. 00:33:41
I'm thinking of like drones, like I'm just curious where the trail, like where it begins, where it ends, you know, that sort of 00:33:43
thing. 00:33:47
You know, maybe there's a community out there that doesn't have a drone. 00:33:52
I'm we're not one of them. 00:33:56
And by the way, what I'm understanding. 00:33:58
To clarify. 00:34:00
My comments I'm not coming to this with. 00:34:02
My Beaver Dam hat on. 00:34:06
And I'm coming. 00:34:07
With a holistic. 00:34:08
Thought process. 00:34:11
Is that? Is that something? 00:34:13
We would. 00:34:16
Consider. 00:34:17
Like is that? 00:34:18
Yeah, I and I'm just. 00:34:19
Curious because there may be some communities out there that don't have that. 00:34:21
Capability right now there's. 00:34:26
A lot of. 00:34:29
Additional work. 00:34:32
In training and things of that nature, that is that's incumbent on any agency that wishes to have a drone. But that that's my 00:34:35
next. 00:34:38
Question. 00:34:42
Because I do think that there's some value. 00:34:44
I think they come down to justification by who's requesting it. 00:34:46
And what are they going to use it for? For crime prevention. 00:34:49
And there there again I mean. 00:34:52
Yeah, there, there's some applications there. I think that's similar. 00:34:55
Somewhat similar to the radar trailer. 00:34:59
Scenario. 00:35:02
If somebody were to apply, I think that would certainly be. 00:35:05
Something we would look at and consider at the time. 00:35:08
Because like for instance, hosting events. 00:35:13
Right, sometimes large scale events, it's nice to have a drone and there can be some, there can be aspects of crime prevention, 00:35:15
right. You're not surveillancing your city with a drone because that's. 00:35:21
Considered that's been considered illegal. As you're looking this, you also have to look at what is already available. 00:35:26
OK, we have two drones with another one on the way going more you have one. Most of the fire departments are getting them. 00:35:32
Many of the police departments have them, so there is a vast availability there already. 00:35:40
So that's something to consider as well. 00:35:45
Any other we have this? 00:35:50
Motion and a second. Any other discussion? 00:35:52
Not making a decision on it today, it's just to bring a proposal back to explore. 00:35:55
For that purpose. 00:35:59
Any other discussion on that? 00:36:02
OK, all in favor. 00:36:04
Aye. 00:36:07
That is carried. 00:36:08
Now do we want to? 00:36:10
Leave it at that for now or do we want to open this up again for additional grant opportunities with the the balance that we have? 00:36:15
You want to wait until after this other proposal make a decision, so I'm looking for some guidance on where you want to go. 00:36:21
Or we can leave it set. 00:36:28
Are we restricted at all? 00:36:30
Look to how many times? 00:36:34
I believe it's set by the committee. 00:36:39
I don't think. 00:36:46
It's been open. We got. 00:36:49
Two applications. 00:36:50
We've denied. 00:36:52
Sadly, umm. 00:36:53
We just, we don't have other people. 00:36:55
Asking. It's always kind of been like that. 00:36:57
I don't know if it's just a. 00:36:58
Lack of. 00:37:02
I don't feel like it needs. 00:37:07
I have another question. Why do we even? 00:37:11
Why? Why not be flexible and just having? 00:37:14
Open application. When we receive an application, then we convene and we meet and we talk about it like why do we have to make it? 00:37:19
Periodic. I mean, unless it's. 00:37:27
Unless we're concerned. 00:37:28
About the time that it's going to require from us. 00:37:30
I mean. 00:37:35
Yeah, so far this committee has not been a burden on my. 00:37:36
On my timeframe so. 00:37:40
I mean, if it were something where we're getting. 00:37:41
20 applications. 00:37:43
And we're having to meet monthly. Well then. 00:37:47
We could. 00:37:51
If you wanted to just leave it open application process. 00:37:53
We could leave it on our website. 00:37:57
And Summer can certainly post a notice on it quarterly. 00:37:58
To put it out there. 00:38:03
And then at best, we'd have quarterly meetings. 00:38:04
I don't even know if you need to necessarily do that. I think you have meetings. 00:38:07
Every once in a while with the depart, the different jurisdictions I'm sure. 00:38:11
And you just throw it out there. Hey, just you know, this is an open. 00:38:16
Open application when people. 00:38:20
Submit You know, we maybe we just make it. We're not going to review until we've got. 00:38:23
Five applications to look at. Some of them are timely. 00:38:28
I think we would. 00:38:33
I think you still want to publicize it to the community regularly and it's not hard to do. 00:38:34
Summer loves doing those things. 00:38:38
But I think. 00:38:41
Do it quarterly so that. 00:38:45
There's a reminder, right? 00:38:47
For our next meeting, so I think. 00:38:48
Really. If we're only getting. 00:38:51
One or two. 00:38:53
It doesn't take a lot of time. 00:38:54
Review it at the median. 00:38:56
But no, I agree with the sheriff, it needs to be advertised publicly. 00:38:58
Organizations like PAVE and. 00:39:02
5 stones. 00:39:04
Groups like that that. 00:39:06
Maybe wouldn't know about it. 00:39:08
If it wasn't advertised. 00:39:09
I think it's important to. 00:39:11
Keep it out there. 00:39:13
And this the funds that we get. 00:39:16
From it are continuous from. 00:39:20
Fees correct so. 00:39:23
We got as a. 00:39:25
About 10,000 a year. 00:39:27
Because we were like at 80. 00:39:31
I think it's just varying because. 00:39:34
And we and we put out. 00:39:46
About. 00:39:48
What would you say about $10,000 in grants? 00:39:49
I would say pretty close. 00:39:51
So we've collected about 100. 00:39:54
But this it's. 00:39:59
Have a problem with keeping it up? 00:40:06
Is that your motion? 00:40:12
That's my. 00:40:13
I'll second. 00:40:14
Any other discussion on that? 00:40:17
All in favor. 00:40:20
Aye, opposed. 00:40:21
That is carried. 00:40:23
Wonderful. 00:40:24
Any future discussion items from anybody? 00:40:25
Yes, I do. 00:40:34
Absolutely. Can I get a a motion for approval of the minutes? 00:40:36
Jackie moves. 00:40:43
Second. Second Andrea. 00:40:44
All in favor. 00:40:46
Aye, opposed. 00:40:48
One abstention. 00:40:51
I wasn't here so. 00:40:54
That is carried. 00:40:57
So we need. We should. 00:40:58
I would like a little bit of time here to put this together. 00:41:01
It's going to take. 00:41:04
So that'll be our. 00:41:09
Perhaps the end of April or early May for our next meeting. 00:41:22
That should give me enough time to. 00:41:25
Everything together. 00:41:26
And we can. 00:41:28
We can post for. 00:41:29
Between now and then we can post it again. 00:41:31
Sure. 00:41:34
It's Friday's work best for everybody, or is there another day? 00:41:38
How about? 00:41:46
How about the 25th? 00:41:53
Of April at 10 AM. 00:41:57
Does that work? 00:42:01
OK, we will set it for then. 00:42:09
And we will try to get the agendas. 00:42:12
A little bit more timely, I was waiting for some applications. 00:42:14
Didn't come in. 00:42:18
And then they got here late, so that's why it was so late getting. 00:42:20
Think it's that late? 00:42:28
When is Easter this year? 00:42:34
The 18th I believe. 00:42:35
OK, it's Good Friday. 00:42:37
Good. Thank you. 00:42:39
Indeed. 00:42:41
OK, very good. 00:42:44
Then I will adjourn the meeting. 00:42:46
Thank you everybody. 00:42:47
Thank you. 00:42:51

And we can. 00:41:28

It's Friday's work best for everybody, or is there another day? 00:41:38
How about? 00:41:46
How about the 25th? 00:41:53
Of April at 10 AM. 00:41:57
Does that work? 00:42:01
