So we can make an official record that here is. 00:11:49
Supervisor Keel. 00:11:54
Thank you. 00:11:56
Umm, I just commented that. 00:11:58
I wouldn't umm. 00:12:04
I don't see adjusting. 00:12:06
The budget going. 00:12:09
Back to last year, I know it's applicable. 00:12:11
To prior years. 00:12:14
Programs but. 00:12:16
I just think it should be an unrecognized. 00:12:20
A recognized. 00:12:23
Unbudgeted revenue for 24. 00:12:26
Because we really aren't. 00:12:30
At this point. 00:12:32
Providing additional authorization for expenditures. 00:12:34
In the purchases services and contractual services. 00:12:38
But the auditor? 00:12:42
That we have. 00:12:44
Are recommending. 00:12:47
That this. 00:12:48
Resolution be done. 00:12:51
After the fact because we don't know the amount until. 00:12:53
In January I believe or could have been received I. 00:12:58
Does it say in the resolution just when it was received? But it's very late in the year? 00:13:02
If not after. 00:13:07
That's all my comment was. 00:13:09
Anyone else? 00:13:14
OK, if you agree with the. 00:13:19

I have a motion by supervisor Benter and a second by supervisor Beale. 00:15:40
Any questions? 00:15:45
Comments on this one. 00:15:46
Supervisor Breslau. 00:15:48
Thank. Thank you, Mr. Chairman. 00:15:51
I guess I would just question what information are we looking to get from this study? 00:15:53
And. 00:16:00
Are we gonna once the completion of this study? 00:16:01
Happens. Are we going to use the information? 00:16:04
We've funded study after study, it seems, and a lot of times. 00:16:07
We get information, information is great, but when we don't do anything with the information. 00:16:12
I think we're kind of wasting money. 00:16:17
Cameron, you want to? 00:16:22
Certainly so with with this and I would I'll share, but then if I'm missing anything or. 00:16:26
Facilities directors here that can. 00:16:31
Fill in additional detail as well. 00:16:33
But very good question and there are. 00:16:36
In organizations like ours. 00:16:39
A number of things that unfortunately don't get don't get done, so I know that Dodge County has had plans like that in the past. 00:16:42
This is 1 big reason for this plan right now. 00:16:48
Is we have a significant overhaul that will need to happen. 00:16:53
Within the HVAC system. 00:16:57
Of the Henry Dodge building. 00:16:59
It's a boiler. 00:17:01
Boiler operated heating system. 00:17:03
And the pipes have corroded overtime. 00:17:05
Such that it will be a significant cost to clean either take out or add in. 00:17:08
New piping. 00:17:14
That was an item that was included. It's been mentioned or included in the capital improvement plan of the capital improvement 00:17:16
planning process. 00:17:20
In the past. 00:17:24
We know that that's going to be millions of dollars rather than spend that. 00:17:26
Potentially unwisely, because we have. 00:17:30
Other buildings where like this one that are underutilized and then we have spaces where we are also struggling. 00:17:33
To. 00:17:39
Properly. Umm. 00:17:41
Fit folks. 00:17:43
That better would be to establish a comprehensive and long term plan for how we're going to maintain our facilities. 00:17:45
What we're gonna do? 00:17:52
In the short term to address any issues we've got with things like HVAC systems. 00:17:54
Also address what we're going to do with underutilized spaces. 00:18:00
And some kind of feedback from folks that do this professionally? 00:18:04
To come back and tell us, you know, what's the best opportunity for us. 00:18:09
In terms of decision making moving forward. 00:18:13
For Dodge County. So we're using all of our buildings efficiently, effectively. 00:18:15
And we have the we're, we're preserving the right ones. If there's any, we should let go. 00:18:19
When we talk about how we're going to utilize this in the future. 00:18:24
We absolutely, definitely will be utilizing it. It's something that will be. 00:18:28
I haven't come up with, with John, we haven't worked on necessarily a plan for how we regularly visit, but. 00:18:33
The last piece of this plan after they do all their work in assessing our facilities. 00:18:39
Is. 00:18:44
Needs to be a discussion about. 00:18:45
Just basic maintenance and moving forward with maintenance and care facilities, we're going to want to check that regularly. 00:18:47
It will be a guiding document. 00:18:53
As much, if not more than maybe the comprehensive plan. 00:18:57
Can be at times. 00:19:00
For the county organization and certainly. 00:19:01
Um, certainly it's going to be talked about very regularly, more than quarterly I think at the building committee. 00:19:06
So I don't know if that answers all your questions, but that's. 00:19:11
What I got? 00:19:14
Supervisor Houchin. 00:19:17
Thank you, We spent money. 00:19:18
Last year or the year before, I don't know which budget it was in, doing the same kind of thing and nothing happened. 00:19:21
So it's like. 00:19:28
OK, so we'll do it again. 00:19:29
I also that one to me became sort of a wish list for all the department heads. 00:19:31
And if they're going to talk to all the department heads, I don't know if they are or aren't because I don't know what's happening 00:19:37
here. 00:19:40
I would like a time when. 00:19:43
We as supervisors could sit down with them and talk also. 00:19:45
So that's my suggestion there, but I. 00:19:48
I just don't know why we spent the money on the last one and now we're doing it again. 00:19:51
It's sort of me where? 00:19:56
Doing the same thing over. 00:19:57
I I I can, I appreciate the comment. 00:20:03
So we spent money on on the very beginnings of. 00:20:07
Of what we're actually talking about here. 00:20:11
And that data will get utilized by. 00:20:14
The firm that is selected and what we're. 00:20:17
Talking about here with. 00:20:20
Venture, right? 00:20:23
I'm I remember the final two ventures is the firm that we're going with. I want to make sure I didn't. 00:20:25
Get the names mixed up again. 00:20:30
So they will utilize that data. 00:20:33
And actually come back with the pieces that we actually need. 00:20:35
To take some kind of action. 00:20:39
And that is what we didn't get before. 00:20:41
We got a lot of information. 00:20:44
There were some things that. 00:20:47
Seem to be. 00:20:49
Not quite. 00:20:51
At the level we wanted to have them with the with the last study. But I will confess, I think we got what we paid for. 00:20:52
In that regard, because we definitely went on the cheap. 00:20:58
With the comment though about participating as well, I want to assure. 00:21:02
You, Supervisor Houchin and the rest of the county board. 00:21:07
A very significant part of the discussion that was had when these individual firms came and. 00:21:10
Presented and talked about their. 00:21:16
Their proposals? 00:21:17
Was discussion about how are you? 00:21:19
Mr. Mrs. Firm going to. 00:21:23
Communicate with or. 00:21:25
Facilitate. 00:21:28
Our public having. 00:21:29
Has been representation and having communication so. 00:21:32
That means our department directors, but even more so, and especially this body. 00:21:35
So the billing committee will be an integral part throughout, but I think that there's also room for. 00:21:39
Feedback from supervisors in general. 00:21:44
And we would. 00:21:46
It would be to our advantage to do that so. 00:21:47
Supervisor. 00:21:52
Thank you, Mr. Chairman. 00:21:54
I guess I have a very specific question and I'm going to read from the RFP. 00:21:56
And question why or or who made the determination to put these things into this RFP? 00:22:01
Evaluate the current impound lot and building located at the Sheriff Evidence Building. 00:22:09
And two determined cost to add water and sewer line at the Sheriff Evidence building to support a future brine making station. 00:22:14
For the highway department. 00:22:23
Is that something that the building committee? 00:22:25
Created or put into this RFP? Or where did these two items come from? 00:22:27
I can certainly start in the and then if there's members of the building committee that want to share as well from a staff level, 00:22:33
it came, I will take responsibility for that. 00:22:37
My my desire with this. 00:22:43
Plan and talking with. 00:22:45
Our physical facilities director and corporation counsel and others. 00:22:48
About it as well. 00:22:52
It doesn't. In my mind it does not make sense to do. 00:22:54
Portion of all of our facilities and properties. 00:22:57
So this is intended to be comprehensive of all of our facilities and properties. 00:23:00
Including those lots because. 00:23:05
We may evaluate and have discussion with the the architect firm and they'll come back and explain how we could better utilize. 00:23:08
The space that exists between what is right now. 00:23:15
The highway building Main highway shop. 00:23:19
And Clearview. 00:23:21
So it's. 00:23:23
Wanting to make sure we're. 00:23:25
Taking into account all of our land and all of our buildings. 00:23:27
That we can. 00:23:30
We I will qualify that we did not. 00:23:31
Because there already are other. 00:23:34
Plans in place and they're very proactive in doing so. We did. 00:23:36
We did not address. 00:23:40
Specifically our parks or our park shelters, things like that. 00:23:42
But that is, that is why we had the rest of the land. 00:23:46
Supervisor. 00:23:50
So for a decent chunk of change, we want to. 00:23:53
Ask an outside firm what we should be doing with our own buildings. Is there anyone internally? 00:23:57
We could just ask to. 00:24:02
Go around and do any of this. This feels like it's a throwing throwing money at a problem. 00:24:04
So very good question. I would just tell you. 00:24:10
We have some of that expertise in house. 00:24:14
But I think based on the number of responsibilities that those positions. 00:24:17
Have to oversee. 00:24:22
It would be a poor use of our internal staff. 00:24:24
To do it. 00:24:27
So the reason we looked out, looked for someone else is we wanted to get it, someone expert in doing this type of thing. 00:24:29
And someone outside of our existing staff because our own bandwidth is limited. 00:24:36
So it seemed from our perspective to have, having someone do this would be far more advantageous. 00:24:41
And I would say that we were. 00:24:47
We had a lot of discussion before we. 00:24:50
Moved forward with the. 00:24:52
The preliminary piece Supervisor Houchin mentioned already. 00:24:55
And had we? 00:24:58
Had we started? 00:24:59
The discussion where we are now. 00:25:01
Talking. 00:25:03
That would have been dollars saved. 00:25:05
We were, we were anticipating that we would somehow be able to bring this, this firm in. 00:25:07
But also have staff be able to help with it and it's just not a lift that we can do while managing the other things we deal with. 00:25:12
Supervisor Houchin. 00:25:21
Thank you. I just wanted to comment on something that Mister Clapper said, He said we went on the cheap last time, but actually 00:25:23
this is cheaper than that last study. 00:25:27
And so. 00:25:31
If we didn't get the answers we wanted last time because they did not fill in all the blanks we thought were going to be filled 00:25:33
in. 00:25:36
What's going to happen now? 00:25:41
Very good question, So. 00:25:44
Cheap and my my references is multifaceted. It's not just dollars, but I will tell you. 00:25:46
In this case. 00:25:53
We were prepared for a much larger amount of money, in fact, that. 00:25:54
The capital improvement plan that was presented included. 00:25:59
An allocation of ARPA dollars of 175,000. 00:26:02
For this. 00:26:06
And the reason it's coming tonight to to all of you to look at again is because timing wise we were unable to. 00:26:07
Get a identify, a consultant or an architect. 00:26:14
And get that commitment made before the beginning of this year. 00:26:18
Um, so. 00:26:21
Yeah, this one, surprisingly, is less money. 00:26:25
But I think the level of expertise in the field is much higher. 00:26:30
And we were prepared to pay much more. 00:26:34
This is a unique situation where we have. 00:26:37
Umm, a firm that. 00:26:40
We believe. 00:26:44
Good enough in their efforts to do this kind of work that they're going to come in. 00:26:46
Much more efficiently and effectively than other firms have been. 00:26:51
In addition, I believe that they've discounted their price with the hope that. 00:26:54
They can build relationships. 00:26:58
With Dodge County or other entities in our area. 00:27:01
I would add that. 00:27:06
We we scored. 00:27:08
All of the. 00:27:09
Proposals without knowing the price. 00:27:11
And, umm. 00:27:14
The two highest scoring proposals were also the two lowest priced ones. 00:27:15
So those are the 2. 00:27:21
Firms that we interviewed in. 00:27:23
It was unanimous to go with this one. 00:27:25
Supervisor Group. 00:27:29
Thank you, Mr. Chairman. 00:27:32
I guess as I read the RFP I'm just puzzled, which is why I asked the question. 00:27:34
While we specifically targeted 2 staff requests. 00:27:39
In the scope. 00:27:44
For the project. 00:27:46
When we didn't do that. 00:27:47
For any of the other departments, you know, I mean, did we? 00:27:50
Should we have surveyed all of the departments and then probably target specific goals? 00:27:53
For this. 00:27:59
Study. 00:28:00
Because much like. 00:28:02
Supervisor Ho Chin said. You know, I just get frustrated with all of these studies that we do. 00:28:03
And then we don't do anything with the information. We spend $85,000. 00:28:08
To perform a study. 00:28:13
And in my opinion, we did nothing with the information I, I. 00:28:16
Personally, I don't think the information was complete. 00:28:19
Then give us the information we needed. 00:28:23
I mean, at the time I recall saying we should just. 00:28:25
Do the whole place. 00:28:28
And not just do a small piece of it. Now it looks like we're trying to do the whole place. 00:28:29
And we're supposed to evaluate what current conditions and anticipated needs. 00:28:34
But uh. 00:28:39
We're trying to solve two things that somebody has predetermined. 00:28:40
Already. 00:28:44
That should be done. That bothers me. 00:28:46
Sorry. 00:28:48
Thank you, Supervisor Belk. 00:28:50
All right. Thank you, Mr. Chairman. 00:28:53
Two questions. Is this study going to include the old jail across the street that everybody, I think in his room knows that we 00:28:55
have to? 00:28:59
Abate it and tear it down at some point so that study include that property as well. 00:29:03
Yeah, yes. 00:29:07
And the second question that I have is that. 00:29:08
Year and a half ago, me and the chairman attended a couple of meetings that they talked about the UW extension is a good resource 00:29:12
to use for studies. 00:29:15
For half the cost because they need. 00:29:20
These students to get some real life experience. 00:29:22
To do studies. So did anyone explore that? 00:29:26
Possibility to go to UW extension? 00:29:29
Thank you. 00:29:35
To that to the question. 00:29:39
I did not. Not because we didn't think of it, but because I didn't feel this was a study that would be. 00:29:41
Adequately addressed by. 00:29:48
By a student or a class, kind of. 00:29:51
Assessment. 00:29:53
Supervisor Mannell. 00:29:56
The. 00:29:58
Winning the winning proposal? Is it a Dodge County company? 00:29:59
No Milwaukee, OK, so I mean at least in in the state, but. 00:30:04
In rough back of the napkin math. 00:30:09
39,000 a year is what the average resident of Dodge County makes. I just I'm. 00:30:12
I kind of wanted out there that if we do move forward with this. 00:30:18
Will be spending more than what the average resident of the county makes just to figure out what to do with the buildings that 00:30:23
they've already paid for. 00:30:27
I mean, you know. 00:30:32
Food for thought. 00:30:35
Anyone else? 00:30:37
Anyone else? 00:30:41
If you agree with the. 00:30:44
Resolution Please vote yes. If you do not, please vote no. 00:30:45
All having voted, it fails. 00:30:56
18 to 6 It requires a 2/3 of the full membership and nine people are absent, so those are considered no votes. 00:30:59
Reports on file. 00:31:12
Freeport one county official. 00:31:14
Bonds, all of which is respectfully submitted this 19th day of February, 2025. 00:31:17
Umm by the signed by. 00:31:24
Six members of the Dodge County Executive Committee. 00:31:30
We will place that on file. 00:31:36
Report 2. 00:31:41
We, the Dodge County Land Resources and Parks Committee, hereby report favorably on the petition of Mark Salesman requesting 00:31:47
amendment of land. 00:31:51
Use code. 00:31:56
Which is located in the town of Calamus. 00:31:59
Respectfully submitted this 19th day of February, 2025. 00:32:04
Signed by. 00:32:08
For members of the Land, Resources and Parks Committee. 00:32:10
I have a motion by supervisor Bubbles and a second by supervisor Bischoff. 00:32:16
Any questions? 00:32:21
Comments on this? 00:32:23
Report. 00:32:25
Any questions? 00:32:28
If you agree with the report, please vote yes. If you do not, please vote no. 00:32:32
All having voted, that passes 24 to 0. 00:32:41
Flame on file. 00:32:47
PRG or doing business as Charter Spectrum. 00:32:49
Clayman alleges that on or around September 16th, 2024, damage was done to a buried cable and pedestal. 00:32:54
Which was dated the 6th day of January 2025. 00:33:07
And signed by the Dodge County Executive Committee. 00:33:10
The recommendation from the. 00:33:15
Insurance company and the executive committee is to deny this claim. Do I have a? 00:33:17
I have a motion by supervisor Beale and a second by supervisor Hedrick. 00:33:22
Supervisor Breslin. 00:33:28
Thank you, Mr. Chairman. 00:33:30
You know, I read through this but. 00:33:32
Where, where do we find the information on the investigation that took place and so forth and what actually happened and what was 00:33:35
determined to be the cause of the damages here? 00:33:40
The insurance company gets a report, right Kim? 00:33:48
So when a claim is made, it is turned over to the insurance company. 00:33:54
Who then conducts an investigation? 00:33:57
But prior to that. 00:34:00
The. 00:34:02
I'll just say the responsible department. 00:34:03
So in this case it was highway. 00:34:05
Highway will need to do or did do. 00:34:07
Its own first investigation when the claim came in. 00:34:10
Take pictures. 00:34:14
Take a look at what happened and then complete the report and all of that information goes to the insurance company. 00:34:15
Along with the claim and then the insurance company conducts its own investigation. 00:34:21
To determine whether or not there's liability for the county. 00:34:26
And either. 00:34:29
The insurance company determines, Yep, that's our responsibility. 00:34:32
Then we will pay the claim. 00:34:35
And if the insurance company determines that? 00:34:38
There is no liability for Dodge County. Then they will ask. 00:34:40
Through the executive committee to disallow the claim. 00:34:44
And so that's what happened in this case. 00:34:47
Does that answer your question? 00:34:51
Not really, because. 00:34:54
Curious still as to. 00:34:56
What caused the property damage? 00:34:59
With the insurance company determined after an investigation it was not the responsibility or the. 00:35:03
Damage was not caused or the county was not liable for the damage. 00:35:08
You still look like you are questioning. 00:35:21
Well, yeah, that still doesn't answer my question or give me the information that. 00:35:24
Where do I get this information or I mean? 00:35:29
Something happened. I'm assuming it was in road right of way. 00:35:33
And. 00:35:36
Yep. How, what what caused it? I guess if. 00:35:37
Our county equipment didn't. 00:35:41
The insurance company. 00:35:47
Did their investigation and and there's no proof that our equipment. 00:35:49
Did the damage and that's what their. 00:35:53
Why they're denying the claim? 00:35:57
So. 00:36:00
I guess so that. 00:36:01
It was determined that it was not our responsibility or liability. 00:36:03
So the 'cause I guess is unknown. 00:36:07
It could have been caused by. 00:36:09
A car going into the right away. 00:36:11
I would just be speculating. 00:36:13
But it was determined that it wasn't our responsibility or our liability. 00:36:15
Are meaning the county. 00:36:19
Because I know we, we do see a lot of these claims, you know, and. 00:36:21
Most times are pretty cut and dried. 00:36:26
We wouldn't assume the county would have any liability, but. 00:36:29
I was just curious because this one seems a little different than many of them that we run across. 00:36:32
Thank you. 00:36:38
Razor Belt. 00:36:39
All right. Thank you, Mr. Chairman. 00:36:41
For nature, they're of business that I'm in. I'll be upstanding for conflict of interest. Thank you. 00:36:44
OK, if you agree with the committee's recommendation, the insurance company's recommendation to deny the claim, you vote yes if 00:36:52
you. 00:36:56
Do not agree to deny. Please vote no. 00:37:01
Vote now. 00:37:04
All having voted, it passes 22 to one with one abstention. 00:37:09
What do we have on the desk tonight? 00:37:19

The budget going. 00:12:09
Back to last year, I know it's applicable. 00:12:11
To prior years. 00:12:14

Unbudgeted revenue for 24. 00:12:26
Because we really aren't. 00:12:30
At this point. 00:12:32
Providing additional authorization for expenditures. 00:12:34
In the purchases services and contractual services. 00:12:38
But the auditor? 00:12:42
That we have. 00:12:44
Are recommending. 00:12:47
That this. 00:12:48
Resolution be done. 00:12:51
After the fact because we don't know the amount until. 00:12:53
In January I believe or could have been received I. 00:12:58
Does it say in the resolution just when it was received? But it's very late in the year? 00:13:02
If not after. 00:13:07
That's all my comment was. 00:13:09
Anyone else? 00:13:14
OK, if you agree with the. 00:13:19
Resolution Please vote yes. If you do not, please vote no. 00:13:20

Fiscal note request to use general fund. 00:15:11
Balance fund, Fund balance in 2025. 00:15:14
For the 58,800 Master plan study, as it was not budgeted for in 2025, this will require. 00:15:19
Transfers as well. See on budget, revenue and or expenditures form for entry. Finance Committee review date February 10th, 2025 00:15:27
Find initial by Finance Committee chair. 00:15:33
On your desks this evening is. 00:37:21
The a. 00:37:24
February 2025 Forward Analytics newsletter. Also a newsletter, the ADRC Connections. 00:37:29
And some of you do have a third party related form on your desk. If you can please fill those out and give that back to me before 00:37:38
